HomeMy WebLinkAboutReso 2022-3430RESOLUTION NO. 2022- 1 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR THE FLORIDA DEPARTMENT OF TRANSPORTATION'S RECOMMENDATION TO IMPLEMENT EXCLUSIVE PEDESTRIAN PHASE SIGNALIZATION AT VARIOUS INTERSECTIONS WITHIN THE CITY; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach ("City") has always placed a priority on pedestrian safety and continuously endeavors to work closely with the Florida Department of Transportation ("FDOT") and Miami -Dade County ("MDC") to take measures to ensure pedestrian safety in the City; and WHEREAS, the City has been in constant communication with FDOT making several recommendations and requests to improve pedestrian safety; and WHEREAS, one of the City's requests was for exclusive pedestrian phase signalization ("EPPS") at certain high capacity intersections within the City; and WHEREAS, EPPS requires all vehicles to be at a complete stop and remain stationary while pedestrians cross, keeping pedestrians safe from turning vehicles; and WHEREAS, FDOT conducted a feasibility study and recommends implementation of EPPS along Collins Avenue, at the intersections of 172nd, 174tH, 178tH, and 183rd Streets ("Intersections"); and WHEREAS, the City Commission wishes to express its support for the implementation of EPPS at the aforementioned Intersections by FDOT. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Express Support. The City Commission hereby expresses its support for the implementation of exclusive pedestrian phase signalization at the aforementioned Intersections by FDOT. Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all thing s necessary to effectuate this Resolution. Section 3. Effective Date. This Resolution shall become effective upon adoption. GOVERNOR Miami, FL 33172 SECRETARY November 4, 2022 Ms. Susan Simpson Deputy City Manager City of Sunny Isles Beach 18070 Collins Avenue Sunny Isles Beach, FL 33160 RE: Exclusive Pedestrian Phases on Collins Avenue Dear Ms. Simpson, The Florida Department of Transportation has completed the City of Sunny Isles Beach's requested study for exclusive pedestrian phases at 172, 174, 178, and 183 Streets along Collins Avenue as well as additional analysis at the 178 Street intersection for split east and westbound phases. The study included traffic modeling to predict what future conditions will be like at each intersection. As anticipated, the model shows longer delays and vehicle back-ups, but the Department supports implementing exclusive pedestrian phases along the corridor. We would like to present our findings at the November 17th Commission meeting with the goal of obtaining a resolution of support. This will ensure we are making informed decisions. One of numerous requests was an exclusivE pedestrian phase at certain, high capacity intersections. FDOT studied this suggestion and is recommending to move forward with this improvement at the following intersections along State Road Alk 172 Street, 174 Street, 178 Street and 183 Street. An exclusive pedestrian phase signalization will require all vehicles to be stopped as pedestrians cross. This keeps pedestrians safe from left and right turning vehicles. The attached resolution for our approval is to accept their findings and support their recommendation so as to move this project forward. ADDITIONAL INFORMATION: I thank FDOT for their cooperation and generosity with their time to meet with us and work througr the numerous initiatives we brought forward. Working with both the MAPSAC and our traffic engineers, we have a long list of potential improvements and we look forward to continuing our working relationship with FDOT to bring more ideas like this to fruition.
