HomeMy WebLinkAboutReso 2022-3428RESOLUTION NO. 2022 - ' A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING AN IN-KIND DONATION TO THE NORMAN S. EDELCUP/SUNNY ISLES BEACH K-8 SCHOOL, IN AN AMOUNT NOT TO EXCEED NINE THOUSAND FIVE HUNDRED FIFTY-EIGHT DOLLARS ($9,558.00) FOR 25 STOP THE BLEED KIT CABINETS; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Stop the Bleed is a national awareness campaign and call -to -action, encouraging bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrive; and WHEREAS, Stop the Bleed Kits ("Kits") enable bystanders to be prepared to respond to a bleeding emergency, as the kits include life-saving tools such as a tourniquet, QuikClot, gloves, elastic and modular bandages, gauze, sponges, scissors, and an instructional guide; and WHEREAS, on July 21St, 2022, via Resolution No. 2022-3375, the City Commission of the City of Sunny Isles Beach ("City") approved the donation of 125 Kits to Norman S. Edelcup/Sunny Isles Beach K — 8 ("School"); and WHEREAS, the Miami -Dade School Board requires the Kits to be stored in a cabinet securely fasten to a designated area to allow for immediate response in the event of an emergency; and WHEREAS, pursuant to Section 172-5(B) of the City's Code of Ordinances, donation of in-kind goods must be approved by the affirmative votes of at least four (4) members of the City Commission at a public meeting if such in-kind goods and services exceed a total cost of $10,000.00; and WHEREAS, the City wishes to make an in-kind donation of 25 cabinets for the purpose of storing the Kits, in an amount not to exceed Nine Thousand Five Hundred Fifty -Eight Dollars ($9,558.00). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Donation. The City Commission hereby approves an in-kind donation of 25 storage cabinets for the storage of Stop the Bleed kids, in an amount not to exceed Nine Thousand Five Hundred Fifty -Eight Dollars ($9,558.00). Section 2. Authority of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. REASONS: At the July 21, 2022, City Commission meeting, the commission approved a donation of 125 Stop the Bleed Kits (Kits) and instructional posters to the Norman S. Edelcup / Sunny Isles Beach K-8. The Cit has received direction from the school principal, Ms. Mesa, on behalf of the Miami -Dade School Board, requiring Stop the Bleed cabinets to also be installed with the Kits. The Stop the Bleed cabinets offe Kit protection while providing a designated area for teachers, staff, and students, to locate the lifesaving Kits easily and quickly in the event of an emergency. The total cost of the cabinets is $9,558.00. FUNDING SOURCE: Funds are budgeted and available in the City Commission's donation account 001-1-5510-482000- 00000.
