(CALTRAN) and our sub-consultants are combining our skills and knowledge to successfully deliver this Professional Planning and Zoning Consulting Services, Including Civil and Traffic Engineering for the City of Sunny Isles Beach all areas identified in this Request for Qualification. We have partnered with other firms to ensure delivery of any assignment the City may require under this contract; our team is comprised of small local DBE or SBE certified and nationally recognized firms in the transportation industry. Our team includes the following consulting firms. CALTRAN is excited about the opportunity to work on this Professional Planning and Zoning Consulting Services, Including Civil and Traffic Engineering for the City of Sunny Isles Beach. We have carefully assessed the project requirements and we offer the City a team who has proven record of success and CALTRAN’s team of experienced professionals will work as an extension of the City. The members of our team have been providing engineering services for many years and have completed successfully similar services on numerous projects. We have also supplemented our team with Florida-based Disadvantaged Business Enterprise/MBE firms that have delivered similar type of services. CALTRAN’s role will be as Lead Traffic Engineering and Transportation Planning Consultant. Currently working with similar scopes in more than three transportation programs for the City of Miramar, the City of Miami Gardens, and the City of Oakland Park, as well as multiple FDOT Districtwide Contracts since more than five years ago without any legal pending concerns and with as realm of staff ready to work with the City. We propose to coordinate with the City in advance to determine and to schedule work assignments to ensure that resources are available to meet any and all submittal and production deadlines. Having reviewed the workload of the team that will be assigned to this contract, we feel certain that we can accomplish any request that the city may have as our current workload will not adversely impact this contract. CALTRAN has worked with the City of Sunny Isles tasks that include the support traffic analysis justification of the pedestrian bridge planned over SR A1A/Collins Avenue close to the City Hall as part of the FDOT justification request as well as the Sunny Isles Beach Pier parking study. Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach PAGE 7 Mr. Juan Calderon P.E., PTOE, with 23 years of experience in the management of multiple on-call, task-team-oriented contracts for traffic, planning, and civil engineering projects, will be our proposed Project Manager. He is supported by a multidisciplinary team that is ready to tackle any assignments while recognizing the importance of providing a high- quality product to the City. Mr. Calderon will be supported by Mr. Moe Lavasani Ph.D., P.E., with 10 years of experience as Deputy Project Manager, and Ms. Jeannelia Liu, P.E., with over 24 years of experience is QA/QC manager, with extensive experience in traffic engineering & transportation consulting as desired by the City of Sunny Isles Beach. PROJECT APPROACH AND UNDERSTANDING Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach PAGE 9 Our technical capability and approach to professional planning and zoning services including civil and traffic engineering issues is based on our significant experience and knowledge of the City of Sunny Isles Beach, Miami- Dade County, the Comprehensive Plan, overlapping capabilities, and our strong QA/QC approach. CALTRAN team has done several master planning and design, urban design, civil engineering services including structural inspection, environmental assessment, transportation planning, traffic studies, etc. within Miami-Dade County and the State of Florida, and are well familiar with the tasks. This section summarized our technical approach toward performing tasks with high quality, within time and budget. Planning, Urban Design and Master Planning Planning The transportation planning and design context have changed. In recent times, the goals for the transportation system have broadened significantly in response to social views and an emphasis on livability and sustainability which includes concerns of environmental preservation, economic vitality, cultural cohesion, and social justice. The transportation industry has developed various terms that describe this approach to transportation, including “context-sensitive solutions”, “multi-modal” solutions, “complete streets”, and livability. Good planning and design begin with good transportation and land-use policies. Since 2016, the County leadership approved a policy to set as highest priority the advancement of rapid transit corridors and transit-supportive projects for the County. Since then, The Strategic Miami Area Rapid Transit (SMART) Plan has been in motion with the goal to implement mass transit along six corridors in Miami Dade County and CALTRAN has supported efforts in three of six corridors not only from the traffic analysis but as well as corridor land use scenario and visioning planning Our team has supported teams in the creation of plans and the implementation of projects that support transportation investment while presenting design considerations