The Center or City Hall is a 4-story, 54,000 square foot facility that houses a variety of services to include a Visitor Center, Post Office, Police Department, Building and Development, Code Compliance, Planning and Zoning, and Information Technology, City Commission, City Management, Human Resources, and Finance. The Police Department occupies the second floor and a portion of the third floor. As a 24/7 operation, the Police Department requires after-hour and controlled access. The site on Collins Avenue includes other vacant and/or formerly leased facilities adjacent to the north and south of the Government Center. The goal of the study is to determine whether building renovation, new construction, leased space, or some combination of the three available tracts of land on the site will be the most efficient and effective solution for existing and future space and operational needs for the Police Department. The City has identified the following services for the study: • Space analysis based on industry standards, policing trends, and the City’s growth • Site and facility evaluations to determine renovation, expansion, or new construction possibilities • Comparison of the life cycle for renovation, adaptive re-use, or new construction • Building costs and site requirements and elements • Development of policing philosophy, department hierarchy and goals, staff and space projections by component, and other information needed for an accurate analysis • Understanding of existing facility’s layout, building codes, and future policing trends and needs • Public and community outreach plan CGL Companies | 8 We will address and expand the services required to prepare a comprehensive needs assessment and site feasibility study through our four-phase approach: 1. Phase 1 Establishing Vision and Project Goals 2. Phase 2 Evaluating Needs 3. Phase 3 Analyzing Options 4. Phase 4 Developing Conceptual Plan We will work with the City to refine the exact parameters of the Project Approach and our experience shows the following process to be successful: By analyzing the current situation and potential alternative options, we will identify key elements that begin to inform possible solutions. PROJECT APPROACH Phase 1 Establishing Vision and Project Goals We are highly experienced in space planning and programming for civic and public safety clients. We will distill your information to create scenarios to help you plan for long-term vitality and growth through design concepts, cost estimates, strategies for implementation, phasing scenarios, a prioritized “wish list” of projects, or other documents as required to address both near-term needs and long-term vision. We have been fortunate to work with a variety of public clients and are experienced in structuring the planning process to build consensus and achieve successful facility solutions. Task 1.1 Visioning Session. The first step for any public project is to listen and educate ourselves about the City of Sunny Isles Beach, your core aspirations and your goals and challenges for the specific project, program and sites. Our approach to planning is highly interactive. We will tailor our process to your needs but will typically lead the team through an extensive visioning process to establish project goals, collect and analyze facts, determine constraints and opportunities, develop initial concepts, develop programming options, and arrive at a conceptual solution. We are dedicated to the proposition that your project reflects you – your needs, your vision, and your strategies for success. We have developed a unique process to ensure that we have a deep understanding of what you dream, want, and need before we draw the first line. Through a group visioning session, we will answer – What is your priority? • Improving efficiency and effectiveness of the Department • Strengthening management operations, management, and control • Advancing community-focused policies The visioning session will include a discussion on Public Safety operational and facility trends that directly impact the City of Sunny of Sunny Isles Beach and the relevant public safety standards, i.e. Commission for Florida Law Enforcement Accreditation Standards (CFA), Commission for Accreditation for Law Enforcement Agencies (CALEA), International Association of Chiefs of Police (IACP) Police Facility Planning Guidelines, etc. The visioning session will also address the operational and facility trends affecting other departments that might be impacted by the relocation of the Police components. This could include City Administration representatives, City Commission members, Police Department representatives, other City department heads, public and community representatives, and others identified by the City of Sunny Isles. Task 1.2 Project Goals. Mission statements regarding the operational philosophy of an agency must drive, rather than be defined, by the physical layout of the building. Balancing secure internal space and publicly accessible space, for example, requires an understanding of the mission of the department. A balance between secure internal and public spaces must be achieved in each public safety facility project. Based on the Visioning Session, we will identify a list of project goals to serve as “touchstones” to test and measure facility-development options and ultimately the recommended plan for addressing the Police Department’s long-term operational and facility needs. Task 1.3 Communication Plan. We believe that stakeholder communication is an important piece of any public project and integral to a project’s success. The creation of trust and transparency is fundamental in the development of a communication strategy. We will work with the City to develop a public communication plan for the project. The plan will involve the creation and management of written and spoken tools necessary to educate and inform stakeholders and the public at large