HomeMy WebLinkAboutReso 2022-3282RESOLUTION NO. 2022 - 52-62— A A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE COMPREHENSIVE CRIME CONTROLACTOF 1984TO EXPEND PARTIAL FORFEITURE FUNDS FROM THE DEPARTMENT OF JUSTICE ("DOJ") FOR CORPORAL ASSESSMENT, RECORDS MANAGEMENT SOFTWARE, AND ADDITIONAL SOFTWARE AND MAINTENANCE SERVICES RELATED TO THE LICENSE PLATE READERS AND CCN CAMERAS, IN AN AMOUNT NOT TO EXCEED FOUR HUNDRED ONE THOUSAND TWO HUNDRED NINETY-THREE DOLLARS AND THIRTY CENTS ($401,293.30); PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of Sunny Isles Beach ("City") and its Police Department are authorized to expend forfeiture funds from the established Department of Justice ("DOJ") federal forfeiture account, for the approved programs or purchases intended to enhance law enforcement purposes; and WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida Statutes §932.7055(5)(b) upon the request of the Chief of Police to the governing body of a municipality, liens and forfeiture funds may be expended if accompanied by written certification that the request complies with the provisions of the aforementioned subsections; and WHEREAS, the Chief of Police has submitted a request to expend DOJ forfeiture funds in compliance with the aforementioned legal requirements for police corporal assessment, records management software, and additional software and maintenance services related to the license plate readers CCTV cameras, in an amount not to exceed Four Hundred One Thousand Two Hundred Ninety -Three Dollars and Thirty Cents ($401,293.30). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Expenditure of Partial Federally Forfeited Monies. Based on the attached certification, the Chief of Police is hereby authorized to spend up to Four Hundred One Thousand Two Hundred Ninety -Three Dollars and Thirty Cents ($401,293.30) from the established Department of Justice federal forfeitures account for police corporal assessment, records management software, and additional software and maintenance services related to the license plate readers CCTV cameras. Grandinetti, Interim Chief of Police DATE: January 20, 2022 RE: Approval to expend partial forfeiture funds on deposit from the Department of Justice (DOJ) in amount not to exceed $401,293.30. RECOMMENDATION: It is recommended that the City Commission approve the expenditure of partial Forfeiture Funds (DOJ previously awarded to the Police Department as the result of investigative participation in forfeiture and seizure cases. REASONS: The use of these funds will allow the police department to add resources for enforcement and supervision. The first item these funds will support is a multi level supervisory assessment conducted by a consulting company for the purposes of scoring and evaluating supervisory candidates. These supervisor openings are included in the general budget and need to be filled to ensure optimal operation and adequate supervision of agency personnel. The independent consulting company, Stanard and Associates Inc., will conduct the assessment for an amount not to exceed $20,000.00. These funds will also allow the police department to purchase a module called Police to Citizen that will supplement our current computer reporting software. It will allow the general public to obtain publicly available police reports online . This module will improve the convenience for the general public when needing access to police reports. This module is offered by Central Square for an amount not to exceed $6,510.00. The police department has utilized automatic license plate readers at strategic locations throughout the city that have successfully apprehended violent offenders, thwarted crime, and provided investigators with valuable leads that have solved cases. In 2020, we expanded the project to include Item Number: 10.6 54 areas of the city that can be traversed on the west side. These funds will be used to expand that project to the area of 174th St. providing coverage for an important segment of the city. We will continue to use vendor Millenium (sic) Products Inc. in an amount not to exceed $77,578.19 which includes 10% in contingency funds. One of the locations for the aforementioned LPR project is in need of a power repair. The existing power supply has been damaged by the elements and requires rewiring to ensure the site is fully operational. Th cost of this repair will not to exceed $20,000.00. Additionally the funds will be used to enhance the extensive CCTV project the police departmerr implemented in 2015. Technology evolves and at times requires maintenance of existing resources. These funds will allow the police department to hire a new vendor to assess the current state of the CCTV project and fix outstanding issues not resolved by our previous vendor who we are no longer under contract with. It will allow us to replace inoperative cameras and replace a software with a more robust "future proof" option with enhanced features. The cost of the evaluation for repair by Millenium Products Inc. will be an amount not to exceed $2,517.70. The cost of potential replacement cameras will be an amount not to exceed $19,570.91 and the cost of licensing for the enhanced software will be an amount not to exceed $90,722.50 both of which are also provided by Millenium Products Inc. Lastly it will allow us to acquire a three year maintenance of both the CCTV and LPR systems to ensure optimal operation. The coast of the maintenance will not to exceed $164,394.00 provided by Millenium Products Inc. ADDITIONAL INFORMATION: One of the benefits of participating in and providing personnel into high intensity narcotics investigations is the sharing of confiscated proceeds for the enhancement of law enforcement. All of the attached items are authorized expenditures and are designated towards charitable and crime prevention programs, enhancement of law enforcement equipment as well as legal costs associated with the asset forfeiture process.
