INTRODUCTION Calvin, Giordano & Associates, Inc was requested by the City of Sunny Isles Beach to undertake the research, planning and conceptual design efforts necessary to assess the need for potential pedestrian and vehicular improvements into and through Collins Avenue at 174th Street. This intersection is traversed by pedestrians who are accessing the beach through Samson Oceanfront Park. In addition, there is high vehicular volume that travels north and south along the State Road A1A/Collins Avenue corridor. The City applied for and received a matching grant from the Miami‐Dade County Transportation Planning Organization to study the feasibility of planning for the construction of a pedestrian park bridge over Collins Avenue at 174th Street. This elevated bridge was recommended as a high priority project in the City's 2016 Transportation Master Plan. The study will focus on the background data showing the necessity for an elevated, alternative pedestrian route between the east and west sides of Collins Avenue and providing for conceptual plans for a usable, appealing, and well‐ designed pedestrian bridge. This report includes only the vehicular and pedestrian data analysis. 2. EXISTING CONDITIONS Collins Avenue is a six‐lane divided principal arterial. 174th Street is a four‐lane divided local road. Both streets have sidewalks on both sides of the roadway. Figure 1 depicts the project location. TRAFFIC DATA COLLECTION Traffic data were collected on Thursday, September 27, and Saturday, September 29, 2018. Eight‐hour pedestrian counts crossing State Road A1A/Collins Avenue were collected in two zones north and south of the intersection at 174 th Street. The northern zone included the signalized crosswalk north of 175th Terrace. The southern zone was roughly centered between the intersections of NE 172nd Street and NE 174th Street. Video cameras were installed to capture the pedestrian zones and particularly the pedestrian crossings at each location. The video files were reviewed to count aforementioned pedestrian crossings. Figures 3 and 4 depict these pedestrian zones. MDT indicated that the top eight hours for boardings and alightings for Route 120 were as follows: Weekday: 1. 6 am to 7 am 2. 7 am to 8 am 3. 8 am to 9 am 4. 10 am to 11 am 5. 11 am to noon 6. 2 pm to 3pm 7. 4 pm to 3 pm 8. 5 pm to 6 pm Saturday: 1. 6 am to 7 am 2. 8 am to 9 am 3. Noon to 1 pm 4. 1 pm to 2 pm 5. 2 pm to 3 pm 6. 3 pm to 4 pm 7. 4 pm to 5 pm 8. 6 pm to 7 pm 24 Hour bidirectional daily volume counts were also collected on State Road A1A/Collins Avenue south of 174th Street. Turning movement counts were taken at the intersection of State Road A1A/Collins Avenue at NE 174th Street from 8 am to 9am, and 3pm to 6pm on the weekday, and the hours of 11am to noon, 2 pm to 3 pm, and 4 pm to 6 pm on Saturday. Pedestrian crossings at the intersection were collected along with the vehicle movements. A summary of the traffic data collection including the ADT traffic volumes are in Appendix A, and pedestrian crossing information can be found in Appendix D. PEDESTRIAN VOLUME ANALYSIS The intersection of State Road A1A/Collins Ave at 174th Street is controlled by a traffic signal with pedestrian features and has dedicated crosswalks. As mentioned, a signalized pedestrian crossing exists just north of NE 175th Terrace. South of 174th Street, the next opportunity to cross State Road A1A/Collins Avenue is at the signalized intersection at 172nd Street. The City has installed hedges and fencing in the median of Collins Avenue to discourage jay walking. When considering installing pedestrian crossing protection based on pedestrian volumes, one source for guidance is Section 3.8.5 (3b) of the FDOT Traffic Engineering Manual (TEM), which recommends mid‐block signalized protection for pedestrians when total volumes crossing the street are: 20 or more pedestrians during a single hour (any four consecutive 15 minute periods) of an average day; 18 or more pedestrians during each of any two hours of an average day; 15 or more pedestrians during each of any three hours of an average day. Tables 1 and 2 depict the ADT volumes on State Road A1A/Collins Avenue and the pedestrian crossing volumes both at the intersection during the hours that vehicle movements were counted, and for each of the eight hours at the crosswalk at NE 175th Terrace. Possibly because the City has been proactive in discouraging jaywalking through the installation of fencing and hedges in the median, there were virtually no pedestrian crossings observed in the southern image zone. All of the pedestrian crossing volumes, either weekday or weekend, exceed the thresholds contained in the TEM, confirming the need for signalized protection. It has also been found that marked crosswalks lead pedestrians to believe drivers will see the lines as well as they do and stop for them. Crash potential was found to be reduced at some locations where marked crosswalks were removed. CRASH DATA SAFETY REVIEW Signal Four Analytics was used to review the crash history near the intersection of 174th Street and State Road A1A/Collins Avenue. Signal Four Analytics is a program which