HomeMy WebLinkAboutReso 2023-3480RESOLUTION NO. 2023 - _ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, RATIFYING A SECOND AMENDMENT AND APPROVING A THIRD AMENDMENT TO THE AGREEMENT WITH THE CORRADINO GROUP FOR PLANNING AND ZONING SERVICES, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED FIFTY THOUSAND DOLLARS ($150,000.00), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE MAYOR TO EXECUTE SAID AMENDMENT; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on November 9, 2021, the City of Sunny Isles Beach ("City") issued Request for Qualifications ("RFQ') No. 21-11-01 for Planning and Zoning Services, including Civil and Traffic Engineering ("Services"), for which four (4) responses were received; and WHEREAS, on January 201h, 2022, via Resolution No. 2022-3287, the City Commission ranked the submittals for the RFQ and authorized the City Manager to negotiate an Agreement with the top ranked firm of The Corradino Group ("Consultant"); and WHEREAS, the City Manager negotiated an Agreement with the Consultant for an initial term in an amount not to exceed $150,000.00 to perform the desired Services; and WHEREAS, the negotiated term of the Agreement is for (1) year, with four (4) one (1) year renewal options; and WHEREAS, on July 28th, 2022, via Resolution No. 2022-3384 ("Resolution"), the City Commission approved a First Amendment to the Agreement to conduct a Comprehensive Operational Analysis of the Sunny Isles Beach Shuttle Service ("Study"), in an amount not to exceed $55,950.00; and WHEREAS, via the same Resolution, the City Commission approved an increase in compensation with the Consultant for the original Services of the Agreement, in an amount not to exceed $85,000.00; and WHEREAS, on February 24th, 2023, the City Manager executed a Second Amendment to the Agreement with the Consultant, thereby exercising the City's first of four (4) renewal options, with no additional compensation; and WHEREAS, the City wishes to further amend the Agreement to provide for additional compensation for the original Services for the current renewal term, in an amount not to exceed $150,000.00; and WHEREAS, the City Commission now wishes to ratify the Second Amendment and approve the Third Amendment to the Agreement with The Corradino Group to provide additional compensation for planning and zoning services for the current renewal term, in an amount not to exceed One Hundred Fifty Thousand Dollars ($150,000.00), bringing the total R2023 Ratify Second And Approve Third Amend W Corradino Group Agmt For P&Z Svcs Page 1 of 3 contract amount not to exceed Four Hundred Forty Thousand Nine Hundred Fifty Dollars ($440,950.00), attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Ratification of Second Amendment. The City Commission hereby ratifies the Second Amendment to the Agreement with The Corradino Group exercising the City's first of four (4) renewal options with no additional compensation. Section 2. Approval of Third Amendment. The City Commission hereby approves a Third Amendment to the Agreement with The Corradino Group to provide additional compensation for planning and zoning services, in an amount not to exceed One Hundred Fifty Thousand Dollars ($150,000.00), bringing the total contract amount not to exceed Four Hundred Forty Thousand Nine Hundred Fifty Dollars ($440,950.00), attached hereto as Exhibit "A". Section 3. Authorization of Mayor. The Mayor is hereby authorized to execute said Amendment. Section 4. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 5. Effective Date. This Resolution shall become effective upon adoption. The City and Consultant hereby agree as follows: 1. AMENDING COMPENSATION. Effective February 23, 2023, the Parties wish to amend Section 4 of the original Agreement ("Compensation") to include additional compensation for continuing Services during the February 23, 2023 through February 22, 2024 renewal term, in an amount not to exceed One Hundred and Fifty Thousand Dollars ($150,000.00), bringing the total contract amount inclusive of the compensation described herein to Four Hundred Forty Thousand Nine Hundred Fifty Dollars ($440,950.00). 2. OTHER PROVISIONS REMAIN IN EFFECT. Except as specifically modified herein, all terms and conditions of the original Agreement any amendments thereto, shall remain in full force and effect. 