A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, RANKING THE SUBMITTALS FOR REQUEST FOR QUALIFICATIONS NO.
21-10-01 FOR SPACE NEEDS ASSESSMENT AND SITE FEASIBILITY STUDY;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO AN
AGREEMENT WITH THE TOP RANKED FIRM, PROVIDED SAID AGREEMENT IS
FIRST APPROVED AS TO FORM AND LEGAL SUFFICIENCY BY THE CITY ATTORNEY;
AUTHORIZING THE CITY MANAGER AND THE CITY ATTORNEY TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Sunny Isles Beach ("City") is desirous of securing a firm to conduct
a space needs assessment and site feasibility study ("Services"); and
WHEREAS, the City issued and advertised Request for Qualifications No. 21-10-01 for the
Services, for which three (3) responses were received; and
WHEREAS, after due consideration and evaluation, the City Manager recommends to the
City Commission the ranked firms to provide the Services to the City as follows:
1) Architects Design Group ("ADG");
2) CGL Companies, Inc. ("CGL");
3) CPZ Architects, Inc. ("CPZ"); and
WHEREAS, the City Commission wishes to accept the recommendation of the City
Manager and authorizes him or his designee to begin negotiating with the first ranked firm of
ADG to provide the Services; and
WHEREAS, if the City Manager is unable to reach an agreement with ADG, the City
reserves the right to terminate negotiations and begin negotiating with the second ranked firm
of CGL, until an agreement acceptable to the City has been executed; and
WHEREAS, if the City Manager is unable to reach an agreement with the second ranked
firm of CGL, the City reserves the right to terminate negotiations and begin negotiating with the
third ranked firm of CPZ, until an agreement acceptable to the City has been executed.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. The recitals set forth in this Resolution are incorporated
herein by reference as if fully set forth herein.
Section 2. Authority to Begin Negotiations with the Ranked Firms. The City Commission
hereby authorizes the City Manager or his designee to begin negotiations for Request
Qualifications No. 21-10-01 for Space Needs Assessment and Site Feasibility Study, with the first

ranked firm of Architects Design Group. If the City is unable to reach an agreement with
Architects Design Group, the City reserves the right to terminate negotiations and begin
negotiating with the second ranked firm of CGL Companies, Inc. If the City is unable to reach an
agreement with the second ranked firm of CGL Companies, Inc., the City reserves the right to
terminate negotiations and begin negotiating with the third ranked firm of CPZ Architects, Inc. If
the City is unable to reach an agreement with the third ranked firm of CPZ Architects, Inc.
Section 3. Authority to Enter into an Agreement. If negotiations with any of the three (3)
ranked firms prove to be successful, the City Manager or his designee are authorized to enter
into an Agreement, provided said Agreement is first approved as to form and legal sufficiency by
the City Attorney.
Section 4. Authorization of the City Manager and City Attorney. The City Manager and the
City Attorney are hereby authorized to do all things necessary to effectuate this Resolution.

RE: Award RFQ No. 21-10-01 Space Needs Assessment and Site Feasibility Study
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
The City issued RFQ No. 21-10-01 Space Needs Assessment and Feasibility Study on October 20, 2021
We received 3 responses. After review, I recommend the following ranking of qualified firms and to
authorize the City Manager to commence negotiations with the first qualified firm.
1. Architects Design Group
2. CGL
3. CPZ Architects
