As one of the veteran consulting firms in the community, KEITH is extremely qualified to meet the City’s needs. Our team’s familiarity with your City, by providing similar services through many municipalities across South Florida, provides us with valuable insight into your project needs and requirements. We understand that numerous stakeholders, consultants, contractors, and agencies must work concurrently, effectively, and in harmony for infrastructure improvement projects to culminate in success. We recognize the critical importance of effectively coordinating with the City’s operations staff to minimize impacts to operations, beginning with the development of design alternatives/concepts through construction. Our experience with the City of Sunny Isles Beach, combined with our specific discipline knowledge, translates into an absolute minimal learning curve which can save the City precious resources, including time and money. KEITH recognizes that our primary responsibility in this contract will be to provide accurate and timely service, as individual work orders are authorized by the City. Careful consideration of individual project conditions, scopes, and the assignment of a responsive point of contact are necessary components in developing innovative project solutions and procedures to complete the project most efficiently and to maximize the benefit to the City. KEITH believes in a holistic approach to the design process which may be categorized into three general phases: 2RFQ No. 22-06-01 • Exploration Phase - The process of becoming familiar with an area through extensive analysis. • Inspiration Phase - The process of developing ideas emanating from the exploration phase. • Implementation Phase - The process of activating a decision or plan. Each phase builds on the previous and seeks to combine a triple bottom line perspective; with an emphasis on social, living environment, and economic influences. This context-based design approach considers multiple facets of the development process to result in a resilient solution that is cultivated for each project and task. KEITH is committed to this contract and through our team’s combined expertise, experience, relationships, and client-centered approach we are confident we will continue to bring value to the City of Sunny Isles Beach. KEITH has qualified for and been certified as a M/WBE for many years and still holds the certification with select agencies. This certification/program carries tremendous weight with our team and with our partners. It is only through much hard work and dedication to the tasks at hand that KEITH has graduated from the program in most areas. The program, and what it stands for, remain a vital aspect of our culture and is why KEITH continues to mentor younger, minority and women owned enterprises as they navigate their place in our community. At KEITH, we bring years of experience with a particular emphasis on municipal, multi-tasked contracts, providing the necessary leadership and team strength to effectuate the orderly execution of this Continuing Services contract. Savino & Miller Design Studio is an award-winning firm that began in 1985 with the partnership of Adriana Savino and Barry Miller as a collaborative approach between architecture and landscape architecture in the creation of outdoor spaces. Drawing upon their passion for design in the public realm, Barry and Adriana fused their diverse professional backgrounds in Landscape Architecture, Urban Design, Architecture, and Regional Planning, incorporating Savino & Miller Design Studio in 1993. They have since successfully brought numerous public sector projects to fruition, including parks, streetscapes, urban design guidelines, master plans, and site and community planning. Their multi-faceted education and experience gives them a broad perspective. This interdisciplinary “range” provides their clients with informed design alternatives and creative problem-solving. Their studio’s work is essentially holistic and collaborative, with a focus on resiliency, ecological stewardship, a clear understanding of the pragmatic, and a creative, “outside-the- box” approach. SMDS’s mission is to improve the quality of life through design and understanding of the interaction of the urban with the natural world. As shapers of the spatial environment, the hope is to create meaningful experiences and joy in our shared communal lives and private moments of solitude, as we interact with spaces. The focus is to design spaces that reflect their location, intention and desire of those who will use them for years to come. After almost three decades of working in the region, SMDS has a comprehensive understanding of South Florida’s natural, human and cultural ecology, and the challenges of climate change, resiliency and adaptation impacting the area. These challenges require a thorough understanding of the regulatory environment, latest technologies and strategies, and demand a flexible and multidisciplinary approach to create the most effective solutions. As important as the role that the community and stakeholders play on public projects; consensus-building is key to a project’s success. 