HomeMy WebLinkAboutReso 2022-3415RESOLUTION NO. 2022 -' W5 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE EXPENDITURE OF BUDGETED FUNDS FOR THE PURCHASE OF BUILDING DEPARTMENT VEHICLES FROM DUVAL FORD IN AN AMOUNT NOT TO EXCEED ONE HUNDRED FORTY THOUSAND DOLLARS ($140,000.00); AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on September 15, 2022, via Ordinance No. 2022-590, the City Commission of the City of Sunny Isles Beach ("City") adopted the Operating and Capital Improvement Budget for the Fiscal Year Commencing October 1, 2022, through September 30, 2023 ("Adopted Budget"); and WHEREAS, the City's Building Department is in need of purchasing four (4) Ford Escape Hybrid vehicles, which purchases were included in the Adopted Budget; and WHEREAS, due to high demand for hybrid vehicles as well as supply chain issues, Ford has a very narrow period of time for placement of vehicle orders; and WHEREAS, as a result of the aforementioned constraints, City Administration is requesting advance authorization to expend budgeted funds for the purchase of four (4) Ford Escape Hybrid vehicles, in an amount not to exceed $140,000.00, thereby allowing the Building Department to secure the purchase of 2024 models as soon as the option becomes available; and WHEREAS, pursuant to Section 62-13(C) of the City's Purchasing Code, purchases made under state general service administration contracts, federal, county or other governmental contracts or competitive bids with other governmental agencies, are exempt from the competitive bidding requirements set forth in Chapter 62; and WHEREAS, the purchase of the four (4) Ford Escape Hybrid vehicles will be from Duval Ford utilizing the Florida Sheriff's Association Light Vehicle Contract (FSA20-VEL28.0); and WHEREAS, the City wishes to authorize the City Manager, or his designee, to expend budgeted funds for the purchase of four (4) Ford Escape Hybrid vehicles from Duval Ford, in an amount not to exceed $140,000.00. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Purchasing Authority. The City Commission hereby authorizes the City Manager, or his designee, to purchase four (4) Ford Escape Hybrid Vehicles from Duval Ford and expend budgeted funds in an amount not to exceed One Hundred Forty Thousand Dollars ($140,000.00). @BCL@FCOBCBEA.docAuthorizing Vehicle Purchase with Duval Ford Page 1 of 2 Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. Parker, Building Official DATE: October 20, 2022 RE: Authorization for the Purchase of 4 Ford Escape Hybrids from Duval Ford RECOMMENDATION: Staff recommends approval of this Resolution. REASONS: Due to high demand for hybrid vehicles as well as supply chain issues, we are requesting the City Commission to authorize the expenditure of funds, adequately budgeted in the Building Department'! budget, for the purchase of 4 Ford Escape Hybrid vehicles, in an amount not to exceed $140,000. Currently, Ford has a very narrow ordering period of time and due to such constraints, the department was unable to secure the purchase of the 2023 models. By obtaining the Commission's approval, our department will be able to request the issuance of the PO to secure the purchase for the 2024 models, as soon as the option becomes available. The vehicles will be purchased utilizing the Florida Sheriff's Association Light Vehicle Contract (FSA2C VEL28.0).
