We feel that having a continuous, integrated team from programming through design and construction will add tremendous value to each project’s success. We are honored to be considered and feel that our design talent, project qualifications, knowledge, and resources uniquely qualify us for this project. The IA team we have proposed for this on-call contract opportunity has had the privilege of working with unique clients on many successful projects over the past several years. Designing interior spaces is our DNA. With millions of square feet completed or in process for clients such as the Securities and Exchange Commission, Carnival, 150 Alhambra, Lennar Homes, Virgin Voyages, Bacardi USA, FedEx, and Perry Ellis International. We look forward to build- ing a new relationship with the City of Sunny Isles Beach based on professionalism, transpar- ency, integrity, and trust. For our clients, this means having a dedicated team of spe- cialists who are passionate about improving life through design. 01 UNDERSTAND 02 ASSESS 03 DEVELOP 04 IMPLEMENT 05 EVALUATE Set Goals & Gain Insight Assess Results & Define Strategy Establish Full Plan & Create Resources Deliver the Solution Lessons Learned 14 | IA INTERIOR ARCHITECTS PROPOSED APPROACH Based on our knowledge of the City of Sunny Isles Beach, we propose a team structure that provides a single point of contact, account project manager, Isis Fumero, based in our Miami, FL office who will coordinate with IA’s Miami core team and firm-wide experts as required. The core team, consisting of an account project designer, Gisselle Amador, and account technical director and code over- sight, George de la Hoz, will drive overall strategic imple- mentation, design and technical quality control, delivery, and cost containment for each of the City of Sunny Isles Beach’s projects. The core team will utilize Miami’s 20 staff members for design and technical support as required for each project. While we have fully planned to round out each project’s needs based on the resources of IA’s Miami office, as a national and global firm we also have the capacity to provide further backup from other locations should such a requirement arise. In addition to the gathering of information pertinent to each project, the core team will maintain standards for processes, technology, construction, furniture, and fin- ishes, and develop overall design solutions. With constant updates through our web-based project management sys- tem, including project schedule and budget tracking sup- porting project cost containment initiatives, this core team remains constant through all City of Sunny Isles Beach ini- tiatives and will become experts for speed-to-market solu- tions. They will, in turn, ensure that each assigned sup- port staff is also trained on the City of Sunny Isles Beach standards. Working continuously with the rest of the team, the Principal- in-Charge, Marlene M. Liriano, will provide oversight on strategic account management, ensuring IA’s capabilities are balanced and efficient and providing effective rela- tionship management. This structure enables the account manager and Principal-in-Charge to stay informed and updated on all project activity, who will then provide a report, including key takeaways and continuous improve- ment innovations, back to the core team and the City of Sunny Isles Beach. This reporting will provide a framework to support a dialogue about continuous improvement to the management, delivery and standards associated with this contract. This approach ensures all City of Sunny Isles Beach proj- ects will be staffed with individuals who are trained in the standards and requirements of City of Sunny Isles Beach, with the core account team holding ultimate accountability and continuity. This model allows IA to manage the day- to-day ebbs and flows of workload from any particular account, balanced with overall account insight and local market, code, and expertise. PROJECT APPROACH & UNDERSTANDING CITY OF ISLES BEACH | 15 DPROJECT APPROACH METHODOLOGY IA’s project process is well-choreographed, with the partic- ipation of each team member carefully scripted to ensure seamless integration and implementation of technical/ design expertise. Nothing is lost in translation. However, the process also allows for ‘improvisation’ – or a rapid response that ensures accuracy of deliverables without sacrificing quality and efficiency. The planning, design and implementation of a successful design solution strives to capture the client's essence and not the architect’s stamp. Our approach encourages an open dialog with clients that, at the outset of a project, helps define objectives and reveal opportunities. During the first phase of the project, the client's feedback will help us add appropriate details and stay true to the objectives as we refine the creative solution. Our approach to your contract is intended to enhance quality control, create effective design concepts, seam- lessly coordinate the project phases, and facilitate a clear line of communication between IA and the City’s Team. To achieve these goals we have established a management process and an integrated team approach with profession- als dedicated to the contract for its duration. IA’s integrated approach is not a hand-off from due dili- gence to full service architecture. When a hand-off occurs, the information critical to the successful implementation of the design strategy is lost. At IA, the management