It is with great pleasure and antfcipatfon that NZ Consultants (NZC) responds to this Request for Qualificatfon (RFQ)
issued by the City of Sunny Isles Beach. Sunny Isles Beach is a vibrant community that provides dynamic business
opportunitfes and a sustainable quality of life for its residents. The selected consultant firm must have a
professional team that knows the planning and zoning regulatfons that apply to the City and has a clear
understanding of the City’s vision.
Since 2009, NZC specializes in providing outstanding planning services to local governments focusing on long range
planning (comprehensive planning and EAR-based amendments, neighborhood planning, master plans), current
planning (development reviews, staff reports), zoning (Land Development Regulatfons text amendments, rezoning),
urban design (3D-CAD, design guidelines, complete streets), community outreach (charrettes master planning, de-
sign workshops) and unparalleled graphic design capabilitfes (GIS mapping and 3D CAD renderings). NZC will be
honored to lead and provide services to Sunny Isles Beach and working with the City’s Staff.
NZC is teaming up with WGI (sub-consultant), an award winning multfdisciplinary landscape architecture, traffic,
environmental and civil engineering firm. The NZC Team is ready to provide outstanding professional planning and
zoning services, including civil and traffic engineering, plan review, site plan review, including planning, evaluatfon
and appraisal reports, community engagement projects, land development regulatfons (LDR ’s), comprehensive
planning, assistfng staff with the coordinated legal, landscape architecture and engineering designs and reviews for
a multftude of public and private projects ranging from commercial, to high rise structures, and other design -
related reviews.
NZC is committed to provide excellent consultfng services and fulfilling the needs of the City of Sunny Isles Beach in
a tfmely manner and within budget as demonstrated by our references and existfng clients. The NZC Team have an
in-depth knowledge of all local, state, and federal directfves, ordinances, rules, orders, and laws as applicable to

The NZC Team has prepared the following Urban Design
renderings for the City of Lake Worth Beach.

1. SITE MASTER PLANNING, ANALYSIS & DESIGN
As presented on the enclosed project sheets and resumes, the NZC Team has expertfse in providing the fol-
lowing services:
Urban design plans/concept diagrams; Open space planning, analysis and design; Community planning,
analysis and design; Natural resource planning, analysis and design; Design guidelines; Streetscape
planning, analysis and design; Renderings/Modeling; Park Design.
Currently, the NZC Team is developing a Parks Master Plan for the Village of Tequesta including a
dynamic public outreach program with surveys, kiosks, and design open forums.

Feasibility analysis; Peer review analysis; Assist in preparatfon of constructfon documents and specifi-
catfons; Median Design; Cost estfmates for above work; Attend meetfngs with City staff and presenta-
tfons to City Commission; Provide plans developed on AutoCAD’s latest version, and copies of a repro-
ducible hard copy and diskette of plans in the requested format shall be provided to the City.
2. CIVIL / ENVIRONMENTAL ENGINEERING
NZC is teaming up with WGI (sub consultant), an award winning multfdisciplinary landscape architecture,
traffic, environmental and civil engineering firm and will provide the following services to the City of Sunny
Isles Beach:
Roadway Design Review: Detailed engineering review for the design of constructfon roadways within
State, County or Local rights-of-way and similar facilitfes. Project programming, preparatfon and evalu-
atfon of conceptual design, Development of schedules for design and constructfon, Structural inspec-
tfons, and recommendatfons. Preparatfon of estfmated quantftfes and costs, Permitting and Construc-
tfon support services
3. EVALUATION AND DESIGN
The NZC Team will provide the following consultfng services to the City of Sunny Isles Beach:
Reports and Analysis for compliance reports to USEPA, FDEP, Miami Dade, DERM; Environmental as-
sessments and testfng; Grant Assistant and writfng; Project Management; Evaluatfon of bids as com-
pared to project budget; Respond to RFIs
Attend meetfngs with City staff and presentatfons to City Council; Provide plans developed on Auto-
CAD’s latest version, and copies of a reproducible hard copy and diskette of plans in the requested for-
mat shall be provided to the City.

