CALL TO ORDER / ROLL CALL OF MEMBERS The meeting was called to order by Mayor Scholl at 6:30 p.m. with the following officials present: Mayor George Scholl Vice Mayor Larisa Svechin Commissioner Dana Goldman* Commissioner Alex Lama Commissioner Jeniffer Viscarra* [*Clerk’s Note: Participated virtually.] City Manager Christopher J. PLEDGE OF ALLEGIANCE / INVOCATION Action: Mayor Scholl gave the pledge of Allegiance, and Rabbi Barren gave the invocation. 3. SUMMARY MINUTES 3A. Additional Information: Hybrid Regular City Commission Meeting – February 18, 2021. Action: Vice Mayor moved, and Commissioner Lama seconded a motion to the above- mentioned Summary Minutes. The motion was approved by a voice vote of 5-0 in favor. 4. ORDER OF BUSINESS (Additions/Deletions/Amendments) 4A. REQUEST TO HEAR ITEMS Action: Commissioner Lama moved, and Vice Mayor Svechin seconded a motion to approve the above-mentioned change to the agenda. The motion was approved by a voice vote of 5-0 in favor. 5. SPECIAL PRESENTATIONS 5A. Presentation of the Miami-Dade Fire Rescue Department’s Annual Service Delivery Report. Action: Report of Miami-Dade Fire Rescue Chief Alan Cominsky. An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Amending Chapter 135 of the City’s Code of Ordinances, Titled “Construction Sites” to Amend Section 135-2 to Provide for Maintenance Standards Previously Contained in Section 212-4(D), Adding Requirements for Owners and Contractors in Response to Severe Weather Advisories, Creating Article III “Construction Fences” by Creating a New Section 135-6 to Incorporate Those Provisions Previously Contained in Section 265- 63.3, and Providing for Additional Regulations and Standards; Amending Section 212- 4 of the City’s Code of Ordinances, “Property Maintenance”, to Repeal Subsections (C) and (D) Relating to Vacant Lot and Construction Site Maintenance; Amending Chapter 253, Titled “Vacant Lots” to Include Those Provisions Previously Contained in Section 212-4(C) and Providing for Additional Fencing Standards; Providing for Amortization of Nonconformities; Repealing Section 265-63.3, Titled “Construction Fencing”; Providing for Repealer; Providing for Severability; Providing for Inclusion in the City Code; Providing for an Effective Date. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Awarding Request for Proposal No. 20-12-01 to, and Approving an Agreement with, The Amusement Source, LLC., for Event Rides Rental, in an Amount Not to Exceed $120,000.00; Authorizing the Mayor to Execute Said Agreement; Authorizing the City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Approving a Fourth Amendment to the Agreement with the City of Hialeah to Provide Maintenance, Repair, and Storage Services for the City’s Shuttle Buses, Vehicles and Equipment, in an Amount not to Exceed $200,000.00; Authorizing the City Manager to Execute Said Amendment and to Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Authorizing the Chief of Police, in Accordance with the Comprehensive Crime Control Act of 1984 to Expend Partial Forfeiture Funds From the Department of Justice (“DOJ”) for Design, Engineering, and Permitting Services to be Performed by Magellan Advisors for the Build-Out of the Fiber Optic Network, and for the Purchase of Eight (8) Pro Laser Speed Detectors, in an Amount Not to Exceed $39,339.00; Providing For An Effective Date. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Ratifying First Amendments to the Agreements with Disaster Program & Operations, Inc. and Tidal Basin Government Consulting, LLC. to Provide Disaster Debris Monitoring Services; Authorizing the City Manager and the City Attorney to Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Ratifying First Amendments to the Agreements with DRC Emergency Services, LLC. and CrowderGulf Joint Venture, Inc. to Provide Disaster Debris Removal Services; Authorizing the City Manager to Do All Things Necessary to Effectuate this Resolution; Providing for an Effective Date. Resolution No. 2021-3182 was adopted by a voice vote of 5-0 in favor. 10F. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Expressing Support For Senate Bill 334 And House Bill 229 Which Would Allow Local Governments To Regulate Smoking in Parks And On Beaches; Urging The Florida Legislature And Governor Ron DeSantis To Support And Approve The Legislation; Directing The City Clerk To Distribute Copies Of This Resolution; Providing For An Effective Date. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Directing the City Manager to Pursue the SIB Pedestrian Safety Recommendations Which Include a Detailed and Comprehensive Policy of Active Policing Across the City Resulting in Increased Traffic Enforcement in Hotspot Locations at/near Crosswalks Within the City; Directing the City Manager to Request that Florida Department of Transportation and Miami-Dade County Analyze Proposed Changes to Speed Limits and Crosswalk Designs/Features for their Respective Roads; Providing for an Effective Date.
