A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, URGING THE MIAMI -DADE
COUNTY BOARD OF COMMISSIONERS TO RESTORE FULL
FUNDING TO THE ENTIRE MIAMI -DADE PUBLIC LIBRARY
SYSTEM; PROVIDING THE CITY MANAGER WITH THE
AUTHORITY TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Miami -Dade Public Library Advisory Board is assigned to serve in an
advisory capacity to the County Commission with respect to all matters pertaining to the Miami -
Dade Public Library System as well as to serve as a member of Mayor Carlos Gimenez's Blue
Ribbon Task Force to study the future of the Miami -Dade Public Library System; and
WHEREAS, as part of their responsibilities and duties, the Task Force convened and
determined that the best course of action on behalf of the Public Library System was for the Task
Force and the County to formulate and adopt a short-term funding plan for Fiscal Year 2014-
2015 with the goal of funding the System's operating budget to levels prior to the downturn in
the economy; and
WHEREAS, while the City Commission is aware of the current funding crisis faced by
the Public Library System, they are encouraged and optimistic by an improved economy and the
prospects for a return to a stabilized and strong economy thereby allowing for the restoration of
full funding for the Public Library System; and
WHEREAS, the Miami -Dade Public Library System is comprised of forty -nine branches
which services over 2.5 million residents as well as approximately 8 million visitors throughout
Miami -Dade County; and
WHEREAS, a healthy public library system promotes literacy and cultural appreciation
and fosters a more knowledgeable and educated society; and
WHEREAS, with the reduction of funding to the Public Library System and the closures,
down - sizing or reconfigurations of the Public Library System many children, teens and adults
within all Miami -Dade County municipalities have been turned away from a place of learning
and have thus suffered greatly; and
WHEREAS, since a recent survey by the Task Force has shown that a significant number
of Miami -Dade County residents support the library system and are willing to pay to maintain a
better level of service in the Public Library System, the City Commission believes that a
sustainable financial plan with the restoration of full funding for the Public Library System is in
the best interest of all the residents of the City.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The above recitals are true and correct and are incorporated herein by this
reference.
Section 2. Support. The City of Sunny Isles Beach Commission hereby urges the Miami -Dade
County Board of Commissioners to restore full funding to the entire Miami -Dade Public Library
System. The City Commission encourages all municipalities to support and enact similar
resolutions in each of their cities.
Section 3. Transmittal. The City Clerk is hereby authorized to transmit this resolution to the
Miami -Dade County Mayor and Board of County Commissioners and to the municipalities
within Miami -Dade County.
Section 4. Authority of the City Manager. The City Manager is hereby authorized to do all
things necessary to effect this Resolution.
Section 5. Effective Date. This Resolution shall be effective upon adoption.

Resolution Urging Miami -Dade Board of County Commissioners to
Restore Full Funding to the entire Miami -Dade Library System
RECOMMENDATION:
This Resolution is presented for your consideration and approval.
REASONS:
A January survey presented by Mayor Carlos Jimenez's Blue Ribbon Task Force
has shown that a significant number of Miami -Dade County residents support a
growing library system and are willing to pay a tax increase to maintain a better
level of service in the Public Library System.
Consistent with the Task Force's conclusion, it is recommended that the City of
Sunny Isles Beach Commission express support for a sustainable financial plan
to restore full funding for the Public Library System and find that it is in the best
interest of Sunny Isles Beach residents and all the residents throughout Miami -
Dade County.
ADDITIONAL INFORMATION
The Miami -Dade Public Library System is comprised of forty -nine branches that

A healthy public library system promotes literacy and cultural appreciation, and
fosters a more knowledgeable and educated society. For example, the Sunny
Isles Beach Branch Library maintains the Library System's largest Russian
language collection of books, movies, and music to serve all of our residents.