and implementation of the project is executed by the same team that performs the due diligence. These personnel comprise the core team. Marlene Liriano, Principal-in-Charge, will be responsible for IA’s contractual obligation, team and resource management. She will also perform the role of project director, “on a macro level," a role she has filled on many projects in the past. She will coordinate with the City’s Team and IA to ensure appropriate levels of staff- ing and resources, as well as to ensure consistency and timeliness. For an outstanding response to the client's requirements, IA will: • Rapidly respond to the client's requests and adhere to the project schedule. • Provide whatever resources the client requires, as they are required. • Maintain high standards of quality despite demand- ing dead-lines and frequently changing conditions. • Act as the client's advocate in matters of budget. 16 | IA INTERIOR ARCHITECTS The core team is ultimately responsible for the success of this project. Marlene will, in collaboration with the City’s Team, develop a master project schedule/budget and monitoring and maintain these control mechanisms throughout the project. In-House Team Meetings: Isis Fumero, Account Project Manager, will be the City’s primary point of contact and will assemble the core team/consultants, as required, to review project objectives, status, and changes in requirements. She will review progress against the proj- ect schedule as well as the budget to confirm consistency in approach, level of effort, and decision-making. Client Team Meetings: Isis will work with the City’s Team to establish a schedule for regular client team meetings to review the progress of specific tasks. The communica- tion between the project team and consultants will be con- tinuous and active. Isis and Gisselle Amador, Account Project Designer, will develop a schematic design that fosters a collaborative workplace and is based on the due diligence information discovered in previous work- ing sessions with the City. The firsthand knowledge and data gleaned from these previous meetings will inform and enrich the design, aiding the City in its vision to create an innovative, community space. Utilizing their in-depth knowledge of the client's require- ments, the team will create “just-in-time” spaces from heads down individual work to collaborative areas that accommodate small and large groups. Gisselle will col- laborate with the team to identify all FF&E components, including furniture products/finish palettes. While the Schematic Design is under way, Isis and George De La Hoz, Account Technical Director and Code Oversight, will work with the team to identify base build- ing infrastructure criteria and verify that the space plans meet code requirements. Our approach to the code review and permitting process is to establish a relationship of professionalism and clear communication. This is accomplished through well pre- pared, integrated documents, which include color anno- tated exhibits addressing all pertinent issues and sensitivi- ties communicated by the governing agencies. The rela- tionship between the building department and the design team (including the MEP and general contractor) starts at the beginning of the project with a formal meeting with the building and fire departments. This introduces the project team and the project, and veri- fies consistencies in code interpretation. Toward the end of the Schematic Design and Design Development, additional city review meetings will be scheduled to further ensure code compliance. By permit application, the governing agencies and the general contractor are so comfortable with the documents that plan reviews are expedited. During the Design Development phase, the entire team will continue to develop the floor and reflected ceiling plans and elevations. The team will select all FF&E com- ponents, including furniture dealers and products, define base building infrastructure elements that impact the proj- ect, develop the schedule and identify long-lead items, confirm the budget and scope assumptions, and facilitate a value engineering session, if necessary. PROJECT APPROACH & UNDERSTANDING CITY OF ISLES BEACH | 17 DPROJECT APPROACH The entire team will stay involved to some degree, as the construction documents and specifications are developed to ensure detailed drawings and continuity. Gisselle will work closely with Isis to develop details and solutions to be reviewed for constructability and budget feasibility with the general contractor. Having a comprehensive knowledge base of the City’s requirements will enable the team to effi- ciently produce clear and thorough drawings for bidding, permitting, and constructability. George will also coordinate reviews of the construction documents at 50%, 90%, and 99% complete to ensure accuracy. Before each of these reviews, Isis will cross- check all drawings to ensure thoroughness and consultant integration. In order to provide continuity on the project and effec- tive management of the documents, the Construction Administration Phase services will be led by Isis under the direction of Marlene, with assistance from other team members as required. IA will maintain logs for all submit- tals, RFI’s, change proposals, and deficiency reports. These logs are the backbone of the administration pro- cess, permitting proactive management and tracking of the information. We have anticipated IA will provide services throughout