A review includes primarily applying analytical procedures to management's financial data and making inquiries of company management. A review is substantially less in scope than an audit, the objective of which is the expression of an opinion regarding the financial statements as a whole, Accordingly, I do not express such an opinion. Mana>;ement's Responsibility for the Financial Statements Management is responsible for the preparation and fair presentation of these financial statements in accordance with U.S. generally accepted accounting principles; this includes the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatement whether due to fraud or error. Accountant's Responsibility My responsibility is to conduct the review engagement in accordance with Statements on Standards for Accounting and Review Services promulgated by the Accounting and Review Services Committee of the AICPA. Those standards require me to perform procedures to obtain limited assurance as a basis for reporting whether I am aware of any material modifications that should be made to the financial statements for them to be in accordance with U.S. generally accepted accounting principles. I believe that the results of my procedures provide a reasonable basis for my conclusion. NOTES TO FINANCIAL STATEMENTS FOR THE YEAR ENDED DECEMBER 31, 2019 NOTE A -SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Business Activity The Company performs construction and repairs of major roads, parking lots, sidewalks, curb and gutters, and storm drainage facilities including any excavating, clearing, grading and concrete work necessary and incidental thereto. Management uses estimates and assumptions in preparing these financial statements in accordance with generally accepted accounting principles. Those estimates and assumptions affect the reported amounts of assets and liabilities, the disclosure of contingent assets and liabilities, and the reported revenues and expenses. Actual results could vary from the estimates that were used. Revenue and Cost Recoenition The Company recognizes revenues from fixed-price and modified fixed-price construction contracts on the percentage -of -completion method, measured by the percentage of cost incurred to date to estimated total cost for each contract. That method is used because management considers total cost to be the best available measure of progress on the contracts. Because of inherent uncertainties in estimating costs, it is at least reasonably possible that the estimates used will change within the near term. Contract costs include all direct material and labor costs and those indirect costs related to contract performance, such as indirect labor, supplies, tools, repairs, and depreciation. Selling, general, and administrative costs are charged to expense as incurred. Provisions for estimated losses on uncompleted contracts are made in the period in which such losses are determined. Changes in job performance, job conditions, and estimated profitability may result in revisions to costs and income, which are recognized in the period in which the revisions are determined. The asset, "Costs and estimated earnings in excess of billings on uncompleted contracts," represents revenues recognized in excess of amounts billed. The liability, "Billings in excess of costs and estimated earnings on uncompleted contracts," represents billings in excess of revenuesrecognized, SAGARIS CORP. NOTES TO FINANCIAL STATEMENTS FOR THE YEAR ENDED DECEMBER 31, 2019 NOTE A - SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES (continued) Depreciation Depreciation is provided principally on the straight-line method over the estimated usefiil lives of the assets, which are generally from five to seven years. Income taxes The Company, with the consent of its shareholders, has elected under the Internal Revenue Code to be an S corporation In lieu of corporation income taxes, the shareholders of an S corporation are taxed on their proportionate share to the Company's taxable income. Therefore, no provision or liability for Federal income taxes has been included in these financial statements. Will the city accept alternatives to the Holophane Esplanade Teardrop if the specs are matched equivalently? Al. Alternatives will be reviewed as part of the Value Engineering separate submittal, within the sealed bid. Q2. Can you please provide the estimated completion time and contract price for the Golden Shores Street Lighting project. A2. Regarding the budget please refer to the meeting minutes below. The project duration will be established as a function of bid analysis and availability of material. Q3. In order to analyze value engineering proposals for the city, please provide the proposed cross section for undergrounding the existing utilities within the project limits detailing the conduits' sizing & cover for each of the utilities. In addition, please also indicate the offset from the centerline or edge of pavement for this proposed undergrounding within the project limits. Also, please indicate the proposed spacing for manholes/pull boxes/etc. For each of the utilities that will be undergrounded. A3. The future undergrounding and consequences of same are immaterial to the street lighting project. Follow the plans as presented for bidding. Q4. Can multiple value engineering proposals be presented? A4. Yes, value engineering is explained more below as part of the attachments, however yes multiple value engineering suggestions are welcomed. Q5. Please indicate the duration of the contract and if liquidated damages are applicable. AS. No Liquidated Damages are anticipated as a part of this contract. The project duration will be established as a function of bid analysis and availability of material. However, time is of the essence and a 100% performance & payment bond is required at the time of award. Q6. The specification shows a non -cut-off luminaire with a teardrop globe. This unit's light distribution and performance combine the light source output with the prismatic globe lens distribution. Most municipalities and communities are reducing glare and light pollution using full cut-off units. Removing the glass globe and using a flat glass reduces glare and light pollution in residential areas and eliminates breakage and replacement of lenses in hurricane -prone coastal locations. ***Should the specification allow cut-off units or be modified to carry the most current practices and features? A6. Bid the plans. If appropriate, suggest as a Value Engineering item. Q7. We noticed that photometric calculations are part of the bid documents, but there seem to be some uniformity issues. For example, some locations do not show any results; for instance, at the intersections, usually one of the most critical areas. *What are precisely the criteria for the light design? Average foot-candles, Uniformity ratios, and what is the reference used. FDOT Greenbook or IES best practices? A7. Bid the plans as published, technical issues regarding this subject will be addressed following the award. Also, neither FDOT Greenbook or IES best practices, follow industry standard. Q8. Can you confirm if this project has received some federal funding? A£3. No federal funds involved.