evaluates crash data from the Florida Department of Highway Safety and Motor Vehicles. Crash data is updated nightly and is geo‐located which allows the crash locations to be shown on an interactive map and be presented as a spatial distribution of crashes. Intersection and road segment crash data analysis can be performed for certain timeframes to evaluate types of crashes (vehicle/bike/pedestrian), time of day, road condition and other variables through the use of Signal Four Analytics. Figure 5 shows the extent of Collins Avenue analyzed, from 172nd Street to the crosswalk north of 175th Terrace. The bubbles shown in Figure 5 represent the different crash locations and the numbers in the bubbles represent the number of crashes at the respective locations over the last five years. Figure 6 depicts the type and severity of crashes that occurred during this five‐year period. There was a total of 101 crashes during this period. Almost half were rear end collisions. Six crashes involved pedestrians, two of which were fatal. Figure 7 depicts the location of the two pedestrian fatalities, which are so close to existing crosswalk protection that jay‐walking is not likely a factor. The City of Sunny Isles Beach City Commission in conjunction with FDOT held a Commission Workshop on November 15, 2018 to discuss pedestrian and traffic safety along State Road A1A/Collins Avenue. FDOT commissioned a safety study along the State Road A1A/Collins Avenue corridor and provided a report to the City Commission and spoke about the fatalities that have occurred on State Road A1A/Collins Avenue. A copy of this supplemental information has been provided in Appendix E. Nationwide, the fatality rate per 100 million vehicle miles driven enjoyed a long period of gradual decline, reaching a low point in 2014 at 1.08. It rose in 2015 to 1.15, and again in 2016 to 1.18, the last year this data is currently available. This is a weak series size to use when claiming a trend exists. Also, attributing cause and effect to simple correlation is a popular mis‐use of statistics. That said, smart phone usage is increasing and there is growing attention begin given to the effect on road safety of the increasing number of users of the transportation system enthralled by their hand‐held devices. Both the pedestrian fatalities and the percentage of rear‐ end crashes are consistent with distracted driving. Distracted walking is a health risk too. Appendix E has more detailed crash information for all the crashes. INTERSECTION LEVEL OF SERVICE The turning movement counts taken in late September, 2018 were adjusted to peak season conditions using the latest available Peak Season Factor for that week published by FDOT. The AM and PM peak periods were analyzed for the weekday. The AM, Mid‐day and PM peak periods were analyzed for a normal Saturday. As Tables 3 through 7 indicate, the intersection of Collins Avenue at 174th Street is achieving acceptable level of service in all analysis periods. The raw turning movement counts are in Appendix A, the signal timing information is in Appendix B, the Peak Season Factor Category Report is Appendix C, the Synchro analysis reports are in Appendix F, and the seasonal adjustments to the raw turning counts are in Appendix G. Unsurprisingly then, on the weekday, one U‐ turning vehicle was observed in the AM peak hour, and three in the PM peak hour. On the weekend the volumes were three in the AM peak hour and five in the PM peak hour. Whether allowed or prohibited, these U‐turns occur during the signal phase that advises east‐west crosswalk pedestrians to stay at the curb. Allowing these U‐turns would impact the delay for eastbound right turn movements that can currently occur simultaneously with the northbound left turn movement. A more detailed evaluation of removing this restriction will occur once more extensive interagency coordination occurs. 7. CONCLUSIONS AND RECOMMENDATIONS Calvin, Giordano & Associates, Inc was requested by the City of Sunny Isles Beach to perform traffic data collection in order to analyze State Road A1A/Collins Avenue near the proposed pedestrian bridge at 174th Street. The traffic analysis included a review of the intersection traffic operations including a determination of the level of service of the intersection of State Road A1A/Collins Avenue with 174th Street and a review of the pedestrian volumes crossing State Road A1A/Collins Avenue in the vicinity of the proposed bridge. In the area of State Road A1A/Collins Avenue in which the proposed pedestrian bridge is roughly centered, the City has installed plantings and fencing in the median to discourage jay walking. There are already signalized pedestrian crossing protection at the intersection of 174th Street, and at the crosswalk just north of 175th Terrace. The pedestrian crossing volumes at these locations continue to meet or exceed the thresholds that would recommend signalized mid‐block pedestrian protection. Despite the safety features noted above, there have been two pedestrian fatalities in the vicinity of the signalized crossing locations in the last five years, indicating that more robust protection is needed.
