A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, ESTABLISHING AN "AUDITOR SELECTION COMMITTEE"; PROVIDING
FOR THE APPOINTMENT OF COMMITTEE MEMBERS, INCLUDING A
CHAIRPERSON; PROVIDNG FOR AN EFFECTIVE DATE.
WHEREAS, Section 218.391, Florida Statutes, provides that a municipalities shall use
auditor selection procedures when selecting an auditor to conduct the annual financial audit
required in Section 218.39, Florida Statutes; and
WHEREAS, Section 218.391, Florida Statutes, further provides that the governing body of
a municipality shall establish an auditor selection committee, which must consist of at least
three members, one of which must be a member of the governing body, who shall serve as the
chair of the committee; and
WHEREAS, the City Commission wishes to create a an auditor selection committee
entitled the "Auditor Selection Committee" ("Committee"); and
WHEREAS, the Committee shall be responsible for preparing the Request for Proposals
("RFP") for audit services and for evaluating the responses and recommending by ranking in
order of preference no fewer than three firms deemed to be the most qualified under Section
218.391, Florida Statutes, based on the factors outlined in the RFP and the City's Code of
Ordinances; and
WHEREAS, the Committee shall be composed of three (3) members who shall be the
Vice Mayor Jeniffer Viscarra, former Mayor Norman S. Edelcup, and former Vice Mayor Lewis J.
Thaler; and
WHEREAS, the City Commission shall select a qualified auditing firm based on the
recommendation of the Auditor Selection Committee; and
WHEREAS, upon recommendation and approval of an auditing firm, the Committee shall
be discharged of their duties and their appointments terminated.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Creation of New Committee. The City Commission hereby creates a committee
entitled the "Auditor Selection Committee".
Section 2. Appointment of Committee Members. The City Commission hereby appoints Vice
Mayor Jeniffer Viscarra, former Mayor Norman S. Edelcup, and former Vice Mayor Lewis J.
Thaler as members of the Auditor Selection Committee.
Section 3. Effective Date. This Resolution shall become effective upon adoption.