this phase, with additional assistance from the consultant team at appropriate intervals. Gisselle will accompany Isis on site visits during construc- tion to verify it is in conformance with the contract docu- ments, and confirm continuity of the design. Isis will work with Gisselle in responding to RFI’s from the general con- tractor, reviewing suppliers' submittals for compliance with the contract, attend project and coordination meetings, prepare the punchlist, assess completion of punchlist and close-out the project with as-builts/ close-out documents. Additionally, Gisselle will remain involved in the construc- tion administration phase to assist with the delivery and installation of the furniture. PROJECT QUALITY CONTROL Extensive communication and interaction with the City during the programming, planning and design phases are critical. Intermediate project reviews/updates are sched- uled during the course of each phase to obtain input from the client. Additionally, at the conclusion of each project phase, prior to continuing into the next phase of work, IA presents all concepts and selections to the client for final approval. This includes pricing sets at the end of Schematic Design and Design Development, to assist in cost estimating efforts. 18 | IA INTERIOR ARCHITECTS PROJECT APPROACH & UNDERSTANDING At this time, all cost estimate updates, to be provided by others, are presented to the City for approval. At each critical decision-making point, the project principal and account project manager will present the issue to the City, with alternatives/options and a recommendation, if needed. The ramifications of each option are clearly presented so that the City is making an educated decision. FEE MANAGEMENT In our initial meetings, we focus on understanding the City’s expectations and having a direct dialogue about what it costs to meet those expectations. We know, at a very high level, what it costs to achieve a certain quality level because of our extensive experience with renovation and expansion projects. Second, we assist you in developing a comprehensive project budget that assigns costs for construction, equipment, furnishings, soft costs, etc. and includes appropriate construction contingencies. Third, we monitor design quality against the benchmark quality expectations established at the initial planning stage, to make sure that the time and fee we are investing is producing the right design. Finally, IA strongly recommends that a Construction Manager be added to the team early as at the beginning of the Schematic Design Phase, to provide input to the team on costs while there’s still time to make adjustments. IA uses in-house fee tracking tools from the start of every project including project work plans to develop appropriate fees and data base software to monitor fees every week throughout the life of the project. For every project, the proposed team is engaged in the fee development. The account project manager distributes, monitors, and adjusts project staffing projections throughout the project so that the entire team is engaged early on with the management of our fee and deliverables for each phase of the work. Providing cost-effective services is achieved in two ways: (1) by executing projects within budget constraints; and (2) by maintaining control of the labor and other direct charges to each project. We control these two aspects of cost effectiveness by producing and comparing accurate estimates of costs at strategic points during the project process, and by keeping track of our in-house charges to each project. The first and foremost element in providing effective cost control is to develop reasonable parameters at the outset of a project. The second is to provide for contingencies. Once achieved, milestones must be carefully monitored and reported on, and accountability must be strictly upheld. Tasks that begin to cause a delay must be reworked to compensate for lost time. Items that appear to exceed the allotted cost allocation must be reevaluated and reduced, additional funds allotted or contingencies reduced. Extensive documentation for both is required. IA requires that every project have a budget. This is the first question we ask our clients before we begin the project. Having this information at the beginning, allows the project team to work within that allotted budget and deliver a successful project. If the City does not have pre-established parameters, the assigned account project managers are responsible for developing the budget in conjunction with the City and then monitoring that budget throughout the course of the project to ensure it is met. CITY OF ISLES BEACH | 19 DPROJECT APPROACH These budgets are reviewed with the entire team for each project so that everyone involved is working toward the same project objectives. To IA controlling the budget means: • Knowing how to establish a realistic budget based on program requirements and schedule constraints • Knowing how to design to a budget • Knowing how to design for flexibility and alternatives to achieve the greatest impact • Knowing construction and furniture costs • Understanding how to build things, functionally and technically correct • Knowing the characteristics of materials and their application • Knowing how to develop a tight set of documents • Knowing how to control the bid and pricing process • Knowing how to control costs in the field; minimize change orders SCHEDULE CONTROL A detailed schedule