A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, ESTABLISHING A CHARTER REVISION COMMISSION; PROVIDING FOR
THE APPOINTMENT OF MEMBERS TO THE CHARTER REVISION COMMISSION;
PROVIDING FOR SUBMISSION OF PROPOSED CHARTER AMENDMENTS TO THE
CITY COMMISSION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to Section 7.4 of the City of Sunny Isles Beach ("City") Charter, the
City Commission is required to establish a Charter Revision Commission ("CRC") at its first
regular meeting in December of 2022; and
WHEREAS, the City's Charter states the CRC shall consist of five (5) members including
four (4) from the Residential Areas from which the City Commissioners were elected; and
WHEREAS, the Charter further provides the Mayor with the authority appoint (1)
person to the Charter Revision Commission who is a member of the Commission currently
serving a second consecutive term as Commissioner but who shall be a non-voting Charter
Revision Commission member; and
WHEREAS, the CRC is required to submit proposed Charter amendments to the City
Commission within 120 days after its creation; and
WHEREAS, the City Commission wishes to create Charter Revision Commission in
accordance the Section 7.4 of the City's Charter.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Creation of Charter Revision Commission. Pursuant to its authority under
Section 7.4 of the City Charter, the City Commission hereby establishes a Charter Revision
Commission to review the City Charter and to propose amendments to the Charter.
Section 2. Appointment of Member. The City Commission hereby appoints the following
members to the Charter Revision Commission:

Henry Strong
Seat 2:
Sylvana Zirulnikoff
Seat 3:
Ivette Francola
Seat 4:
Robert Tacher
Non -Voting Member:
Jeniffer Viscarra
Section 3. Commencement of Work. The Charter Revision Commission is required to
commence work within Forty -Five (45) days or no later than January 29, 2023.

Section 4. Submission of Proposed Amendments. The Charter Revision Commission is
required to submit proposed amendments to the City Commission within 120 days after its
creation or no later than April 14, 2023.
Section 5. Direction to City Clerk. The City Commission hereby directs the City Clerk to
work with the City Attorney and the Chairperson to schedule a first meeting during the second
week of January 2023.
Section 6. Effective Date. This Resolution shall become effective immediately upon
adoption.

RE: Appointments to the Charter Revision Commission
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
Pursuant to Section 7.4 of the City's Charter, the City Commission is required to establish a Chartei
Revision Commission ("CRC") at its first regular meeting in December of 2022. The City's Charter state
that the CRC shall consist of five (5) members including four (4) from the Residential Areas from which
the City Commissioners were elected. The Charter further provides the Mayor with the authority
appoint (1) person to the Charter Revision Commission who is a member of the Commission currently
serving a second consecutive term as Commissioner but who shall be a non-voting Charter Revision
Commission member.
This Resolution seeks to establish the CRC and confirm the appointment of its members.
ADDITIONAL INFORMATION:
The CRC is required to commence its proceedings within 90 days of their appointment and submit
proposed revisions to the City Commission within 120 days after its creation. Once received and
approved, the City Commission must present the revisions to the electorate no sooner than 30 days
and no later than 60 days.
