Eisman & Russo, Inc. (E&R) is pleased to present our qualifications to provide CEI Services to the City of Sunny Isles Beach on a con-
tinuing basis as required within budget and regardless of location or task work order within the scope of CEI services.
FIRM QUALIFICATIONS
E&R is a Florida headquartered company established in 1985 with 15 offices throughout the state including several in South Florida
providing construction engineering inspection and contract administration services. E&R is prequalified by FDOT for CEI services and
our project team possesses all the qualifications and experience required by the City of Sunny Isles Beach. In the past ten years, E&R
has managed the CEI for over $2 billion in construction projects for FDOT and municipalities in Florida. E&R has 174 full time employees
and 24 licensed Professional Engineers.
Our team’s experience ranges from providing CEI services on projects from a few hundred thousand in construction costs to over $500
million; we serve as a catalyst to the construction process. Our proposed staff have extensive experience in all areas of roadway and
bridge construction dealing with items such as utility relocation, drainage, earthwork, concrete, asphalt and maintenance of traffic. Our
team will be led by Ido Shimony, PE, a seasoned Senior Project Engineer/ Project Manager with 22 years of experience and has
worked with City Engineer Rick Labinsky, PE in the past. He is supported by a local team that has worked together successfully on
projects throughout South Florida for FDOT District 4 and 6, Florida’s Turnpike Enterprise and area municipalities.
LICENSES & CERTIFICATIONS
E&R maintains all the necessary firm licenses and professional engineering licenses required to perform CEI services in the State of
Florida. We are prequalified by the Florida Department of Transportation for engineering services and incorporated by the State of Florida.

In addition to required licenses, all team members are CEI qualified by Construction Training & Qualifications Program (CTQP) of the
FDOT and related course administrators. A CTQP matrix of qualifications of our team is presented in TAB E.

CURRENT WORKLOAD
Our proposed E&R team members have recently completed two projects: the SR9 (I-95) from Atlantic Ave to N of Gateway for FDOT
District 4 and SR 821 HEFT Widening from SW 288 St to SW 216 St in Miami for Florida Turnpike Enterprise. Both projects are featured
in the SF 330 forms in TAB E.
Our team is readily available to support the City of Sunny Isles Beach immediately. While E&R enjoys steady work due to repeat business,
our current personnel workload in our South Florida CEI Division is such that we can immediately provide the personnel outlined in our
proposed Organizational Chart (TAB E) for this contract. In addition to the proposed team members, E&R has considerable CEI staff re-
sources in South Florida, so we have additional personnel who are available to assist any time it is necessary. Our team will continuously
monitor staffing roles and responsibilities and only provide the necessary individuals to support the workload requirements. We recognize
that our staffing workload will be modified accordingly to match projects as they ramp up and down. Being fluid and proactive to all City
needs as they arise is a must for the success of this contract; E&R will remain adaptable to any changing conditions.

CONSTRUCTION MANAGEMENT METHODS & TECHNIQUES
Eisman & Russo, Inc. (E&R) has a well-established and success driven Construction Engineering & Inspection
(CEI) force that provides project management for a wide spectrum of state and municipal projects throughout
Florida including roadways, bridges, drainage and utilities. The E&R CEI team offers an experienced, local,
proven team to work as an extension of the City of Sunny Isles Beach to ensure projects are completed in a
timely manner meeting and exceeding the client goals. Our construction administration services are tailored to
serve our clients individual needs. Our CEI services generally include, but are not limited to:

PROJECT UNDERSTANDING
Our approach to projects under continuing services contracts is based upon our team’s personal experience working on City, FDOT
LAP, FHWA, ARRA funded projects in similar corridors where public involvement with residents, businesses, City and County officials
is essential to ensure minimal disruption and plays a big role in successful execution of the project’s construction. Efforts to minimize
impacts to the traveling public and residents regardless of project type will be made through public participation meetings and credible
advance notification of construction activities. We are familiar with the City’s SIBAlert system and the various social media venues used
to disseminate information to the public, including the live streamed commission meetings.
Some of the upcoming projects for the City of Sunny Isles Beach are driven in response to input from residents and stakeholder sur-
veys within the community that wanted to see sidewalk and crosswalk improvements. The City moved forward with Complete Streets to
address both the current needs and those of the future. As part of the improvements, the City has taken initiative to improve the pedestrian
access, vehicular access and overall safety by strategically designing pedestrian overpasses along Collins Avenue. We anticipate and
are qualified and experienced to provide CEI services for these types of projects. Currently, Eisman & Russo is providing CEI services
for a trio of similar Golf Cart Path Bridges in The Villages, Florida. Anticipated to be completed in a few months, the project
includes a bridge which spans over the Florida Turnpike and includes
unique aesthetic features, decorative lighting and stone veneers.
Over the past 10 years, our team has performed similar continuing ser-
vices contracts for other local municipalities, under which we have per-
formed multiple sidewalk reconstruction projects, decorative and paved
crosswalks, lighting improvements, milling and resurfacing, landscape
and irrigation projects.
Our team members commit to meeting with City Engineer Rick Labin-
sky, PE and the designated Project Manager to establish project specif-
ic goals prior to the start of construction of each project. At a minimum, we
obligate our team members to the following goals:

• Outstanding Service. We understand the motoring public as well as the adjacent property owners and any businesses
which may have high expectations in regards to safety, service and convenience when the City of Sunny Isles Beach under-
takes these projects, and our team members commit to meeting their expectations.
• Effective Workforce. We have assembled superior team members providing the City of Sunny Isles Beach with industry
leaders at every assigned CEI position.
• Efficient Project Delivery. Our team members commit to deliver this project within the City’s goals for time and budget
through proactive project management focused on resolving issues at the lowest possible level and a collaborative working
relationship with the City’s Project Manager, Contractor partners and other stakeholders.
• Maximize the Return on Investment. Our team members commit to managing the City’s financial investment in the project
in a fiscally responsible manner. Our team members will assist the City representatives in finding ways to do things more
cost effectively and returning those savings of either time or money back to the City as our team has done on past projects.
• Safety. Safety for the public and the construction team is the number one concern on any construction project. Our safety
goal is consistent with the City’s goals that it sets for its personnel and projects.
APPROACH TO CEI SERVICES
The E&R team has a tailored approach to CEI services with ability to provide assistance on multiple assignments. Our ability to convert
a scope of services into an effective work plan is a cornerstone of our past success. As indicated in the Request for Qualifications, the
City seeks continuing CEI services inspect and administer projects and ensure construction of the projects is performed in reasonable
conformity with plans, specifications and contract provisions. In developing our approach to the Scope of Services for each project, we
will review our standard work plan, then modify or emphasize particular work plan elements, customizing it for each specific project.
Preconstruction – Immediately upon being assigned a project under this contract, the E&R team begins proper planning to identify
specific activities that must take place prior to bidding and construction commencement including:
• Constructability Review – We conduct an in-depth constructability review. More than just a plans review, we study the plans to
make certain that the project is constructible as designed. We identify issues, omissions and completeness of documents, and
we coordinate our review comments with the Engineer-of-Record thus avoid any change orders during construction.
• MOT and Safety Review – We review construction phasing to ensure that it is well defined and that safety routes to the traveling
motorists are well delineated to progress through the construction zone safely. Minimizing travel delays and increasing safety
is our goal.
• Bidability Review – We then review the proposed pay items and quantities to ensure that all necessary pay items are included in
the plan set.
• Bid Tabulations – We review the contractor’s bid tabulations to ensure they are accurate.
• Pre-CQC Meeting – We conduct a Contractor Quality Control (CQC) preconstruction meeting with representatives from the City,
the verification testing laboratory and the CQC team. This meeting will review CQC specifications, outline testing procedures,
establish operational procedures, review responsibilities, exchange all contact information and resolve any questions.
• Communication – We commit to communicate verbally and in writing and ensure that project stakeholders are included from the
beginning and until a task is successfully concluded.
• Partnering – The E&R team is committed to the principles and objectives of partnering in improving communications, increasing
trust, managing project goals and expediting decision-making time.
• Permits – We ensure that proper permits and provisions are included in the bid documents.
• Preconstruction Meeting – We will conduct a preconstruction conference involving the City staff, contractors, utilities, and all
other interested parties. During this meeting, our team and the contractor will establish a framework for handling and resolving
issue. Subsequent meetings will be scheduled with the individual utilities as may be impacted by the project, as well as any
other affected stakeholders.
• Utility Coordination – We make contact with all utility owners to become familiar with all activities that are to take place within