that balance transit, walking, cycling, and neighborhood livability. Through our transit-supportive planning approach, we not only foster multi-modal connectivity and transit use but also support increased walking and cycling with the fundamental recognition that pedestrian-scale development and transit and non-motorized-accessible site plans play a major role in improving public health and livability. In order to do this, we follow a planning process that builds upon existing documents and plans; incorporates the existing network using tools such as level of traffic stress; brings the team as well as stakeholders out in the field to develop a deeper understanding and feel for the area, and strive to document the planning process and recommendations in a comprehensive way presented in a highly graphic manner. We understand the need for smart, cost-effective solutions driven by data and community needs. The team and their methodologies have been built around the recognition that success requires not only a thorough knowledge of transportation systems, processes, regulations, and technologies, but also strong data analysis tools and a strategic understanding of the role stakeholder and customer engagement plays in rolling out new transit services or making improvements to existing services. With the introduction of dockless bikes and scooter sharing, there are new users taking advantage of these flexible transportation options. Miami-Dade County has recently been offering a bike-share option since the Ride On e-bike share service was launched and can be found at all of its transit facilities, including Metrorail and Metromover. Ride-on will connect more than 30 municipalities in Miami-Dade County along the public transportation system. These users require particular attention from professionals with the expertise to understand their needs. We recognize that the needs may vary between corridors, and the needs may vary along with the same road. There is not a one-size-fits-all solution to providing safe places for active transportation. Our Team understands that multimodal infrastructure is the building block for livable, sustainable , and economically vibrant communities. Our Team is at the forefront of innovative multimodal solutions. Our principled approach is often tied to the desire to advance the following goals: • Balance community values and mobility needs; • Facilitate multimodal connectivity and accessibility; • Increase multimodal access and achieve higher quality user experience non-motorized users; • Incorporate considerations to new mobility options that serve first-last mile trips; Our team experience with bike/Ped studies includes supporting the advancement of MMSA (Multimodal Mobility & Safety Assessment) efforts. We recently supported an MMSA along SR 527/N. Orange Avenue. As part of this process, the project team examined vehicle operations, bicycle and pedestrian comfort, transit facilities, and alignment with the land use and transportation context. Our team has worked with the City of Orlando and FDOT District 5 to develop a design concept that incorporated enhancements to the study corridor. Solutions for the corridor included implementing speed management measures, increasing connectivity and safety at transit stop locations, and streetscape beautification elements. This process yielded the development of a lane repurposing study on SR 527/N. Orange Avenue, from Magnolia Ave to Ivanhoe Blvd. to change the configuration of a segment of the corridor to incorporate much needed on-street parking. The proposed lane elimination would support the vision from the Virginia/Lake Highland Transportation and Land Use Study by promoting economic development in the Ivanhoe Village and supporting multimodal travel through the district and into Downtown Orlando. FDOT D5 in incorporating updates to their 3R plans for the study corridor based on the conceptual design recommendations made through this work. Corridor Studies/ Complete Streets Our team combines transportation and land use planning to produce integrated and innovative solutions that achieve sustainable community goals – where transportation enhances and supports, rather than burdens, a community’s quality of life. We know from research and experience that how we plan and design our communities has a profound impact on travel behavior, just as how we invest in transportation helps shape our city’s urban fabric. Our team has performed several corridors and complete streets studies including Card Sound Road for City of Miami, SW/SE 1st Street for Miami Downtown Development Authority and Wynwood Woonerf Concept along NW 3rd Ave & NW 1st Ave, Between NW 29th St. & NW 25th St. As the spines that connect and unite communities, corridors present the best opportunity for incorporating land-use planning and decision- making to deliver community-supportive Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach PAGE 11 transportation solutions. Urbe Studio understands that thoughtful corridor planning has the potential to holistically address transportation challenges as well as catalyze economic development. Our team has conducted numerous corridor studies that have identified strategies ranging from transportation specific solutions (i.e. roadway