4. PLANNING & URBAN DESIGN
Since 2009, NZC specializes in providing outstanding planning and urban design services to local governments
focusing on new urbanism principles and the public process. The NZC Team is qualified and has in -depth
knowledge of Florida Statutes and it is ready to provide the following services to the City of Sunny Isles
Beach:
Town planning and urban design of neighborhoods; design of master plans, housing prototypes and
regulatfons that emphasize human scale, historic context, public open spaces and the pedestrian realm
for neighborhoods in the City of Sunny Isles Beach and also have the capabilitfes to perform grant writfng
for FEMA, Miami-Dade County and the State of Florida. The NZC Team delivered wok will be in
compliance with Florida Department of Economic Opportunity (DEO) Florida Statutes regulatfons.
The NZC Team professionals (Ms. Nilsa Zacarias and Mr. Osniel Leon) are certified by the American
Institute of Certified Planners (AICP) and have more than 10 years experience in urban planning.
All survey work prepared for the City or through the NZC Team will comply with the Technical Standards
for Land Surveys in the State of Florida for work in commercial/high risk areas and any applicable state
laws, regulatfons or other requirements.

Community Outreach and Visioning; Community Redevelopment Planning; Corridor Planning; GIS
Mapping and 3-D Animatfon;
Comprehensive Plans and Evaluatfon and Appraisal Analysis and Reports; Comprehensive Plan
Amendments – Analysis and Reports; Zoning and Land Development Regulatfons with an emphasis on
Form Based Codes; Master Planning; Architectural & Urban Designing; Transportatfon Planning; Parking
Studies; Site Plan Review.

5. TRAFFIC ENGINEERING & TRANSPORTATION CONSULTING
NZC is teaming up with WGI (sub-consultant), an award winning multfdisciplinary landscape architecture,
traffic, environmental and civil engineering firm and will provide the following services to the City of Sunny
Isles Beach:
Traffic study, design, master planning and constructfon services relatfng to roadway, drainage, street
calming and streetscape projects.
Reports, and peer reviews traffic studies, coordinatfon with community organizatfons, constructfon plans
& specs, estfmatfng and project management.
Bicycle and pedestrian paths design and integrated mobility optfons.
Expertfse and experience in traffic engineering consultfng, transportatfon planning, street and highway
design, traffic calming design, transit planning, traffic studies, general engineering, coordinatfon with
Miami Dade Transit (MDT), State of Florida Department of Transportatfon (FDOT), Metropolitan Planning
Organizatfon (MPO), the County, and planning capabilitfes.

Palm Beach County's 39th City was incorporated on June 20, 2016. The 38,000 acres of mostly
vacant, previously agricultural land in western Palm Beach County will be the site of 4,500 homes
and 2.2 million square feet of commercial space. This new city wil l provide much-needed urban
services to the surrounding suburban residential areas.
NZ Consultants prepared the first comprehensive plan for the City of Westlake . The plan was
adopted in 2018, and it is in compliance with Florida statutes.

NZ Consultants was hired, in 2016, by the City of Lake Worth Beach. The city determined it was necessary
to conduct a review and evaluation of its current Comprehensive Plan to reflect changes in st ate
requirements, current City’s conditions, challenges, and future community trends. Pursuant to Chapter
163.3191, Florida Statutes (F.S.), local governments are required to evaluate their local comprehensive
plan every seven years to determine if plan amendments are necessary since the last update of the
Comprehensive Plan and notify the State Land Planning agency as to its determination.
To prepare the subject amendments, the City contracted NZ Consultants (NZC) to work with the
Sustainability Department as well as other City’s Departments.
The Comprehensive Plan update focused on strengthening Lake Worth Beach as a sustainable community
incorporates multi-modal transportation network; compact, walkable, mixed-use patterns of
development; provision of civic spaces and interconnected open spaces for recreation; economic vitality
and job choices; diversify its housing supply; and a robust educational system.

In April 2018, the Village of Tequesta Council adopted the fully updated EAR-based Comprehensive Plan.
NZC revised and updated each element to be in compliance with Florida Statutes and provide a sustainable
community. The State of Florida (Department of Economic Opportunity) found the subject plan in
compliance with Florida Statutes. The Comprehensive Plan addressed Senate Bill 1040 Peril of Flood that
applies to Coastal Communities.

