Our goal is to provide a completed project that meets the needs of our client and the end user. We believe in working closely with you, the client, and our consultants to complete a thoroughly coordinated project. CPZ’s project approach is both systematic and progressive. As the Architect, we will be the designers of your building and overall site functions. The functionality of the facility, both site and building, will be our top priority. This shall be blended into an aesthetically pleasing design that you can be proud of in your City. Our staff includes LEED accredited professionals to assure that your new facility is sustainable, provides a quality indoor environment and is energy efficient. We are also experienced in other forms of certifications including Green Globes and Florida Green Building Coalition. We believe in working closely with you, the client, and our consultants to complete a thoroughly coordinated project. Our project method approach usually as follows: Programming The first part of this project is the programming and recommendations report. CPZ will issue a questionnaire for Staff to fill out prior to our first programming meeting. In this phase the design team will meet with staff to review all the project goals and gather all the analysis data. Then we will meet with all the departments concerned and determine the project specific needs, requests and budget for the entire project. These meetings are essential for the Design team and City staff to work together. During the programming phase we will meet on the site with our design consultants and provide a due diligence site report. This due diligence report includes all discipline reviews and code analysis, zoning requirements and City and County ordinances review. CPZ will also meet with Planning and Zoning during this phase to review the entire project for master planning and site plan approval process. We also request our clients to provide a survey and the geotechnical services during this phase. Once all programming requirements mentioned above are completed, the design team will issue a programming report. Once a facility program is developed, we will be able to identify the total building square footage as well as the parking and vehicle storage areas that will be required. This will allow us to start the review of available building/sites (Tracts A, B & C. As an example, we assisted the City of Coral Spring’s in the evaluation of an existing tilt wall warehouse that was for sale for use as a Public Works and Fire Administration Facility. We determined that the existing building was able to be utilized and had enough interior height for the vehicle lifts in one area and in the other areas allowed for a second floor to be installed within the existing structure. Based on the title wall nature of the building, we were also able to reinforce the structure so it could be utilized as an “Essential Facility” during emergencies. Conceptual Design Once the programming phase has been completed and with the scope in hand, we will develop a project milestone schedule and begin schematic design. During schematic design we request that the City’s Project Manager identify all City departments and users that will provide input on the project. CPZ will then set a kickoff meeting with all members of the City and all members of our design team. Several meetings will follow as the design evolves. As a starting point, our project manager will develop several preliminary master plan and floor plan options for review and then request a meeting with the City and selected staff for C P Z PROJECT APPROACH & UNDERSTANDING CPZ ARCHITECTS, INC. 4316 WEST BROWARD BOULEVARD, PLANTATION, FLORIDA 33317 1601 BELVEDERE RD., S-350, WEST PALM BEACH, FL 33406 200 N. You will have the same Senior Project Manager from the start of a project through the end of construction, also providing the continuity required for a successful project completion. Our Firm works with our clients to determine the project schedule at the start of the project to include the Design Phase, Permitting Submittals, and estimated construction phase. We then create an electronic schedule that can be maintained throughout the project. This schedule is reviewed at the completion of each phase of the project. If the project falls behind schedule, we determine what is required to bring the project back on schedule and make the necessary revisions. We have the ability to add additional people to the project, extend work hours or both if these methods will expedite the project. Based on the scope of work contained within the RFQ, we cannot assign hours to all the tasks now. However, we can inform you that we do have the staff available to work on your project immediately and continuously. Other scheduling solutions may include changing the sequence of activities to maintain the project moving to completion. On Time and In Budget Coral Springs Public Safety Complex Miami Gardens Community Center CPZ Architects was retained by the City of Miami Gardens by the recommendation of the City of Coral Springs, to take on the completion of the 60,000 SF Community Center, after the original architect was removed by the city. (Your Project) Tract “A” 18,277 SQ FT Tract “B” 26,466 SQ FT Tract “C” 98,399 SQ FT Possible Conceptual Site Layout • New Construction • Parking Structure • Renovation Note: Possible Conceptual Layout shown is a conceptual diagram to show we understand scope based on RFP. PROJECT MANAGEMENT PLAN SCOPE OCI will conduct a thorough MEP/FP equipment and systems space analysis to demonstrate the current inadequacies and offer estimates of current and projected space requirements based upon industry standards, policing trends, and the City’s growth for all proposed locations. We will provide site evaluations and gathering of appropriate data on existing facilities and work with the City and CPZ Architects to determine if renovation, expansion, or new construction is possible at one of the property locations. OCI will provide a comparison of the life cycle for the renovation of an existing facility, acquisition of an adaptive re- use facility, or new construction. We will identify building costs and site requirements, including lot size recommendations, and required site elements, including but not limited to parking, security, lighting, access, visibility, etc. OCI will collaborate with City staff on policing philosophy, organizational hierarchy, current and future department goals, jurisdictional strategic plan, staffing projections, key personnel to be interviewed, space needs of agency by function, and any other information deemed appropriate to ensure an accurate analysis. We understand the existing facility’s layouts, building codes within jurisdiction and future policing trends and needs. OCI will assist CPZ Architects in obtaining public and community comments and/or information, as mutually agreed upon between the City of Sunny Isles Beach. METHOD OF APPROACH 1. Our Project Manager, Sudharma will create a spreadsheet with all the facilities listed with hours available and work with each manager of the building to set aside team for the OCI team to visit the site with minimal disruption. 