Please attach this addendum to the documents in your possession and include the Acknowledgement
of Addenda form with your response incorporated with the Request for Proposals.
Q1. Can you please extend the Q/A deadline for another week, please?
A1. Refer to Addendum # 4.
Q2. Is the city looking for a fiber maintenance agreement.
A2. No.
Q3. Can the provider build a parallel fiber network in the conduit or build their own to provide
services to the constituents. Bulk, residential or commercial.
A3. No.
Q4. Any additional services i.e. Internet, point to point.
A4. No.
Q5. Sheet 18 – Will conduit going South into Parking Garage will be part of this RFP? If so; is the
construction footage included in Exhibit C – Price Sheet?
A5. Sheet 18 shows 82’ of (1) 1.25” conduit to be installed to edge of building. The pricing sheet
includes qtys for this bore along with core bore into the building and an estimate to pull fiber
in building and install patch panels at all the sites.
Q6. Sheet 18 – What is the method of installation and materials to be used?
A6. A6. : Sheet 18 shows 82’ of (1) 1.25” conduit to be installed to edge of building. The pricing
sheet includes qtys for this bore along with core bore into the building and an estimate to pull
fiber in building and install patch panels at all the site.

Q7. In various locations - The existing 11x18 HH located in the center median of Collins Ave has
a aluminum fence over the lid. Will the City be responsible for the fence removal and
replacement?
A7. City will remove fencing and landscaping prior to work.
Q8. Sheet 36 – Drawings call to pull fiber in existing fiber in conduit coming out of an 11x18 HH
going into sheet # 34 but its not highlighted. Is this part of this RFP?
A8.: That conduit route is for “PELICAN COMMUNITY PARK” but it was removed. There is no
fiber needed to be pulled into that location.
Q9. Sheet 51 & 52 – Drawings indicate an existing HH but is says (NONE), Is there an HH?
A9: There is no data of the size of this HH.
Q10. Sheet 55 – Will the conduit going West into Parking Garage (Sheet 54) be part of this RFP?
If so; is the construction footage included in Exhibit C – Price Sheet?
A10. Sheet 55 shows 143’ of (1) 1.25” conduit to be installed to edge of building. The pricing
sheet includes qtys for this bore along with core bore into the building and an estimate to pull
fiber in building and install patch panels at all the sites.

Q12. Can the City provide a list of locations building entrances are expected to be completed
under this RFP?
A12. HERITAGE PARK , GOLDEN SHORES COMMUNITY PARK, PELICAN COMMUNITY PARK
(Already Connected), DATA CENTER, SENATOR GWEN MARGOLIS PARK, SAMSON
OCENAFRONT PARK, TOWN CENTER PARK, PIER PARK, GATEWAY PARK, OCEANIA PARK
INTRACOASTAL PARK 1, INTRACOASTAL PARK 2.
Q13. Can the City provide pictures of the locations it expect the vendor to complete the 4” Core
Bores?
A13. Per addendum # 2, the City held a site-visit on April 27, 2022 to allow interested firms to
inspect the sites.
Q14. What size Nema Enclosure will be required for this RFP?
A14. We did not specify. The splicing is to be done inside so a box that would allow a proper
bend radius of the fiber is all that is needed.
Q15. Can the City provide a list of locations that will require 2” building risers?
A15. Per addendum # 2, the City held a site-visit on April 27, 2022 to allow interested firms to
inspect the sites.

Q16. Is the fiber being pulled inside the building conduit vacant or has existing cables?
A16. All sites are calling for new conduit to building. Existing conduit to enter buildings may
be usable.
Q17. Is the City willing to provide bidders a date to visit the sites that require cable installation
inside?
A17. Refer to Addendum # 2.
Q18. Will the City require the vendor to apply for City and FDOT permits? If so; will the bidder
be required to submit engineered drawings for the directional boring?
A18. Yes, and the Contractor will be required to submit engineered drawings for the directional
boring.
Q19. What are the allowable work hours to complete this project?
A19. Contractor must adhere to Chapter 193 of the City’s Code of Ordinance. Unless approved
otherwise, by the City:
All maintenance, rehabilitation and construction activities will be initiated during the
following hours:
a. Standard time: 9:00 a.m. to 3:30 p.m., Monday through Friday on Collins Avenue requiring
lane closures, as permitted by FDOT permits.
All other locations: 7:00 a.m. to 6:00 pm Monday through Friday. Saturdays 7:00 am to 5:00
pm.
b. No construction activities shall take place on Sundays and on the following holidays:
New Year's Day, Memorial Day, Juneteenth, Fourth of July, Labor Day, Yom Kippur,
Thanksgiving Day, and Christmas Day.
c. The awarded contractor must provide a work schedule with their proposal for the City’s
approval.
Q20. Is there a noise ordinance/wavier or permit that the bidder should be aware of?
A20. Contractor must adhere to Chapter 193 of the City’s Code of Ordinance.
Q21. Will the City require Off-Duty Police to be used while working onsite?
A21. CONTINUOUS OFF-DUTY POLICE SUPPORT SHALL BE REQUIRED FOR ALL WORK
RESULTING IN MODIFICATIONS TO THE EXISTING TRAFFIC FLOW PATTERNS, PEDESTRIAN
ACCESS INCLUDING BUT NOT LIMITED TO LANE AND SIDEWALK CLOSURES AND DETOURS OR
WHERE OTHERWISE REQUESTED BY THE CITY.
Barricades, cones, construction fencing, temporary construction fencing and off duty police
officers, per City regulations and other relevant requirements, shall be provided by the
Contractor when work is performed in areas traversed by persons, vehicular traffic or when
deemed necessary by the City Manager at no extra cost to the City.

Q22. Will the City provide a laydown yard/site to store materials and equipment?
A22. Contractor needs to advise what storage capacity is needed and the City will provide space
under the William Lehman causeway. Contractor to provide and maintain the temporary
secured fencing.
Q23. How will the City handle material delays that far exceed the completion dates set forth of
this RFP?
A23. The contractor must state their lead time schedule on material. The City may negotiate
the project term accordingly.
Q24. 1. Per pricing sheet, section “General Labor”, line #162: No value of 2” EMT was listed for
installation. Please clarify if this is required in the project, especially if needed for the garage
portion of the project?
A24. This is not expected to be needed for the project but left to get pricing in case additional
electrical outlets are needed.
Q25. Per pricing sheet, section “General Labor”, line #164: A value of eleven (11) ten-foot (10’)
runs of 2” riser was requested. Can you please clarify if this is to be RGS, EMT, or PVC?
A25. This would be PVC and would be used to transition from underground conduit to a PVC
riser to enter the building.
Q26. Per pricing sheet, section “Underground Material”, line #206: Can you please provide a
requested depth of enclosure? Only value listed was 17” x 30”.
A26. Recommend making depth match the underground route path. I do not think this has
been finalized.
Q27. Per pricing sheet, section “Underground Material”, line #208: Can you please provide a
requested depth of enclosure? Only value listed was 30” x 48”.
A27. Recommend making depth match the underground route path. I do not think this has
been finalized.
Q28. Per pricing sheet, section “Patch Panels and Cabinets”, line #287:
a. Can you please provide a requested size of enclosure? These are to make the
transition from outside to inside of the building. Recommend contractor make a
recommendation on size to accommodate fiber bend radius
b. Will these be installed indoors/outdoors? Outdoor
i. If indoors, will they be mounted to existing backboards or will those need to be
provided?
ii. If outdoors, can we use industry standards for a support stand? Yes
c. What other items will need to be mounted inside of these enclosures? Expected to pull
OSP cable through enclosure to patch panel mounted inside. If needed a splice tray
could be installed in closure to transition from OSP cable to ISP cable.

i. We see listed in the pricing matrix the rack mounted fiber enclosures, but will these
need smaller “wall-mounted” enclosures? Site visit would be required for indoor patch
panels, either a rack mount closure or a wall mount closure would be required
Q29. Per pricing sheet, section “Patch Panels and Cabinets”, line #150 and line #286: Can you
please clarify if the seven (7) racks requested will be furnished by owner? The labor matrix reports
seven (7) to be installed by in the material category, there are none requested.
A29. The City of Sunny Isles Beach will furnish the racks.
Q30. If Item 1 is required, will this be added to the materials section of the price sheet?
A30. The City of Sunny Isles Beach will furnish the racks.
Q31. No quantity of underground fiber markers was listed. Does the city have a quantity they
wish to be provided, or just use industry standards?
A31. Limited amount of new conduit is to be installed. The new conduit will be outside of ROW.
This project will not require fiber markers.
Q32. Please confirm if the project is tax exempt.
A32. The City is able to issue a DPO to secure materials on a tax-exempt basis.
Q33. Is the City planning to revise/update the price sheet with all the additional work
required/requested to include qty’s and materials? Or will each bidder have to adjust the price
sheet to include each line item not currently included? (Bidders Suggestion) is to have the City
add the line items so that each bidder can bid on the same line items and pricing can be compared
more equally.
A33. Please refer to the Price Sheet, “IMPORTANT: Consultant's Estimated Quantity.
Interested Firms: It is your responsibility to review these estimated quantities and revise if
needed, based on your professional knowledge of the industry.”
Q34. Under Section 2.1, it states “Contractor shall be responsible for obtaining applicable
permits”; and, in Section 2.4 it clearly states “The City will provide copies of approved permits to
the Contractor prior to any installation work proceeding.” Can the City confirm the City will
procure ALL permits from the drawings provided in the RFP prior to the Contractor prior to
starting work?
A34. The Contractor must procure ALL permits prior to starting work.
Q35. Given the Davis Bacon Wage Classifications provided in the Bid Documents have “fiber
optic” activities classified/listed under “Electricians”, Has the City received an exception from the
DOL or the Local Union to seek Communications Classifications and associated rates? Or are all
bidders required to utilize the Dade County Electrician Wireman and Splicer Classes shown on
Page 18 of Exhibit E -- Substantially increasing our costs of deployment within Dade County?
A35. The City is no longer pursing ARPA Federal funding for this procurement. The Federal
procurement requirements referenced on page 10 of the RFP and Exhibit E is no longer a
requirement to comply with.

Q36. What size are the existing ducts?
A36. 2”
Q37. Have the existing ducts been proofed by others already?
A37. Existing ducts were proofed upon completion of construction. There are no un-known
breaks to our knowledge.
Q38. Are the existing ducts empty or occupied? If occupied, are we to remove that cable? And is
that cable currently decommissioned?
A38. The Consultant believes they are empty but unsure.
Q39. If any of the existing conduits are damaged and determined impassable, are we to assume
the City would simply extend contract unit prices for the required physical scope to achieve
remediation per section 2/17?
A39. Refer to section 2.17 of the RFP, titled Change Order.
Q40. If any of the existing conduits are damaged and determined impassable, will the Contractor
be paid time and material for those efforts to validate the damage, related work mobilizations,
delays and associated maintenance of traffic costs when no separate item exists for these?
A40. Refer to section 2.17 of the RFP, titled Change Order.
Q41. Are there lane closure time restrictions?
A41. Lane Closure restrictions will be specified by the Florida Department of Transportation
permit.
Q42. Noting FDOT standards for MOT will require Police Protection for Lane Closures, Will the
City be adding a pay item for Police at an hourly or daily rate?
A42. Police rate for lane closures is $70/HR.
Per item III, of the Price Sheet, “The not-to-exceed costs must be inclusive of all related
expenses including contract administration, technical assistance to the City, travel, and
associated actions necessary for the Project by the Consultant as defined in the scope of work.”
Q43. Is the contractor allowed to work at night?
A43. Refer to #A19 and #A20 above.
Q44. Plans appear to indicate many 90-degree bends into and out of existing pull boxes. Can the
City provide As-Builts with respect to bend radius of existing conduit?
A44. All conduit is 2" and radius bends are 90 degree if there is a radius at all. Some run directly
due to conflicts with existing conditions but majority enter bottom of box with 90. I'm certain
no 4' radius bends were utilized