8RFQ No. 22-06-01 Cummins Cederberg is an engineering and environmental consulting firm with an exclusive focus on coastal and marine environments. Today, more than ever, our waterfronts are relied upon to provide resilient coastal protection and we strive to achieve this ideal balance by remaining at the forefront of science, research, and implementation. The firm was founded by Jason Cummins, PE, and Jannek Cederberg, PE, in 2010. Since that time, Cummins Cederberg has successfully grown into a leading engineering firm with specific focus on complex coastal and marine engineering projects throughout Florida and the Caribbean. The firm’s success is built on providing high quality work in a transparent manner to build long term relationships. The two founders have extensive experience in the coastal and marine environment from both private and public clients, with involvement in more than 500 coastal and marine engineering projects throughout Florida and the Caribbean (including some of the largest known to the region). The professional team at Cummins Cederberg is comprised of coastal engineers, marine structural engineers, marine biologists, regulatory and policy experts, marine scientists, oceanographers, and construction managers with proven experience in all facets of coastal engineering, environmental planning, and the regulatory framework. The firm has thrived under this exclusive focus without diluting knowledge or resources amongst other disciplines. Our team includes Florida Registered Professional Engineers with education and experience specific to the coastal and marine engineering field. We have experience planning, designing, and implementing beach nourishments, seawalls, revetments, groins, and other shoreline stabilization structures. In addition to traditional design methodologies, our team is highly versed in the latest engineering tools, which allows us to design coastal infrastructure projects more efficiently and accurately. We utilize state-of-the-art numerical models to simulate waves, currents, sediment transport, and turbidity, and 3D drafting software for design layout. Our engineers are highly involved through the entire life-cycle of the project from initial field investigations, through planning, design, and ultimately construction management, providing a thorough understanding of the multiple facets of a project and interdependency of decisions made along the way. In addition to our engineering qualifications, the Cummins Cederberg team of marine biologists and regulatory experts provides unparalleled experience in local, state, and federal coastal permitting, marine resource surveys, mitigation design and monitoring, NEPA documentation, Endangered Species Act Section 7 consultation, and Essential Fish Habitat Assessments. Our team includes former senior and executive level staff from the major environmental agencies with intimate knowledge of the regulatory process and respected professional relationships with agency personnel. Our regulatory team and marine biologists work in concert with our engineers to achieve overall design intent and project goals, while protecting marine resources and aiding an efficient regulatory approval process. We further set ourselves apart by having construction engineers on our team, who bring unique experience on both the design and construction sides of marine construction. As a result, our team of construction professionals offers a valuable perspective during the design process relative to execution of marine projects, which often entail complex logistics for equipment and material and remain involved and responsive throughout construction. Office Location: 12345 NE 6th Avenue, North Miami, Florida 33161 Number of employees: 7 Years in business: 29 years, since April 1993 9RFQ No. 22-06-01 Quality Assurance/Quality Control KEITH is keenly aware that time is of the essence for most projects and cost is always an important component of the design. Therefore, we have an established Quality Assurance / Quality Control (QA/QC) Program that is implemented throughout the design process and through project closeout. This ensures that the plans are prepared to the highest quality standards from the beginning and eliminates lengthy agency review and revision times. It also allows for value engineering and constructability analysis throughout the quality review process. The Quality Control department at KEITH is truly innovative and was instituted to hold all projects to a higher quality than industry standards. This department is an integral part of all projects, and it is composed of several experienced professional landscape architects and planners that have a combined 100+ years of experience. Our QA/QC Program consists of the following four (4) key principles: 1. Proper Project Approach: Quality is achieved through due diligence, communication planning, coordination, supervision, and technical direction at the very start of the project. The Project Manager will discuss the goals and objectives for each project with the City to understand the scope of work, level of detail and the applicable technical standards that need to be met for each assignment. 2. Constant Project Supervision and Communication: Quality is achieved by conveying the scope and special instructions to the office and field staff together with regular reviews of their continued work effort and progress. 