as the project moves forward. CGL Companies | 10 Phase 2 Evaluating Needs The team understands that an investigation is needed of the Police Department to identify current and desired future operations and the corresponding space requirements. Based on the planning team’s objective analysis, the team will confirm a space capacity target for initial need and for future growth. We know that a wide variety of factors will influence your space needs, including growth projections and funding mechanisms, and we are well-versed in providing solutions to address both long-term goals and immediate realities. Task 2.1 Operational Review. One of the first phases of the project involves an operational review of the Police Department and other relevant City departments to understand the mission and objectives of each component. Interviews will be conducted with each component to gather mission statement, historical staff growth, identification of factors which contribute to personnel growth, storage and record retention needs, current technology levels and future incorporation plans changes such as electronic plan filing for the building department, interaction with the public, interaction between various internal components, parking requirements, etc. Existing operational plans, space standards, and workload indicators (i.e., visitors, phone call volume, various demand for service, etc.) will be requested from each department as needed to enhance existing data obtained from other data sources (i.e. census bureau) for use in trend analysis and projections (2020 population of +/-22,000 is projected to grow to 25,000 by 2030). Through discussions with key personnel, the data needed to produce a realistic response to the space needs will be identified. From the interviews, identification of space shortages and needs will be identified along with assessments of growth in terms of workload and staff levels. Part of this task will concentrate on identifying space standards for each respective function (i.e., Administration, Training, Dispatch, Field Services, Equipment, Property, and Evidence Storage, etc.). At the same time, consideration will be given to any needed security guidelines. Task 2.2 Planning Standards. Relevant industry public safety standards for operations, organization, and/or management such as CFA, CALEA, or IACP will also be discussed with key personnel. Standards will be developed for the project to: • Reflect best professional requirements and practices for public safety • Drive the operational tone on how facility should be organized • Identify specific amenities/spaces required for a function • Provide a national, industry accreditation process to demonstrate the City’s pursuit of professional excellence Based on public and private practice and the consultant’s professional planning experience, recommended space standards for administrative office, support space, public areas and circulation, equipment and storage unit sizes, and parking will be provided. Based on the recommended net square foot space standards and the type of function (staff versus equipment driven), the consultant will recommend a space-per- unit (staff or equipment) allocation standard, expressed as department gross square foot (DGSF) per staff, for each Police Department function. Task 2.3 Facility and Site Assessment. Understanding the current state of the existing facilities will kick-off this project. Our team of architects, operational experts, and facility planners will visit the buildings and analyze the physical condition of the facilities on the interior and exterior, including the site layout. This will allow the team to understand staff’s current spaces and utilization, as well as the condition of the current space. We will review the existing Government Center and the vacant Tony Roma’s restaurant facility for any structural issues, current floor plan, current staff, equipment, restrooms, parking, storage, compliance with applicable codes including ADA compliance, as well as utility and operational costs. CGL Companies | 11 Each facility will be evaluated for: • Ability to accommodate existing and projected department/parking space needs • Support of efficient and effective departmental operations and functions • Image and public presence • General building conditions • General life cycle costs • Expansion and/or renovation suitability A site assessment will also take place to evaluate the circulation, parking, accessibility, emergency egress, flood zone and available site on the current parcels immediately north and south of the Government Center owned by the City. Each site will be reviewed for issues critical to police use including availability and quantity of secured adjacent parking for the Police Department, availability of two separate means of ingress / egress for Police vehicles, compatibility of existing adjacent neighboring uses such as the existing gas station south of the site. Site utilization and zoning requirements for each parcel including setbacks, lot coverages allowed, and height limits will be reviewed with the City. Photographs will be an integral part of the assessment. Task 2.4 Staff and Space Projections. For each component of the Police Department and any other relevant City departments , a set of workload and staff projections will be developed. Depending on the validity of data available, various projection models will be generated to show the historic interrelationships of the various public safety system components. Based on the models and growth scenarios identified, workload and staff will be projected. The workload and personnel projections will serve as the base data to derive current and future space needs to include personnel, support, and shared spaces (such as files and supplies storage), and dedicated spaces (such as conference rooms, break areas, rest rooms, etc.). The consultant will apply the recommended space use standards