NZ Consultants, Inc. was contracted to prepare an Interlocal Service Boundary Agreement (ISBA) and
Joint Planning Agreement between the City of Lake Worth Beach and the Board of County
Commissioners of Palm Beach County. This initiative included facilitating community meetings; and

Palm Beach County's 39th City was incorporated on June 20, 2016. The 38,000 acres of mostly vacant, previously
agricultural land in western Palm Beach County will be the site of 4,500 homes and 2.2 million square feet of
commercial space. This new city will provide much-needed urban services to the surrounding suburban residential
areas. NZ Consultants has been the City’s planning staff since 2016.

NE 2ND AVENUE ROADWAY RESTORATION

WGI served as the lead design engineer for the NE 2nd Avenue Roadway “Complete
Street” Project and worked closely with the City of Delray Beach, the City of
Delray Beach CRA and the Florida Department of Transportation (FDOT) on the
reconstruction and roadway enhancements of this local arterial roadway located
within a historical district of the City. Due to a significant portion of the funding
coming from the FDOT Local Agency Program (LAP), WGI’s project engineer was
responsible for the coordination and specific deliverable requirements inherent in
a LAP-funded project, and for ensuring all criteria and requirements of the LAP
funding process were addressed and fully documented. The overall goal of the
project was to enhance the roadway, which runs through a historical district, by
designing into the plan traffic calming features including reduced traffic lanes
from 12 feet to 10 feet, raised plateau intersections, paverbrick crosswalks and
landscaped bulb-outs. A unique feature in the design was the inclusion of green
striped bicycle lanes to clearly designate the lanes which was a key requirement
of the LAP funding.
WGI responsibilities included all aspects of the roadway and drainage design,
surveying, permitting, street lighting, signage and striping, landscaping and
irrigation, as well as the coordination of the LAP documentation which included
the preparation of a Cultural Resource Assessment Study (CRAS) and an
Environmental Resource Assessment report in conformance with the Federal
Highway Administration (FHWA), Federal Transit Authority (FTA), and the FDOT
Agency Operating Agreement.

ATLANTIC AVENUE CROSSWALK IMPROVEMENTS

WGI was selected by the City of Delray Beach to provide Construction Engineering
and Inspection (CEI) services for improvements at the of the Venetian Drive
and Gleason Street intersections with Atlantic Avenue. The project included
replacing the a failing paver brick surface with stamped concrete, installing traffic
signalization loops, adjusting utilities, maintenance of traffic and public outreach for
this highly visible, heavily trafficked corridor that connects the beach to downtown.
Coordination was required with the Florida Department of Transportation, Palm
Beach County and the City.
Businesses, residents and tourists alike rely on safe and efficient operation of this
thoroughfare, therefore a significant effort was focused on informing the public
in advance of when and where disruptions due to construction were scheduled
and the implementation of safe maintenance of traffic plans for both vehicles and
pedestrians.
* Project was put on hold at the request of the City to eliminate potential impact to
business owners, residents and tourists during the busy holiday season.

WGI, through its continuing engineering contract with the City, provided
engineering design, surveying, permitting and bid phase services for a one-
mile section of a residential street. Services included landscaping and irrigation
design, drainage improvements, utility adjustments, roundabout design, traffic
calming, signage and sidewalk and driveway adjustments. WGI also provided
the boundary, topographic and location survey services required for the
design and subsurface utility engineering services for locating and designation
of underground utilities for design conflict avoidance.
Due to the very limited right-of-way and existing conditions, each roundabout had
to be designed separately to accommodate the adjacent improvements including
sidewalks, landscaping and driveways.

PEARL CITY HISTORIC AREA
INFRASTRUCTURE IMPROVEMENTS
Boca Raton, Florida
WGI was responsible for the design and permitting of infrastructure
improvements in the Pearl City and Lincoln Court neighborhoods. Pearl
City is a historic district within the City of Boca Raton. The project included
roadway, drainage, utility, street lighting and landscape improvements to
approximately two miles of residential and urban roadways. The scope
of services included public outreach with the affected neighborhoods
and adjustments to adjoining properties. Coordination and planning was provided
by a “Blue Ribbon Committee” appointed by the City Commission of Boca Raton
to ensure community involvement.
The project required permitting by SFWMD, Palm Beach County and the FDOT.
WGI prepared a Subsurface Water Management Report and conceptual and final
design documents. Prior to this project being constructed, the neighborhood had
no drainage infrastructure in place.
The project also required coordination with FPL, BellSouth and Adelphia Cable.