3. Active Senior Management: Quality is assured by the Senior Management establishing realistic schedules and providing the proper technical directions to the team assigned. Plan omissions are typically the greatest challenge in any QA/QC program, and they are best identified in a review by experienced senior staff members. Senior staff also provide the independent reviews of the processes, procedures, and project documentation to provide the required deliverable to the City. 4. Formal Quality Reviews: Quality of the deliverables and the procedures is verified by the KEITH QA/QC Officer, Mr. Tony Melton, PE. A final check of the deliverables is performed by the Project Manager and the QC Professional on every project prior to submission to the City. FAST TRACK | Efficient Work Order Process Regardless of the project site, scale, or schedule, KEITH commits the necessary resources and quality personnel to complete the work orders. Our experience has provided a thorough understanding of the myriad of project issues that may arise when executing fast-track work orders on contracts requiring on-call landscaping services. The KEITH Team, with its senior level, proactive management, and continuous quality control measures, has proven to be a team that can successfully perform on this consulting services contract for the City of Sunny Isles Beach. KEITH proposes to maintain the process that has been followed for each work authorization based on similar types of experiences, to assure continued timely response to Sunny Isles Beach’s needs, which involves a close working relationship with City representatives, permitting agencies and other key stake holders. This process, and the timeline to which the KEITH Team commits, is as follows: • Our Project Manager, Kelli Schueler, PLA, LEED AP, will meet in person or via telephone with the City’s Project Manager or representative within one (1) business day of the initial scoping meeting request, to discuss scope, schedule, and budget issues related to the individual project work authorizations. • KEITH will provide a draft written scope, schedule, and budget for the work authorizations to the City within five (5) business days of the scoping meeting and be prepared to negotiate the scope and fee through the City’s negotiation process. • KEITH will provide a final written scope, schedule, and budget within two (2) business days of receipt of agreed upon comments on the draft scope following successful negotiations. It is important to note that the KEITH Team has successfully negotiated many projects with a minimum number of negotiation sessions to meet the requirements of the City Commission directives concerning minimizing the negotiations. We have done that by entering the negotiation process with reasonable fees so that one (or two if needed) negotiation sessions are ample to complete the scope and fee process. 10RFQ No. 22-06-01 KEITH has the ability and staff capacity to begin work with minimum notice and will initiate work immediately upon formal Notice to Proceed or as needed by the City. KEITH’s approach to this contract includes Quality Responsiveness and Skilled Management combined with the technical ability and level of experience that will provide superior service to the City of Sunny Isles Beach. We are extremely proud of our accomplishments as a local business and truly believe our commitment and dedication to the success and progress of our cities makes us the best choice for this Continuing Professional Consulting Services (CCNA) contract. Two miles of beach and one mile of shoreline stabilization was designed including rock revetment, groins and breakwaters consisting of 100,000 tons of rock. Due to the client requirement of “as much beach possible” and varying conditions on the sides of island, complex analyses and MIKE21 modeling were performed as part of the design. The design was further complicated by existing dredge holes up to 60 feet close to the island, which required extensive Equilibrium Toe of Fill (ETOF) analyses to prevent sand from entering. Expansion of the island through reclamation and excavation was designed involving earthwork of approximately 1 million cubic yards. Cummins Cederberg also provided construction administration services throughout construction. A marine resource survey was conducted to map marine resources, such as seagrass and corals, which could potentially be impacted by the construction. An EIA was prepared and approved by the Bahamas Environment, Science & Technology (BEST) Commission. Detailed hurricane and wave modeling were conducted utilizing the advanced MIKE21 numerical model to determine extreme wave and storm surge conditions. Directly following the analysis, the island was impacted by Hurricane Matthew which was one of many hurricane events simulated during the design process. The modeled storm surge elevations were consistent with the observed impacts. MSC Cruises Ocean Cay Marine Reserve Bimini Island, The Bahamas 47RFQ No. 22-06-01 Scope: • Benthic survey • Seagrass and coral monitoring • Environmental permitting • Engineering analysis In 2018, as part of the planning efforts, Cummins Cederberg was retained to conduct several tasks at Higgs Beach in Key West. The scope included performing 1) a preliminary, qualitative benthic survey to document the general extent of marine resources (e.g., coral and seagrass) within the proposed fill template, 2) an equilibrated toe-of-fill (ETOF) analysis and 3) an estimation of the seaward location of the sand placement and profile adjustment, referred to as the ETOF, based on the profile translation method. In 2019, Cummins Cederberg performed a more extensive reconnaissance survey of the project area and immediate benthic habitats and, in coordination with the state and federal agencies, assisted in the development of a Biological Monitoring Plan. Following finalization and approval of the BMP in 2020, biologists performed a detailed pre-construction survey in compliance with the FDEP and FKNMS permit conditions. Both surveys were conducted via SCUBA/ snorkel using BEAMR, line-intercept and Braun-Blanquet methodologies to collect and quantify data. Detailed reports and resource maps were prepared and all raw data and field documentation (shapefiles, photos, etc.) were provided to the agencies. Cummins Cederberg will continue to conduct monitoring of benthic resources post-construction. Benthic Monitoring & Sand Replacement Key West, Florida 48RFQ No. 22-06-01 Scope: • Environmental permitting • Engineering design • Construction documents • Cost estimates • Bidding assistance • Construction administration Cummins Cederberg was retained to conduct an erosion study, prepare a beach design involving coastal structures to provide long term stability, as well as conduct a benthic survey to quantity potential impacts to the nearshore seagrass habitat. As part of the erosion study, a detailed statistical analysis of offshore wave data was conducted along with a wave propagations study, and an environmental feasibility study. Sediment transport and potential erosion are typically governed by the wave conditions. Utilizing the advanced MIKE21 wave model, the wave transformation from offshore to nearshore was analyzed. The detailed wave modelling allowed for detailed review and comparison of the wave climate along the beach as well as assessing sediment transport rates. Based on the results of the wave modeling and sediment transport assessment the underlying coastal processes of the erosion trends were documented and utilized in the beach and coastal structure design process. The area triggering the beach erosion was identified and solutions for stabilizing this area, while still providing sandy beach access were developed. Understanding the underlying coastal processes allowed for an efficient design that works with the natural processes, thus reducing long term maintenance typically associated with projects working against nature. Coco Plum Beach Restoration Marathon, Florida 49RFQ No. 22-06-01 Scope: • FEMA grant coordination and application • Beach design • Construction Administrator • Drone pre- and post- surveys Cummins Cederberg designed and permitted an emergency beach nourishment project to partially restore the beach for Bal Harbour Village until a larger project by the USACE could be implemented. The beach and dunes had experienced significant erosion following Hurricane Irma and had been awarded a grant from FEMA for beach restoration. Cummins Cederberg assisted the Village in administering the FEMA grant. Our assistance included compiling and filing the quarterly reports, submitting documentation of completed work, coordination with the grant manager at FDEP, and facilitating a post-construction grant audit by FEMA. Cummins Cederberg also assisted the Village in requesting a time extension under the assumption that the sand placement work would be completed by December 2020 due to turtle season construction restrictions. Construction drawings were prepared for the sand placement and construction methodology was coordinated with the contractor. Cummins Cederberg provided construction administration services for the Village to manage construction. Drone aerial photographs were collected during construction to document progress efficiently. Cummins Cederberg provides ongoing support with the Village’s coastal management program through a continuing services contract. Dune Nourishment Bal Harbour Village, Florida 50RFQ No. 22-06-01 Scope: • Dune repair • Sand samples • Erosion assessment • Construction administration • Environmental permitting Cummins Cederberg served as the project manager, senior engineer, and marine biologist for the Hillsboro Club Dune Repair, providing emergency dune restoration and repair services, as well as sand studies at the Hillsboro Club. Responsibilities included pre-construction sediment testing, preparation, and submittal of FDEP CCCL permit application packages, development of construction documents, and coordination with the Town of Hillsboro Beach for code compliance. The dune design was based on maximizing the volume of sand seaward of the project property. As required by the FDEP, existing dune vegetation mapping was performed, a proposed vegetation planting plan developed, and planting design parameters were prepared. The planting plans included the identifying the location of existing native dune vegetation to be preserved, buried, or replanted, proposed dune vegetation plantings for stabilization and mitigation, and areas of invasive exotic plants for removal. Sand samples from the existing dune system were obtained and tested to identify available sand sources for the renourishment project. Cummins Cederberg was able to perform the sand testing prior to the beginning of a nearby dredging project, which was occurring concurrently. Through this expedited, out-of-the-box process, we were able to evaluate if this alternative sand source could be used for the dune repair, making the project more economically feasible for the client. Cummins Cederberg also provided general construction administration services ranging from participation in pre-construction meetings, coordination with FDEP compliance, and periodic site visits. Hillsboro Club Dune Nourishment Hillsboro, Florida 51RFQ No. 22-06-01 4.3 PROJECT APPROACH 52RFQ No. 22-06-01 4.3 PROJECT APPROACH KEITH has developed a keen understanding of the many challenges that can be encountered for projects within the City of Sunny Isles Beach. Accordingly, we have assembled a team with broad capabilities and depth of experience to address any needs that may arise. These many years of collective experience mean that any of Sunny Isles Beach’s concerns with project development will be taken under consideration throughout the entire design and construction process. Thus, when planning, programming and/ or assessing new construction or renovations to existing facilities, the KEITH Team is cognizant of all requirements and the impacts they have on our design work and schedule to successfully complete any work authorizations. It is important to have the best information about existing site conditions before embarking on the design effort. We believe that one of the key