HomeMy WebLinkAboutReso 2023-3462RESOLUTION NO. 2023 -"` A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING AN INCREASE IN SPENDING AUTHORITY WITH CIGNA HEALTHCARE, CIGNA DENTAL, EYEMED, AND MUTUAL OF OMAHA FOR HEALTHCARE INSURANCES, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED EIGHTY-TWO THOUSAND EIGHT HUNDRED NINETY-EIGHT DOLLARS AND FOUR CENTS ($182,898.04); AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on February 17, 2022, via Resolution No. 2022-3294, the City Commission of the City Sunny Isles Beach ("City") approved the renewal of insurance coverages with Cigna Healthcare, EyeMed, and Mutual of Omaha (collectively "Providers"); and WHEREAS, due an increase in enrollment numbers as a result of vacant positions being filled, the addition of dependents, and IRS allowed plan changes, City staff has determined that an increase in spending authority with the Providers is needed to process payment of the final invoices for the 2022-2023 plan year; and WHEREAS, the City Commission wishes to approve the increase in spending authority with the Providers, in an amount not to exceed One Hundred Eighty -Two Thousand Eight Hundred Ninety -Eight Dollars and Four Cents ($182,898.04), to cover the increase in insurance rates. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Increase in Spending Authority. The City Commission hereby approves the increase in spending authority with Cigna Healthcare, EyeMed, and Mutual of Omaha, in an amount not to exceed One Hundred Eighty -Two Thousand Eight Hundred Ninety - Eight Dollars and Four Cents ($182,898.04), to cover the increase in insurance rates. Section 2. Authorization of the City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. This Resolution shall become effective upon adoption. PASSED AND ADOPTED on this 16th a, of February 2023. REASONS: On February 17, 2022 via Resolution no. 2022-3294 the City Commission approved the renewal of insurance coverage with Cigna, Eyemed and Mutual of Omaha in an amount not to exceed the total combined amount of $2,646,502.25 for the period of 3/1/2022 - 2/28/2023. At that time, the amount presented was based on the following enrollment numbers for active employees, COBRA Participants and Retirees (as of 2/1/2022): Medical: 186 participants Dental: 219 participants Vision: 219 participants Since that approval, the enrollment numbers have increased as follows: Medical: 212 participants Dental: 238 participants Vision: 241 participants The increase in enrollment numbers are due to vacant positions being filled, addition of dependents Item Number: 10.A
