COVER LETTER AND EXECUTIVE SUMMARY August 18, 2020 CALTRAN Engineering Group, Inc. (CALTRAN) is pleased to submit this Letter of Interest and Response for the Request for Qualifications (RFQ-20-07-01), Continuing Professional Consulting Service (CCNA) for the purpose to become part of the list of Professional Firms in the continuous contract with the City of Sunny Isles to provide services in categories 2- Civil Engineer and 10 – Construction Engineering and Inspection (CEI) Services. Our dedication has led to a continuous and sustained growth for our firm while providing excellent services for our clients, including government agencies, local and private clients and contractors especially during this difficult time and the uncertainties of the Covid-19 Pandemic CALTRAN is a professional engineering firm specialized in roadway design, traffic and transportation engineering, transportation planning, data collection analysis and Construction Engineering and Inspections (CEI). CALTRAN since our inception in 2011, has undertaken and successfully completed multiple projects within the South Florida Region with the commitment to serve its community. CALTRAN strives to be at the forefront of our industry by concentrating on the technical and technological advances in the field, and by utilizing state of the art applications and equipment. Our more than 30 highly qualified and experienced professionals are committed to provide comprehensive and practical approaches to solve current and future transportation and planning challenges. Furthermore, we offer cost effective and responsive engineering services focused primarily on secure, efficient and environmentally sound solutions based on the client’s needs. CALTRAN has offices in Miami-Dade, Broward and Hillsborough County. Our Miami and Broward Offices located within 40 minutes of the City of Sunny Isles boundaries, will be attending all the City’s work assignments, as specified under this contract. CALTRAN feels extremely confident to represent the City in matters involving to other governmental entities at the local, regional, state or national level, pertaining to the improvement programs, permits, grants in which the City is or may be an eligible participant or has interest. CALTRAN has served through Continuing Contract Services with similar scope several municipalities and Counties including: City of Miramar, City of Dania Beach, City of Miami Gardens, and the City of Oakland Park. In addition, we have worked in multiple projects which included FDOT and Broward County as stakeholder. CALTRAN worked with the City of Sunny Isles in two different tasks that include the support traffic analysis justification of the pedestrian bridge planned over SR A1A/Collins Avenue close to the City Hall as part of the FDOT justification request as well as the Sunny Isles Beach Pier parking study. We propose to coordinate with City in advance to determine and to schedule work assignments to ensure that resources are available to meet any and all submittal and production deadlines . Having reviewed the workload of the team that will be assigned to the contract; we feel certain that we can accomplish any request that the City may have as our current workload will not adversely impact this contract. CALTRAN’s principal and founder, Juan Calderon, PE, PTOE to be the project manager position further stresses our commitment to the City. Our proposed Project Manager, will be responsible for organizing all aspects of the contract’s activities including: scheduling field reviews, overseeing project development and analysis and final deliverables and coordinating with the sub-consultant project team to ensure that all functions are smoothly incorporated into the overall assignments. PROJECT APPROACH AND UNDERSTANDING CALTRAN’s experience and expertise will be put to the City’s service and will become the most reliable consultant to fulfill the engineering assignments that include investigation, analysis, evaluation, coordination, preparation of plans, specifications and contract documents, bid/awards and evaluation services during construction, perform construction engineering services and any other engineering assignments upon the request of the City. CALTRAN is highly qualified, experienced and extremely interested in providing the following services in connection to Scope of work 2- Civil Engineer and 10- Construction Engineering and Inspection (CEI) Services categories Civil Engineer Category: As per the scope requested, CALTRAN has extensive experience in feasibility studies, planning, design, construction documents preparation, bidding services, construction administration and inspection services, cost estimate, permitting and other consultation engineering services for the City’s Civil Engineering projects to be in compliance with Federal, State and local regulatory Agencies. Construction Engineering and Inspection (CEI) Category: CALTRAN will be able to perform all tasks related to the contract administration, monitoring and inspection to ensure that projects are constructed in accordance with plans, specifications and special provisions as established in the Construction Contract. Provide general consultation and engineering services including but not limited to field inspections, structural analysis, reports, and recommendations for field conditions of the City’s facilities Project Administration and Contract Management CALTRAN’s administration and management of this contract is based on the following elements:  Complete understanding of the technical requirements and focus in a single area of interest.  