elements of design is discovering all site elements and influences both above and below ground to identify opportunities, restrictions, or challenges that a site may present as early as possible. This limits disruption to construction activities and potential impacts to schedule. With our past project experience, and the trans-disciplinary nature of the KEITH team, our staff brings an unparalleled understanding of utilities and drainage conditions which may be encountered and the experience in coordinating with multiple disciplines to apply the appropriate solutions. This knowledge base will be supplemented by information gained from field surveys, reviews of as-built information and other documents that will greatly enhance the final design product and heighten the probability of a smoother construction phase. KEITH is well-versed in the management and implementation of large and small-scale projects. As one of the veteran South Florida based engineering firms, we have provided services for general continuing contracts as a prime consultant for numerous governmental agencies for decades. Our approach to every project begins with a “No Excuses” methodology. We bring a unique combination of top-quality consultants with years of in-depth experience working on similar municipal projects under the leadership of KEITH, a firm you know you can trust with your most important projects. We believe that our overall corporate ideology, coupled with our expertise and commitment to the City of Sunny Isles Beach will be the keys to the successful execution of this contract. PHASE 01: DELIVERING THE SCOPE OF SERVICES Our strategy is simply to assist the City in creating a team with the right skill sets and personalities; ensure the team has the proper tools to manage and communicate; understand existing processes and augment those processes if needed; and finally, facilitate the alignment of the project team towards the common goal of project delivery. • People. The most important element and foundation of our strategy is to ensure that the right people with the correct skill sets are assigned to support the project team. In today’s world of project delivery, it is not enough to have the correct skill set. We must consider how the team’s diverse personalities compliment and support each other to achieve team cohesiveness. • Tools. The delivery team must also have the correct tools to manage projects and to communicate progress to stakeholders. These tools typically include scheduling, document controls, and collaborative websites. Scheduling tools like MS Projects or Primavera P6 Scheduler are important tools to coordinate the execution of various projects. Familiarity with these tools also assists the project team in evaluating and managing change on projects. Establishing a web-based document controls system is a critical element to foster transparency and to ensure important documents are available to the entire team when needed. Document controls tools 53RFQ No. 22-06-01 such as eBuilder, Primavera Contracts Manager, or others not only help make documents accessible, but they also assist in status monitoring of submittals and Requests for Information as well as reporting of metrics (review response times, change logs, etc.). • Processes. Project delivery has changed over the years, but one thing remains consistent: processes bring consistency and repeatability to project management. With efficient processes that are well-defined and communicated, the delivery team becomes more efficient with every task accomplished. These processes also allow leadership to fine tune the delivery to match the changing needs of the City. The delivery team performance is directly tied to their understanding and ability to follow established processes. Since processes are such an important part of the team’s delivery strategy, a joint review of the existing processes is recommended. During this review, KEITH can assist the City in evaluating if modification to any existing processes can be made to improve the efficiency of the project delivery team or if additional processes or forms are needed. This review can be done in parallel with project delivery to maintain forward progress of the existing projects. • Alignment. It is not enough to have the right people with the right tools following efficient processes. They must be aligned towards a common vision/goal. One way to accomplish alignment is to clearly communicate expectations and create a dialogue between the project delivery team and various key City staff/stakeholders. Alignment can also be encouraged through the establishment of efficient processes and monitoring metrics that promote and encourage project delivery success. PHASE 02: MANAGEMENT AND DESIGN APPROACH The KEITH Team will implement a rigorous communication protocol among all project participants. The basis of our management approach will focus on managing communication between our team and the City of Sunny Isles Beach as follows: 54RFQ No. 22-06-01 • Provide Single Point of Contact - Project Manager, Ms. Kelli Schueler, PLA, LEED AP • Stress early planning and scheduling • Establish the involved group of stakeholders, and provide clear lines of communication to all, as required • Understand the objectives of the project and assure that all project stakeholders have the same level of commitment and expectation in understanding the scope of work • Schedule periodic progress meetings • Maintain strong, ongoing working relationships with the City staff Our approach to this management plan is one that has proven successful with many projects. We will schedule all meetings in coordination with City staff, conduct the meetings, provide agendas and meeting