the project area. We address all concerns and discuss the potential conflicts identified in the plans. Relocation of utilities in a
timely manner is critical to meeting the project’s schedule and not causing the contractor delays.
• Public Involvement – We develop a contact list of the business owners and residents adjacent to each project. We work to main-
tain a responsive, effective and positive public information program. We will present a positive public image through coordina-
tion with and support for City Engineer and Project Manager.
• Adjacent, Active & Anticipated Projects – We will identify adjacent and anticipated state or private projects and establish the
proper level of communication to coordinate and identify conflicting activities. This will be achieved by attending project plan-
ning and coordination meetings, identifying key players and establishing open communications.
Immediately after construction contract award, we interact with the contractor and make preparations for the start of construction. These
activities include:
• Coordinate with the contractor to determine if there are any questions related to the plans and specifications prior to construction
start. We generate RFI’s to the Engineer-of-Record, if necessary.
• Coordinate with the City on innovative ideas to save costs and time.
Fifteen (15) days prior to project start, we make the following preparations:
• Set up office files and computer logs
• Set up field books
• Conduct the preconstruction conference
Construction – When construction begins, the E&R team performs all required CEI duties including:
• Safety – Safety is priority number one on every project whether large or small. We will work with the contractor and review safety
measures for trucks and equipment entering the work zone. We will also perform safety reviews to include job-site protection
and report hazardous conditions to the contractor for immediate correction. Additionally, if tracking of materials occurs, we
will request functional soil tracking devices to avoid tracking of material onto adjacent City streets. In addition, our team will
monitor the storage of material to ensure it is protected and prevent it from becoming a safety hazard.
• Maintenance of Traffic (MOT) Inspection – We will perform periodic inspection of the MOT. Deficiencies are reported immediately
to the contractor for correction.
• Inspection of Contractor’s Work – Inspectors review the plans, specifications, and standards to ensure that all construction
complies with the contract documents. All activities are properly documented on the Daily Report of Construction, and all work
items are documented in the appropriate field books, plans, computation book, and log sheets.
• Survey Control – The E&R inspection staff has the capability to perform engineering surveys so that spot checks of the contrac-
tor’s construction activities can be made and immediate corrective actions can be implemented, if necessary.
• Contractor Quality Control (CQC) – Our CTQP personnel are well-versed in the CQC specifications. We will initiate effective
support of the contractor’s QC efforts. Our staff will work closely with contractor personnel to assist in issues of clarification,
training, reporting procedures and/or analysis. Monthly reviews will be made of all CQC records to confirm that the appropriate
testing and controls required are being performed and documented.
• Contract Compliance – Our team of qualified professionals will monitor the contractor ’s operations to ensure compliance with
plans, specifications and other contract documents. Detailed and accurate records of the contractor’s operations will be
recorded. Our inspectors meet with the contractor prior to the end of each shift to ensure agreement and spot check the
contractor on all work performed. This allows for items to be resolved quickly at the lowest possible level. Items that cannot
be resolved in the field will be escalated within 24 hours to our Project Administrator and Senior Project Engineer for swift
resolution.
• Environmental Monitoring – Inspectors monitor the contractor’s erosion control practices daily to ensure erosion is controlled
during construction. Our inspectors have similar experience and local knowledge in highly sensitive environmental areas and
will utilize our in-house digital turbity monitoring equipment and environmental training to ensure that the contractor flags
impacted areas and prevent illicit impacts to adjacent wetlands, assuring all water quality measures are at or below permit
requirements. The contractor will be informed of any deficiencies and will be advised to correct them immediately.