redesign, sidewalk additions, or transit service changes); to traffic operational changes and improvements (i.e. signal changes), to access management, to community branding, and marketing (i.e. wayfinding), to areawide network changes (new street connection, new trail or sidewalk connections); and to land use development and policy recommendations (development pattern, site design, and lot layout), etc. Key to the success of these projects is our ability to apply the right technical analysis at the right time and the right level of detail, convey technical information in objective and compelling ways for the public and elected officials, develop and apply evaluation methods that directly measure desired outcomes, and build corridor-wide consensus through the decision-making process that leads to partnerships. We have supported a number of Complete Streets corridor projects for a variety of agencies and state transportation departments in Florida and New Jersey, among others. These projects focused on developing multi-modal context-sensitive solutions that support community goals, cater to the access and mobility needs of all users, and are financially and economically sound. CALTRAN team member was the project manager for City of Ft. Lauderdale Mobility Master Plan project with the aim to help the City of Fort Lauderdale and the NPF CRA overcome some of the existing transportation infrastructure, safety, and access issues, which have created undesirable conditions for residents and compromised their quality of life. Our team, led between 2016-2017 the concept development and implementation of a Complete Streets pilot project featuring the first bus-preferential lane and dedicated bicycle lane in Downtown Miami. Miami ranks among the top metropolitan areas with the highest pedestrian and bicycle crash rates in the country, underscoring a critical need to allow people more transportation choices. This project repurposed a downtown corridor into a multimodal street that provides transit priority and expands mobility choices to all street users, addressing pedestrian safety and increasing connectivity through the application of context-sensitive design measures. He recently also developed Complete Streets concept alternatives for NW 9th and NW 7th Avenues in Fort Lauderdale and for Atlantic Shores Blvd in Hallandale Beach. Community Engagement CALTRAN team proposes a public/stakeholder engagement approach based on a strong tie between process and outreach to ensure that the right questions are asked of the public and stakeholders at the right time in order to be incorporated into any set of proposed recommendations. Our Team has extensive experience planning and implementing public outreach efforts associated with complex transportation and placemaking projects, allowing us to ensure a tight connection between the planning process and the outreach process, and working with the City and its partners, key stakeholders, and residents. Urban Design Our team has the necessary land use planning and urban design skills and experiences necessary to successfully support the City of Sunny Isles Beach. From site design to transportation system planning, our team combines transportation and land use to produce integrated and innovative solutions that achieve sustainable community goals. We understand that good Urban Design is key to developing a City that supports its residents and visitors. In urban environments, it’s of special importance to understanding that the whole is greater than the sum of its parts. Every building, streetscape, transportation corridor, park, and public space can help create a ‘place’ that transcends the value of its individual elements. We draw upon expertise in multiple disciplines – planning, transportation, landscape architecture, and urban design – to balance physical, social, and economic needs and create urban environments that enhance the quality of life. Our team’s expertise in urban design principles includes a comprehensive understanding of applying context-sensitive solutions to complex urban issues. Recommendations to policy and regulations can include form -based code-related criteria, where proper height, setback, frontage, lot coverage, and other elements of an urban infill district can be calibrated. The team is well versed in implementing master plans and code recommendations locally and nationally. Traffic Studies and Consultation Traffic Studies CALTRAN team has significant experience in Traffic Studies as part of several similar projects, including City of Miramar Traffic Consultant (traffic study of large development such as Lennar Univision review, performing signal warrant and left-turn warrant analyses, etc.). In order to provide a thorough Traffic Analysis, CALTRAN relies on the Comprehensive approach, which knowledge was obtained through a variety of analyses performed throughout the years. Our engineering services aim to maintain an effective and cost-efficient circulation network that provides transportation for all persons while reducing both the dependency on automobiles and overall roadway congestion. Based on the need, prior to conducting any study, a Methodology Meeting Statement will be arranged with the developer/applicant and coordinated with the City for review