Q45. Under Section 2.9 Bid Bond, it says the Bid Bond shall be in the amount of 10% of the total
Proposal Price. However, on the Bid Bond Form itself (on PDF Page 113 of 114), the form says
the Bid Bond shall be 5% of the Base Bid? Please confirm if the Bid Bond should be for 5 percent
or 10 percent?
A45. The Bid Bond shall be in the amount of 10% of the total Proposal Price.
Q46. On Exhibit C Price Sheet, on Section Hourly Labor Rates Line Item # 374 “Traffic Control Plan
by Certified Firm”, the Price Sheet shows the Unit of Measurement listed as a “PG” while the
others in that Category are all listed “HR”. Was this Line Item intended to have UOM as “PG” and
if so, what does the acronym “PG” represent?
A46. The PG refers to “Per Page”.
Q47. What is the engineer’s estimate and/or budget for this RFP?
A47. The engineer’s estimate is $332,570.55.
Q48. Will Police escorts be required? If so, will an addendum be issued for that line item or will
the city cover that cost?
A48. The City will not pay for the police escorts. Per item III, of the Price Sheet, “The not-to-
exceed costs must be inclusive of all related expenses including contract administration,
technical assistance to the City, travel, and associated actions necessary for the Project by the
Consultant as defined in the scope of work.”
Q49. Will a line item be added for the MOT?
A49. Per item III, of the Price Sheet, “The not-to-exceed costs must be inclusive of all related
expenses including contract administration, technical assistance to the City, travel, and
associated actions necessary for the Project by the Consultant as defined in the scope of work.”
Q50. How many pavers (total square footage) should we bid on? Will pavers be provided or do
we provide?
A50. 100 SF of pavers. It is the contractor’s responsibility to update the pricing sheet
accordingly.
Q51. During the site visit it was mentioned that an additional conduit will be required. Will
there be additional line item for that?
A51. Refer to Addendum # 5.
Q52. Are we replacing the hand holes to 24x30 as was also stated during site visit?
A52. Refer to Answer # 60 below.
Q53. Will the city provide parking for construction or do we have to pay for it?
A53. Upon City approval, the City will accommodate the awarded contractor with Parking
Passes.

Q54. Are we required to pay the wages as put forward in Exhibit E?
A54. Refer to Answer # 35 above.
Q55. Will the wage rates as described in Exhibit E of the solicitation satisfy all county and
federal wage requirements?
A55. Refer to Answer # 35 above.
Q56. In the event that existing conduit that the City believes can be used to access the
communication room is occupied and or unusable; how does the City plan to address the issue?
A56. This only applies to Gateway Park Location, for existing conduit from stage to IT Room –
A change order will be required.
Q57. This is City going to identify and locate each of the existing conduits to use for the building
entry?
A57. No
Q58. Will the City require ground rods in any of the new 24” HH’s?
A58. Yes
Q59. Will the City allow the labeling to be abbreviated or must it read Sunny Isles Fiber as
stated in the Typicals on sheet #12?
A59. Abbreviation is acceptable.
Q60. The standard sizes for 24” HH’s are 24”x24” or 24”x36” (WxL) only 24”x30”
does not exist. The 24”x24” only comes with a depth of 24” and the 24”x36” is
available in 18”, 24”, 30” and 36”depth. Which size does the City want to use
(W”xL”xD”)?
A60. ADDENDUM # 5- REVISION #4, #5 AND #6 IS HEREBY REVISED TO THE
FOLLOWING SIZE HANDHOLE: 24”x36”x18”