3. CONFLICTING PROVISIONS. The terms, statements, requirements, or provisions contained in this Third Amendment shall prevail and be given superior effect and priority over any conflicting or inconsistent terms, statements, requirements or provisions contained in any other document or attachment, including but not limited to Attachment "A". The City and Consultant hereby agree as follows: RECITALS WHEREAS, on November 9, 2021, pursuant to Florida Statute 287.055, also known as Florida's Consultants' Competitive Negotiation Act ("CCNA"), the City issued Request for Qualifications ("RFQ") No. 21-11-01 for Planning and Zoning Services, including Traffic Engineering ("Services"); and WHEREAS, on February 17, 2022, the City awarded the RFQ to the Consultant, and entered into an Agreement, for the Services; and WHEREAS, the City is in need of a comprehensive operational analysis of the SIB Shuttle system, which require the professional services of a traffic engineer; and WHEREAS, the City now wishes to amend the Agreement awarded to the Consultant which was procured pursuant to the requirements of CCNA, to provide the aforementioned additional professional services; and WHEREAS, the City further wishes to amend the Agreement to provide for additional compensation for the original Services. NOW THEREFORE, in consideration of the promises and the mutual covenants herein name, the parties agree as follows: 1. ADDITIONAL SERVICES. Pursuant to Section 22 of the Agreement, the Parties hereby wish to amend Section 3 of the Agreement ("Services") to include a comprehensive operational analysis of the SIB Shuttle system as more particularly described in Consultant's proposal attached hereto as Attachment "A", which is incorporated herein by reference ("Additional Services"). 2. ADDITIONAL COMPENSATION. The Parties hereby wish to amend Section 4 of the Agreement to include additional compensation in the amount of Fifty -Five Thousand Nine Hundred Fifty Dollars ($55,950.00) for the Additional Services, and an additional Eighty -Five Thousand ($85,000.00) for the performance of the original Services. 3. OTHER PROVISIONS REMAIN IN EFFECT. Except as specifically modified herein, all terms and conditions of the original Agreement shall remain in full force and effect. 4. CONFLICTING PROVISIONS. The terms, statements, requirements, or provisions contained in this First Amendment shall prevail and be given superior effect and priority over any conflicting or inconsistent terms, statements, requirements or provisions contained in any other document or attachment, including but not limited to Attachment "A" and "B". Dion, City Attorney Page 2 of 4 `NHr.t,f AGREEMENT BETWEEN THE CITY OF SUNNY ISLES BEACH " AND THE CORRADINO GROUP CONTRACT NO. 2022-3089 THIS CONTRACTUAL AGREE NT (hereinafter referred to as the "Agreement") is made in duplicate, this ZOP day of , 2022, by and between the CITY OF SUNNY ISLES BEACH, Florida, (hereinafter referred to as "City"), and THE CORRA.DINO GROUP, a corporation authorized to do business in the State of Florida (hereinafter referred to as "Consultant") whose Federal I.D. # is 61-0713040. RECITALS WHEREAS, the City is in need of a consultant to provide professional planning and zoning consulting services, including civil and traffic engineering on an as needed basis ("Services"); and WHEREAS, the Consultant represents to the City that it possesses the requisite qualifications, expertise and licenses to perform all necessary work in connection with Services; and WHEREAS, Consultant has expressed the ability and desire to provide these Services, as more particularly described in RFQ No. 21-11-01 ("RFQ"), and Consultant's response to the RFQ, which are both attached hereto as Attachment `B" and incorporated herein by reference, subject to the terms and conditions contained herein; and WHEREAS, the City desires to enter into an Agreement with Consultant to provide the Services in a total amount not to exceed One Hundred Fifty Thousand Dollars ($150,000.00). NOW THEREFORE, in consideration of the promises and the mutual covenants herein name, the parties agree as follows: 1. RECITALS. The Recitals set forth above are hereby incorporated into this Agreement and made a part hereof for reference. 2. SERVICES. Consultant shall provide Services as more particularly described in RFQ No. 21-11-01, and Consultant's response to the RFQ, which are both attached hereto and made a part hereof as Attachment "B". 3. TERM. Subject to the provisions relating to the termination of this Agreement as set forth in Section 8 hereunder, this Agreement shall commence upon full execution by all parties, and shall terminate no later than one (1) year thereafter. The parties shall have the option to extend this Agreement for four (4) additional one (1) year renewal terms, based upon the City's exercise of these renewal periods. 