Objective to supply and expedite concurrent or multiple activities.  Organized to provide flexibility.  Experienced staff to resolve unique issues through the most innovative solutions.  Staff that will be available day/night to meet with City of Sunny Isles staff and stakeholders at their request.  First hand access to state-of-the-art technology.  Sheer resolution and commitment to serve the City of Sunny Isles. CALTRAN acknowledges that the City of Sunny Isles challenges require a consultant with capacity and knowledge to quickly respond and to solve problems related to Civil Engineering and Construction Engineering Services. CALTRAN’s previous work on similar contracts will efficiently convey ideas, perform assessments, as well as, produce reports, memoranda and analysis for the City of Sunny Isles that could encompass the following aspects of our management plan: Being this Continuing Professional Consulting Service Contract (CCNA) are Purchase Orders (PO) / Task Work Order (TWO) oriented contracts that entails addressing civil engineering assessments, development of plans for construction, as well as to perform CE&I including contract administration. This type of contract currently has four critical challenges that includes but not limited to serve on on-call to fulfill staff, city officials or general public requests, planning and communication, management of task work orders and respond during the Covid-19. On-Call Services This contract poses increased challenges as it not only a consultant that will be utilized as needed, on-call or on a part time basis for either civil engineering tasks or construction inspections. This can be challenging fulfilling requests in a timely manner without impacting the City’s project schedule and work program plans. Our firm understands and can guarantee that the depth of our staffing resources and the versatility of our team. Calderon, P.E., PTOE, PTP as Principal and Project Manager at CALTRAN, will be the central coordinator for all the activities related to The City of Sunny Isles. Under his management, there will be continuous communication with the City of Sunny Isles Project Manager and will be available to meet with the City’s Board and the project‐Stakeholders at their request or to perform presentations without over-extending the budget. CALTRAN considers that an essential element is to maintain direct lines of communication that will allow sharing ideas, experience, and use of technology, as well as, providing high quality services to the City of Sunny Isles, CALTRAN will develop schedules, organize subgroups for additional tasks, and track all progress in various work orders that will enhance the efficiency in fund allocations. Management of Tasks Financial oversight of each PO/TWO is a critical factor in the management of this contract. Ensuring that funds on every PO/TWO are managed and monitored in conjunction with the design or construction time remaining on each assignment is paramount to projects being completed. Each PO/TWO will be treated as an independent mini-contract. We have the tools and proven pro-active management approach to monitor the burning rate for each PO/TWO, cost and schedule controls with Contract Management Team that takes ownership and accountability. Scheduling : CALTRAN is committed to provide the City of Sunny Isles with a high-quality project by meeting the City’s schedule and budget requirements, as well as, assign the most qualified and dependable staff to carry out the work required under this project. CALTRAN understands that a schedule is intended not only for the consultant, but also for the City of Sunny Isles to coordinate their resources for reviewing submittals and for reporting to other members. CALTRAN values the importance of meeting milestone dates, review dates, and final submittal dates. Cost Control: It is our policy to provide the most of value engineering concepts through cost-effectiveness for the conditions given. CALTRAN has demonstrated these capabilities on previous projects of this type. Cost control is provided through a custom accounting system software (below sample), which tracks project costs and provides project performance and billing information. CALTRAN’s Project Manager uses this accounting information and project status system to track performance on a regular basis. COVID-19 Safety is a top ongoing priority for CALTRAN either by ensuring safety “on the office, during field inspections, or within work zones”. COVID-19 presents an additional safety challenge that could negatively impact both the construction work-zone and the work- place. We understand the need to implement safety measures and social distancing practices and mitigating any impact on quality or schedule. Given the nature of our services, we have always been equipped with technology for “work on the go” or working remotely. Whether it’s in an office setting, at home, in a truck or in the field, our staff have the necessary equipment to continue business as usual while ensuring the safety of all involved. CALTRAN utilize all current remote applications (i.e. Microsoft Teams and GoTo Meetings, FTP) that allow real time interaction. We understand the importance of effectively utilizing these tools to aid in the timely completion of all PO/TWOs on this contract. Our staff will also follow the CDC