2. OCI always keeps the schedule of your Facilities team and the access to each site/building in mind when determining the best time to conduct each investigation. 3. We take into consideration the hours of operations of the existing and occupied facilities and coordinate with the facilities' teams to gain access of proposed buildings and secured rooms. 4. To utilize the best means of everyone’s times, we will determine if multiple sites can be visited in one day and make a geographic map of the locations to optimize the best use of everyone’s schedule. 5. The next step in our process is to speak and meet with the maintenance team and pull any existing as-built drawings, maintenance reports, and issues log, so the team has a full picture of the existing condition of each building space before visiting the site. 6. As we compile information, photograph and document each site visit; information will be uploaded into a Cloud Server for all team members to utilize and store information to keep a collaborative approach to the building assessments. 7. Our team will meet on a regular basis to discuss and confer on items seen in an effort to keep everyone in the loop. 8. Our Project Manager will develop the Property Condition report with identified deficiencies to the The City with our teams recommendations for repair, replacement and ideas that may be necessary for the useful life remaining with budgets and anticipated time frames to maintain the existing spaces. 9. Any buildings or equipment that have immediate needs will be listed and prioritization giving. 10. Our team will work with you to create a preliminary budget, taking into account quality of materials, availability of equipment, manufacturers preferred with a long term goal and plan to get all the buildings up to code and standards. "A Collaborative approach to building assessments is uploading photographs and documenting each site to a Cloud Server for easy access to all team employees". Coral Springs has been utilizing CPZ Architect over the past 15 years in developing, implanting and expanding their Public Works Facility. Recently we worked with Coral Spring in determining the need to purchase an adjacent building and utilize it for more and better space. The review proved that this was a beneficial purchase. When presented to the City Commission is was unanimously approved. Similar to the work CPZ is doing with the City of Coral Springs, The City of Delray Beach Police Department hired CPZ to complete a needs and assessment study of their existing Police Department Facilities to determine if the existing building could be renovated or based on the results of the assessment report build a new Police Facility. CPZ Architects has completed a needs assessment of the Delray Beach Police Station outlining their current needs and providing an estimate of the future space needs for the next 10 years. A conceptual master plan was developed for two possible solutions to their space needs along with budgetary estimates. Option 1 included using the existing facility and expanding around the facility along with construction of parking garage. The second option was to construct a completely new multi-story facility on the back part of the site, while maintaining operation in the existing facility. Upon competition of the new facility, demolish the existing facility and construct the new parking garage. CPZ Architects has now been retained to provide a needs assessment for the City Hall and Community Center Site. The first was Fire Station 80, which is our main fire station located on Coral Springs Drive. This particular design received honorable mention from FIRE CHIEFS magazine, for Fire Station Design 2012. This was quite an accomplishment considering they were competing with Architects from across the country. The second project was Fire Station 64 located on Ramblewood Drive, both of the stations were new construction. The third project was a computer room project located in the Fire Training Center. CPZ was very professional and worked very well with the end users (firefighters), on the design and their needs, allowing them to operate out of a station for 24 hours at a time. The firm was very responsive to issues that came up during construction and were very amenable. I have been with the City of Coral Springs for 28 years and have to say that CPZ is one of the best firms the city has ever hired. Sincerely, Fire Chief Curran Delray Beach Police Department 300 West Atlantic Avenue Delray Beach, Florida 33444-3695 (561) 243-7888 Fax (561) 243-7816 Delray Beach Florida b01- 11H11fficaffl) • \Ir,_¡ Jeffrey S. Goldman Chief of Police Accredited Since 2004 1993•2001•2017 September 28, 2018 To whom it may concern: Re: Letter of Recommendation for CPZ Architects, Inc. The Delray Beach Police Department has been diligently working with CPZ Architects, Inc. in reference to an Assessment Report on the expansion and/or replacement of the existing facility. Representatives of CPZ Architects, Inc., have met with members of Command Staff and generated a questionnaire to determine the "needs assessment" for space allocations required for all of our personnel. Through staff interviews and detailed examination of our current facilities, they completed a detailed report and presentation which included options for the future structure of the Police Department that would better meet our needs. During our continued collaboration on this project, CPZ Architects, Inc. representatives have been diligent, responsive and have taken into consideration our feedback and our requirements. CPZ Architects, Inc. is