and approval. The purpose of the Methodology Statement is to establish and agree to the approach and assumptions prior to initiate the study. Our methodology will address the following but no limited to: • Description of land uses, site location, build-out schedule, and phasing • Preliminary site plan • Trip Generation • Data Collection • Internal Trip Captures, If applicable • Background Traffic Growth Procedure • Trip Distribution and Assignment • Committed Developments • Design Concerns • Transportation Demand Management Plan In the review of a Traffic Study for a given project, CALTRAN will expect an analysis of Existing Conditions, Build-out year with Committed Development, and Build-out year with Committed Development and Project Traffic through the following scenarios: Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach PAGE 14 Existing Scenario: Existing vehicular roadway and transit ridership are examined in order to determine AM and PM current level of service. Existing transit conditions are examined considering the ridership and capacity of the Miami-Dade Transit (MDT) bus service operating in the corridors. Through our excellent lines of communication MDT is contacted to obtain the A.M. at P.M. peak hour ridership and capacities for the transit service. As a result, an average capacity for each route is determined by utilizing appropriate headways and capacities. Roadway traffic demands are collected through 24-hour road tube counts and Intersection traffi c demands are gathered through video Turning Movement Counts (TMC’s), which provide us with detail conditions for environment characteristics simulation. On the other hand, directional capacity is derived from the latest Florida Department of transportation (FDOT) Quality LOS Handbook. Background Scenario: Traffic conditions are defined as the expected traffic conditions on the study roadway network for the corresponding total development buildout without the proposed project. The background traffic volumes are the sum of the existing traffic and additional “background” traffic to account for expected traffic growth in the study area. Such growth is determined based upon historic growth trends, at nearby FDOT portable count stations, and 2015 -2045 traffic volumes plots obtained from the Southeast Florida Regional Model (SERPM). As part of the mentioned growth, the City is contacted to determine if any projects have been approved but not yet completed within the vicinity of the studied area in order to account for potential traffic. Future Build-Out Scenario: Furthermore, Project Traffic is defined as the vehicle trips expected to be generated by the proposed development utilizing the established roadway network assigned and distributed by the Miami-Dade County Long Range Transportation Plan (LRTP). Proposed vehicular trip generation for the project is calculated using rates and equations contained in the Institute of Transportation Engineer’s (ITE) Trip Generation, 10 th Edition through the Online Traffic Impact Study Software (OTISS). If needed, internal capture trips are to be determined based upon values contained in the Institute of Transportation Engineers (ITE), Trip Generation Handbook. Additionally, reduction factors could be applied in order to portray urban environment characteristics per vehicle for the local area. Pass-by trip and internal trip assumptions reduce the predicted trip generation; however, depending on the principles used, those predicted trips can vary significantly, so these trip adjustments must be applied carefully. Percentages of internal capture and pass-by trips must be shown to be justified and agreed to by the City. Request for Qualifications No. 21-11-01, Professional Planning and Zoning Consulting Services, including Civil and Traffic Engineering for the City of Sunny Isles Beach PAGE 15 CALTRAN understands that Multimodal is a key aspect for the City and the need to ensure that acceptable trips are being deducted as part of the traffic impact analysis is key; sometimes developers “push” the idea of multi-modal trips will play a key factor as part of their projects. Throughout our analyses, Transportation Control Measures are taken into consideration on CALTRAN’S proposed improvements; encouragement for public transportation, encouragement for bicycle and walking, shared-ride services, school flexible schedule (if school traffic impact is being analyzed), signal optimization utilizing software such as SYNCHRO 11, PTV America’s VISSIM and VISTRO. Our design strategies are focused on multiple modes of movement as opposed to only vehicular mobility. Pedestrian and bicycle user access to critical corridors and linkages between those modes and transit facilities play an integral role in establishing an effective and safe transportation system. Enhanced pedestrian/bicyclist features make transit a more viable mode, while an improved transit system will help make a community less car-dependent and more pedestrian-friendly. We have extensive experience in the planning and design of pedestrian/bicyclists’ access/safety features and have designed projects utilizing shared use paths, special bike lane markings, overhead signage, bulb-outs pedestrian midblock crossings, refuge islands as well as pedestrian