How does the firm’s experience in similar project scope and complexity directly benefit the City for this project. The benefit to the City of our firm and our team is the years of the experience we have been working together on projects similar to the scope, scale and nature of the projects anticipated under this contract. Describe your companies resources and capabilities with respect to scheduling cost control, quality control and project coordination with sub consultants as well as with the City. Bermello Ajamil along with our team of consultants brings a vast array of resources to every project we work on. By maintaining a workable schedule and controlling the project costs throughout every step of the project, the City is guaranteed projects completed on time and within budget. For each assignment, our team will participate in the preparation of the initial schedule. Maintaining schedules allows realistic goals to be met, tasks to be identified and interrelationships to take place. These efforts foster communications for the benefit of cooperation and coordination of efforts and results. The maintenance of a project’s schedule is the best way to add, reduce and manage contingency plans for all interacting participants. The Project Development Master Schedule shall show the agreed milestone dates of each Project Phase through planning, design documents, permitting, bidding and construction administration completion dates. Our project management Team will meet with our subconsultants and City staff on a regular basis to verify that work is progressing along as scheduled and will address any issues or conflicts immediately, minimizing their impact on the schedule and project costs. The Bosch Group, our consulting cost estimators, have worked on an extensive number of Park and Streetscape Projects with BA and are one of the leading Cost Estimating firms in South Florida. When it comes to Value Engineering, we do not view it as a last minute reaction to an over budget project but rather as an ongoing process whereby the development of the design works though a process with the City’s budget. Our team will meet regularly with City staff to keep everyone appraised of the project progress and to be always aware of changing program or scope and to reduce any negative impacts on the projects. Our team will work hard to coordinate all aspects of the projects and will always keep the City involved in the process. e. The proposal should indicate the total number of employees of the firm, including the number of staff in the local office, the staff to be employed for the City’s project on a full time basis, indicate any subconsultants and their experience. As mentioned above, the total number of employees in the Firm is 126. Although we will manage this contract primarily from the Miami office (with a total of 89 employees), we will also be utilizing our Fort Lauderdale office (with a total of 22 employees) for various assignments. Both offices interchange projects on a regular basis and work closely together each day. The two offices have a combined total of 111 employees. The number of employees dedicated full time to the project will be based on the nature and scale of each assignment. We assure the City, BA will dedicate the staff needed to meet your expectations and satisfy all deadlines and deliverables. We sit down with our Clients day one with every assignment and determine what type of resources will be needed to successfully develop the project and meet the project schedule. BA has the manpower to work on several projects at once which may involve different teams or the same team depending on the workload from the project and the type of work. The entire team will work on a cloud-based secured file storage system that will organize each of the projects documents and allow close coordination between all disciplines in the preparation of design and contract documents for each project under this contract. Team coordination meetings will occur in the Miami or Fort Lauderdale office as needed or at the City of Sunny Isles Beach with your staff. Being equal distance between the two offices, we will work with you virtually and in person which ever is more productive. 6 | CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 SUBCONSULTANTS EXPERIENCE CRAIG A. A primary goal of the park master plan and design was to provide an interactive program for visitors. The approved development program for the revitalized park included two playgrounds, a restroom pavilion, picnic shelters, an interactive water feature, a 15-foot-wide waterfront promenade and a new stair tower to connect the site to the bridge leading over to the City’s beach front area. Since the City had limited intracoastal waterfront access, one of the primary goals for the park’s redevelopment was to increase public access to the water. This was accomplished by incorporating a small marina along the north shoreline of the park and a floating dock along the east shoreline for safely launching paddle boards and kayaks into the water. 2017 Project of the Year ASCE Florida - Broward County Branch Client: City of Deerfield Beach Services: Architecture, Landscape Architecture, Permitting, Estimating, Scheduling, Construction Management, Public Outreach, Civil Engineering, Master Planning | 11CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 MCNAIR PARK Pompano Beach, FL BA was contracted by the City of Pompano Beach to carry out a City-Wide Parks Master Plan that resulted in early action projects including the McNair Park Expansion Project. McNair Park is centrally located in the neighborhood of Collier City and is presently underserved with neighborhood park space. BA is currently working in close cooperation with the City’s Parks & Recreation Department to design recreation improvements for McNair Park. The BA Landscape Architects have met with community representatives to develop an overall park program which will meet the needs of the community. HOLLYWOOD BOULEVARD STREETSCAPE Hollywood, FL EXISTING | 15CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 SOUTH CITY BEACH PARK Hallandale Beach, FL This project includes the complete renovation of one of two beach-front parks in the municipality. The existing 3.5-acre site, aside from the parking lot, was covered with Category I Invasive Australian Pine Trees that were removed for environmental reasons, making way for a variety of opportunities. With community input during the master planning process the park use and amenities were reimagined. The park is divided into four quadrants accessible via bisecting palm shaded walkways. Each quadrant has its own identity and use, from sand volleyball to bocce courts as well as covered playgrounds with safety surface to a large beach-front concession building. This facility is the focal point of the park and as designed as two buildings separated by a breeze way; which frames a focused view of the Atlantic Ocean. One building is a restroom facility while the other is a built out shell ready to be leased to a snack bar type vendor/concession. The project scope included extensive coordination and ultimately the acquisition of development permits from Florida Fish and Wildlife and Florida Department Environmental Protection Bureau of Beaches and Coastal Systems. Client: City of Hallandale Beach Services: Master Planning, Architecture, Landscape Architecture, Public Outreach, Construction Management, Cost Estimating, Permitting, Civil Engineering 16 | CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 This project encompassed the complete redevelopment of an underused, existing neighborhood park through extensive public input and master plan development. From the neighborhood meetings, BA developed an extensive program for the new park including a new community swimming facility, relocated basketball courts, picnic areas, exercise stations, and an expanded playground for a greater range of age groups. In addition, to meet City code requirements, the park and buildings were designed for LEED Certification. BA managed the LEED Certification and led the design team through the certification process. Through the design process, BA developed various architectural alternatives for the aquatic building, a focal point to the park’s redevelopment. Although relatively small, the new pool will serve the community’s recreational needs and includes a beach entry feature and three lap lanes which can be modified for swim health classes. A new parking lot located along the south side of the park was designed to both improve community access and allow for improved visibility into the park for the police department. JAMES PARK Hallandale Beach, FL | 17CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 MCNAB PARK AND BOTANICAL GARDENS Pompano Beach, FL BA was commissioned by the City of Pompano Beach CRA to develop a Master Plan for the redevelopment of the City’s existing McNab Park into a world class Botanical Gardens. The BA Design Team developed several alternative schemes for presentation to the City staff, elected officials and the adjacent community. The virtual presentation of the Plan options attracted more than 100 participants from the community and covered a wide variety of topics of concern to the neighbors. Although facing some initial opposition with the possible removal of a playground and tennis courts, the preferred design solution received wide-spread support from the community and elected officials. Follow up public meetings were conducted to inform the neighborhood of the park’s progress and to address concerns from neighbors. With minor modifications to the program, the final plan will now be developed further with a full set of construction documents, cost estimates and detailed specifications. The project has already begun to stimulate redevelopment in the area of the City the CRA had designated a new downtown core. Formerly serving as a regional baseball and athletic facility, the site was underdeveloped and in need of significant improvements to function as a new regional recreation facility. The development program for the future park includes utilizing several of the existing baseball facilities and parking areas while significantly increasing the sport facilities. The Master Plan includes a regulation 8 lane 400 m track and field facility, four synthetic surface soccer fields, a community center, recreation boat dock, pump track, picnic shelters, two shaded playgrounds, three restroom/ concession facilities, a network of exercise/walking trails, parking, a large multi-purpose field, three new baseball/softball fields, central open multi-purpose lawn, retention areas, and site wide landscape enhancements. In addition, BA’s Landscape Architecture team was recently selected for Phase 1 of design services for the Homestead Sports Complex. This phase consists of an artificial turf soccer field surrounded by a track with lights, a small stage, restroom/concession building and expanded parking. Architecture and Landscape Architecture are the cornerstones of BA and have been for 80+ years. From our years of consulting experience, we have learned that successful projects require a thorough understanding of our client’s goals, as well as methodical planning concerning existing conditions, permitting, budgetary constraints, scheduling, security, and long-term maintenance. By listening to, partnering with, and becoming an extension of the City of Sunny Isles Beach staff, we will develop the foundation for a series of successful projects. We understand that as a public entity the City is a fundamentally unique client type with multiple stakeholders and regulatory review entities requiring a very important public involvement role. Our team is well-versed in the process required for this type of client and is able to mediate between expedience to meet schedule constraints and patience with the process of stakeholder review in support of achieving a project’s design objectives. The creative process of solving problems in an imaginative and cost-conscious manner is