outlining the major activities of each project participant is prepared as soon as possible. Key milestone decision dates are identified and monitored to maintain each project’s scheduled goals. Based on IA's experience, we have numerous examples to draw upon for the interplay of various consultants, and design and coor- dination efforts. The schedule is maintained and con- stantly refined and adjusted to help manage the process with the entire project team and the City. The project schedule is an important tool for orchestrating the hundreds of activities that must happen in the right order to successfully complete a project. But the schedule plays an equally important role in setting expectations. The source of most schedule delays can be traced to poorly defined or unrealistic expectations. That’s why every IA project starts with a team-building/ planning meeting to define scope, establish expectations and create a plan for success. All team members will develop the initial master schedule for the project corroboratively. The master project sched- ule will be based on task-by-task analysis of the design and documentation work to be accomplished and highlighted will be key dates and milestones. The second key component of schedule control is proac- tive project management. IA’s account project manager will lead design team meetings, define tasks and deliver- ables, assign completion dates, and monitor completion. Our meeting notes format is designed to highlight action items and accountabilities, and no item drops off the list until it has been resolved. Finally, and as mentioned earlier, the Construction Manager is a key team member and we recommend add- ing them to the team during the schematic design phase. This allows the Construction Manager to provide input on lead times and availability of materials, and to refine the construction portion of the master schedule, so that draw- ings and specifications are delivered just in time to facili- tate efficient construction sequencing. The foundation of our approach is the experienced team we have committed to this contract Collectively and indi- vidually, our team members are accustomed to working under tight schedules and have first-hand knowledge of the many variables that must be coordinated to provide on-time delivery of complex projects. 20 | IA INTERIOR ARCHITECTS PROJECT APPROACH & UNDERSTANDING DESIGN AND CONSTRUCTION QUALITY CONTROL The quality of IA's design is evidenced not only in the finished product and client satisfaction, but during the documentation phases of a project. Through outstanding technical expertise and quality control mechanisms, IA has established a reputation with its clients and contractors in the marketplace for the issuance of excellent design docu- ments and construction documents. We believe that the development of detailed, accurate and "tight" design and construction documents directly impacts construction qual- ity and cost. Therefore, the development of quality con- struction documents is a priority on every IA project. To achieve a consistent level of quality, we have mecha- nisms in place to ensure that our documentation is tech- nically sound and accurately reflects the design concepts developed on a project. We employ professionals in the interior design, architectural, and workplace strategies fields. For each of these disciplines there is a senior staff member of IA who is assigned ultimate responsibility for review and approval of documentation produced on all projects awarded the firm. From the first time the team puts “pencil to paper,” as early as in the test-fit phase, we are looking for potential issues that can have a major impact on the development of the building if not caught early on. The technical teams will go through the IA master checklist to verify code compli- ance and perform any required research to support their findings. This process is repeated throughout each phase as more detail is added to the design. Building and fire codes will also be cross-checked between the state's and city's requirements to identify any potential conflicts which require attention. The integrated design and technical teams all take an active role in proofing and critiquing the documents. We look for level of detail, code compliance, clarity of design intent, accuracy, and completeness. This is an ongoing process at each major phase of design. The final check involves the entire team proofing each dimension, note, symbol, and specification. Tasks are highlighted as being completed before moving on. This is also done for a cross-check of engineering or design/ build documents. CONSTRUCTION ADMINISTRATION During the course of a project, there are several critical points when the proper action by the architect can have substantial impact on the quality and success of construc- tion. The materials and methods of construction which IA utilizes in the construction of the interior and support sys- tems are selected based on the greatest value of perfor- mance and cost being provided. The materials and construction methods utilized are val- ued based on first costs and expected life cycle costs. Life cycle costs considered will include energy/resource con- servation, maintenance and repair, life safety and replace- ment costs. Construction costs are further controlled through the use of effective construction value engineering/manage- ment techniques. Operating costs are controlled through the selection and design of