• Measurement of Pay Item Quantities – Pay item quantities will be measured daily and tracked regularly. Discrepancies in pay
item quantities are reconciled before each monthly estimate.
• Contract Administration – Our Senior Project Engineer conducts bi-weekly meetings involving contractors, utility owners and City
staff. We resolve problems that arise in the fi eld, manage changed fi eld conditions and respond to any claims that the contrac-
tor may submit. It is our goal to be proactive and avoid claims by looking ahead and identifying potential confl icts before they
impact the contractor’s schedule.
• Critical Path Method (CPM) reviews – We track the CPM schedule during construction, paying particular attention to the criti-
cal path. If the contractor falls behind schedule, we communicate our concerns to both the City and the contractor and offer
suggestions to get the project back on track. Our team will review the schedule for logic fl aws that would result in costly time
overrun.
Post-Construction – After construction is complete, we perform all necessary closeout activities, deliver the fi nal estimate package,
coordinate with maintenance, and provide all other project deliverables within the required timeframes. We also commit to being available
to resolve ongoing disputes that may extend beyond the construction contract and bring them to resolution.
• Final Estimates – After fi nal acceptance, we deliver a precise and accurate fi nal estimate to the City. Any discrepancies are
reconciled with the contractor prior to submittal of the fi nal estimate package.
Documentation – The E&R team provides thorough and accurate documentation on all construction projects. We have developed pro-
grams, forms, and procedures to maintain a detailed account of project events. Below is a partial list of the documentation we maintain:
• Controlling Item of Work Plan – Submitted by contractor and reviewed by the Project Administrator.
• Daily MOT Inspection Report – Reviewed for completeness and accuracy.
• Daily Safety Report – Reviewed for completeness and accuracy.
• Daily Reports – Daily events, activities, pay items and quantities, work effort, and all other pertinent information are recorded on
the Dailies.
• Correspondence Logs – Correspondence is scanned, organized and logged for easy retrieval.
• Drawing Control Log – Shop drawings are tracked from initial submittal to fi nal approval.
• RFI Log – We maintain the Request for Information (RFI) log for issues requiring a formal RFI. Like the Issues Log, it tracks the
length of time an issue is outstanding and the person responsible for each issue.
• Photographs & Video – A digital media log is maintained to document job progress or unique issues. Pictures and videos are
taken at regular intervals before and during construction.
• Engineer’s Cost Estimate – Provides detail for costs associated with extra or unforeseen work.
• Density Log Books – Ensure compaction is performed in accordance with Specifi cations.
• Time File – Tracks contract days, time extensions, weather days, etc.
INNOVATIVE APPROACHES & TECHNIQUES TO SAVE TIME & MONEY
The E&R team members have implemented fundamental cost control procedures to save time and money on CEI projects. Clear com-
munication and a proactive approach is the basis for our ability to control time and budget. The key administrative tools for controlling
time and budget include:
•Local / Flexible and Multi-trained Staffi ng – All of the E&R team members are locally headquartered in South Florida and main-
tain a staff of over 125 CEI personnel. Because of our ability to fl oat personnel between multiple projects, we have the ability
to consistently staff any City project concurrently and at a moment’s notice. In addition, our inspectors are multi-tasked, each
can provide several services (i.e. concrete testing, asphalt materials, bridge, etc.).
•Constructability Review – E&R will recommend to the City alternative solutions in regards to materials and maintenance of traffi c
phasing that will improve production and reduce costs (i.e., pipe material, base and subgrade alternatives, asphalt, concrete,
curb & gutter, etc.)

•Construction Phasing/MOT Review – Traffic control and construction phasing can add a tremendous cost to a project. Our
team’s review focus is to reduce the impact of each construction project on the traveling public while increasing safety. In
certain scenarios combining construction phasing will provide a valuable cost savings to the City.
•Utilities - Coordinate the work with utility companies to eliminate impact on the construction schedule.
•Remote Office – E&R inspectors are fully equipped and mobilized in their vehicles. They are connected remotely through Inter-
net with laptops, on-board printers, radios and cell phones and testing equipment. This will eliminate the need for inspectors to
meet in the office to discuss an issue. A photo can be taken and emailed to the Project Manager for immediate resolution.
QUALITY ASSURANCE / QUALITY CONTROL
An internal Quality Control/Quality Assurance plan that is performance-driven and consistently implemented ensures a high standard of
professional work and an assurance of comfort to the City of Sunny Isles Beach in our abilities to perform the required services. The QA/
QC will be an ongoing daily process implemented at every level, from management to inspection staff.
FDOT “Critical Requirement” and “Quality Assessment Guide Lists” are solid tools to obtaining a consistent application of review for com-
pliance with the plans and specifications. The FDOT Construction Project Administration Manual (CPAM), specifically Section 3.2 Quality
Control, is another tool implemented in our QA/QC process.
The E&R team fully understands its responsibility for construction management, engineering, inspection and testing. As we have done in
the past in managing CEI services, we will continue to ensure that construction of each project is in reasonable conformity with the plans
and specifications and contract provisions.
The E&R QA/QC team has significant construction experience and will provide a consistent product throughout each job assignment.
Our plan is to set in place an internal Quality Assurance Program (QAP) that will provide the overall structure, policies, and procedures
necessary for the successful execution of each project. The QA/QC team, led by Dan Foss, PE will conduct intermittent project reviews
on a quarterly basis to ascertain contract compliance.
Once the quality review document is finalized, our QA/QC team will submit a report to the City’s Project Manager that will outline any
substandard performance area requiring corrective action. The same report will be submitted to Ido Shimony, PE, Sr. Project Engineer,
who will see that the recommended corrective action is performed within ten working days. Once corrective action is achieved, the QC
team will submit an updated report documenting the corrective action taken and submit it to the City’s Project Manager with file copies
maintained in our quality assurance records.