materials, record and submit minutes for review/approval and then distribute those minutes to the appropriate parties. We will establish clear lines of communication and review procedures among team members to ensure the continuous and timely flow of work in the planning and design phases. Based on the scope of each individual work authorization, the KEITH Team will develop a project schedule to sequence key activities associated with and required for the successful design of the project. By carefully scheduling and sequencing activities, key elements of the work authorization may be performed in a sequential, but staggered manner to expedite delivery of the work authorization while ensuring all issues and concerns are properly addressed. An example of this would be a certain level of general planning and conceptual design consideration of alternative solutions and interviews with authorities having jurisdiction, may be undertaken while site inspections and surveys of existing conditions at a site or facility are underway. 55RFQ No. 22-06-01 PHASE 03: PROJECT MANAGER When approaching any work order assigned, certain factors and initiatives are always considered and implemented. Ms. Kelli Schueler, PLA, LEED AP, serving as the Project Manager for this contract, will be responsible for directing our team members to undertake the correct approach for each assignment. Project Execution and Controls. “Plan. Measure. Manage. Execute.” The elements of Project Controls are: • Quality Assurance/Quality Control • Cost Control • Schedule Control The KEITH Team will provide experienced senior project managers with extensive project controls experience to properly reflect the size and pace of the work. PHASE 04: SCHEDULE CONTROL While all work authorizations must be executed in a quality fashion, it is critically important that they are also performed responsively, in accordance with City of Sunny Isles Beach’s schedule and budget objectives. The depth of staff on this team of consultants, both in number and experience, will permit us to satisfy these work authorization assignments for the City on this contract without sacrificing quality and responsiveness. Our ability to work in close coordination with City of Sunny Isles Beach staff, contractors and other consultants will result in projects being completed on time and within budget. We have found great success utilizing an approach that has led to effectively identifying problems and quickly defining solutions. This approach, coupled with our experience and knowledge, offers the City of Sunny Isles Beach the opportunity to minimize cost overruns and project delays. Developing and managing the schedule to deliver the project will require accurate project scopes and cost estimates. As your Consultant, the KEITH Team will: • Prepare a realistic and achievable project schedule, which reflects the project’s funding constraints. The schedule will be complete, allow room for contingencies, and focus on what is important to the City in order to deliver on commitments at key milestones. • Develop accurate and complete project scopes and cost estimates that will be reviewed, as required, including such incentives as may be appropriate and justifiable. This includes provisions to build in upgrades for rapidly changing technology. • Monitor progress periodically as required and minimize delays of any kind. This requires preventing foreseeable delays, mitigating delays from unforeseen sources, and reversing or recovering from delays that may arise from unforeseen circumstances. • Establish a process to review and properly assign responsibility for any increase in project delays. • Establish a mechanism for prompt resolution and payment (i.e., including alternative dispute resolution procedures). • Arrange for task-oriented team “workshops” as required to review the work and schedule aimed at enhancing efficiency (i.e., by enhancing productivity, optimizing schedule overlaps, reducing work, value engineering, and the like). By using these standard procedures, KEITH will deliver the project on time and on budget. We will commit a dedicated Rapid Response team of managers, engineers, and professionals of all disciplines, as well as technicians that will make the City of Sunny Isles Beach’s assignments our top priority! 56RFQ No. 22-06-01 PHASE 05: COST CONTROL AND COST ESTIMATES Two factors weigh into a successful overall project cost control initiative: controlling the cost of the construction by providing efficient and practical designs (“value engineering”) and controlling the cost of the design effort itself. KEITH takes responsibility for both factors on every project for every client. At KEITH, we undertake design estimates, constructability reviews and schedule analysis as the project evolves through the various phases of design. At each phase of design benchmark, we evaluate potential errors, omissions, and document coordination problems that may impact cost and time after contract award and bring these to the attention of the project team. We can evaluate alternatives and recommend substitute methods or materials based on their relative economy and life cycle. Our efforts are designed and focused to identify and make recommendations on cost issues and risks as early as possible to address and mitigate these prior to the start of construction. KEITH has a reputation of working within the budgets set and negotiated to perform design and construction services of this nature. We look to build long lasting partnerships with our clients and have found the best business practices to be reliable and accountable. KEITH recently completed the re-analysis of the Northern, Western and Ravenswood Drainage System