efficient support systems and through the use of materials appropriate for use in the specific type of facility. Perhaps the most important point at which the architect can control quality of construction is by the caliber of the construction documents. The level of detail, thoroughness, organization and clarity of the construction documents directly impacts the caliber of the construction project. Tight construction documents and specifications minimize questions, confusion and mistakes in the field. CITY OF ISLES BEACH | 21 DPROJECT APPROACH Finally, field inspections at weekly—or more frequent— intervals throughout the construction process are essential to ensure a high quality product. IA utilizes the core project team's architect and designer in the field to ensure proper translation of documents. Additionally, IA works closely with third party construction management professionals to monitor work in the field and report directly to the design team regarding quality control issues. A COORDINATED PROJECT DELIVERY TEAM (OWNER, PROJECT MANAGER, ARCHITECT, AND GENERAL CONTRACTOR/CM) The most successful projects and design solutions result from a close working relationship with our clients. IA con- siders each project unique in its requirements. It is our responsibility to reflect that uniqueness in our strategy, planning, and design solutions. To accomplish this successfully, our project team must become intimately familiar with the City’s organization. DATA Data is generated by almost everything that we do, and Revit is a natural source and receptacle for that data. Information such as program data, finishes/furniture, quantities, and project details can be stored and managed within Revit. Data is gathered through a custom iOS app called IA Survey, and is captured in real-time during a series of walkthroughs on-site. Qualitative and quantita- tive data provides insight into how space is used today and contributes to a greater understanding of work style pro- files, vacancy rates, mobility, and space efficiency. Data is available in an interactive dashboard or report and is organized around utilization, work patterns, and related observations. This allows teams to better understand what the gathered data is really saying about the functionality of each space. The resulting conclusions are utilized to develop design options as well as, along with post-occu- pancy data, ensuring the completed space meets expecta- tions. In this way, the project data life cycle extends full circle. Reality Capture 3D laser scanning hardware and soft- ware produces highly accurate Point Cloud files of existing site conditions utilized to produce as-built Revit models. The data is then placed in the Revit model prior to the design process, versus utilizing the landlord's CAD files, to ensure accurate measurements and minimize the on-site requirement at the on-site of the project. TEST FIT = DATA Validation Test fit plans are integral to making key real estate decisions, and often one of the most time constrained phases of the design process. A big part of these decisions involve the validation of desired headcount. The examples on the right show a plan clearly indicating departments via a data driven method. But, “under the hood,” the designer is verifying seating counts with a live schedule in Revit, instantly giving feedback as the layout evolves. FINISH PLAN = DATA Delivering Standards Our global clients expect their standards to be implemented per expectations, regardless of whether a design team is new to their work, or what region they are in. To address material and finishes standards, IA has created a workflow including digital Revit material libraries, allowing any team, anywhere access to a central database of materials data, from specifications to rendering appearance, all from a single point of truth. 26 | IA INTERIOR ARCHITECTS Quanta is IA’s Saltmine cloud-based software platform that enables layout configurations to be stored, designed with, and validated against program requirements, includ- ing staff and departmental counts. This is Carnival's largest and most advanced FOC, which features a 74-foot video wall to monitor 26 cruise ships. The space also features flexible workstation "pods," carpeting made from reclaimed fishing nets, open workspace, collaboration areas, and branding elements throughout. Role: Technical Director The MDR client was looking to refresh and reposition their 150 Alhambra building in the Coral Gables area with a more modern aesthetic. The renovations included the building's main lobby, tenant common room corridors and restrooms, as well as the building management office. Building standards for finish materials and signage were also developed. Additional renovations to the outdoor plaza is underway providing tenants and visitors with views of nature. The facility is custom designed for hands-on, around the clock monitoring and support of the line’s 26 cruise ships. The FOC features a 74-foot video wall which consists of 57 LED screens. The high definition wall displays the real time status of all ships, including weather, itinerary updates, safety, engine and environmental updates. The workstations or “pods” can be easily reconfigured as the center’s needs change. A raised floor system was installed to provide this flexibility. Each pod has been ergonomically designed and has a sit/stand capability. The carpeting is made from reclaimed fishing nets that have been recovered from the