corrals, and over/underpasses We treat utility coordination as a key professional service and it is one of our core disciplines. Working closely with the Florida Department of Transportation has given our team a true understanding of the expected goals, objectives, and direction required to properly identify and locate utility infrastructure and negotiate relocation and accommodations strategies to expedite the utility coordination and certification process. Our extensive experience providing professional utility coordination services throughout the state has provided us the foundation required to support the City’s utility coordination requirements. As utility coordinators, our focus is to identify and mitigate utility conflicts as early as possible to prevent delays to the design schedule and allow for a smooth construction schedule without delays. This Mobility Master Plan aimed to help the City of Fort Lauderdale and the NPF CRA overcome some of the existing transportation infrastructure, safety, and access issues, which have created undesirable conditions for residents and compromised their quality of life. The NPF-CRA encompasses the area located west of Federal Highway, east of Interstate -95, and bounded by Sunrise Boulevard and Broward Boulevard in Downtown Fort Lauderdale. This planning effort helped set forward a multimodal vision for the CRA area near downtown Fort Lauderdale. The development of the mobility plan was a collaborative effort that brought together residents, the business/development community, and agency partners to create a strategic transportation vision for the study area. The goal of the mobility master plan was to bring an informed consensus about transportation infrastructure investments to be implemented in the area to address issues such as cut-through traffic, speeding, inadequate sidewalks, bicycle facility gaps, and safer and more connected routes. The Miami DDA partnered with Miami Dade County and City of Miami to implement a Complete Streets pilot Project in the heart of Downtown Miami in response to the 2015 U.S. Department of Transportation’s Mayor’s Challenge for Safer People and Safer Streets. SE/SW 1st Street is a three lane, one way corridor within Downtown Miami’s CBD heading eastbound. Through this project, and as part of Miami DDA’s team, we led a team of experts in the development of a street redesign concept and implementation plan fort SE/SW 1st Street. A design workshop was conducted in April 2016 where key stakeholder groups were engaged and given the opportunity to provide input through a participatory process. Starter ideas were vetted, and a project goal was confirmed. The plans for the pilot project aimed to address pedestrian safety and connectivity through the application of Complete Streets principles. Fabian De La Espriella acted as project manager and lead planner on this project prior to founding Urbe Studio. Through this process, the Miami DDA was able to get partner agencies onboard with the mission to repurpose this corridor into a multimodal street that provides mobility choices to all street users. As the first of its kind in Downtown Miami, this pilot project featured a bus only lane and a dedicated high visibility bicycle lane, making a shift from the conventional approach of designing our transportation network only for automobiles For the implementation of the project, the team coordinated approvals and funding of the proposed redesign with the City of Miami and Miami Dade County Department of Transportation and Public Works. A public outreach campaign and a media strategy was also coordinated as part of this initiative. Work on the street started on June 2017 and project was completed by mid-August 2017. As a recipient of the 2015 Knight Cities Challenge Grant awards from the Knight Foundation and the Public Space Challenge from the Miami Foundation, the Miami DDA led the implementation of Biscayne Green, a month-long public space intervention showcasing the potential of a redesigned Biscayne Blvd through downtown Miami into a world-class pedestrian promenade. The installation showcased context-sensitive design improvements and transformed parking lots into active public space programmed with interactive elements and events for the enjoyment of residents and visitors. This project helped minimize the barrier effect the boulevard represents to the community to make downtown a more walkable, accessible, and connected place. With over 30 events in 20 days and an estimate of over 20,000 visitors, this project created an experience for everyone, engaging the Downtown Miami community to build the necessary support to implement the long-term vision. The Peter P. Cobb Memorial bridge carries the eastbound and westbound traffic of SR A1A over Indian River (Intracoastal Waterway). The channel is a tidally controlled navigable waterway that runs north-south along this section of the coast and discharges to the Atlantic Ocean at the Ft. Pierce Inlet, just south of the bridge. BMA's scope includes the installation of selected scour countermeasures (Marine mattress, a rock-filled container constructed of high-strength geogrid) and Bank and Shore Riprap with filter fabric and bedding stone to protect bent/piers 18W, 17W, 16W, 15W, 14W, 13W, 1W, AND 1E.