4. COMPENSATION. As the entire compensation under this Agreement and during the terms of this Agreement, in whatever capacity rendered, the City shall pay Consultant an amount not to exceed One Hundred Fifty Thousand Dollars ($150,000.00) for the performance of the stated Services. Payment to Consultant for all charges and tasks under this Agreement shall be in 2022-3089 — The Corradino Group City of Sunny Isles Beach 18070 Collins Avenue, Sunny Isles Beach, Florida 33160 (305) 947-0606 phone (305) 949-3113 Fax accordance with this Agreement and the schedule of charges reflected in Attachment "A", and under the following conditions: a. Disbursements. Reimbursable expenses will be invoiced monthly at cost, as the work progresses, or as otherwise agreed upon. Such documentation and records will be available at all reasonable times for examination and audit by the City. Payment Schedule. Invoices received from the Consultant pursuant to this Agreement will be reviewed by the initiating City Department. If Services have been rendered in conformity with the Agreement, the invoice will be sent to the Finance Department for payment. Invoices must reference the contract number assigned hereto. Invoices will be paid in accordance with the State of Florida Prompt Payment Act. C. Availability of Funds. The City's performance and obligation to pay under this Agreement is contingent upon an annual appropriation for its purpose by the City Commission. d. Final Invoice. In order for both parties herein to close their books and records, the Consultant will clearly state "final invoice" on the Consultant's final/last billing to the City. This certifies that all services have been properly performed and all charges and costs have been invoiced to the City. Since this account will thereupon be closed, any other additional charges, if not properly included on this final invoice, are waived by the Consultant. Consultant shall make no other charges to the City for supplies, labor, taxes, licenses, permits, overhead or any other expenses or costs unless any such expense or cost is incurred by Consultant with the prior written approval of the City. If the City disputes any charges on the invoices, it may make payment of the uncontested amounts and withhold payment on the contested amounts until they are resolved by agreement with Consultant. Consultant shall not pledge the City's credit or make it a guarantor of payment or surety for any contract, debt, obligation, judgment, lien, or any form of indebtedness. The Consultant further warrants and represents that it has no obligation or indebtedness that would impair its ability to fulfill the terms of this Agreement. 5. INDEPENDENT CONTRACTOR RELATIONSHIP. The Consultant is an independent contractor and shall be treated as such for all purposes. Nothing contained in this Agreement or any action of the parties shall be construed to constitute or to render the Consultant an employee, partner, agent, shareholder, officer or in any other capacity other than as an independent contractor other than those obligations which have been or shall have been undertaken by the City. Consultant shall be responsible for any and all of its own expenses in performing its duties as contemplated under this Agreement. The City shall not be responsible for any expense incurred by the Consultant. The City shall have no duty to withhold any Federal income taxes or pay Social Security services and that such obligations shall be that of the 2 2022-3089 — The Corradino Group, Inc. Consultant shall furnish its own transportation, office and other supplies as it determines necessary in carrying out its duties under this Agreement. 6. OWNERSHIP OF DOCUMENTS AND EOUIPMENT. All documents prepared by the Consultant pursuant to this Agreement and related Services to this Agreement are intended and represented for the ownership of the City only. Any other use by Consultant or other parties shall be approved in writing by the City. If requested, Consultant shall deliver the documents to the City within fifteen (15) calendar days. 7. INSURANCE. Consultant shall, at its sole cost and expense, during the period of any work being performed under this Agreement, procure and maintain the following minimum insurance coverage to protect the City and Consultant against all loss, claims, damage and liabilities caused by Consultant, its agents or employees, as indicated below: ■ Comprehensive General Liability Insurance Consultant shall be required to purchase, maintain, and keep in full force, effect, and good standing, Comprehensive General Liability with primary limits of One Million Dollars ($1,000,000) per occurrence and Two Million Dollars ($2,000,000) aggregate during the initial and any renewal term of this Agreement. Coverage must be afforded on a form no more restrictive than the latest edition of the Comprehensive General Liability policy, without restrictive endorsements, as filed by the Insurance Services Office, and must include — Premises and Ongoing Completed Operations —on a primary and non-contributory basis including waiver of subrogation on behalf of the City of Sunny Isles Beach — Independent Contractors — Broad Form Property Damage — Broad Form Contractual Coverage applicable to this specific