to convert the staff projections into spatial estimates for each Police Department component. Task 2.5 Review Workshop. An electronic interim report to include the findings and recommendations from Phase 1 and Phase 2 will be prepared and presented in a workshop with the City. The workshop will provide key stakeholders the opportunity to discuss the findings and recommendations from the visioning session and evaluation of needs. CGL Companies | 12 Phase 3 Analyzing Options We will identify and test options based on our understanding the Space Needs, future Space Needs, and the City’s goals for the Police Department to maximize the existing site and facilities. We will work with the City to understand the fiscal constraints and work within budget cycles and funding streams to identify options and ultimately a plan that is realistic and can be implemented. Task 3.1 Alternatives Development. We will analyze different options for the consolidation, relocation, and reconfiguration of space within existing City-owned or leased properties based upon both current and long-term projected need. For options that recommend new construction, we will review the available site inventory for parcels of suitable size and location. Our team will develop several options which will balance the specific needs of the Police and other City departments taking into account the following factors: • Area required by each department • Functional relationship between departments and need to be adjacent to or near other departments • Ability to be located on multiple floors vs on a single level • Ability to be located in a stand-alone building • Parking and service requirements unique to each department We will evaluate and test preliminary concepts based on the relationships between elements, function, sustainability, and practicability. Impacts of the ideas are tested relative to economic, social and aesthetic attributes with the less ideal alternatives stripped away or changed in order to improve the plan. The team will examine the current sites for innovative approaches to maximize the existing properties for facility needs while also taking into consideration open space for community events, parking needs and emergency egress. Using site assessment data (estimated costs to build or renovate, safety regulations or building code issues, etc.), the team will rank and evaluate the sites based on location, safety, accessibility, and code compliance requirements. Task 3.2 Preliminary Cost Estimates. Preliminary order of magnitude project cost estimates will be prepared in present value dollars for viable alternatives. The projected square footage needs will be used with cost per square foot estimators adjusted to the most recent available local or regional construction cost index. The construction cost present value estimates will have a project cost additive of 20% to 35% depending on building type, and remodeling/expansion versus new construction options. The additive will be set to approximate all probable professional fees, FF&E, testing, permits, and a design and construction contingency. Task 3.3 Review Workshop. An electronic interim report to include the findings and recommendations from Phase 3 will be prepared and presented in a workshop with the City. The workshop will provide key stakeholders the opportunity to review the options and identify the preferred immediate and long-term facility strategy for the Police Department. CGL Companies | 13 Phase 4 Developing Conceptual Plan Developing an overall plan for the initial and possible future development of the site will provide a “roadmap” and clearly identify the City’s vision for a thriving municipal complex. The final document will become the City’s road map to future growth and development - a living document that assists leadership in making decisions related to capital improvement needs and projects. Task 4.1 Strategic Plan. Recommendations will be made regarding the priorities for initiating short- and long-term space strategy improvements in sufficient detail to enable the City to act on internal space assignments and re-locations of existing buildings. These recommendations will be coordinated and presented along with location and site recommendations and alternatives to assist the City to meet near term needs in a manner consistent with the long-term growth objectives and facility plans resulting from the study. Task 4.2 Cost Estimates and Implementation Schedule. The strategic plan will be further refined with educated cost estimates coupled with an implementation schedule. The cost estimates will include: • Use square footage needs with current and regional cost-per-square foot figures to determine a construction cost index • 20% – 35% additive to address owner’s/ indirect costs to address all probable fees • FF&E, testing, permits and a design and construction contingency • Funding schedule • Facilities Condition Index to provide current repair/remodel cost • Maintenance and life cycle cost review The implementation schedule will identify the sequence of recommended key milestones. Task 4.3: Final Report and Presentation. The team will compile all reports into a final electronic plan to document the vision and needs assessment, options available to the City, and the recommended long-term strategy to accommodate the operational goals and projected needs of the Police Department. Upon report review and finalization, the final plan will be presented to City stakeholders. At the time of its opening, 25 sworn and civilian employees worked in the facility. Today, 46 employees use the same space. The current police station is a two- story 8,000 SF building with adjacent shared space with the Clemson Free Clinic used for evidence storage, uniform storage, the armory and city-employee fitness center. The CGL Team was tasked with developing an architectural space program for the City of Clemson Police Station renovation and