not a function of circumstance, but the diligent application of talent and expertise. BA has put together a talented group of seasoned designers and professionals that are accustomed to working together as a team in an interdisciplinary manner with one united goal in mind: to deliver the best possible design solutions that are on-time, within budget, and not only aesthetically pleasing, but also highly functional for the community. The team we have assembled for this assignment offers all of the services outlined in the scope of work and we are confident that we can provide unparalleled service for you to create a state-of-the-art parks and recreation facilities. We will work closely with the City staff and the community to assure that each project responds to what the City needs and wants. A key requirement for this assignment is solid project management; BA will manage the design team and each project in a way that ensures the projects stay on track, within budget and exceed the City of Sunny Isles Beach expectations. Randy Hollingworth and Kirk Olney will be the focal points on all communication and coordination efforts internally with BA, as well as externally with the City of Sunny Isles Beach staff and subconsultants. Randy’s contact information is: Email: Rhollingworth@Bermelloajamil.com and cell phone is (786) 486-5269. Kirk’s contact information is Kolney@Bermelloajamil.com and phone is (305) 860-3709. To the degree desired by the City, lead technical professionals may coordinate directly with the City staff or management, as necessary. Successful delivery of services to our clients involves basic parameters in communication as shown on the graphic below. “Chain of Command” and point of contact for each discipline shall be established at the beginning of the project. A team directory will be distributed to all involved parties. COMMUNICATION PLAN For each project phase, BA will prepare a schedule for team workshops and team meetings to insure that decisions are made when needed and the momentum of the project remains constant during the entire project. TEAM MEETINGS The Team Directory includes the entire design/ planning team and their role or responsibility, addresses, cell numbers and e-mail addresses, the review agency contacts and any other participants that are involved in the project. TEAM DIRECTORY ACTION ITEMS / HOT LIST BA prepares a “Hot List”- a comprehensive list of issues and action items that require resolution by established key dates. The Hot List is always reviewed at every team meeting and tracks the development and/or progress of items for that particular phase. 38 | CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 Quality Assurance and Quality Control BA has developed and implemented a thorough and comprehensive Quality Assurance and Quality Control plan (QA/QC). Quality work is the direct result of careful, properly sequenced production, and continuous responsible professional checking of each work element for completion and correctness. The responsible professionals will perform detailed checks for accuracy, errors, and omissions before each document phase submittal review. The standard checking procedure in our Quality Control Manual shall be utilized for production checking. The project manager and the responsible professionals are to continuously monitor and coordinate all aspects of the projects and check the work for inclusion of client review comments and requirements. Furthermore, our team will review all work products before delivery to the City. Our QA/QC team is composed of individuals with backgrounds and experiences that include landscape architecture, architecture, construction management, structural, and MEP engineering. A diverse QA/QC team will ensure that the projects are reviewed and checked from multiple points of view to: • Ensure compliance with program requirements • Ensure conformance with applicable codes • Ensure constructability • Ensure conformance with the construction budget • Ensure that the long-term operation and maintenance of the project is consistent with the City’s expectations The following are the principles behind our QA/QC plan: Keep the BA Team Together for the Duration of the Project As each project begins, BA mobilizes the entire team, who from day one become familiar with the City’s project goals, objectives, and criteria. Projects are not passed on from one group to another during their execution. This insures consistent involvement of the team day one. Listen to the Client At the beginning of each project, BA will work with the City to set project goals and expectations and identify key issues. The BA team then develops conceptual alternative solutions that address the issues and tests each alternative against the goals and criteria to ensure complete and balanced decisions. Document the Progress and Decisions Thoroughly Processes and decisions are documented in detail identifying action items, due dates, and responsible personnel. Accurate record-keeping and communications avoid misunderstandings and costly backtracking. Conduct Methodical Plan Checks and Reviews Reviews are regularly scheduled with pre-published agendas, checkpoints and criteria checks. Any changes are corrected immediately and checked again. These reviews ensure coordination and accuracy among documents, which in turn provide a sound basis for reliable cost estimates and quality control. Doral Central Park, Doral, FL | 39CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 Getting Community “Buy-In” Comprehensive community input is critical for the success of any municipal project. Successful public spaces are “owned” by the community in which they sit and it is critical throughout the design process to nourish that sense of ownership. We have discovered with years of working in local communities that when a community becomes truly involved, all aspects of the project development are easier and the transition from concept to construction is less disruptive and more acceptable to the community. Our team has