Smith & Associates, Inc. (CAS) is pleased to submit this proposal in response to your Request for Qualifications for Continuing Professional Services for Architectural, Landscape Architectural, Engineering and Land Surveying Firms Only (CCNA), specifically for the Engineering and Land Surveying categories. CAS, a local, traditional civil engineering, surveying, construction management and utility locating firm capable of providing the City of Sunny Isles Beach (City) with the specialized professional services and expertise in Engineering Design, including detailed engineering for the construction of roadways within state, county or local rights -of- way and similar facilities, park or park enhancement design, dock and seawall design, and storm drainage and other underground utility design; project programming and preparation of conceptual designs, preparation of construction contract drawings and specifications complying with the requirements of the authorities having jurisdiction; development of schedules for design and construction, preparation of estimated quantities, costs and bid forms; construction support services; storm water infrastructure and pump station evaluation and design; reports and analysis for compliance reports to government agencies including but not limited to USEPA, FDEP, Miami Dade County, DERM /RER; environmental assessments and testing, storm water system master planning; grant assistance and writing; project management; evaluation of bids as compared to project budget; respond to RFIs; attending meeting with City staff and presentations to City Commission; provide plans developed on AutoCAD's latest version, and copies of a reproducible hard copy and diskette of plans in the requested format shall be provided to the City; transportation planning and traffic engineer; parking studies, structural engineering; as well as, surveying, mapping and utility locates. CAS is a thirty -four (34) year established Civil Engineering, Utility Locating (SUE), Surveying, Construction Management and Grant Specialist firm. CAS has over forty (40) dedicated members of staff including five (5) Registered Professional Engineers, two (2) Engineering Interns, two (2) Registered Professional Surveyors, one (1) GIS Specialist and the balance of staff including technical CADD drafting personnel, certified field inspectors, utility locators, as well as competent administrative, clerical and accounting personnel, to provide the City with the expertise required to perform the duties requested. In addition to the traditional civil engineering and surveying services listed above, CAS brings unique and exclusive 3D underground mapping and utility locating capability that can save the City time and money. This technology is nonintrusive and saves dollars and reduction in the amount of soft -digs required. The radar technology minimizes utility conflicts during construction and minimizes change orders. This technology is useful for creating and updating GIS systems, for which CAS has the specialized staff in -house to assist the City with GIS mapping and for NPDES compliance. 1 CAS has extensive experience and specializes in providing Civil Engineering for community redevelopment projects involving reconstruction of utilities, right -of -ways, infrastructure, stormwater reconstruction and roadway reconstruction for numerous small and medium sized coastal 1 municipalities in Florida. The 3D Radar is capable of producing a tight 5' topographic grid producing an accurate 3D terrain model of the right -of -way providing for complete and accurate grading plans. We believe our successful experience with the unique needs of municipalities similar to Boynton 1 Beach in size and character will benefit the City. We specialize in design, permitting and construction management of infrastructure redevelopment for existing and aged communities. Similar communities include the Town of Pembroke Park, Town of Golden Beach, and the Village of Bal Harbour. We service small projects with the same emphasis and commitment to quality as we do the many large projects we have completed. We are client and service oriented. A similar model project CAS just completed was the complete reconstruction of the Town of Golden Beach west of Collins Avenue including three (3) adjacent island communities. This project was unique and challenging due to very low elevations and tidal issues. Stormwater conveyance discharge and treatment required unique designs. Also the soil conditions were extremely poor and unstable due to muck from past mangrove islands. CAS currently provides General Consulting and Civil Engineering Services as Town Engineer, City Engineer, Village Engineer, District Engineer and County Engineer for numerous local government agencies including: City of Moore Haven (since 1995) Town of Golden Beach (since 2000) City of Sweetwater (since 2000) Town of Pembroke Park (since 1989) Spring Lake Improvement District (since 2004) Village of Bal Harbour (since 1987) Mr. Stephen C. Smith, P.E., Senior Vice President, will serve as the point -of- contact and will be assisted by the 40+ professional staff. The combination of Mr. Smith's thirty (30) year history in Miami -Dade County and his vast experience with the types of projects outlined in the City's proposal, will enable CAS to provide successful, timely and cost effective services to the City. By doing this our cost estimates are very accurate. Our track record with cost estimates to bids has been within 5 -10 %. CAS' philosophy utilizes a phased approach towards assisting the City in problem solving and for implementation of public works and planning projects. Bal Harbour Village was incorporated in 1946, and is on a barrier island close to sea level, which created flooding problems for the Village. They worked together with neighboring communities, City of Hollywood and Hallandale Beach, as well as the FDOT District 4 to resolve the regional issues by designing a regional stormwater pump station and conveyance system within FDOT right -of -way which would convey the excess flood waters to the SFWMD C -10 Canal. CAS has also followed through with the remainder of the plan by designing local stormwater solutions within the Town. The most recent being the SW 30`h Avenue stormwater improvements south of Hallandale Beach Blvd. The project design was recently completed this year and has currently been bid for construction. In addition, CAS has provided engineering services for our sewer system with regards to sewer collection. Numerous lift station rehabilitation projects as well as gravity collection and force main design has been performed, with the most recent lift station rehabilitation being completed in 2012. In 2011, the Town was awarded an FDOT LAP project on Hallandale Beach Blvd for landscape & irrigation median improvements.
