A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, APPROVING AN AGREEMENT
WITH GOVERNMENTJOBS.COM, INC., D/B/A NEOGOV TO PROVIDE
WORKFORCE MANAGEMENT SOLUTIONS, IN AN AMOUNT NOT TO
EXCEED SEVENTY-FIVE THOUSAND ONE HUNDRED TWENTY
DOLLARS AND SIXTY-EIGHT CENTS ($75,120.68), ATTACHED
HERETO AS EXHIBIT "A"; AUTHORIZING THE MAYOR TO
EXECUTE SAID AGREEMENT; AUTHORIZING THE CITY MANAGER
TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Governmentjobs.com d/b/a NEOGOV ("NEOGOV") is an industry
standard for hiring software with customer lists spanning the entire United States; and
WHEREAS, NEOGOV has provided the City with workforce management solutions
("Services") for over ten (10) years; and
WHEREAS, after performing a good faith review of available sources, City staff has
determined that it is more cost effective and in the best interest of the City to enter into an
agreement with NEOGOV for the Services; and
WHEREAS, Section 62-13(F) of the City's Code of Ordinances provides that supplies,
equipment or services available from a sole source only may be exempted from the bidding
requirements of Chapter 62; and
WHEREAS, the City Commission of the City of Sunny Isles Beach wishes to approve a
five (5) year Agreement with NEOGOV to provide workforce management solutions, in a total
amount not to exceed Seventy -Five Thousand One Hundred Twenty Dollars and Sixty -Eight
Cents ($75,120.68), attached hereto as Exhibit "A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Agreement. The City Commission hereby approves a five (5) year
Agreement with NEOGOV to provide workforce management solutions, in a total amount not to
exceed Seventy -Five Thousand One Hundred Twenty Dollars and Sixty -Eight Cents
($75,120.68), attached hereto as Exhibit "A".
Section 2. Authorization of Mayor. The Mayor is hereby authorized to execute said
Agreement.
Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 4, Effective Date. This Resolution will become effective upon adoption.

RE: NEOGOV Software Solutions
RECOMMENDATION:
Staff recommends that the City Commission adopt this resolution
authorizing the City Manager to execute a five-year contract, with
NEOGOV, Inc. to provide online hiring and onboarding software
services to the City in an amount not to exceed $75,120.68.
REASONS:
For well over 10 years, the City has partnered with NEOGOV to
provide online job posting software services to the City. The City has
used Insight module to post jobs, process applications, track
applicants and schedule interviews. The City also utilizes the
Onboarding module for new hires, which allows us to process hiring
documents online for newly hired employees, and then transition the
information into the City's current Human Resources systems. This
reduces the amount of duplicative information that an applicant has to
type and allows the City to electronically process the information.
This will be a five-year contract to lock in the rates instead of paying
for substantial annual increases. Historically, the City would renew
each year by paying the annual amount, but there was no official
contract in place.
ADDITIONAL INFORMATION:
NEOGOV is an industry standard for hiring software. Their customer
lists span the entire United States, and the City has successfully used
them for many years. The services provided by NEOGOV will allow
the City to take an applicant from application to hiring with integration
into the City's HR system in a quick and effortless process. This allows
HR staff to spend less time processing paperwork and more time
assisting employees.

A. Terms and Conditions
1. Agreement. This Ordering Document and the Services purchased herein are expressly conditioned upon the acceptance by
Customer of the terms of the NEOGOV Services Agreement either affixed hereto or the version most recently published prior
to execution of this Ordering Form available at https://www.neogov.com/service-specifications. Unless otherwise stated, all
capitalized terms used but not defined in this Order Form shall have the meanings given to them in the NEOGOV Services
Agreement.
2. Effectiveness & Modification. Neither Customer nor NEOGOV will be bound by this Ordering Document until it has been signed
by its authorized representative (the "Effective Date"). Unless otherwise stated, all SaaS Subscriptions shall commence on the
Effective Date. This Order Form may not be modified or amended except through a written instrument signed by the parties.
3. Summary of Fees. Listed above is a summary of Fees under this Order. Once placed, your order shall be non -cancelable and
the sums paid nonrefundable, except as provided in the Agreement.
4. Order of Precedence. This Ordering Document shall take precedence in the event of direct conflict with the Services Agreement,
applicable Schedules, and Service Specifications.

Recipient understands it is solely responsible for determining the availability and compliance with sole source
procurement.
