HomeMy WebLinkAboutOrdinance 2022-588ORDINANCE NO. 2022 - AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AMENDING ORDINANCE NO. 2021-574; APPROVING BUDGET AMENDMENT NO. BA2122-02 TO THE CITY'S OPERATING AND CAPITAL IMPROVEMENT BUDGET FOR THE 2021-2022 FISCAL YEAR - GENERAL FUND AND CAPITAL PROJECTS FUND; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO IMPLEMENT THE TERMS AND CONDITIONS OF THIS ORDINANCE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in accordance with Sections 200.065 and 166.241, Florida Statutes and the City Charter, the City Commission adopted the Budget for Fiscal Year 2021-2022 ("Budget") by Ordinance No. 2021-574; and WHEREAS, the City's Finance Director has determined a need to amend the Budget for the purchase of Police and Ocean Rescue vehicles and additional repairs to the Bella Vista Park Dock Reconstruction Project; and WHEREAS, the City Commission has determined that it is necessary to amend the Budget, as set forth in Exhibit "A", based upon the review and analysis provided by the Finance Director. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing "WHEREAS" clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part by this Ordinance upon adoption hereof. Section 2. Budget Amendment. The Budget for Fiscal Year 2021-2022 adopted by Ordinance No. 2021-574 is amended as Amendment No. BA2122-02 to reflect the revisions in Exhibit "A". All other terms and conditions of Ordinance No. 2021-574 not otherwise amended by this Ordinance shall remain in full force and effect. Section 3. Authorization of City Manager. The City Manager is hereby authorized to take all actions necessary to implement the terms and conditions of this Ordinance. Section 4. Effective Date. This Ordinance shall be effective ten (10) days after adoption on second reading. Neely, Finance Director DATE: July 21, 2022 RE: Budget Amendment BA2022-02 RECOMMENDATION: Staff recommends approval of this Ordinance. REASONS: Budget amendment BA2022-02 is being done to appropriate funds to the capital project for the Bellz Vista Park dock repairs and to commit funds from the 2022/2023 budget so Police and Ocean Rescue vehicles may be ordered this fiscal year. The advanced authorization for the vehicles is necessary due to the international supply chain shortage for vehicles and the extended lead time that's estimated to be 30-42 weeks. This will ensure that the vehicles are received for the replacement of aging vehicles and to secure new vehicles for future hires. The requested funds will be used to order the following: 7 Explorer hybrids (or similar) with cage and emergency equipment: $406,000 2 Explorer hybrids (or similar) with no cage and emergency equipment: $112,000 1 F150 (or similar) K9 vehicle 4x4 with equipment: $55,000 1 Explorer hybrid (or similar) unmarked: $47,400 1 Unmarked vehicle (detective vehicle TBD): $47,400 1 F150 (or similar) hybrid ocean rescue vehicle: $45,000 ATTACHMENTS: Ordinance Budget Amendment Narrative Item Number: 9.A 48
