A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE
COMPREHENSIVE CRIME CONTROL ACT OF 1984 TO EXPEND FORFEITURE FUNDS
FROM THE DEPARTMENT OF JUSTICE ("DOJ") FEDERAL FORFEITURE ACCOUNT TO
PURCHASE AUTOMATIC LICENSE PLATE READERS, BULLET PROOF VESTS, RADIOS,
AND FOUR (4) FORD F150 TRUCKS, IN AN AMOUNT NOT TO EXCEED FIVE
HUNDRED SEVENTEEN THOUSAND FOUR HUNDRED THIRTY-THREE DOLLARS AND
EIGHTY-FIVE CENTS ($517,433.85), ATTACHED HERETO AS EXHIBIT "A";
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of
Sunny Isles Beach ("City") and its Police Department are authorized to expend forfeiture funds
from the established Department of Justice ("DOJ") federal forfeiture account, for approved
programs or purchases intended to enhance law enforcement purposes; and
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida
Statutes §932.7055(5)(b), upon the request of the Chief of Police to the governing body of a
municipality, liens and forfeiture funds may be expended if accompanied by written certification
that the request complies with the provisions of the aforementioned subsections; and
WHEREAS, the Chief of Police has submitted a request to expend DOJ forfeiture funds in
compliance with the aforementioned legal requirements to purchase automatic license plate
readers, bullet proof vests, radios, and four (4) Ford F150 trucks, in an amount not to exceed Five
Hundred Seventeen Thousand Four Hundred Thirty -Three Dollars and Eighty -Five Cents
($517,433.85), in an amount, attached hereto as Exhibit "A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Expenditure of Partial Federally Forfeited Monies. Based on the attached
certification, attached hereto as Exhibit "A", the Chief of Police is hereby authorized to spend Five
Hundred Seventeen Thousand Four Hundred Thirty -Three Dollars and Eighty -Five Cents
($517,433.85), attached hereto as Exhibit "A", from the established Department of Justice federal
forfeitures account to purchase automatic license plate readers, bullet proof vests, radios, and four
(4) Ford F150 trucks.
Section 2. Effective Date. This Resolution shall become effective immediately upon adoption.

RE: Authorize the Expenditure of DOJ Forfeiture Funds to purchase Automatil
License Plate Readers, Bullet Proof Vests and Handheld Police Radios
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
The Police Department is seeking approval to expend Department of Justice forfeiture funds tc
purchase police equipment. At the direction of the City Manager a complete assessment of the Police
Department was conducted to include an audit of police equipment. That audit revealed the need tp
purchase 23 bullet proof vests and 7 tactical carriers for use by police officers. This purchase will
ensure that each officer has a current bullet proof vest which is essential to our officer's safety. The
purchase of vests will cost $32,000.00.
Due to the hiring of personnel to fill vacancies there is a need to purchase handheld police radios and
vehicle police radios to make sure we have sufficient supplies. The purchase of the radios from Miami -
Dade County will cost $47,778.50 for handheld radios and $17,800.00 for vehicle police radios.
The Police Department is seeking approval to expend DOJ funds to purchase additional automatic
license plate reader sites. The new sites will be located at strategic locations which will enhance public
safety. With the addition of these ALPR sites to existing locations, the Norman S. Edelcup K-8 Schoc
and several religious sites will be protected using this technology. We are seeking approval to expend
$187,705.79 which includes a 10% contingency cost with Millenium (sic) Products Inc. for this project.
Lastly the Police Department is seeking approval to expend $232,149.56 to purchase four (4) Forc

F150s for use by Police Supervisors. The F150s will be given to current police supervisors, whose
current cars will be repurposed for use by newly hired officers. The Ford F150s will assist Police
Supervisors with traversing the city during inclement weather because of their higher ground
clearance. These vehicles are also able to drive on the beach easier than other vehicles and will
provide the ability to haul items which can be useful.

Funds have been appropriated in various account nos. 600-3-5210-XXXXXX-00000.