FIRM QUALIFICATIONS
Eisman & Russo, Inc. (E&R) is an engineering fi rm with extensive resources capable of handling all project construction phases from
pre-construction through construction and post-construction services. A Florida headquartered fi rm, E&R was founded in 1985 with a
business philosophy and a mind set to provide high-quality planning, engineering and construction management services to meet the

The E&R team possesses all the qualifi cations and experience required by the City of Sunny Isles Beach in a Continuing Professional

egory from minor roadway to complex bridges. E&R currently has 15 offi ces in the state, including several in South Florida, with a total

construction administration of roadways and bridges, E&R has extensive experience in environmental permitting related to Water Man-
agement District environmental resource permits, FDOT roadway work, utilities and stormwater systems, US Army Corps of Engineers
(USACE) dredge/fi ll permits and jurisdictional determinations, FDEP water and sewer permits and certifi cations, and South Florida Water
Management District (SFWMD) permits.
PROPOSED PERSONNEL
The organizational structure established for this type of contract is specifi cally tailored to maximize effi ciency and effectiveness while closely
controlling budgets and schedules. E&R team members have all the required technical education and training to perform CEI services. Our
staff is qualifi ed in asphalt paving, concrete paving,
earthwork, stormwater, maintenance of traffi c, pile
driving and drilled shafts (refer to CTQP Matrix on the
next page). Most importantly, the E&R team shares
a common focus on timely and cost effective deliv-

For this continuing services contract, we commit our
Senior Project Engineer, Ido Shimony, PE who
recently served as Project Manager of the now
complete 6-year similar miscellaneous CEI ser-
vices contract for the City of Hallandale Beach.
He was responsible for managing multiple tasks in
a wide variety of disciplines, including survey, envi-
ronmental studies, historical evaluations and CEI.
Ido will be supported by a team with a long history
of working together and an extensive knowledge
and expertise in CEI. We understand that you need
an inspection team who can perform with little to no
oversight and will serve as an extension of the City’s
Public Works Department. We have the technical

Ido Shimony, PE, Senior Project Engineer/ Project Manager, has over 22 years of experience in both design and construction proj-
ects. He excels at coordination of unique project challenges to find the best solution while keeping the project moving forward. His com-
munication skills, coordination ability, and innovative thinking has proven results leading his teams to successful, award-winning, projects
meeting and exceeding the client goals for time and cost.
Leonardo Offredi, PE, Senior Project Engineer. Leo has over 21 years of experience with extensive construction experience in a proj-
ect leadership role on urban 3R projects, several project groupings, major bridge construction, and ITS projects. He is a proven Senior
Project Engineer who has developed a reputation for high ethical standards, and he works well with all interested parties. Leo is a hands-
on engineer known for handling project issues by making firm decisions and responsibly managing construction projects that exceed his
client’s goals and expectations.
Deanna Hammond, EI, Project Administrator. Deanna is a degreed Civil Engineer with over 22 years of experience working on a va-
riety of roadway and bridge construction projects both with and for the FDOT. Her diverse experience, coupled with her attention to detail
and commitment to quality, make her the ideal candidate in this role. She has experience on LAP and municipal administered projects.
Chris Charvat, Project Administrator has more than 34 years of experience in road, bridge, structural construction inspection and
geotechnical services on numerous projects throughout Florida. He brings experience in materials and project administration experience
of bid-build projects. He has successfully completed many final estimate packages achieving the goal of zero deficiencies and received
timely material certifications.
Humberto Pedroso, Contract Support Specialist has nearly 20 years of experience in CEI roles, from inspector to project administra-
tion. As CSS, he plans work details with inspection staff, tracks/reviews submittals including material certifications, RFI’s, shop drawings
and lane closures. Humberto also maintains concrete tracking logs, and MOT/SWPPP reports from the field.
Kyle Wann, Contract Support Specialist has 15 years
of experience in CEI roles, from Inspector to Contract
Support Specialist. As CSS, he plans work details with
inspection staff, tracks/reviews submittals including mate-
rial certifications, RFI’s, shop drawings and lane closures,
and PDF packages. Kyle also maintains concrete tracking
logs, and MOT/SWPPP reports from the field.
Senior Inspectors. The E&R team includes several
well-seasoned Senior Inspectors. Mehdi Amipour (33
years) will perform both bridge and roadway inspection
while Bill Rhoades (26 years) and Peter McIntosh (23
years) will perform roadway/related inspection services.
Each of our Senior Inspectors are experienced in vari-
ous projects that include reconstruction and widening,
drainage installations, utility relocations, and signalization
which are all distinctive aspects of this project.