Study for Broward County Aviation Department (BCAD). Our value engineering practices provided Broward County a reduction in anticipated comparable cost which equated to a projected savings differential estimated at $6.5 million from the initial study and recommendation provided by a previous drainage consultant. On many previous projects, KEITH has managed our team in an efficient manner resulting in residual contract dollars being reconciled and reassigned for additional projects. Design team addendums are only requested in association with a significant scope change or significant unforeseen conditions. The general intention of this contract is to be available to the City of Sunny Isles Beach as a consultant that functions as an extension of its own skilled professionals. KEITH will continue to provide a multi- disciplinary resource pool of qualified professionals as we have for years. This team will be expected to provide quality and time-and-budget-responsive support to the City for specialized general services, as identified in the City’s Request for Qualifications. This support may be in the form of defined technical tasks, which are alternatively performed in the office of the consultant team or as needed in the City’s offices, side-by-side with its professional and technical staff. PHASE 06: WE KNOW AGENCY STAFF, STANDARDS, AND PROCEDURES The KEITH Team has performed a magnitude of work for the state, county and local municipalities within Southeast Florida, including the City of Sunny Isles Beach. Our experience has resulted in a thorough knowledge of the standards, and how to apply them with a practical and common-sense approach to solving problems. We believe that building relationships is what it takes to truly understand the concerns of the agencies and address them in a professional manner that is personal to the Agency. We take pride in building those long-lasting relationships and acting as an extension of our clients’ staff. PHASE 07: SITE ANALYSIS AND DESIGN OPPORTUNITIES The KEITH Team believes that a thorough due diligence and site analysis is a critical starting point for each project. Through a combination of site visits and field review, research and analysis of available data, and communication with City staff, we achieve a clear understanding of the context and influences on the project site prior to moving into the design phases of work. Items identified and studied during this phase of work may include, but are not limited to: 57RFQ No. 22-06-01 • Topography and drainage patterns • Existing vegetation • Existing utilities / overhead wires • Views / focal points • Circulation & traffic patterns • Shade studies • Access points • CPTED issues / safety concerns • Adjacent properties Once all relevant data is collected, it is then analyzed to determine any design opportunities, restrictions or challenges that the project site presents. The end goal is to develop a clear overview of the study area, any previously prepared concepts and other influences on a project site and to highlight strengths, weaknesses and opportunities that can be used to inform design decisions as the project moves forward. Findings will be developed into a series of presentations for review/input of the City and stakeholders to ensure all feedback is considered prior to beginning the conceptual design phase. Having a clear understanding of all the influences on the project site prior to beginning any design work will ensure that the design begins with a solid foundation and there are no surprises or missed opportunities as the conceptual design alternatives begin to take shape. This helps to ensure that the design phases of work can be completed as efficiently as possible, re-work is avoided, and the project schedule isn’t compromised. The KEITH team emphasizes the importance of constructability reviews performed internally by qualified senior staff, although sometimes based on the complexity of the project it can be performed by an external subconsultant or contractor. The purpose of these reviews is to have an independent view of the project from a “construction thinking” or “ability to build” perspective during key milestones of the design phase of the project. Its purpose is to anticipate and identify challenges to the actual construction of the project before a project moves on from the design phase and allow the future construction phase to run as smooth as possible. PHASE 08: CONSTRUCTABILITY REVIEW 58RFQ No. 22-06-01 PHASE 09: PREPARATION AND APPROVALS OF CONCEPTUAL AND CONSTRUCTION DRAWINGS Based on the completed and approved Due Diligence, the KEITH Team will develop initial recommendations and ideas for review by the City, Staff and Stakeholders. The intent of this phase is to develop preliminary design recommendations and determine which of the ideas provide the best overall solution for the City’s goals. Typically, at this phase there will be a number of ideas or concepts developed for the project. Each will take a slightly contrasting approach – all of them will take input from the City, Stakeholders and appropriate team members to ensure the concepts represent the cumulative team’s desires for the project. The drawings and presentations prepared during this phase of design will be conceptual in nature, however they will be based on the detailed information gathered during the Due Diligence process. Presentations, documents and drawings produced as part of the conceptual design phase may include Illustrative plans, diagrams, before and after photo visualizations, 3D renderings, character imagery, opinions of probable costs, and other related graphic presentations to convey the overall intent of design. These documents