A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE
COMPREHENSIVE CRIME CONTROL ACT OF 1984, TO EXPEND FORFEITURE FUNDS
FROM THE DEPARTMENT OF JUSTICE ("DOJ") FEDERAL FORFEITURE ACCOUNT TO
PURCHASE POLICING EQUIPMENT, AND POLICE CANINES, AND RELATED
EQUIPMENT, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED TWENTY-SIX
THOUSAND TWO HUNDRED FORTY DOLLARS AND NO CENTS ($126,240.00),
ATTACHED HERETO AS EXHIBIT "A"; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the City of
Sunny Isles Beach, Florida ("City") and its Police Department are authorized to expend forfeiture
funds from the established Department of Justice ("DOJ") federal forfeiture account, for approved
programs or purchases intended to enhance law enforcement purposes; and
WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984 and Florida
Statutes §932.7055(5)(b), upon the request of the Chief of Police to the governing body of a
municipality, liens and forfeiture funds may be expended if accompanied by written certification
that the request complies with the provisions of the aforementioned subsections; and
WHEREAS, the Chief of Police has submitted a request to expend DOJ forfeiture funds in
compliance with the aforementioned legal requirements to purchase policing equipment, and
police canines, and related equipment, in an amount not to exceed One Hundred Twenty -Six
Thousand Two Hundred Forty Dollars and No Cents ($126,240.00), attached hereto as Exhibit "A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Expenditure of Federally Forfeited Monies. Based on the attached certification,
attached hereto as Exhibit "A", the Chief of Police is hereby authorized to spend One Hundred
Twenty -Six Thousand Two Hundred Forty Dollars and No Cents ($126,240.00), from the established
Department of Justice federal forfeitures account to purchase policing equipment, and police
canines, and related equipment.
Section 2. Effective Date. This Resolution shall become effective immediately upon adoption.

MEMORANDUM

RE: Authorize the Expenditure of DOJ Funds for Police Kgs and Relate(
Equipment, and Policing Equipment
RECOMMENDATION:
Staff recommends approval of this Resolution.
REASONS:
The Police Department is seeking approval to expend Department of Justice forfeiture funds tc
purchase police equipment. Our last remaining police dog "Vino" is approaching retirement at the end
of May. The Police Department would like to replace the dog and a previously retired police dog
"Rocko" with two new police Kgs. We plan on purchasing two police dogs, one for drugs and patrol
work and the second for explosives and patrol work. We would also need to purchase the required
equipment to be given to the newly selected handlers. We are asking to utilize $100,000.00 for this
purpose.
Additionally, the police department is promoting two police sergeants and is in the need to purchase
two ballistic shields for $6,000.00 and two breach kits for $2,800.00 which would ensure that all patrol
supervisors have this much needed equipment. This equipment would assist our officers in violent
confrontations to include active shooter situations.
Due to the increase in personnel in the Marine Patrol Unit, the police department is in need for a
ruggedized laptop computer for the vessel at a cost of $4,000.00. This laptop will be used exclusively
on the police boat by the newly acquired marine officer.
Due to the increased traffic enforcement, there is a need for officers to have tint meters. The 40 tint

meters will be given to patrol officers to enforce dark tint violations at a cost of $6,000.00.
Lastly, the police department is in need of smaller firearms to more easily conceal for plain clothes
officers at a cost of $6,500.00. These 13 firearms will be the same make and caliber as the newly
purchased firearms used agency wide. The plain clothes officers would also need holsters at a cost of
$1,040.00.