CURRENT WORKLOAD
Our team is readily available to support the City of Sunny Isles Beach immediately. While E&R enjoys steady work due to repeat business,
our current personnel workload in our South Florida CEI Division is such that we can immediately provide the personnel outlined in our
proposed Organizational Chart for this contract. In addition to the proposed team members, E&R has considerable CEI staff resources
in South Florida, so we have additional personnel who are available to assist any time it is necessary. Our team will continuously monitor
staffing roles and responsibilities and only provide the necessary individuals to support the workload requirements. We recognize that our
staffing workload will be modified accordingly to match projects as they ramp up and down. Being fluid and proactive to all City needs as
they arise is a must for the success of this contract; E&R will remain adaptable to any changing conditions.

Eisman & Russo provided Construction Engineering & Inspection (CEI) services for this $70M Design Build widening. The
project along the Homestead Extension of Florida's Turnpike includes 8 miles of noise wall installations, median widening of
seven (7) miles of roadway to accommodate additional capacity, roadway realignment, drainage and stormwater
management system construction, two bridge widenings, new roadway construction, and milling an resurfacing. A new
tolling point on the Turnpike was constructed as part of the project to replace an existing building and new roadway
alignment.
The project includes safety improvements as well by replacing the high tension cable barrier with guardrail and the addition
of roadway lighting throughout the entire project limits which previously existed only at entry/exit interchanges. Other scope
of work includes new overhead sign structures and ground mounted signs throughout, minor Intelligent Transportation
System device upgrades and replacement of a 7 mile long portion of fiber backbone, 14 miles of chain link fence
replacement, and large tree relocations.

The improvements consisted of the construction of roadway on Pembroke Road from Silver Shores Boulevard to SW 145th
Avenue, located within the limits in the Cities of Miramar and Pembroke Pines. The work included the construction of a new
stormwater management system comprised of cross drains; interconnect pipes and dry detention ponds. A new four lane
divided roadway was constructed on each side of I-75 which included new MSE walls at the approaches to the proposed
new bridge over I-75. Additional, improvements included noise walls, new traffic signals lighting along the corridor, ADA
compliant sidewalks and bus stops, signing and pavement markings, landscaping and irrigation.

This corridor included seven separate projects along a 28-mile stretch which runs through the most expensive real estate
along the Southeast coast of Florida. This grouping required extensive public involvement and coordination with multiple
local municipalities. The scope of these projects included reconstruction, milling and resurfacing, lighting, signalization in
both residential and commercial zones. Special attention was required in coordinating a large amount of local utility
relocation and also included the replacement of a large portion of Manalapan's municipal water main and service lines.

Eisman & Russo provided Construction Engineering & Inspection (CEI) services for this $70M
Design Build widening project along the Homestead Extension of Florida’s Turnpike that included
8 miles of noise wall installations, median widening of 7 miles of roadway to accommodate addi-
tional capacity, roadway realignment, drainage and stormwater management system construction,
two bridge widenings, new roadway construction, and milling an resurfacing. A new tolling point
on the Turnpike was constructed as part of the project to replace an existing building and new
roadway alignment.
The project included safety improvements as well by replacing the high tension cable barrier
with guardrail and the addition of roadway lighting throughout the entire project limits which pre-
viously existed only at entry/exit interchanges. Other scope of work included new overhead sign
structures and ground mounted signs throughout, minor Intelligent Transportation System device
upgrades and replacement of a 7 mile long portion of fiber backbone, 14 miles of chain link fence replacement, and large tree relocations.

Broward County project. The improvements consisted of the construction of roadway on Pembroke
Road from Silver Shores Boulevard to SW 145th Avenue, located within the limits in the cities of
Miramar and Pembroke Pines. The work included the construction of a new stormwater manage-
ment system comprised of cross drains; interconnect pipes and dry detention ponds. A new four
lane divided roadway was constructed on each side of I-75 which included new MSE walls at the
approaches to the proposed new bridge over I-75. Additional, improvements included noise walls, new traffic signals lighting along the
corridor, ADA compliant sidewalks and bus stops, signing and pavement markings, landscaping and irrigation.
During this project, Eisman & Russo met the following goals:
