HomeMy WebLinkAboutReso 2022-3375RESOLUTION NO. 2022 - ` �► A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING AN IN-KIND DONATION TO THE NORMAN S. EDELCUP/SUNNY ISLES BEACH K-8 SCHOOL, IN AN AMOUNT NOT TO EXCEED THIRTEEN THOUSAND DOLLARS ($13,000.00) FOR 125 STOP THE BLEED KITS AND INSTRUCTIONAL POSTERS; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION: PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Stop the Bleed is a national awareness campaign and call -to -action, encouraging bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrive; and WHEREAS, Stop the Bleed Kits ("Kits") enable bystanders to be prepared to respond to a bleeding emergency, as the kits include life-saving tools such as a tourniquet, QuikClot, gloves, elastic and modular bandages, gauze, sponges, scissors, and an instructional guide; and WHEREAS, the City of Sunny Isles Beach ("City") believes it is in the best interest of the City to equip the City's only public school, Norman S. Edelcup/Sunny Isles Beach K — 8, with 125 Kits and instructional posters; and WHEREAS, in partnership with the school's principal, teachers will receive the proper training to use the Kits in the event of an emergency; and WHEREAS, the donation of the Kits, along with the training, will provide life-saving tools that can help in the critical moments before first responders can arrive; and WHEREAS, the availability of the Kits and training will empower teachers, staff and students, with the essential tools to control life threatening bleeding from emergencies using proven lifesaving equipment; and WHEREAS, pursuant to Section 172-5(B) of the City's Code of Ordinances, donation of in-kind goods must be approved by the affirmative votes of at least four (4) members of the City Commission at a public meeting if such in-kind goods and services exceed a total cost of $10,000.00; and WHEREAS, the City of Sunny Isles Beach is dedicated to supporting its only public school with an in-kind donation of 125 Kits and instructional posters, in an amount not to exceed Thirteen Thousand Dollars ($13,000.00). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Donation. The City Commission hereby approves the in-kind donation of 125 Stop the Bleed Kits and instructional posters to the Norman S. Edelcup/Sunny Isles Beach K — 8, in an amount not to exceed Thirteen Thousand Dollars ($13,000.00). R2022 Donation In -Kind Goods - Stop the Bleed Kits Norman S. Edelcup/Sunrr Isles Beach K - 8 RECOMMENDATION: This Resolution is presented for your consideration. REASONS: In the City's effort to equip our only community school with the tools they need to fully care for our children, it is recommended that we donate 125 Stop the Bleed Kits and instructional posters to the Norman S. Edelcup / Sunny Isles Beach K - 8. In partnership with the school principal, Ms. Mesa ha agreed to ensure that the teachers receive the proper training to use the kit in the event of an emergency. The donation of these Kits, along with the training, will provide life-saving tools that can help in the critical moments before first responders can arrive. They will empower teachers, staff and students, with the essential tools to control life threatening bleeding from emergencies using proven lifesaving equipment.
