A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, APPROVING AN IN-KIND DONATION TO THE ALONZO AND TRACY
MOURNING HIGH SCHOOL, IN AN AMOUNT NOT TO EXCEED TWELVE
THOUSAND THREE HUNDRED TWENTY-SIX DOLLARS ($12,326.00) FOR 75 STOP
THE BLEED KITS AND INSTRUCTIONAL POSTERS; AUTHORIZING THE CITY
MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Stop the Bleed is a national awareness campaign and call -to -action,
encouraging bystanders to become trained, equipped, and empowered to help in a bleeding
emergency before professional help arrives; and
WHEREAS, Stop the Bleed Kits ("Kits") enable bystanders to be prepared to respond to a
bleeding emergency, as the kits include life-saving tools such as a tourniquet, QuikClot, gloves,
elastic and modular bandages, gauze, sponges, scissors, and an instructional guide; and
WHEREAS, the City of Sunny Isles Beach ("City") believes it is in the best interest of the
City to equip Alonzo and Tracy Mourning High School, the only public high school servicing the
City's high school aged population, with 75 Kits and instructional posters; and
WHEREAS, in partnership with the school's principal, teachers will receive the proper
training to use the Kits in the event of an emergency; and
WHEREAS, the donation of the Kits, along with the training, will provide life-saving tools
that can help in the critical moments before first responders can arrive; and
WHEREAS, the availability of the Kits and training will empower teachers, staff and
students, with the essential tools to control life threatening bleeding from emergencies using
proven lifesaving equipment; and
WHEREAS, pursuant to Section 172-5(B) of the City's Code of Ordinances, donation of
in-kind goods must be approved by the affirmative votes of at least four (4) members of the
City Commission at a public meeting if such in-kind goods and services exceed a total cost of
$10,000.00; and
WHEREAS, the City of Sunny Isles Beach is dedicated to supporting the only public high
school servicing the City with an in-kind donation of 75 Kits, in an amount not to exceed Twelve
Thousand Three Hundred Twenty-Six.Dollars ($12,326.00).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Donation. The City Commission hereby approves the in-kind
donation of 75 Stop the Bleed Kits and instructional posters to the Alonzo and Tracy Mourning

High School, in an amount not to exceed Twelve Thousand Three Hundred Twenty -Six Dollars
($12,326.00).
Section 2. Authority of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 3. Effective Date. This Resolution shall become effective upon adoption.

Approving a Donation of Stop the Bleed Stations for Alonzo and Trac)
Mouring Senior High School
RECOMMENDATION:
This Resolution is presented for your consideration.
REASONS:
In the City's recent resolution to equip Sunny Isles Beach K-8 with tools needed to care for oui
children, it is recommended that we also donate 75 Stop the Bleed Stations (Stations) to the Alonzc
and Tracy Mourning Senior High School (ATM). As there are two feeder schools to ATM, Sunny Isle
Beach K-8 and David Lawrence Jr. K-8, approximately half of the student body is encompassed by
Sunny Isles Beach residents.ATM has agreed to ensure that teachers and staff receive the proper
training to use the Stations in the event of an emergency. The donation of the Stations, along with the
training, will provide life-saving tools that can help in the critical moments before first responders can
arrive. They .will empower teachers, staff, and students with the essential tools to control life-
threatening bleeding from emergencies using proven lifesaving equipment.
FUNDING SOURCE:
Funds are budgeted and available in the City Commission's donation account 001-1-5510-482000-
00000.
