A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, EXPRESSING SUPPORT FOR SENATE BILL 268 AND HOUSE BILL 395
WHICH WOULD PROCLAIM NOVEMBER 7 OF EACH YEAR AS "VICTIMS OF
COMMUNISM DAY"; URGING THE FLORIDA LEGISLATURE AND GOVERNOR RON
DESANTIS TO SUPPORT AND APPROVE THE LEGISLATION; DIRECTING THE CITY
CLERK TO DISTRIBUTE COPIES OF THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, during the 2022 Legislative Session of the State of Florida, Senator Diaz and
Representatives Borrero and Rizo sponsored Senate Bill 268 and House Bill 395, respectively,
which would Proclaim November 7 of each year as "Victims of Communism Day"; and
WHEREAS, over 100 years have passed since the Bolshevik Revolution in Russia and the
formation of the first communist government under Vladimir Lenin, leading to decades of
oppression and violence under communist regimes throughout the world; and
WHEREAS, based on the economic philosophies of Karl Marx, communism has proven
incompatible with the ideals of liberty, prosperity, and dignity of human life and has given rise to
such infamous totalitarian dictators as Joseph Stalin, Vladimir Lenin, Mao Zedong, and Pol Pot;
and
WHEREAS, communist regimes worldwide have killed more than 100 million people and
subjected countless others to exploitation and unspeakable atrocities, with victims representing
many different ethnicities, creeds, and backgrounds; and
WHEREAS, through false promises of equality and liberation or through coercion,
brutality, and fear, communist regimes have systematically robbed their own citizens of the rights
of freedom of worship, freedom of speech, and freedom of association; and
WHEREAS, many victims of communism were persecuted as political prisoners for
speaking out against these regimes, and others were killed in genocidal state-sponsored purges
of undesirable groups; and
WHEREAS, in addition to violating basic human rights, communist regimes have
suppressed intellectual freedom, cultural life, and self-determination movements in more than
40 nations; and
WHEREAS, the City of Sunny Isles Beach ("City") affirms its stance against all communist
regimes and stands in solidarity with the victims of communism; and
WHEREAS, the City Commission of the City of Sunny Isles Beach finds that the passage of
the aforementioned bills is in the best interest of the City.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Support of Senate Bill 268 and House Bill 395. The City Commission hereby
expresses support for Senate Bill 268 and House Bill 395, and urges the Florida Legislature to
adopt, and Governor Ron DeSantis to support and approve, the bills.
Section 2. Directions to the City Clerk. The City Clerk is hereby directed to distribute copies
of this Resolution to Senator Diaz, Representatives Borrero and Diaz, Governor Ron DeSantis, the
Speaker of the Florida House of Representatives, the President of the Florida Senate, the Florida
League of Cities, and the Miami -Dade League of Cities.
Section 3. Effective Date. This Resolution shall become effective upon adoption.