guidelines to ensure their safety and the safety of those around. Other critical aspects that are part of this type of contract are as follows: • Quality Assurance/ Quality Control: The QA/QC procedure requires the preparation of schemes prior to initiating work; specifies procedures for QC review of data, calculations, and documents; and establishes a mechanism for tracking, documenting, auditing, and evaluating our performance in adhering to and carrying out the procedure. For all work assigned under The City of Sunny Isles Scope of work, we will apply our QA/QC plan in order to maximize our efficiency and effectiveness on all project assignments. RFQ-20-07-01 Continuing Professional Consulting Services (CCNA) 790 NW 107 Ave., Suite 200, Miami, FL 33172 Tel:(786) 456-7700 (954) 658-5232 7 Below there is a summary of each of potential PO/TWOs and our approach to serve the City of Sunny Isles: • Study and Report Phase: This phase will aim to perform analysis to identify feasible solutions and develop cost estimates with contingencies of proposed improvements. These evaluations could encompass elements such as: • Traffic Studies As an important measure to regulate the development process in order to not adversely impact the level of service along South Florida Roads the intersections and corridors within the City of Sunny Isles will be analyzed using the latest Highway Capacity Software or Synchro 10 and Vissim. The intersection and corridor analysis will address: the impact of geometric improvements, the existing and future intersection LOS, interval and phasing timing optimization, new signal timing plans, fuel consumption, etc. • Safety Studies: CALTRAN has full access to FDOT CAR database (State Roads crash data) and Signal 4. CALTRAN is fully familiar with resolving issues such as analysis of data presented from local police departments. Furthermore, the team engineers have participated in safety reviewing and trained in the latest Highway Safety Manual. • Traffic Impacts Development and Reviews: As the objective of traffic studies is to provide the City of Sunny Isles CALTRAN adheres to the 3 different levels of report taking into consideration the qualifications, trip generation, primary trips, directional split, trip length, traffic diagrams, and trip mitigation standards by the City and the County. • Complete Streets: The CALTRAN team has knowledge and relevant experience with Complete Streets design and applications. CALTRAN has assisted in the development and publishing of the 1st Miami-Dade County Complete Streets Manual. Our relevant recent experience will provide City of Sunny Isles with a team possessing the knowledge of actual successful design applications, where all modes of travel are given a priority, not just the automobile. • Parking Studies: Evaluation of existing parking facilities data collection for parking accumulation, parking turnover, and parking duration, identification of parking generators, and recollection of information on parking demand. These studies will determine that an adequate supply of spaces is being provided to accommodate future growth of parking facilities. • Traffic Data Collection: CALTRAN has been involved in performing traffic volume and classification counts, as well as TMCs that include collecting pedestrian and bicycles counts for multiple clients. In addition, CALTRAN has extensive experience working with BIGDATA applications such as Streetlight, HERE, AirSage as well as STRAVA for bicycle/pedestrian Origin-Destination. • Mapping/Reporting/Analysis: CALTRAN’s staff support has included GIS data collection from publicly available sources and feature class creation when required. We offer full-service GIS and provide end-to-end geospatial solutions that touch on the entire lifecycle of geospatial data creation, management, visualization, analysis, and distribution. • Preliminary Design Phase: After the selection of improvements CALTRAN will work with the City to establish concepts and design criteria and specifications that will be follow as part of the final design. During this phase a conceptual design (30%) will be developed for refinement of cost estimates. This phase will also targ et initial coordination with stakeholders including utilities as well as any potential testing for soils and or structural analyses as required. CALTRAN will coordinate with the City of Sunny Isles Community Awareness Plan (CAP) as needed that considers goals and objectives from each project. Those plans will make sure to identify all impacted stakeholders like FDOT, City of Sunny Isles staff and/or officials for each specific project or assignment. As a minimum our public involvement plans will include:  Gathering information related to the project’s goals and objectives  Inform the public and stakeholders of the study related material, approach, data collection efforts, meeting minutes etc.  Educate the public and stakeholders of the benefits of the project. At the same time provide countermeasures for impacts based on a range of transportation and livable solutions.  Engage the public and stakeholders through different channels and opportunities making them part of the decision making process.  