Introduction:
Vice Mayor Viscarra opened discussion re:
• Goals
• Evaluation packets
• Choosing new auditors
Genesis Cuevas retrieved conflict of interest forms from members:
• Introduced auditing firms, 1 National Firm, 1 Regional Firm and 1 Small Firm
• Discussed rating sheets for proposals and the scoring system, max score 100 points.
• Caballero Fierman Llerena + Garcia LLP, did not follow instructions.
o Proof of insurance
o Pg. 7. Criteria, firm met criteria, awarded 30 points
o Rank 3rd, didn’t follow instructions

Thaler:
• 1 of the firms worked with Sunny Isles Beach before, they have more knowledge and
experience working with the City.
Tiffany:
• They were good, they did 7 years.
• Could use a fresh set of eyes
• Worked w/ Marcum, they’re Global and a lit bit more costly, but just as good as
Keefe, the other firm is smaller and we don’t know their resources.
Edelcup:
• It’s between Marcum and Keefe.

• Thaler: How many Hours?
• Tiffany: 400 hours on average, maybe because they have been our auditor.
• Thaler: How may did the other ones have?
• Tiffany: 344/400 hours (put in different cities); they are locking that in, the average
estimate is 400 and they cannot go back and change it.
• Vice Mayor: What are we currently paying?
• Tiffany: Previous Firm $40,000, $50,000 now, they already have our permanent numbers.
• Genesis: Next, we are going to review Marcum.

$$49,375 held rate for 3 years. (Genesis), hours 395
• Edelcup:
o Both firms are excellent, there’s a $10,000 difference
o More in depth in we needed more people, might have better staff
o Both firms are equal
• V. Mayor:
o Keefe have some experience with Sunny Isles Beach
o If the same people are coming back, it’s a small risk of overlooking
o Recommend completely fresh eyes w/ a new firm
• Tiffany:
o Marcum is a larger firm
o Keefe focus is audit services
o I’ve worked with both firms/both are qualified, don’t have a preference
• Genesis:
o We have a tie, it’s 100% for both firms, Keefe & Marcum.
• Vice Mayor:
o I like Marcum, Keefe, may outsource if we have other needs
o We can negotiate down a little bit
o Keefe, has minus 1 point for depth, we’re in good hands with either one.
o Experience with pensions as we grow, we can benefit from…see if we can
negotiate a better rate
• Edelcup:
o Even if higher than Keefe, but it’s not by that much just a little bit
o National Firm is a big plus
o City has grown in 25 years, more employees and more check and balances
• Thaler:
o Was leaning towards Keefe, but w/ expanse with services, changed to Marcum
o New eyes, vote Marcum
• Tiffany:
o We’ll be fine either way, a little bit more training but we’ll be fine
o Voted Marcum, meeting adjourned at 11:21 a.m.
