HomeMy WebLinkAboutReso 2022-3351RESOLUTION NO. 2022 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE COMPREHENSIVE CRIME CONTROL ACT OF 1984 TO EXPEND PARTIAL FORFEITURE FUNDS FROM THE DEPARTMENT OF JUSTICE ("DOJ") FOR THE IMPLEMENTATION OF AN E -CITATION MODULE AND RELATED EQUIPMENT, AND ADDITIONAL COMPUTER SYSTEM SOFTWARE AND LICENSES, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED SIXTY-ONE THOUSAND FIVE HUNDRED FIFTY-FIVE DOLLARS AND NINE CENTS ($161,555.09), ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of Sunny Isles Beach ("City") and its Police Department are authorized to expend forfeiture funds from the established Department of Justice ("DOJ") federal forfeiture account, for the approved programs or purchases intended to enhance law enforcement purposes; and WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida Statutes §932.7055(5)(b) upon the request of the Chief of Police to the governing body of a municipality, liens and forfeiture funds may be expended if accompanied by written certification that the request complies with the provisions of the aforementioned subsections; and WHEREAS, the Chief of Police has submitted a request to expend DOJ forfeiture funds in compliance with the aforementioned legal requirements for the implementation of e -citation module and related equipment, and additional computer system software and licenses, in an amount not to exceed One Hundred Sixty -One Thousand Five Hundred Fifty -Five Dollars and Nine Cents ($161,555.09), attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Expenditure of Partial Federally Forfeited Monies. Based on the attached certification, the Chief of Police is hereby authorized to spend up to One Hundred Sixty -One Thousand Five Hundred Fifty -Five Dollars and Nine Cents ($161,555.09), attached hereto as Exhibit "A", from the established Department of Justice federal forfeitures account for the implementation of an e -Citation module and related equipment, and additional computer system software and licenses. Section 2. Effective Date. This Resolution shall become effective immediately upon adoption. PASSED AND ADOPTED this 161h day of June 2022. RECOMMENDATION: Staff recommends approval of this Resolution. REASONS: The use of these funds will be used to modernize police operations by purchasing in car printers and an ECitation module to allow officers to issue traffic citations electronically. The ECitation module will work with our existing police computer system and allow officer to quickly issue citations and import driver information into our records database in an amount of $44,495.00. Printers will be placed in every officer's vehicle and allow them to print out citations from the vehicle for issuance to the cited driver in an amount of $77,415.09 which includes a 10% contingency for fluctuation in pricing due to supply chain shortages. The funds will also be used to purchase additional licenses for the police computer system to account for new hires. We will also be upgrading our current officer laptop software to the latest version which will modernize the system to a more robust solution for a cost of $17,745.00. Additional computer licenses are also needed to account for the new and future hire police officers. The licenses will ensure that each officer has access to the police computer system for a cost of $21,900.00. FUNDING SOURCE: Funds have been appropriated in account no. 600-3-5210-XXXXXX-XXXXX.