will be reviewed and coordinated with City, staff, and all identified stakeholders. If determined appropriate by the Team, certain projects may also include public workshops or community input sessions. Only upon approval of a conceptual design will the project move forward to design development and construction drawings. Upon approval of the Conceptual Design, KEITH will prepare the Preliminary or Design Development drawings. The purpose of this phase is to work collaboratively with the design team to finalize the optimum arrangement of all program and site design elements. The following elements will be addressed during this phase of work: site program, landscape treatment and design approach for each development zone, tree inventory and analysis, hardscape and vehicular treatments, and circulation issues identified during conceptual programming. Documents produced as part of preliminary / design development may include plans, sections, and other information to describe the nature, quality and scope of site elements of the project. These drawings are developed in sufficient detail for submittal to the City’s Planning and Development Services Department for review and approval. Upon approval of the Preliminary / Design Development Documents, plans will be further developed into Construction Documents. Drawings will typically be provided in a 60% progress set for review and coordination, and then a final for Permit or 100% Construction Documentation. Ensuring that each phase of design receives complete review and approval by the City prior to moving on to the next phase streamlines the process and makes sure that all parties continue to work towards an agreed upon solution. This establishes a process that keeps the project moving forward in a timely and efficient manner, maintaining the agreed-upon schedule. 59RFQ No. 22-06-01 PHASE 10: TECHNOLOGY Often, we utilize drone images or footage as a part of this visualization to show before and after scenarios. As we progress to detailed design, our team has the capability of producing drawings in Revit/Civil 3D to allow for coordination of BIM (Building Information Modeling) and CIM (Civil Information Modeling) to allow optimum coordination and performance review of the projects systems. Our team utilizes multiple software platforms as well for both design and project management including but not limited to: AutoCAD, CivilCAD, Microstation, Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere, etc.), Sketch-up, Lumion, Basecamp, Microsoft Suite (Word, Excel, Power Point, Project Scheduler, etc.), e-Builder, Procore. We also have full plotting and scanning capacity in office making production as efficient and cost effective as possible. All staff is set up to handle virtual meetings/conferences through the use of the many readily available platforms including but not limited to: Microsoft TEAMs, Skype, GoTo Meeting, Webex, etc. PHASE 11: COMMITMENT TO SUCCESS As we’ve grown, so has our focus. KEITH is proud to offer a full range of services and incorporates the latest innovative technology from each of our five offices. Our in-house capabilities allow our teams to collaborate with other disciplines on projects and tasks, allowing us to derive the most efficient and effective options to service the City’s needs. Convenience and accessibility are important variables when working with clients of high caliber such as the City of Sunny Isles Beach. KEITH understands that responsiveness is imperative to the success of a project. One of the benefits of being a mid-sized firm is that even the top members of our organization are involved and have the knowledge and understanding of each project. Every member of our design team has a proven history of successfully completing projects of this size and nature, and this Contract has our full attention and commitment. Each member of our team is wholly committed to the success of work authorizations to be issued under this contract. At KEITH we carefully monitor, measure and push to fruition each and every activity on the work authorization. We measure its progress to ensure we remain on track and on schedule. This is true through planning, design, permitting, bidding, administration of the construction contract and project close-out. Understanding the proposed scope and schedule of the City on each work authorization is fundamental to the success of each project and the KEITH Team knows what it takes to meet the expected goals and objectives of the City and all the associated stakeholders. PHASE 12: ALTERNATIVE FUNDING Members of KEITH staff are experienced in the preparation of State and Federal grant applications as well as the reporting requirements associated with the program management of different types of grants. Members of the KEITH Team are directly responsible for the award of $22 Million in grant funds to various municipalities and governmental organizations. Successfully preparing and receiving a grant award is a significant first step in the process, however, the program management reporting requirements over the life of the grant are equally as important Understanding the complexities of meeting the obligation and expenditure deadlines as well as all the reporting requirements are crucial to any grant program. The members of the KEITH Team have the knowledge and experience in multiple types of grants and programs that can be leveraged to provide additional supplemental funding resources for their clients, which is crucial in these difficult economic times as agencies struggle with the budgetary shortfalls and constraints. 60RFQ No. 22-06-01 4.4 CERTIFIED MINORITY BUSINESS ENTERPRISE To this day, KEITH remains a 100% woman-owned business.