an in-house, fully experienced professional involvement group that will work closely with all of the stakeholders associated with each assignment. BA’s Public Involvement group is led by Tere Garcia, an architect and urban planner by trade, Ms. Garcia has over 30 years of experience in the fields of planning, public participation, government and media relations. BA has provided successful public involvement programs to multiple government agencies and municipalities throughout South Florida. BA’s Management Capacity As one of South Florida’s leading design firms, BA has a staff of more than 100 professionals in its Miami and Fort Lauderdale offices. The assigned staff will be thoroughly committed and available to perform and complete each assignment on time and within budget for the City of Sunny Isles Beach. Our eight subconsultant firms have extensive experience in landscape architectural project types and sufficient staff to meet the labor needs of their specific task for each assignment. Currently Under Contract BA has been providing these similar continuing scopes of services for various municipalities in Florida for the past 15 years. At present, BA has the following projects under design or at various stages of development: • Doral Central Park (City of Doral) • Doral Cultural Center (City of Doral) • Hollywood Boulevard Streetscape (City of Hollywood) • Snake Creek Pedestrian Trails (City of North Miami Beach) • Pompano Beach McNair Park (City of Pompano Beach) • Pompano Beach Kester Park (City of Pompano Beach) • Matheson Hammock West Elevated Boardwalk (Miami Dade County Parks and Recreation) • Amelia Earhart Recreation Park (Miami Dade County Parks and Recreation) • Matheson Hammock Recreation Trail (Miami Dade County Parks and Recreation) • Cagni Park (City of North Miami) Staffing Commitment The BA team does not anticipate any difficulties handling the workload likely to result from the tasks assigned from this contract. As repeatedly demonstrated with our previous work on similar projects for different municipalities and government agencies, BA is dedicated to committing its professional resources to ensure the highest workforce flexibility and responsiveness to the City of Sunny Isles Beach. We are “on-call” as needed. The depth and strength of our experience allow us to perform successfully on all of our contracts, respond promptly, and keep projects on schedule. Our careful selection of the team for this project was made to bring together key people/firms who we have collaborated with on projects in the past. Every one of our subconsultants has previously worked with BA; therefore, no learning curve is required. We believe that in every project we undertake, we become an extension of the City staff. We are conscious that City staff have a better “lay of the land” than an outside consultant. City staff is in direct touch with administrative and elected officials. We rely on their knowledge of the City, their relationship to the citizens/stakeholder groups, and the specific peculiarities of the projects. There are also technical items in which City staff must play a significant decision-making role, such as in the CIP, cost recovery, and others. We will work hand in hand with City staff on these essential technical items. Once we are selected and accept a contract, we are committed to the endeavor’s success, no matter what effort it takes. 40 | CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 BA Technological Capabilities Internally, BA works with the Deltek Vision Software to manage professional services for the entire project lifecycle. The software platform increases labor utilization with advanced resource planning performance, drives project success and improves on-time delivery. BA strives to be at the forefront of computer technology and in order to continue to respond to our client’s needs, our team of over 27 employees, has experience in extensive design software capabilities. This includes AutoCAD and Revit, a Building Information Modeling system, which is a process of generating and managing building data during its lifecycle. We believe using BIM allows us to improve visualization, improve productivity due to easy retrieval on information, increase coordination of construction documents, embed and link vital information for vendors and increase the speed of delivery of documents. Additionally, BA utilizes graphic software such as Sketch- Up, Podium, Lumion, and 3D Studio Max for rendering as well. BA’s Approach and its Familiarity in Designing for Sustainability, Resiliency and Sea Level Rise BA team’s experience in sustainability, resiliency and sea level rise includes working closely with Broward County Environmental Protection & Growth Management Department (EPGMD) and a network of community, academic and government partners to understand how sea level rise impacts flood risks related to the South Florida marine community in past years. Sea levels in South Florida are expected to be 14 to 26 inches higher in the next 50 years, and Broward County requires that all capital projects consider the impacts of sea level rise and assess the vulnerability of facilities including utilities, surface water management, and other infrastructure. In the past years, BA has planned and designed infrastructure projects for many coastal and maritime projects like Sullivan Park in Deerfield Beach, Terminal 25 in Port Everglades, Terminals A, B and V in Miami, the Coastal Resiliency Study for the City of Marathon, and Adaptation Action Area Plan for Cocoplum Beach, Monroe County as well as the Ocean Cay and Stirrup Cay projects in the Bahamas. Cocoplum Beach Adaptation Area, Cocoplum, FL Accommodating for sea-level rise with terminal design 11.5 ft above grade, as well as resiliency and durability of 750+ ft anchored bulkhead at PortMiami. | 41CONTINUING SERVICES FOR LANDSCAPE ARCHITECTURAL SERVICES | RFQ 22-06-01 BA is accessible, responsive and supportive to our Clients We relate to the local community that we serve WHY CHOOSE THE BA TEAM?