expansion. Working closely with the City of Clemson staff, the team toured the current facility and interviewed police department staff to gain a better understanding of current operations. Based on the tour, interviews, and a space survey the team developed an architectural space program to identify space needs and operational requirements for the Police Department and Dispatch. The detailed space program identified a need of 14,043 required square feet to house public lobby, executive office, support services, investigations, training, operations, dispatch/detention and building support. To achieve the necessary square feet the City will renovate a portion of the existing 8,000 SF building and construct an 8,000 SF addition behind the existing Police Station. CGL Companies | 27 CORAL GABLES PUBLIC SAFETY BUILDING LOCATION Coral Gables, Florida SIZE 120,000 SF COMPLETION DATEDecember 2020 PROJECT COST $48.4 million PROJECT DESCRIPTION In May 2017, Coral Gables contracted with the AECOM/CGL team to review and validate the architectural space program for the Coral Gables, Florida Public Safety Building. The new building is to span 120,000 square feet with an adjacent parking garage with 163 spots spanning 70,000 square feet. Five floors are to encompass the city’s Human Resources Department, Labor Relations Department, IT team, police headquarters, police and fire department administration teams, 9-1-1 Call Center, emergency operations center and Fire Station 1. CGL created space allocation tables that identified the component name, number of users/components that will occupy that particular space (person per area), the standard square footage for each area (standard per area), and the total area for that component expressed in net square feet (NSF). Net square feet is the internal size for each component. To determine a functional group’s assigned area, an internal circulation or departmental grossing factor must be applied to all the NSF totals to account for internal wall thickness and circulation between spaces within the operational component. This total is usually expressed as departmental gross square feet (DGSF) and can be used by the design team to test fit functional groups within an existing floor plate. The proposed building program includes a “circulation factor” which achieves a similar result. A Gross Area Factor is applied to the net area for general building circulation, wall thickness and chases. CGL Companies | 28 DUTCHESS SHERIFF’S LAW ENFORCEMENT CENTER LOCATION Poughkeepsie, New York SIZE 57,100 SF COMPLETION DATEFebruary 2019 PROJECT COST $34.4 Million PROJECT DESCRIPTION The Sheriff’s Law Enforcement Center represents a new stand-alone facility for the Dutchess County Sheriff’s Office, located on the same site as the proposed expansion for the Justice and Transition Center. The Law Enforcement Center is an adaptive re-use and addition to a historic manufacturing building. Components with a public function, such as the Public Lobby, Civil, and Records Divisions and the Pistol Permit Bureau occupy the space below the existing distinctive heavy timber columns, beams and trusses with saw-tooth skylights. These high volume functions allow the public direct access to service counters and the multi-use training/community room, restricting public movement deep into the facility. As the Chief Law Enforcement Officer for Dutchess County, the Sheriff must also be accessible to the public. However, visitor access to private offices and work areas within the Sheriff’s Administrative area is monitored and controlled while maintaining an atmosphere of dignity and respect for the public. Within the staff secure area, this project includes a new two-story addition comprising of a vehicular sallyport, small holding area for Road Patrol, Officer Locker and Bunk Rooms, Evidence Processing and Storage, Administrative and Clerical areas for various departments, Training Rooms and Maintenance. Through coordination meetings, we worked with the Sheriff Office to delineate dedicated areas for the logging, processing and storing of evidence in order to preserve the chain of custody. The renovation and addition are seamlessly integrated into one cohesive building that provides a safe and secure operation while being a good neighbor for the community. CGL was retained to define the space program needs, prepare operational narratives, and develop the schematic design drawings for the Law Enforcement Center. Located in the Town center area of Miramar the facility is housed in a three story building that defines one edge of the civic plaza. The building includes separate entrances for the public, staff and internal affairs as well as a dedicated secure vehicle sallyport adjacent to the booking area and holding cells. A media room is located on the ground floor adjacent to the main public entrance. The facility includes spaces for the criminal investigations and support services bureaus, the patrol division, communications, fitness and locker room areas for men and women as well as space for the office of the chief and command staff. Due to the buildings location in a dense new-urbanist development the facility includes extensive security measures. These include ballistic glazing throughout, a structural system designed to prevent progressive collapse from explosive blasts, ballistic glazing at the main lobby and correctional grade materials and hardware for the holding cells. The building is designed to withstand category 5 hurricane force winds and is provided with full backup emergency generators. The goal was to create a space that could provide premier customer service to the community while also meeting the needs of efficient courtroom spaces and secure circulations paths for the public, judges and prisoners. Specific security needs of the Sheriff’s Headquarters were taken into consideration to provide a space that addressed their unique needs and requirements.
