A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, REQUESTING THAT CONGRESS PASS
LEGISLATION PROVIDING DIRECT FUNDING ASSISTANCE TO ALL
CITIES, REGARDLESS OF POPULATION SIZE, TO HELP MITIGATE
EXPENDITURES AND CURRENT AND FUTURE LOSSES AS A RESULT
OF THE NOVEL CORONAVIRUS (COVID-19) PANDEMIC; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the COVID-19 pandemic is an extraordinary time for the nation and the
world, and it has significantly altered the normal day-to-day life of most residents within Miami -
Dade County; and
WHEREAS, since cases of the coronavirus were first reported within Miami -Dade County,
the municipalities within the County, including the City of Sunny Isles Beach ("City") have been
taking extraordinary measures to both limit the spread of COVID-19 and support local businesses,
all while keeping the health and safety of their residents at the forefront of their efforts; and
WHEREAS, the municipalities have also been coordinating efforts among first responders,
local health care professionals, and county and state partners as they work together to combat this
pandemic; and
WHEREAS, the fiscal consequences of COVID-19 are unprecedented, and the City along
with other Miami -Dade County municipalities are now facing the adverse financial impacts of
incurring COVID-19 related expenses, while maintaining essential services for their residents
and businesses; and
WHEREAS, the Coronavirus Aid, Relief, and Economic Security (CARES) Act provided
direct federal relief to local governments with a minimum population of 500,000, which applied
to no municipalities within Miami -Dade County; and
WHEREAS, the CARES Act does not require the county governments that meet the
minimum population requirements to share their allocation of CARES Act funds with their
municipalities; and
WHEREAS, as such, the City Commission of the City of Sunny Isles Beach urges
Congress to pass legislation providing direct funding assistance to all cities, regardless of
population size, to ensure that funds are appropriately allocated to cities to assist in mitigating
expenditures and current and future losses as a result of the COVID-19 pandemic.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, AS FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified and
confirmed as being true and the same are hereby made part of this Resolution.
Section 2. Support for Direct Federal Funding Assistance. The City Commission hereby urges
Congress to pass direct federal funding assistance to all cities, regardless of population size, to help
mitigate expenditures and current and future losses as a result of the COVID-19 pandemic.

Section 3. Directions to the City Cy lerk. The City Clerk is hereby directed to distribute copies of
this Resolution to the Speaker of United States House of Representatives, the Speaker of United
States Senate, the Florida League of Cities, and the Miami -Dade League of Cities.
Section 4. Effective Date. This Resolution shall become effective upon adoption.

Request Congress Pass Legislation Providing Direct
RE: Funding Assistance to All Cities to Mitigate Expenditures
and Losses Resulting from the COVID-19 Pandemic
RECOMMENDATION:
This Resolution is presented for your approval
REASONS:
The City of Sunny Isles Beach has taken unprecedented steps and
expended unanticipated resources in response to the impact of the
COVID-19 pandemic. The Coronavirus Aid, Relief and Economic
Security (CARES) Act provided direct federal relief to local
governments with a minimum population of 500,000 people, which did
not apply to Sunny Isles Beach or any other municipality in Miami -
Dade County. To obtain CARES Act funds, municipalities must submit
expenditures related to COVID-19 to the Miami -Dade County, a
process that is time consuming and cumbersome. In order to expedite
the receipt of any future funds, the City of Sunny Isles Beach, along
with The Miami -Dade County League of Cities, is urging Congress to
pass legislation that provides direct funding assistance to
municipalities, regardless of population size.