Contract, including any hold — Harmless and/or indemnification agreement — Personal Injury Coverage with Employee and Contractual Exclusions removed, with minimum limits of coverage equal to those required for Bodily Injury Liability and Property Damage Liability ■ Umbrella Insurance Consultant shall be required to purchase, maintain, and keep in full force, effect, and good standing, Umbrella Liability Insurance above the primary commercial general liability, automobile liability, and employers' liability policies required herein. The limit shall not be less than One Million Dollars ($1,000,000.00) each occurrence and annual aggregate per occurrence during the initial and any renewal term of this Agreement. ■ Worker's Compensation Insurance 2022-3089 —The Corradino Group, Inc. City of Sunny Isles Beach 18070 Collins Avenue, Sunny Isles Beach, Florida 33160 (305) 947-0606 phone (305) 949-3113 Fax Worker's Compensation Insurance for statutory obligations imposed by Worker's Compensation or Occupational Disease Laws, including, where applicable, the United States Longshoremen's and Harbor Worker's Act, the Federal Employers' Liability Act and the Homes Act. Employer's Liability Insurance shall be provided with a minimum of One Million Dollars ($1,000,000.00) per accident. Consultant agrees to be responsible for the employment, conduct and control of its employees and for any injury sustained by such employees in the course of their employment. ■ Professional Liability Insurance Professional Liability Insurance including Errors and Omissions with minimum limits of One Million Dollars ($1,000,000.00) per occurrence. ■ Cancellation and Re -Insurance If any insurance should be cancelled or changed by the insurance company or should any insurance expire during the period of this contract, the Consultant shall be responsible for securing other acceptable insurance to provide the coverage specified in this section to maintain coverage during the life of this Contract. All deductibles must be declared by the Consultant and must be approved by the City. At the option of the City, either the Consultant shall eliminate or reduce such ,deductible or the Consultant shall procure a Bond, in a form satisfactory to the City, covering the same. ■ Errors and Omissions Liability Errors and Omissions Liability insurance with minimum coverage limits of $1,000,000.00 each occurrence. Consultant acknowledges that the City is relying on the competence of the Consultant to design the project to meet its functional intent. If it is determined during construction of the project that changes must be made due to Consultant's negligent errors and omissions, Consultant shall promptly rectify them at no cost to City and shall be responsible for additional costs, if any, of the project to the proportional extent caused by such negligent errors or omissions. Insurance required of the Consultant shall be primary to, and not contribute with, any insurance or self-insurance maintained by the, City. Such insurance shall not diminish Consultant's indemnification and obligations hereunder. The insurance policy shall be issued by companies authorized to do business under the laws of the State of Florida and acceptable to the City with a minimum A.M. Best rating of A -Excellent. Before any work under this Agreement is performed, and at any time upon request, Consultant shall furnish to the City certificates of insurance evidencing the minimum required coverage and shall be appropriately endorsed for contractual liability, with the City named as additional insured. All policies shall contain a waiver of subrogation endorsement. All policies and certificates shall be in forms and issued by insurance companies acceptable to the City Manager or his designee. All insurance policies and certificates of insurance shall provide that the policies may not be canceled or altered without thirty (30) days prior written notice to the City. The City reserves the right from time to time to change the insurance coverage and limits of liability required to be maintained by 4 2022-3089—The Corradino Group, Inc. Consultant shall also require and ensure that each of its sub -Consultants providing services hereunder (if any) procures and maintains, until the completion of the services, insurance of the types and to the limits specified herein. ANY EXCEPTIONS TO THE INSURANCE REQUIREMENTS IN THIS SECTION MUST BE APPROVED IN WRITING BY THE CITY. 8. TERMINATION AND REMEDIES FOR BREACH. A. If, through any cause within reasonable control, the Consultant shall fail to fulfill in a timely manner or otherwise violate any of the covenants, agreements or stipulations material to this Agreement, the City shall have the right to terminate the Services then remaining to be performed. Prior to the exercise of its option to terminate for cause, the