ocean. These abandoned nets have destroyed ecosystems and the livelihood of fishermen in the Philippines. This approach helps to both support these small villages as well as clean the oceans of these nets. The carpet company has teamed up with a nonprofit network to recover these nets and recycle them into carpeting. The pattern has a gradation from a darker tone in front of the video wall to a lighter tone on either side, emulating the waves of the ocean waters. In addition to the FOC, the main conference room in the executive suite serves as an emergency response center (ERC) when an emergency occurs. The glass wall that divides this room from the FOC was designed as a snap glass system to provide them with privacy when needed. This FOC is the third and largest in the Carnival Corporation’s global FOC network. The scope of this project also included full bathroom and breakroom renovations. IA was hired to redesign and reimagine the public areas of the building to not only reposition the building in the market but to also attract a younger generational demographic. The concept was to create a design based on human experience and identity, with roots in the history and character of the community, integrating technology and art. This “Gateway to America” was to look back at the history of Henry Flagler in 1897 to the creation of the Flagler Task Force to urge business owners and residents to revitalize Flagler Street. This look back and look forward identified culture + community + history + art + technology as the key elements that influenced the overall design. The ground floor amenity lounge and outdoor area, as well as the main lobby, brought an urban feel to the space while reactivating the covered plaza and the plaza at the front of the building. Artwork, graphics, lighting and textures played a key role in the look and feel. A strong emphasis on transparency is expressed by floor-to-ceiling glass walls and open community spaces. The lively, contemporary workspace pays homage to the company’s rich heritage; the design team met extensively with Bacardi to capture the brand’s overall essence and that of specific spirits. Selections of Bacardi’s classic, signature artwork are adapted for bespoke solutions and custom touches and changing pallets abound: Bombay Sapphire bottles inspire pendant light fixtures; halved barrels become seating in the Dewar’s rooms; stylish Art Deco figures in evening attire from 1930s Bacardi advertisements provide wayfinding. A large area for events and gatherings with an upscale bar (one of many at the headquarters) suggests a ballroom with a plethora of small lights at the ceiling and ambient lighting that can change color–blue, green, red, etc.—to complement brand events. Collaborating with their team of creative thinkers, IA was engaged to design a dis-tinctly branded and flexible 35,500 square foot headquarters. The challenge was not only to translate an iconic brand into the physical space, but also support a new business venture with ambitious growth and recruitment goals. Heavily influenced by Virgin Voyages' belief that cruising should feel like a transformative experience, the headquarters itself is reminiscent of life on-board a ship. Beginning with the changing lights in the elevator bank, visitors and employees, or "crew members," are immersed in a meaningful journey. Designed to feel like a voyage, each space evokes a different emotion and experience. Nautical-themed graphics, materials, and forms create a lively atmosphere that is balanced by more private areas for visual and acoustical privacy. The open floor plan allows conversations to happen organically, making people feel much more connected to their teams. Separated by departments, each sun-filled and energetic work area supports a variety of personal and group workstyles with room for future expansion, as the brand continues its rapid growth to an anticipated 400 employees by 2020. We are an environmental consulting firm interested in pursuing the subject RFQ for the “Environmental Engineering” discipline. However, Section 2.6.1 of the RFQ appears to eliminate us from eligibility and so I’m writing for some clarification. We are not an engineering, architecture, or landscape architecture firm. Our services are not regulated by the Florida Department of Business and Professional Regulation and so we could not meet the requirements of the last bullet of section 2.6.1, although we are properly registered and in compliance with the State of Florida (Division of Corporations). Is it the City’s intent for the “Environmental Engineering” discipline to only be serviced by licensed engineering firms? I recognize the scope could be interpreted to focus on Phase I/Phase II Environmental Assessments, in which case we would not be qualified. But the broad description of “monitoring and mitigation, environmental studies and reports” and the permitting scope are commonly used to describe our work, albeit associated with wetlands, protected wildlife species, and water quality. I wanted to be sure this wasn’t an opportunity we were missing due to a technicality the City didn’t intend. A9.Environmental firms must comply with the requirements set forth in Section 2.6.1. of the RFQ, including that they be registered and in compliance with the State of Florida in addition to being licensed and registered with the Department of Business and Professional Regulation to practice in their profession in the State of Florida.
