AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AMENDING CHAPTER 6 OF THE CITY OF SUNNY ISLES BEACH CODE OF
ORDINANCES, TO PROVIDE FOR THE ESTABLISHMENT OF A YOUTH ADVISORY
COMMITTEE; STATING THE PURPOSE, POWERS, AND DUTIES OF THE
COMMITTEE; PROVIDING FOR MEMBER QUALIFICATIONS; PROVIDING FOR
REPEALER; PROVIDING FOR SEVERABILITY; PROVIDING FOR CODIFICATION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, many municipalities use youth councils to inject fresh ideas and youth
perspectives into local decision-making; and
WHEREAS, youth councils can promote community service and foster a better
understanding among young people of how municipal government works; and
WHEREAS, youth councils are an excellent means of promoting regular and active civic
engagement among young people, which is vitally important to provide the knowledge, skills
and abilities to the next generation of local leaders; and
WHEREAS, in furtherance of the City of Sunny Isles Beach's ("City") efforts to provide the
City's youth with opportunities to participate in the City's decision-making process, the City
wishes to create a Youth Advisory Committee that shall make non-binding recommendations
relating to matters affecting youth in the community; and
WHEREAS, Section 74-8, of the Code of Ordinances ("Code") for the City provides that
there may be such standing committees of the City Commission as the Mayor or City Commission
deems necessary to conduct the business of the City appropriately and in accordance with the
City Charter; and
WHEREAS, Section 74-8 of the Code further sets forth procedures governing standing
committees, including the selection of members, the application process, voting requirements,
the role and authority of committee members, and meeting schedules; and
WHEREAS, Section C -4.3(a)(1) of the City Charter provides that the establishment,
altering, or abolishment of a City board shall be by ordinance; and
WHEREAS, the City Commission believes it is in the best interest of the City to establish a
Youth Advisory Committee.
NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES
BEACH, FLORIDA, AS FOLLOWS:'

Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified
and confirmed as being true and correct and are hereby made a specific part of this Ordinance
upon adoption hereof.
Section 2. Amending Chapter 6 of the Code of Ordinances. Chapter 6 of the City Code is
hereby amended to read as follows:
Chapter 6. - BOARDS, COMMISSIONS, AND COMMITTEES
§ 6-3. — Youth Advisory Committee.
A. Committee purpose. To provide the City's youth with the opportunity to participate in the
City's decision-making process, through recommendations to the City Commission that address
youth issues, promote existing positive programs, and develop programs, protects and activities
for the young people in the City; thereby promoting and encouraging the youth to become
effective leaders in the community by helping shape the future of the City.
B. Powers and duties. The powers and duties of the committee shall include:
1) making recommendations to the City Commission on matters affecting youth in the
community;
2) increasing youth participation and involvement in local government;
3) seeking and recommending ways to improve communication with students in area
schools;
4) organizing and performing service projects or functions that benefit the City, subject to
approval of the City Manager;
5) recommending the creation of recognition programs for youth; and
6) Any other matters assigned by the City Commission or City Manager.
C. Composition and qualification of members.
1) The appointment and terms of committee members shall be governed by Section 74-8 of
the City's Code of Ordinances.
2) Any middle school to high school aged student living within the City will be eligible.
D. Authority of City Manager. The City Manager may, at his/her sole discretion, utilize a
consultant in lieu of the committee to perform services and provide recommendations
concerning matters that fall within the purview of the committee without prior or further
consideration by the committee. The City Manager's determination to utilize a consultant in lieu
of the committee shall be based upon the time sensitivity, complexity, and nature of the project
or matter. Notwithstanding the foregoing, the City Commission may refer any matters performed
by a consultant under this subsection to the committee for consideration.
Section 3. Repealer. All ordinances, or parts of ordinances in conflict herewith be, and the
same, are hereby repealed.

Section 4. Severability. If any section, subsection, clause or provision of this Ordinance is
declared invalid or unconstitutional by a court of competent jurisdiction, the remainder shall not
be affected by such invalidity.
Section 5. Inclusion in the Code. It is the intention of the City Commission, and it is hereby
ordained that the provisions of this Ordinance shall become and made a part of the Code of
Ordinances of the City of Sunny Isles Beach; that the sections of this Ordinance may be
renumbered or re -lettered to accomplish such intentions; and that the word "Ordinance" shall
be changed to "Section" or other appropriate word, as required.
Section 6. Effective Date. This Ordinance will become effective ten (10) days after adoption
at second reading.

RE: Ordinance Establishing the Youth Advisory Committee
RECOMMENDATION:
This Ordinance is presented for your consideration.
REASONS:
During the December 16, 2021 City Commission meeting, there was a discussion concerning advisory
committees. Pursuant to said discussion, there was a consensus to create a teen or youth advisory
committee. Youth advisory committees can promote community service and foster a better
understanding among young people of how municipal government works. They are also an excellent
means of promoting regular and active civic engagement among young people, which is vitally
important to provide the knowledge, skills and abilities to the next generation of local leaders.
In furtherance of the City's efforts to provide the City's youth with opportunities to participate in the
City's decision-making process, the City wishes to create a Youth Advisory Committee that shall make
non-binding recommendations to the Commission relating to matters affecting youth in the
community.