City shall notify the Consultant of its violation of the particular terms of the Agreement and grant Consultant ten (10) days to cure such default. If the default remains uncured after ten (10) days the City may terminate this Agreement, and the City shall receive a refund from the Consultant in an amount equal to the actual cost of a third party to cure such failure. If Consultant fails, refuses or is unable to perform any term of this Agreement, City shall pay for services rendered as of the date of termination. (i.) In the event of termination, all finished and unfinished documents, data and other work product prepared by Consultant shall be delivered to the City and the City shall compensate the Consultant for all Services satisfactorily performed prior to the date of termination, as provided in Paragraph 4 herein. (ii.) Notwithstanding the foregoing, the Consultant shall not be relieved of liability to the City for damages sustained by it by virtue of a breach of the Agreement by Consultant and the City may reasonably withhold payment to Consultant for the purposes of set-off until such time as the exact amount of damages due the City from the Consultant is determined. B. Termination for Convenience of City. The City may, for its convenience and without cause terminate the Services then remaining to be performed at any time by giving Consultant ten (10) days written notice. The terms of Paragraph 8 A(i) and A(ii) above shall be applicable hereunder. C. Termination for Insolvency. The City also reserves the right to terminate the remaining Services to be performed in the event the Consultant is placed either in voluntary or involuntary bankruptcy or makes any assignment for the benefit of creditors. 9. BACKGROUND CHECKS, A criminal background check will be required for any employee of the Consultant performing Services under this Agreement. The Consultant shall be required to perform the criminal background check at their own sole cost and expense through the City. The Consultant shall ensure that only their properly designated employees listed with the. City Manager be permitted to perform Services. Additionally, identification cards will be provided by the City at the Consultant's sole cost and expense. Consultant shall ensure that all designated employees wear the City's provided identification cards while performing Services. 10. GOVERNING LAW AND ATTORNEYS FEES. It is agreed that this Agreement shall be governed by, construed and enforced in accordance with the laws of the State of Florida. Venue for any legal proceeding shall be in Miami Dade County, Florida. In the event it becomes necessary for the City to file a lawsuit to enforce any term or provision under this Agreement and the City is the prevailing party then the City shall be entitled to its costs and attorney's fees at the pretrial, trial and appellate levels. 11. CONFIDENTIAL INFORMATION. The Consultant shall not, either during the term of this Agreement or any time for a period of ten (10) years subsequent to that date upon which the Consultant shall leave the employment of the City for any reason whatsoever, disclose to any person or entity, other than in the discharge of the duties of the Consultant under this Agreement, any information which the City designates in writing as "confidential." As a violation by the Consultant of the provisions of this Section could cause irreparable injury to the City and there is no adequate remedy at law for such violation, the City shall have the right, in addition to any other remedies available to it at law or in equity, to enjoin the Consultant from violating such provisions. 12. The Consultant shall be required to comply with the following requirements under Florida's Public Records Law: (i.) Consultant shall keep and maintain public records required by the City to perform the service. (ii.) Upon request from the City, Consultant shall provide the City with a copy of the requested records or allow the records to be inspected or copied within a reasonable time at a cost that does not exceed the cost provided by Chapter 119, Florida Statutes, or as otherwise provided by law. (iii.) Consultant shall ensure that public records that are exempt or confidential and exempt from public records disclosure requirements are not disclosed except as authorized by law for the duration of the contract term and following completion of the contract if the Consultant does not transfer the records to the City. (iv.) Consultant shall, upon completion of the contract, transfer, at no cost, to the City all public records in possession of the Consultant or keep and maintain public records required by the City to perform the service. The Consultant covenants that it presently has no interest and shall not acquire any interest, directly or indirectly which should conflict in any manner or degree with the performance of the Services. The Consultant further covenants that in the performance of this Agreement, no person having any such interest shall knowingly be employed by the Consultant. The Consultant guarantees that he/she has not offered or given to any member of, delegate to the Congress of the United States, any or part of this contract or to any benefit arising therefrom. 