A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, RANKING THE SUBMITTALS FOR PROFESSIONAL ENGINEERING AND
ARCHITECTURAL SERVICES FOR THE PEDESTRIAN BRIDGE TO BE LOCATED
ACROSS COLLINS AVENUE AT 174TH STREET (CCNA) IN RESPONSE TO REQUEST
FOR QUALIFICATIONS NO. 20-10-01, AND AUTHORIZING THE CITY MANAGER TO
BEGIN NEGOTIATIONS WITH THE TOP RANKED FIRM IN ACCORDANCE WITH
STATE LAW; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO
AN AGREEMENT WITH THE TOP RANKED FIRM, PROVIDED SAID AGREEMENT IS
FIRST APPROVED AS TO FORM AND LEGAL SUFFICIENCY BY THE CITY ATTORNEY;
AUTHORIZING THE CITY MANAGER AND THE CITY ATTORNEY TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City is desirous of securing a firm to provide professional engineering and
architectural services ("Services") for the pedestrian bridge to be located across Collins Avenue
at 1741h Street; and
WHEREAS, the City issued and advertised Request for Qualifications No. 20-10-01 for the
Services, for which four (4) responses were received; and
WHEREAS, after due consideration and evaluation, the City Manager recommends to the
City Commission the ranked firms to provide the Services to the City as follows:
1) Finley Engineering Group ("Finley")
2) Hardesty & Hannover ("H&H")
3) EAC Consulting, Inc. ("EAC')
4) Pedelta, Inc. ("Pedelta"); and
WHEREAS, the City Commission wishes to accept the recommendation of the City
Manager and authorizes him or his designee to begin negotiating with the first ranked firm of
Finley, to provide the Services; and
WHEREAS, if the City Manager is unable to reach an agreement with Finley, the City
reserves the right to terminate negotiations and begin negotiating with the second ranked firm
of H&H, until an agreement acceptable to the City has been executed; and
WHEREAS, if the City Manager is unable to reach an agreement with the second ranked
firm of H&H, the City reserves the right to terminate negotiations and begin negotiating with the
third ranked firm of EAC, until an agreement acceptable to the City has been executed; and
WHEREAS, if the City Manager is unable to reach an agreement with the third ranked firm
of EAC, the City reserves the right to terminate negotiations and begin negotiating with the fourth
ranked firm of Pedelta, until an agreement acceptable to the City has been executed.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. The recitals set forth in this Resolution are incorporated
herein by reference as if fully set forth herein.
Section 2. Authority to Begin Negotiations with the Ranked Firms. The City Commission
hereby authorizes the City Manager or his designee to begin negotiations for Request
Qualifications No. 20-10-01 for Professional Engineering and Architectural Services (CCNA), with
the first ranked firm of Finley Engineering Group. If the City is unable to reach an agreement with
Finley Engineering Group, the City reserves the right to terminate negotiations and begin
negotiating with the second ranked firm of Hardesty & Hannover. If the City is unable to reach
an agreement with the second ranked firm of Hardesty & Hannover, the City reserves the right
to terminate negotiations and begin negotiating with the third ranked firm of EAC Consulting,
Inc. If the City is unable to reach an agreement with the third ranked firm of EAC Consulting, Inc.,
the City reserves the right to terminate negotiations and begin negotiating with the fourth ranked
firm of Pedelta, Inc.
Section 3. Authority to Enter into an Agreement. If negotiations with any of the four (4)
ranked firms prove to be successful, the City Manager or his designee are authorized to enter
into an Agreement, provided said Agreement is first approved as to form and legal sufficiency by
the City Attorney.
Section 4. Authorization of the City Manager and City Attorney. The City Manager and the
City Attorney are hereby authorized to do all things necessary to effectuate this Resolution.
Section S. Effective Date. This Resolution will become effective upon adoption.

RE: Rank and Award RFQ 20-10-01, Professional Engineering and Architectura
Services for Pedestrian Bridge at 174 Street and Collins Avenue
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
The City issued Request for Qualifications (RFQ) No. 20-10-01 for Professional Engineering an,
Architectural Services for Pedestrian Bridge Design at 174 Street and A1A. After a full review of thi
proposals, the ranking is as follows: Finley Engineering Group, Hardesty and Hanover, EAC Consulting
and Pedelta Inc.
We recommend approval of this ranking and granting the City Manager the authority to negotiate and
enter into an agreement with the top ranked firm for these services. If an agreement can not be
made, the City Manager may move to the second ranked firm and so forth until an agreement for
these services is reached.