The neighborhood improvements for this substantial infrastructure improvement
project included 30,000 linear-feet of water main replacement, moving rear
yard services and meters to front yards, 3,200 linear-feet of stormwater system
upgrades, pavement reconstruction and overlay, roadside swales, driveway
aprons, and sidewalks over a 50-block residential neighborhood covering 193
acres. A critical 6,500 linear-feet sanitary sewer force main connection was also
designed that provided connectivity of the City’s sanitary sewer system across the
FEC Railroad and Intracoastal Waterway to the barrier island. Installation of the
6-inch to 10-inch diameter water and force main utilized a combination of open
cut, horizontal directional drill, and pipe bursting construction methods.

Voters in the City of Lake Worth Beach overwhelmingly approved the proposed
Neighborhood Road Program in the November 2016 election. Approximately 67%
of the voters supported funding the program through a general obligation bond
of $40M.
The Neighborhood Road Program is the City’s largest capital improvement project
to date and will dramatically improve not only transportation throughout the
City’s residential areas, but improve water distribution and wastewater collection.
WGI was hired to oversee the engineering, public outreach, and construction
management of this 4-year roadway improvement program. WGI services
included ensuring the overall success of the program, approving design plans for
roadway and utility improvements, maintaining project schedules and budgets,
as well as the development and implementation of a Public Involvement Plan,
public meetings, designing and maintaining a program website, and operation of
a multilingual hotline. WGI served as the single point of contact and information
center for City staff and public inquiries. This role maintains consistency,
cohesiveness, and collaboration among City staff and consultants resulting in the
most effective program.

involvement assistance, bond assistance and construction engineering services for
the Saddle Trail Park (South) Neighborhood Improvement Project. Key components
of the project include the paving of existing shellrock roads, construction of new
equestrian bridle trails, construction of approximately 17,500 linear feet of 8-inch
new public water mains, fire hydrants, driveway connections and drainage system
reconstruction. Saddle Trail Park is part of Wellington’s Equestrian Preserve
area and presented unique obstacles for the design and construction of the
project. Funding for the improvements were provided through the proceeds of
Infrastructure Improvement Bonds with repayment being accomplished through
annual assessments pursuant to Chapter 170 of the Florida Statutes.

the new Palm Beach County Parks and Recreation Administrative Facility. The
project included design of the water distribution and sewage collection systems,
stormwater drainage systems, ADA requirements, and paving and grading design.
The project also included a sewage lift station, a watershed analysis for a portion
of the 726-acre park and a new access road to create a signalized intersection
with 6th Avenue South.
Permits were obtained from various governmental agencies including South
Florida Water Management District, Florida Department of Environmental
Protection, the City of Lake Worth Utilities, Palm Beach County and the Palm

This shooting sports complex is a 150-acre site comprised of over 200 target
positions between gun and rifle ranges, trap and skeet fields, and a sporting clays
course. It also features long-distance rifle ranges and a No-Blue Sky System.
The facility also includes a 10,000-square-foot clubhouse, a control building,
administration building, and a maintenance building.
WGI provided survey, environmental assessment, traffic engineering, site plan
assistance, on-site engineering design, on-site water and sewer utilities design, off-
site engineering design, permitting, and assistance with bidding and construction
services. The civil engineering design, permitting, bid support, and construction
phases services included paving, grading, stormwater management, on-site water
supply, and on-site wastewater disposal systems.
Challenging aspects of the project included an expedited design and permitting
schedule, an environmentally sensitive area, poor groundwater quality, and varying
hydraulic and hydrologic conditions. WGI’s experienced staff was able to resolve
the challenging issues through innovative design, existing relationships with the
local regulatory agencies, and efficient use of resources to meet deadlines.