17. INDEMNIFICATION AND WAIVER OF LIABILITY. The Consultant agrees, to the fullest extent permitted by law, to defend, indemnify and hold harmless the City, its agents, representatives, officers, directors, officials and employees from and against all claims, damages, losses and expenses (including but not limited to attorney's fees, arbitration costs, and costs of appellate proceedings) relating to, arising out of or resulting from the Consultant's negligent acts, errors, mistakes or omissions relating to professional services in the performance of this Agreement. The Consultant's duty to defend, hold harmless and indemnify the City, its agents, representatives, officers, directors, officials and employees shall arise in connection with any claim, damage, loss or expense that is attributable to bodily injury; sickness; disease; death; or injury to impairment, or destruction of tangible property including loss of use resulting therefrom, caused by any negligent acts, errors, mistakes or omissions related to professional services in the performance of this Agreement including any person for whose acts, errors, mistakes or omissions the Consultant may be legally liable. The parties agree that One Hundred Dollars ($100.00) represents specific consideration to the Consultant for the indemnification set forth in this Agreement. 18. COMPLIANCE WITH LAW. Consultant shall comply with all laws, regulations and ordinances of any federal, state, or local governmental authority having jurisdiction with respect to this Agreement ("Applicable Laws") and shall obtain and maintain any and all material permits, licenses, approvals and consents necessary for the lawful conduct of the activities contemplated under this Agreement. 19. CONFLICTING PROVISIONS. The terms and conditions in this Agreement shall supersede any other conflicting provisions that are contained in any other document, including but not limited to Attachments "A", `B", "C" and "D". PROHIBITION AGAINST CONTRACTING WITH SCRUTINIZED COMPANIES. Pursuant to Florida Statutes Section 217.4725, contracting with any entity that is listed on the Scrutinized Companies that Boycott Israel List or that is engaged in the boycott of Israel is prohibited. Consultants must certify that the company is not participating in a boycott of Israel. Any contract for goods or services of One Million Dollars ($1,000,000) or more shall be terminated at the City's option if it is discovered that the entity submitted false documents of certification, is listed on the Scrutinized Companies with Activities in Sudan List, the Scrutinized Companies with Activities in the Iran Petroleum Energy Sector List, or has been engaged in business operations in Cuba or Syria after July 1, 2018. Any contract entered into or renewed after July 1, 2018 shall be terminated at the City's option if the company is listed on the Scrutinized Companies that Boycott Israel List or engaged in the boycott of Israel. Consultants must submit the certification that is attached to this agreement as Attachment "C". Submitting a false certification shall be deemed a material breach of contract. The City shall provide notice, in writing, to the Consultant of the City's determination concerning the false certification: The Consultant shall have ninety (90) days following receipt of the notice to respond in writing and demonstrate that the determination was in error. If the Consultant does not demonstrate that the City's determination of false certification was made in error, then the City shall have the right to terminate the contract and seek civil remedies pursuant to Florida Statute Section 215.4725. 21. E -VERIFY. Florida Statute 448.095 directs all public employers, including municipal governments, to verify the employment eligibility of all new public employees through the U.S. Department of Homeland Security's E -Verify System, and further provides that a public employer may not enter into a contract unless each party to the contract registers with and uses the E -Verify system. Florida Statute 448.095 further provides that if a Contractor enters into a contract with a subcontractor, the subcontractor must provide the Contractor with an affidavit stating that the subcontractor does not employ, contract with, or subcontract with an unauthorized alien. In accordance with Florida Statute 448.095, Contractor is required to verify employee eligibility using the E -Verify system for all existing and new employees hired by Contractor during the contract term. Further, Contractor must also require and maintain the statutorily required affidavit of its subcontractors. It is the responsibility of Contractor to ensure compliance with E -Verify requirements (as applicable). It is our understanding that the City of Sunny Isles Beach desires to enhance the performance of its three routes, (Orange Line #1, Orange Line #2, and Blue Line) so that they can operate at the highest level, as well as explore other alternatives to boost ridership and minimalize automobile traffic. This study will focus on increasing ridership, consider transitioning to, some extent, to demand response service, examine route timing, days and hours of service, consider the benefits and costs of an internal service vs an outsourced service, exploring other alternatives to automobile mobility and finally, integrating with other cities, locations and services. In doing this it will be important understand different traffic generators and hubs to help improve and revitalize the current service routes, examine different service amenities that would make riders more comfortable, to evaluate different emerging technologies like on demand service or first mile/last mile service, as well as understand rider's needs. Corradino will determine appropriate route alternatives and examine the potential locations of new stops. An analysis of potential new route options will be undertaken to determine if additional mobility and connectivity can be provided to other generators, such as schools, parks, and shopping areas like in connection with Normal Edlecup Elementary (SIB K-8), as well as the FIU Biscayne Bay Campus. The project will be supported by a detailed public engagement campaign. The following is a detailed scope of services, timeline and price. This will be used as the basis for any alternative route development. This set of existing conditions will be the basis upon which to develop all recommendations and system improvements. The many data collection activities that will take place during Task 1 include: • Complete boarding and alighting study of fixed -route bus trips; • An onboard passenger interview survey; • Review of regional and adjacent municipalities circulators, shuttles and on -demand transit services; • Review of roadway, conditions and location of major trip generators, as well as potential interface locations with other transit services • Review of operational data for Orange Line #1, Orange Line #2, and Blue Line • Examine other services to minimalize automobile usage, such as FreeBee or other rideshare services, as well as other non -motorized alternatives 1.1 Boarding and Alighting Survey The boarding and alighting survey is major undertaking and an extremely important data item. The boarding and alighting data will be used to examine route productivity issues, key trip generators, vehicle requirements and the like. Corradino has conducted numerous boarding and alighting surveys. They are typically done with using hand-held or tablet computers with all stops, routes and trips preprogrammed. Boardings and alightings will be time -stamped as they are collected to allow for the calculation of run time per trip and segment, schedule adherence and average speed. For the 6 days/week routes, Corradino proposes collecting full day sampling from each route for two (2) weekdays and one (1) Saturday. Data will be downloaded from the handheld or tablet devices and compiled into a ridership database that can then be queried to determine key performance factors such as total and average ridership by trip and route, boarding by stop, segment and trip and time of day, maximum load point, etc. The database can also be linked to a GIS -based map to graphically depict data such as boardings and alightings by stop, load factors and route productivity by segment. The surveys will be conducted as passengers board the buses, by handing them a survey to fill out as they ride or by asking questions one on one. Aside from handing surveys out on the buses, a citywide survey will be made available. The survey will be a one page, check the box instrument which will quickly assess pertinent information. 1.3 Review of other Circulators Corradino will review the basic scheduling, funding and performance data for other circulators within the region. This information will include number of routes, headways, hours and days of operations, stop locations, cost per mile, cost per passenger. This data will be used to compare the all three SIB Shuttle Routes with those services and assess the efficiency or effectiveness. 