Often during the design phase, requests are made by project reviewers and other involved parties that may encompass project expansion to account for unanticipated improvements. Although making the necessary changes from the design perspective may be minor, there could be significant impacts on construction costs. We know that managing scope creep is the most effective way to control the project design costs. Although monitoring scope creep does have an impact on reducing construction costs, we also closely monitor this at each phase submittal and any time significant changes may influence overall construction costs. We understand that most capital improvement programs are budgeted very carefully to ensure that revenues balance expenditures, and project costs that exceed available budgets could jeopardize the project moving forward. Knowing how important maintaining project costs is, we prepare detailed construction cost estimates at each submittal phase and monitor this throughout project duration, keeping our clients apprised of significant cost fluctuations. Design Build Criteria Package for the Dadeland South Intermodal Station Project MGV was responsible for the establishment of horizontal (NAD 83/90) and vertical control (NAVD 88) networks. The survey baseline and right of way were established along the South-Dade Transitway and all intersecting side streets. Topographic and DTM Survey was performed from right of way to right of way along the project limits and all intersecting side-streets. Check cross sections were performed. A drainage survey was performed within the project limits, and identified the type of structure, rim elevation, pipe invert elevation, pipe materials, direction, size, and condition. Survey consisting of field locations of section corners, 1/4-section corners, and fractional corners as well as block closures, monument lines, etc., was performed in order to establish the right of way lines along all intersecting side- streets. Work zone safety was provided, and PNC sheets were prepared. A bridge survey was also performed on the Northbound entrance to SR 826 over the existing transit corridor and the Metrorail bridges over Datran Drive. MGV also provided Utility Designates (Horizontal Mapping) throughout the project limits. Utility scans were performed within a 5’ radius of each proposed boring location, including one exploratory test hole completed at the approximate boring location as well as one test hole on each utility detected within 5’ radius. A total back of 20 test holes was performed in the following boring locations: Borings for bridge 6 (B-1 to B-6), Borings for walls 2 (WB-1 and WB-2), and Percolation Tests 2 (P-1 and P-2). The daily management effort conducted under this contract will flow through and be directed by the Project Manager, George Puig, PLA, ASLA, who will work with City staff in preparing or obtaining a scope for each work assignment, and then coordinate and assign the appropriate staff to perform each task. George will oversee the performance of the tasks to ensure high quality is maintained without impacting the scope or the schedule and will ensure that the quality control process is completed before the final submittal to the City. In addition, George will communicate with City staff to make sure they are fully aware of the status of each task. Each landscape architectural assignment under this contract will be designed and implemented in accordance with not just the landscape, tree protection, and other regulatory requirements of the City, County, and applicable state and federal agencies, but with a “best practice” approach that emphasizes cost-effective design, ease of contractibility and maintenance, and sustainability. Finally, we will approach each assignment with a keen interest in the community’s expressed desires for the project and will work with stakeholders and City staff to effectively solicit, respond to, and incorporate public input, as appropriate for each project. A sample approach for a Landscape Architectural task order is as follows: TASK 1 - PROJECT INITIATION Upon notification to proceed, the project team will meet with the City staff to review the proposed scope of work, project design objectives, schedule, and budget requirements. We will review available site and background data and will identify, with the City staff, any additional information necessary for the project. We will also visit the project site to become familiar with its context, site character, existing vegetation, and other opportunities and constraints. Finally, we will determine, with the City staff, the preferred methodology for any public input to the design process. TASK 2 - PROGRAM CONFIRMATION AND CONCEPT AND SCHEMATIC DESIGN We will develop drawings and other documents that confirm the required elements of the project design. These deliverables may include a Concept Plan or Schematic Design and a statement of program and budget parameters which will serve as the basis for subsequent design. TASK 3 - PERMITTING PROCESS The KHA team recognizes the importance of expediting the permit approval process. Therefore, our team includes members who can identify regulatory requirements and fast-track the permit process in South Florida. At the initial design stage, it will be appropriate to secure initial review and approvals from the City, as well as from any agencies. We will contact regulatory agencies during the preliminary engineering phase of the project, attend pre-application meetings to elicit agencies’ concerns, permitting constraints, and required approvals/permits for the project. TASK 4 - FINAL DESIGN AND CONSTRUCTION DOCUMENTS This task will include the design phases consistent with AlA standard documents, although these may be modified to fit each project. Design Development may be a discrete subtask or be combined with Contract Documents. During this stage of the project, submittals for City review, comment, and approval will be made at milestone intervals, which typically include Design Development, 50%, 90%, and Final Contract Documents. All submittals will be subject to KHA’s rigorous QA/QC reviews. Upon completion of the contract documents, a final “permit dry run” will be conducted, to address any outstanding permit issues prior to bidding. RFQ # 22-06-01 City of Sunny Isles Beach Landscape Architectural Services 36 LPOC36007.2022 Continuing Services for TASK 5 - BID/NEGOTIATION PHASE SERVICES During this phase, we will assist the City with Pre-Bid Conference, responses to bidder inquiries, preparation of any Addenda, and review and evaluation of bids received and bidder qualifications. TASK 6 - CONSTRUCTION PHASE SERVICES These services will commence upon award of a contract for construction and will conclude upon issuance of a Certificate of Final Completion, City acceptance of the project, and sign-off of all necessary regulatory agencies. Services provided during this phase include on-site progress of the work observations; progress meetings with Contractor and City; review of Contractor’s Construction Schedule, Schedule of Values, materials submittals, shop drawings and pay applications; review of planting bed layouts; review of installed materials; inspection and punch list at Substantial Completion and at Final Completion. In addition, we will provide follow-up after construction is completed, typically in the form of follow-up inspections prior to the expiration of warranties approximately 1 year after completion of the project. Finally, if requested by the City, opinions of probable costs and CSI format written specifications will be developed for each project.
