The projects listed below are examples of exactly that experience. CES provided miscellaneous engineering services for the design and construction of major infrastructure improvements for the City of Miramar. The improvements involved planning, design and permitting for new water and gravity sewer pipelines; storm water drainage improvements; design of a new pumping station, and the design of associated roadway and sidewalk improvements. In addition to design support services, CES staff were responsible for construction oversight to ensure that all work performed by the contractor met or exceeded the City', County and FDOT construction guidelines. CES was selected by Miami -Dade Public Works Department to provide Engineering Design Services and Construction Management and Inspection Services as part of the Department's Capital Improvement Program. CES staff was responsible for the design of ADA compliant bus stops and sidewalks; drainage design; roadway design; street lighting; bridge design and inspections. CES personnel have overseeing the construction of over $150 million in capital improvement for the Department. CES has been providing professional services under this contract since 2003. CES has been contracted to design approximately 72,000 L.F. of 6 -inch water main and services for the City of Miramar, including a directionally drilled 8 -inch Ductile Iron Pipe section of 120 L.F. The functionality of the design is for improved fire protection throughout the neighborhoods, which currently has 2 -inch and 4 -inch water mains. CES is also tasked with locating required fire hydrants to be connected to existing 6 -inch and greater water mains. The final product will provide residents with essential fire protection, and it will also increase the water Flow and provide better water pressure to the residents. As part of a Block Grant Program, the City of Homestead selected CES to provide Engineering Design for a new Flagship Cinemas theater. CES provided civil engineering design and construction oversight associated with the access road into the movie theater - water and sewer; pumping station; parking lot; storm water drainage; landscaping; striping and lighting. The project had an estimated construction value of over $12 million and it was completed on time and under budget. CES has provided Engineering Services to Miami -Dade Water and Sewer Department under multiple contracts, assisting the Department in a variety of areas. CES staff also developed Remedial Action Plans to bring over 400 pump stations into compliance with State of Florida Department of Environmental Protection's mandated operating criteria; designing a new 72 -inch Raw Water Pipeline; proving planning support services for a hydraulic model; engineering and related services for the expansion of the Hialeah Preston Water Treatment Plant. CES also recently completed the design of over 3 miles of 12 -inch pipeline design under a separate contract under the Needs Assessment Program. CES also provided Construction Inspections Services to the City of Fort Lauderdale as part of the City's Waterworks 2011 Infrastructure Improvement project. Land use is a combination of residential and commercial. Since the roadway is part of an older, well established neighborhood, many different utilities are installed within the Right -of -way. The project corridor includes a 30 -inch water main and smaller water mains, as well as gas, multiple fiber -optic cable duct banks, sanitary sewers, and force mains. Other complicating factors in the design include low grade elevation and a high groundwater table at the southern end of the project, which is adjacent to Biscayne Bay; higher elevations in the mid section; and 'normal' elevations around the northern end. The proposed drainage design has been developed in accordance with guidelines set forth by the County and by the Florida Department of Transportation. The design consists of approximately 70 structures, as well as 3,000 LF of piping and 2,000 LF of French drains divided into eight (8) independent, closed systems. By creating independent systems, CES has been able to develop a design that satisfies the requirements while also securing significant cost savings to the client compared to the traditional approach used to create interdependent systems. The development of this energy efficiency plan also incorporated the projected flows of these water pumps through the 2030 planning horizon. The purpose of this task was to evaluate all aspects of the pump station, identify deficiencies, and provide energy efficiency recommendations in order to increase the critical station capacity and reduce pump run times below the 10 -hour per day limit. The team creation of smaller bid packages provided the client with a phasing that fulfilled their needs while reducing the initial capital cost required by the entire 72,000 L.F. Biscayne Bay Coastal Wetlands GIS South Florida Water Management District This 45,000 -acre project is generally located between US 1 and Biscayne Bay in southeast Miami - Dade County. The purpose of this project was to create an updated, generalized National Wetlands Inventory (NWI) map of the Biscayne Bay Coastal Wetlands (BBCW) project area for planning purposes. Through a combination of aerial photograph interpretation and field verifications, the 1990 NWI map was updated using Arcview GIS to reflect changes that have occurred (i.e. wetland loss, change in vegetative cover) since 1990. His work has included recommendations for improvements to (maintenance of) existing open drainage channels and systems. Investigative engineering assignments have included feasibility studies, economic analyses, routing studies, assessment of cost impacts of regulatory compliance, and estimation of operation and maintenance costs. Key Projects Murray Hill Drainage Improvements Phases II - V Jacksonville, Florida Mr. Flick worked with a team of engineers who performed an in depth field investigation to identify needed drainage improvements within the Murray Hill neighborhood. Because the identified improvements exceeded the City's available construction budget, the proposed drainage improvements were prioritized according to severity of need. Construction cost estimates were prepared for each of the proposed improvements which allowed the City to select those improvements that satisfied highest need while holding costs within their allowable budget. The Study was followed by a final design contract to prepare construction plans for the drainage improvements which were separated into four phases. All of the drainage improvements were designed integrally with the JEA's plans for replacing all of the existing waterlines and installing a completely new wastewater collection system to phase out the existing septic tanks. The Study Phase required field investigations to determine the extent of existing improvements, the hydraulic modeling of existing open drainage channels, and a Phase I Environmental Site Assessment to check for the presence of contaminated soils near a former dry cleaning facility. Final design addressed 2.11 miles of local neighborhood streets with improvements to both roadside drainage swales, storm sewer pipe networks and 3,225 linear