1.4 Review of External Conditions and System Operational Data Corradino will examine roadway LOS across the city specifically around Norman Edlecup, identify existing and potential future transit trip generators, Elementary, in conjunction with staff, identify areas of potential interface with other transit systems, then geocode each into a GIS database. This portion of the study will examine a cost analysis of the current system, and an analysis between City operated or privately -operated transit. The review of external conditions will identify different enhancements with the system, including but not limited to connection points with services other services, on -board WiFi, and branding opportunities. Corradino will review all existing route data on ridership, cost, etc. for all three routes. This will be used to supplement the analysis. 1.5 Intergovernmental Coordination Corradino will coordinate with the surrounding cities and transit providers to understand better the ability to link services and provide regional access where possible. Task 2: Alternative Routes Time Frame: Day 75-140 Cost: $14,725 Based on the review of roadways conditions, demographics and transit generators identified during Task 1, up to two alternative routes structures for the system will be developed. Planning level cost estimates will be developed for each option based on the operational and capital needs of the route structure; if needed, the cost of additional vehicles and facilities will be included. Evaluation of Alternative Routes will at a minimum, consider: • Benefits and detriments of linking routes; • Analysis of transfer locations/times to determine the efficiency of route connectivity. • Potential headways and passenger travel times Corradino will utilize the results of Task 1 to conduct an analysis of expansion opportunities to areas not currently served by the shuttle. The expansion analysis will include consideration of how expansion will impact the existing system. Task 3 — Public Engagement: Time Frame: Day 1— Project Conclusion Cost: $6,725 Kickoff Meeting: A kickoff meeting will be held with City staff after the NTP within one week. Steering Committee Meeting: A steering committee will be formed consisting of various city departments, Miami Dade County Transit, and other willing operators of surrounding systems. Two (2) meetings with the steering committee will be held, at the outset of the study and when the draft conclusions are available. Public Workshop: One (1) public workshop will be held to inform the general public about the study and to solicit their input, and will be publicized to encourage current and potential riders to attend. Stakeholders Meetings: Stakeholder meetings are critical to a good transit plan. Interviews with major stakeholders, such as staff, concerned citizens and businesses, as well as elected officials will be conducted. During these meetings, it will be important to document the needs of the groups that the stakeholders represent, the vision of what they would like services to look like in the future (types of services and service area), and any upcoming developments within their organization or the group that they represent that would generate changes in the need for transportation. Up to a dozen stakeholders meetings will be scheduled for this effort. Minutes/summaries of all meetings and interviews will be provided. City Council Presentation: One presentation will be made to the City Council to review in detail and answer questions about the project. REASONS: In February 2022, the City Commission approved an agreement with The Corradino Group, Inc fo Planning and Zoning Services, including Traffic Engineering. The City of Sunny Isles Beach has provide a free shuttle service for over 20 years. The original route was developed in cooperation with Miami - Dade County and evaluated for efficiencies in 2005. The City demographics have changed and transit opportunities have progressed since that time. The City is in need of a full, comprehensive review of the existing system, the performance of its current routes, the possibility of adding on -demand service, adjusting route timing and service hours and possibly expanding the route based on public input and community need (Study). The overall goal is to develop a transit system that will reduce vehicular traffic within our city and provide a better product for our residents. The Corradino Group are qualified to perform this Study and have been selected for engineerinf services through a CCNA bid. Their proposal was negotiated by our Purchasing Manager and i presented for approval in an amount not to exceed $55,950.00. In July 2022, the first amendment to the agreement was made to increase the compensation by $140,950.00 to accommodate a Shuttle Bus Study and to add funds for planning and zoning consulting services (Reso 2022-3384). In February 2023, a second amendment to the agreement was executed to renew the contract for additional one-year term.
