A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, PURSUANT TO SECTION 5.1 OF THE MUNICIPAL CHARTER, CALLING FOR A
SPECIAL ELECTION TO BE HELD ON TUESDAY, JANUARY 25, 2022, FOR THE PURPOSE
OF SUBMITTING TO THE ELECTORATE OF THE CITY OF SUNNY ISLES BEACH THE
NAMES OF ALL QUALIFIED CANDIDATES FOR ELECTION TO THE POSITION OF
COMMISSIONER SEAT 1, AND COMMISSIONER SEAT 3; PROVIDING FOR A RUN-OFF
ELECTION, IF NECESSARY, TO BE HELD ON TUESDAY, FEBRUARY 8, 2022;
DESIGNATING ONE REGISTERED VOTER WHO SHALL SERVE WITH THE CITY
MANAGER AND THE CITY CLERK AS THE CANVASSING BOARD FOR SAID SPECIAL
ELECTION; PROVIDING FOR CONDUCTING THE ELECTIONS, POLLING PLACES, FORM
OF BALLOT, VOTER REGISTRATION, NOTICE OF ELECTIONS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Vice Mayor Larisa Svechin and Commissioner Dana Goldman have both
tendered their resignation as Commissioner Seat 1 and Commissioner Seat 3, respectively, of
the City of Sunny Isles Beach ("City") effective November 3, 2021; and
WHEREAS, more than six (6) months remain in both Commissioners' unexpired terms; and
WHEREAS, as a result thereof, the vacancies must be filled by a special election to be held
not sooner than forty-five (45) days or more than ninety (90) days following the occurrence of
the vacancies; and
WHEREAS, Section 5.1 of the Municipal Charter of the City of Sunny Isles Beach provides
that a special election shall be held when required; and
WHEREAS, the City Commission is required to designate a registered voter to serve with
the City Manager and the City Clerk as the City of Sunny Isles Beach's Canvassing Board for the
Special Election and Run-Off Election.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Calling a Special Election. In accordance with the Municipal Charter of the City
of Sunny Isles Beach, Florida, and the general laws of the State of Florida, a Special Election is
hereby called and directed to be held in the City of Sunny Isles Beach, Florida, from 7:00 a.m.
to 7:00 p.m. on Tuesday, January 25, 2022, and a Run-Off Election, if necessary, from 7:00 a.m.
to 7:00 p.m. on Tuesday, February 8, 2022, for the purpose of submitting to the electorate the
names of all qualified candidates for election to the position of Commissioner Seat 1 and
Commissioner Seat 3, for the unexpired terms, with the qualifying period being from 9:00 a.m.
on Tuesday, November 16, 2021, until 4:00 p.m. on Friday, November 19, 2021.
Section 2. Designation of One Registered Voter to Serve on the Canvassing Board. The
City Commission of the City of Sunny Isles Beach hereby designates Gloria Taft, as the

registered voter to serve with the City Manager and the City Clerk as the City of Sunny Isles
Beach's Canvassing Board for the Special Election on January 25, 2022.
Section 3. Conducting the Elections. The City Clerk is authorized to utilize the services of
the Miami -Dade County Supervisor of Elections and her staff of officials for assistance in the
conduct of said Special Election. The Miami -Dade County Election Officials shall furnish the
official returns for each precinct to the City Clerk of the City of Sunny Isles Beach as soon as
the ballots from all precincts have been tabulated, and the Canvassing Board's certification of
the duly accepted results of said election shall be accepted by the City Commission.
Section 4. Polling Places. That said polling places in the City of Sunny Isles Beach for said
General Election shall be as established by the Miami -Dade County Supervisor of Elections and
her staff of officials. All electors shall vote at the polling places and the voting precincts in
which the OFFICIAL REGISTRATION BOOKS show that the said electors reside. A list of the
voting precincts and the polling places therein (subject to change by the Miami -Dade County
Supervisor of Election, in accordance with the laws of Florida) is attached hereto as Exhibit "A".
Section 5. Form of Ballot. The ballot for said Special Election shall be printed in
compliance with State law as prepared by the Miami -Dade County Supervisor of Elections, and
as approved by the City Clerk as the Supervisor of Elections for the City.
Section 6. Voter Registration. Registration of persons desiring to vote in said Special
Election shall be in accordance with the general laws of the State of Florida governing voter
registration. Qualified persons may obtain registration forms to vote at the Office of the City
Clerk, Government Center, 18070 Collins Avenue, Sunny Isles Beach, Florida, 33160, Monday
through Friday, except legal holidays, between the hours of 9:00 a.m. and 5:00 p.m., and at
such other voter registration centers and during such times as may be provided by the
Miami -Dade County Supervisor of Elections. Each person desiring to become a registered voter
shall be responsible for properly filling out the registration form and returning it to the
Miami -Dade County Elections Office. All completed registration forms must be received by the
Miami -Dade County Elections Office and clocked in no later than Monday, December 27, 2021,
at 5:00 p.m., for the Special Election (and no later than Monday, January 10, 2022, at 5:00 p.m.
for a run-off election, if necessary) in order for a person to vote in said elections. All questions
concerning voter registration should be directed to the Miami -Dade County Elections Office,
2700 N.W. 87th Avenue, Doral, Florida, 33172; telephone: 305-499-8502.
Section 7. Notice of Special Elections. The City Clerk is hereby directed to give notice by
publication in a newspaper of general circulation not less than ten (10) days prior to the first
day set for qualifying for office of the dates and times in which a candidate may qualify
pursuant to Section 26-15 of the Code of Ordinances of the City of Sunny Isles Beach. The City
Clerk is further directed to give notice by publication in a newspaper of general circulation of
said Special Election and polling locations once a week for four (4) consecutive weeks
preceding the day upon which said Special Election is to be held.

Section 8. Effective Date. This resolution shall become effective upon adoption.

RE: Calling a Special Election on January 25, 2022, and a Run -Off, if Necessary, on
February 8, 2022
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
Pursuant to the State of Florida's Resign -to -Run Law, Commissioner Larisa Svechin (Seat 1) an(
Commissioner Dana Goldman (Seat 3) have tendered their resignations from their respective seats tc
run in the upcoming mayoral special election scheduled for November 2, 2021. Both of their
resignations are effective November 3, 2021.
Pursuant to Section C -2.5(c) of the city's Charter, a special election is required to fill the vacancies,
since more than six (6) months remain in both unexpired terms. The Charter states that the special
election must be held not sooner than 45 days and no more than 90 days following a vacancy on the
commission. This Resolution sets the date of the special election for Tuesday, January 25, 2022. It
also provides the required details regarding the conduct of said special election, and provides for a
Run -Off, if necessary, on Tuesday, February 8, 2022.
Section 26-5 of the city's Code of Ordinance states that the City Commission must designate
registered voter to serve with the City Manager and the City Clerk as the city's Canvassing Board.
Gloria Taft has served as a member in past elections and is willing and able to serve again.
ADDITIONAL INFORMATION:
The official candidate qualifying period will commence at 9:00 a.m. on Tuesday, November 16, 2021,
and conclude at 4:00 p.m. on Friday, November 19, 2021.