a firm that has been very responsible and always has the client's best interest in mind. We would highly recommend CPA Architect's Inc. for any of your future project. Sincerely, MO/bes L.E.A.D. the Way! Learning, Excellence, Accountability, and Diversity REFERENCES May 8, 2020 Collier County EMS 8075 Lely Cultural Parkway, Suite: #267 Naples, FL 34113 Re: OCI Associates, Inc. To Whom It May Concern: I am pleased to take this opportunity to recommend OCI Associates, Inc. My experience with this engineering firm was during the construction of our recent fire station on Captiva Island. The project was a complex design in order to meet the demands of the Fire District. The Captiva station is the only one on the island, which meant it had to function in many roles for the administration, operations, and training staff. The challenge we presented for the MEP design was that we wanted the building to be as green and mechanically efficient as possible. The station would have to function as our EOC after a catastrophic event such as hurricane while running on generator power for potentially 2-3 weeks. This meant we had to use as little power as necessary to operate while at the same time providing power to the entire station for crews to live and work in. We also wanted the fire protection system to be designed with a separate training module built-in to supply our training stairwell. The system needed to provide protection to the facility while at the same time having a section not active in order to operate in a training scenario. I feel in conjunction with Sweet Sparkman Architects, OCI did a fantastic job meeting these demands for us. In closing, I would like to recommend OCI Associates as a very effective and professional engineering firm, and I wish you well in your project. Delray Beach Police Department Assessment Study Delray Beach, Florida The City of Delray Beach Police Department hired CPZ to complete a needs and assessment study of their existing Police Department Facilities to determine if the existing building could be renovated or based on the results of the assessment report build a new Police Facility. CPZ Architects has completed a needs basement of the Delray Beach Police Station outlining their current needs and providing an estimate of the future space needs for the next 10 years. CPZ Architects has now been retained to provide a needs assessment for the City Hall and Community Center Site. a. (1)FIRM NAME CPC South Florida. TITLE AND LOCATION (City and State) CPZ Architects worked with the City of Coral Springs to create program projections, evaluate the prospect of public and private partnerships, and develop a multi-facility redevelopment plan for the relocation of the city’s City Hall. CPZ created a questionnaire to review the needs, both present and projected, for each of the city’s departments. Utilizing existing building drawings, we created a diagrammatic plan depicting department office layouts and zoning. The City is still working with this information to determine the feasibility of relocating and redevelopment. a. (1)FIRM NAME (3)ROLE CPZ Architects, Inc. YEAR COMPLETED PROFESSIONAL SERVICES CONSTRUCTION (If applicable)Tamarac Water Treatment Building City of Tamarac The main goals of the project were to have a new two-story Administrative Building of approximately 12,500 sq ft designed as an “Essential Facility” and to meet “LEED standards” taking advantage of natural lighting and introducing Solar Energy Systems. This Building contains Labs and a Control Room that overlooks the plant operations and is proposed to be directly connected to the tanks and filtrations systems through overhead walkways/ bridges. In addition to the main Administrative building CPZ will assist Engineering consultants in designing the exteriors for new Motor Control, Fluoride and NaOCL Buildings on the site. The city wanted to redevelop the entire site with new building structures for the Administration offices and several accessory buildings to the Water Treatment plant in a way that its operation is not affected during construction. Therefore the project is designed to be built in two phases: 1.The new building will be built on a location that does not require the demolition of the existing infrastructure in Phase 1. 2.The Existing Building will be demolished and Site work will begin as all operations transfer to new Admin Building. The location of the project in proximity to residential neighborhoods of the City of Tamarac gives and excellent opportunity for the project to be designed as a City Landmark that incorporates the building elements of the City’s existing architecture. 8 2019 2022 Ron Stein 954-597-3716 CPZ Architects Plantation, Florida Architect Eckler Engineering Water Treatment, Water Distribution WGI Structural, MEP, Civil LandscapeArchitecture Terracon Consulting Fort Lauderdale, Florida Geotechnical Avirom & Associates Boca Raton, Florida Survey CMS Deerfield Beach, Florida Cost Coral Springs, Florida West Pallm Beach, Florida F. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) PROJECT BACKGROUND Opened on December 1, 1971, the original 1,500 sq. ft. branch was constructed and donated to the County by the General Development Corporation. In 1981, the branch was expanded to 4,500 sq. ft. Approximately 150,000 people live within a 5-mile radius of the Prima Vista location. Popular from its inception, this tiny branch does high volume circulation and youth programming. The present building is structurally sound but worn and is increasingly outmoded. PROJECT SCOPE OCI Associates was selected as a sub-consultant to an Architectural firm to provide a Due Diligence Report and Building Conditions Assessment of an existing 6,000 -square-foot library to determine whether to expand the facility or build a new one. Our team members provided a site visit to the library and evaluate the following systems; · Mechanical Systems · Electrical Systems · Plumbing Systems · Fire Protection Systems After the evaluation, our team provided a report of our findings such as the general condition, MEP engineer’s opinion of overall serviceability and longevity as well as our recommendation for remedial repair or a completed replacement of the systems and a probable cost estimate. The report determined that the telecommunication cabling has been run as needed over the years but is inadequate for current needs.