feet of open drainage channels. Additional work included removing and replacing 10,847 lineal feet of 6" asbestos cement and smaller diameter galvanized pipe waterlines for the JEA. Southside Boulevard (S.R. 115) Jacksonville. Florida Mr. Flick was responsible for all drainage design and permitting associated with the reconstruction of Southside Boulevard, S.R. 115, from J' Turner Boulevard to Beach Boulevard, in Jacksonville, Florida, on this two and half mile project. The existing ditch collected and conveyed runoff from a 67 -acre watershed and residents at the upstream end of the ditch had been experiencing localized Flooding. Based upon a detailed field reconnaissance, coupled with hydraulic modeling, it was determined that maintenance rather than reconstruction was the most cost effective solution. Soil resistivity readings will establish the level of cathodic protection necessary in order to protect the metal pipe. The evaluation of piping systems will consider both the capital cost of the corrosion protection system as well as its maintenance costs. Stray current testing along with pipeline alignment to assess the potential for interference from other sources of DC current will be performed. Any tunnel installation will consider appropriate method to cathodically protect the steel liner. Develop and Evaluate Alternative Alignments CES will evaluate alternative alignments taking into consideration preliminary design information for each alignment, including construction planning considerations, cost estimates, and implementation schedules. The CES Team will investigate multiple bid packages for the construction work to enhance cost, schedule, and community socio- economic benefits. For example, expediting specialty contracts for subaqueous and /or tunnel crossings may allow for early completion of the overall project schedule. In addition, creating smaller construction and /or supply packages could allow smaller local business entities the ability to participate in the project. Finding a way to foster local participation will typically enhance public acceptance of a project. Surveying, Mapping and Right -of- Way Support If required, CES can obtain digital orthophotographic map and a separate planimetric and topographic contour map (at one -foot intervals). Geotechnical evaluations of soil and rock properties, groundwater, and potential geologic hazards at prospective sites will be summarized. Specific recommendations will be developed to facilitate engineering evaluations of alternative alignments and profiles including special considerations for pipeline trench stability, groundwater, tunneling and rock excavation. Conditions may differ substantially from those described above where pipelines cross developed areas. Local fill, imported material and disturbed formational materials probably are present due to earthwork performed for development. These conditions will be evaluated by a surface reconnaissance and subsurface exploration program during design. Thanks to our in -house materials testing lab, some limited geotechnical activities may be expedited to facilitate early decisions in the design analysis. Value Engineering Review Throughout the design effort, the CES Team will seek the means to provide the C� CU \A4i \�g_ut most effective, cost - efficient, biddable and constructible design documents. We understand that this effort will be augmented by value engineering (VE) reviews to provide essential functions in the most cost - effective manner, consistent with requisite performance, cons tructability, reliability, maintainability, and safety standards. The CES Project Manager and lead designers will provide required calculation and design documents to the VE Team Leader. We will make our technical experts available for the VE Team briefing. We recommend that the City also participate on the VE Team. The CES Team will make a design presentation to the VE Team, who will evaluate potential cost - saving options both for construction and total life -cycle costs. All VE Team's recommendations that maintain the design intent, reflect lower costs, and /or improve constructability and bidability will be implemented. Preliminary Design Cost Estimate A detailed breakdown in CSI format of our opinion of labor and material costs for construction will be prepared. Phase II: Design In Phase II, the design of the projects will be developed. In addition, the detailed subsurface investigation of pipeline alignments will be conducted. Soft -Dig Utility Verification Where applicable, air /vacuum soil extraction for actual existing public and private utility locations will be conducted. Exact locations of critical utilities will be confirmed by field survey. Construction Plans & Specifications Plan and profile drawings will be provided for the selected, permitable corridor. Plans will delineate permanent and temporary easements, rights -of -way and applicable property data. Multiple bid packages separating tunnel pipeline work and open -cut pipeline work may be recommended to reduce capital cost and increase number of bidders. Details will be provided for temporary utility service, pipeline appurtenances, bedding, utilities, structures, thrust restraint and connections. A required work sequence with specific requirements will be provided for each bid package. Maintenance of Traffic Plan (MOT) Traffic control plans in accordance with the City, MDPWD, and FDOT standards will be developed where construction activities encroaches on public rights -of- way. Emphasis will be placed on public safety and maintaining the traffic flow status quo. The successful completion of any construction project requires safety. When working on public roadways, safety needs to be extended not only to workers, but also to the general public using these roadways. The only way to extend safety to the workers and the general public is through a Maintenance of Traffic plan. Selecting and implementing the most effective MOT possible will reduce work related accidents. It will also reduce project C cos.r...es. vc. costs and avoid schedule delays due to accidents. Roadways within the county vary from two -lane two -way to four lanes with a median. MOT plans for each type of roadway is illustrated below. Two -Lane Two -Way, Working Within the Travel Way This MOT plan is very important due to the lack of space and the close proximity of the work area to the general public. The work area will typically take one full lane. Flagmen will direct traffic from both directions through the remaining lane. Since the work zone will constantly move, there is no need for concrete barriers. The proper traffic control signs and devises will help all drivers safely maneuver around our work zone. It will also be used, if micro - tunneling is required for complex canal or highway crossings. The working and receiving shafts operate similar to the open -cut work zone. Multilane, Work Within the Travel Way This MOT also has a close proximity to the general public. The work area will typically take one full lane. Channelizing devices will allow drivers with the required time and space to properly merge into one lone. Since the work zone will constantly move, there is no need for concrete barriers.