Target audiences through listening sessions. • Final Design/Construction Documents Phase: Our Team of Professional Engineers (P.Es) has served as Engineer of Record (EORs) for multiple design projects that include roadway, signalization, signing and pavement markings, MOT, and lighting; we have permitted projects with stakeholders such as the Florida Department of Transportation (FDOT), Miami-Dade and Broward County as well as multiple Cities. CALTRAN’s experts are ready to undertake the required efforts to adequately gather information and data, and validate and provide plans for the proposed improvements for a safe network of intersections in accordance to current City and FDOT standards. The goal is to deliver improvement plans, paving and grading, drainage, signing & pavement marking, signalization, and lighting as well as a Maintenance of Traffic (MOT) design component package foll owing the FDOT Plans Preparation Manual with detailed notes and tabulation of quantities for a contractor to be able to bid and permit. CALTRAN also will support the City in all required meetings, including but not limited to pre-bid and pre-construction meetings. Our general approach to traffic and roadway design includes s follows: • Existing Condition Review and Geometrics Analysis: The CALTRAN Team will perform field review for each of the project locations to identify all necessary geometric elements (i.e., sight distance, right-of-way constrains) in the existing conditions. The assessment findings will be documented in a field review form that records safety operations and notes deficiencies observed. As-built plans will be review • Standards Compliance: Projects will need to be designed and constructed in compliance with City’s requirements, including considerations based on noise ordinances, as well as County and FDOT standards and State and Federal Standards such as the MUTCD. • Utility Coordination: CALTRAN will request a utility design ticket to Florida Sunshine (811) to obtain information about all utility owners around each project location. All utilities must be considered when locating proposed improvements including service points from FPL and ATT. CALTRAN will have a dedicated utility coordinator familiar with UAOs to work closely with all utility owners and who has extended experience in utility coordination to ensure that all Utility Work Schedules and agreements will be on time to avoid negative impacts on the project schedule. • Topographic Survey: CALTRAN will coordinate survey efforts using a well-known surveyor with previous experience with the City. Topographic surveys will be prepared with DTM and a complete inventory of elements will be completed to be able to provide the contractor with enough details for geographic location and elevations of the proposed improvements. Any right-of-way dedications and easements will be vetted and legally recorded as part of the process. • Plans Preparation: CALTRAN will prepare a complete design package. Plans will be designed to current City, County, FDOT Standards and FDM. Plans, including pay items and quantities, cost estimates, computation sheets, and construction plans at 30%, 60%, 90%, and/or signed and sealed 100% will be prepared and provided to City. CALTRAN will submit all MicroStation or AutoCAD including 3D, survey files and final plans set properly signed and sealed. Plan sets also will be submitted in PDF format via email for quick distribution. Signing and Pavement Markings will be designed as per the latest MUTCD. Our Temporary Traffic Control Plans (TTCP) will account for all modes of transportation including vehicles, pedestrian, bicyclists, and transit. Regarding landscaping and aesthetics the natural and built environment will be critical in order to obtain residents’ approval. • Permitting: CALTRAN will ensure that sign plans will be permitted through the City and stakeholders (FDOT, and SFWM). FDOT permitting process will require familiarity with applications such OSP and ensuring that coordination with permit offices occurs in a one-on-one basis as needed. • Bidding Phase: CALTRAN will provide post-design support and services until final certification approval, including site visits during construction (limited to visits normally carried out as Engineer of Record) and/or to respond to respond to requests for information by the contractors (RFIs). Task will include monitoring efforts to achieve final certification by all stakeholders and permit closings. CALTRAN will be present at the pre-bid meeting and is willing to respond any questions or give clarifications during the bidding process, review, and approval of shop drawings. CE&I CALTRAN’ Construction Engineering and Inspection (CEI) division is FDOT certified and highly qualified to manage roadway construction projects including the following services: project administration, daily inspections, project documentation, submittals review, utility coordination, design support, constructability reviews, value engineering, critical path review, materials testing, cost estimating, claim analysis and project close out. As the CEI professionals we take pride of becoming an extension of the of the Project’s Owner, represent it in every step of the construction process and take ownership of the objectives until completion is achieved to the fully satisfaction of the Owner. Our CEI team is on the front lines of construction and work closely with the contractors to monitor and verify that all components of the project are constructed in accordance with the approved plans, specifications, and contract provisions. The success of our CEI services is based on the principles of effective leadership, flawless communication and closely coordination among project stakeholders.
