HomeMy WebLinkAboutReso 2021-3172RESOLUTION NO. 2021 - 3 I72 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, RATIFYING THE ISSUANCE OF PURCHASE ORDERS TO MWI CORPORATION, D/B/A MWI PUMPS, TO PROVIDE REPAIR SERVICES TO THE GOLDEN SHORES STORMWATER PUMP STATION, IN AN AMOUNT NOT TO EXCEED SEVENTY-FIVE THOUSAND FOUR HUNDRED NINETY-FIVE DOLLARS ($75,495.00); AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in 2020, the City experienced torrential downpours, causing severe flooding in the Golden Shores neighborhood ("Golden Shores"); and WHEREAS, the heavy rain caused an over exertion in the capacity of the water pumps located in the Golden Shores Stormwater Pump Station ("Pump Station"); and WHEREAS, city staff determined that the water pumps were in need of emergency repairs ("Services") to ensure proper drainage of Golden Shores and its vicinity; and WHEREAS, pursuant to section 62-13 (D) of the City's Code of Ordinances, the City Manager determined that the risk of damage to private and public property, as well as to infrastructure, that is caused by flooding, constitutes an emergency and necessitates immediate action by the City, and therefore, does not permit adequate time to utilize the competitive bidding process; and WHEREAS, on or about November 2020, the City Manager instructed staff to conduct a good faith review of available resources and negotiate a reasonable price with a qualified contractor to provide the desired Services; and WHEREAS, city staff determined that MWI Corporation, d/b/a MWI Pumps ("Contractor"), is qualified, willing, and able to perform the Services desired by the City; and WHEREAS, on November 18, 2020, the City Manager authorized the issuance of a Purchase Order to the Contractor to perform repair services of the large water pump, in an amount not to exceed $48,000.00; and WHEREAS, February 12, 2021, authorized the issuance of a second purchase order to the Contractor, in an amount not to exceed in an amount not to exceed $27,495.00, for repair services for the second, smaller water pump that was in need of emergency repairs; and WHEREAS, the City Commission now wishes to ratify the issuance of purchase orders to the Contractor to perform repair services to the Pump Station, in an amount not to exceed Seventy -Five Thousand Four Hundred Ninety -Five Dollars ($75,495.00), attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: R2021 Waive Bid Req & Issue PO To MWI Pumps For GS Pump Repairs Page 1 of 2 Section 1. Ratification of Issuance of Purchase Orders. The City Commission hereby ratifies the issuance of purchase orders to MWI Corporation to perform repair services to the Golden Shores Stormwater Pump Station, in an amount not to exceed Seventy -Five Thousand Four Hundred Ninety -Five Dollars ($75,495.00), attached hereto as Exhibit "A". Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. Russo, City Manager FROM: Susan Simpson, Assistant City Manager DATE: 2/18/2021 Ratification of Expenses with MWI Pumps for the RE: Golden Shores Stormwater Pump Repairs Over $50,000.00 RECOMMENDATION: This item is presented for your consideration. REASONS: The Golden Shores Stormwater Pump Station serves to provide drainage to the Golden Shores neighborhood. In 2020, this area experienced torrential downpours and severe flooding. Portable pumps were purchased to assist while a pump station renovation could be designed. Through this process, it was realized that the large pump was in dire need of an overhaul that included a new motor immediately and could not wait for the full renovation. To ensure continuous stormwater drainage, a rental pump was installed and the repair, including a new motor, commenced. The total cost of that project was an amount not to exceed $48,000 and was approved under emergency authority by the City Manager. While the large pump was out for repair, a leak developed in the small pump and was out of service. The small pump now required a major repair in which a full rebuild is more cost effective, utilizing the solid components and installing a new motor and other damaged parts. The cost for the small pump rebuild will not exceed $27,495 including removal and reinstallation. These 2 projects combined total $75,495.00 with the same vendor, MWI Pumps who is the original manufacturer of both pumps. To provide continuous drainage service to this neighborhood, this work needed to commence immediately and was approved under the City Manager's emergency authority. We now seek ratification of this expenditure that, combined, will exceed $50,000.00. ADDITIONAL INFORMATION: These repairs, along with some other upgrades, are being performed in lieu of the CIP project to completely rebuild the pump station at a significant cost savings. FUNDING SOURCE: Funding is budgeted for and available in the Capital Improvement Projects (CIP) budget account number 300-5-5390/450-5-5380- 465000-20004 titled Golden Shores Stormwater Pump Station.
