HomeMy WebLinkAboutReso 2022-3349RESOLUTION NO. 2022 - 3q A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE DONATION OF SURPLUS CITY EQUIPMENT AND SUPPLIES TO THE NON-PROFIT ORGANIZATION, FOUNDATION FOR HUMAN RIGHTS IN CUBA, IN SUPPORT OF THE EMBATTLED PEOPLE OF UKRAINE AS A RESULT OF THE RUSSIAN INVASION; PROVIDING FOR IMPLEMENTATION; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach (the "City") regularly dispossesses itself of police equipment and other supplies that reach end -of -life or end of usefulness, are replaced with modern or better suited equipment and supplies, and/or become too costly or inefficient to maintain ("Surplus Equipment and Supplies"); and WHEREAS, Surplus Equipment and Supplies are typically sold at public auction for minimal value given that the Surplus Equipment and Supplies are sold in "as is" condition; and WHEREAS, the Foundation for Human Rights in Cuba, Inc. ("FHRC"), a Florida not for profit corporation, has initiated a "Florida -Ukraine Crusade" with the stated purpose of providing support to the embattled people of Ukraine as a result of the Russian invasion, by obtaining donations of obsolete or surplus equipment and property from the State of Florida, Congressional Districts, counties, and cities, and providing said equipment to Ukrainian civilians; and WHEREAS, FHRC is seeking any and all available surplus equipment and supplies that the State of Florida and units of local government are willing to donate, as more particularly set forth in Exhibit "A"; and WHEREAS, on March 15, 2022, the City Commission adopted Resolution 2022-3310, expressing support for the leaders and people of Ukraine as they defended against Russia's aggression and attack on their sovereign nation; and WHEREAS, the City has a significant population from Eastern Europe, including from Ukraine, and has become a haven for Ukrainians fleeing war; and WHEREAS, the City Commission believes that to the extent that such equipment and supplies are available, donating Surplus Equipment and Supplies to FHRC will be in the best interests of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Recitals. The above recitals are confirmed, adopted, and incorporated herein and made a part hereof by this reference. @BCL@780E7AFO.doc Page 1 of 2 715 Section 2. Approval. The donation of City Surplus Equipment and Supplies to FHRC, a non- profit organization, is in the best interest of the City and is hereby approved. Section 3. Authorization. The City Manager is hereby authorized to coordinate the date, time, manner, and logistics of distribution of the Surplus Equipment and Supplies to FHRC, as well as to issue necessary documentation, subject to approval as to form and legal sufficiency by the City Attorney, to evidence the donation of the Surplus Equipment and Supplies. Section 4. Implementation. The City Manager and City Attorney are hereby authorized to take such further action as may be necessary to implement the purpose and provisions of this Resolution. Section S. Effective Date. This Resolution will become effective upon adoption. PASSED AND ADOPTED this 19th day of May 2022. FLORIDA- UKRAINE CRUSADE Purpose: For the State of Florida, Congressional Districts, Counties, and Cities to bring support to the embattled people of Ukraine at all levels following the Russia invasion. Scope: To collect as much equipment as possible as follows: - Helmets * - Ballistic protection vests * PBAPBA - Medical supplies including trauma supplies - Gauze, medical adhesive tape, betadine, alcohol, cream antibiotics. F&R - Analgesics such as Aspirin, Tylenol, Ibuprofen. F&R AND PRIVATE - Air tanks & masks (breathing equipment for firefighters) F&R - Any other safety or medical material that can be used in a war-torn area. * These items intended mainly for civilians that are resisting the Russians but are without personal protection equipment Specifics - a) Civilian level: all police, fire, and rescue departments, update their equipment periodically. The equipment they replace or exchange due to obsolescence can be donated to help the Ukrainians. b) Military level: The Florida National Guard, which is under the command of Gov. DeSantis, could also be part of this effort since they have a lot of equipment that needs periodical replacement, and the discarded material can be used for this purpose. Including helmets, ballistic vests, medicines, and any other medical supplies.
