O'Leary Richards Design Associates, Inc. (ORDA) is pleased to respond to your
recent Request for Qualifications for Landscape Architectural services for the City of Sunny
Isles Beach. We are confident that you will find ORDA to be the most qualified Landscape
Architectural Consultant for the project. We are a local firm whose only business is prac-
ticing landscape architecture and have established a reputation for design initiative and
performance. The Landscape Architects at ORDA have the credentials, experience, skills
and desire to provide you with only the highest degree of professional services and our
past record of successes speaks to our ability to serve the City of Sunny Isles Beach.
We have been the Landscape Architectural consultants for numerous municipali-
ties and agencies throughout South Florida for over 40 years and, as a result, have built a
solid reputation for completing our projects on time and within budget, without sacrificing
design quality. In April of 2013, we were ranked #1 by the Village of Palmetto Bay for
Professional Landscape Architectural Services and on June 9u', 2010 by the City of Miami
Beach. We have also been the Landscape Architectural Consultant for the City of Aventu-
ra and the Village of Sal Harbour for numerous years and in 2012 became the 'official"
landscape architectural consultants for the Town of Golden Beach, a distinction never be-
stowed on another firm.
Alvarez Engineer's, Inc., a Miami -Dade based engineering firm will be our sub -
consultant responsible for civil and electrical engineering. Alvarez Engineer's is a well es-
tablished engineering firm with seasoned engineers that have completed numerous mu-
nicipal and FDOT project's. ORDA and Alvarez Engineers have collaborated on numerous
successful projects including the first phase of the Collins Avenue streetscape in the City
of Sunny Isles Beach.

Section 2: Qualifications
ORDA is eminently qualified to serve the needs of the City of Sunny Isles Beach. Our staff offers exten-
sive municipal experience to provide its clients with exceptional professional landscape architectural ser-
vices that includes the completion of hundreds of projects within established budgets and time sched-
ules. We are currently the landscape architectural consultants to the City of Aventura, Village of Palmet-
to Bay, City of Doral, City of Miami Gardens, City of Miami Beach, City of Coral Springs and the Town of
Golden Beach. We have also been the Landscape Architectural consultants to the City of Sunny Isles
Beach, FDOT, City of Miami, Village of Pinecrest, Village of Key Biscayne, and the City of Coral Gables in
Miami -Dade County. In addition, we have served as the Landscape Architectural Consultant to the Vil-
lage of Sal Harbour for the past 30 years and are extremely familiar with the unique environmental is-
sues associated with beachfront communities in South Florida.
We have completed numerous projects for local municipalities within FDOT rights -of -way as well. All of
these projects required securing of permits and interface with the FDOT. Some of these projects include
SR 5 /Collins Avenue Streetscape in Sal Harbour; Crandon Boulevard Landscaping in Key Biscayne; SR
826 /Sunny Isles Boulevard and SR AIA/Collins Avenue in Sunny Isles Beach; Kennedy Causeway /NW
79th Street Median Landscaping in North Bay Village, Florida; US 1 from SW 136th St. to SW 80th St. in
the Village of Pinecrest; SR 5 /Biscayne Boulevard from NE 172nd Street to NE 214th Street in Aventura;
and Miracle Mile in Coral Gables, Florida.
ORDA is the best qualified consultant to perform the contract and has over 100 years of combined expe-
rience in all required responsibilities requested by the City of Sunny Isles Beach. We have extensive ex-
perience with numerous municipalities and agencies in the preparation of landscape drawings, construc-
tion documents and specifications, site master planning, analysis, urban design and open space planning.
We recently completed three parks for the Town of Golden Beach and won an award of excellence for
paving design from NCMA for the Palmetto Bay Municipal Center where we master planned the open
space, prepared construction documents and assisted in LEED certification. We have prepared design
guidelines for the City of Aventura and have performed peer review analysis for Aventura, Sunny Isles
Beach and FDOT. In addition to landscape architectural design and planning, we specialize in assisting
municipalities monitor their landscape maintenance by providing maintenance inspections and reports,
meeting with the maintenance contractor, and providing solutions to everyday problems that occur. OR-
DA has full cad capabilities and computer graphic technology with knowledge of the latest cad tech-
niques.

Past Performance on Public Projects
ORDA is extremely proud of its record of performance with public agencies. In order to achieve contin-
ued success, the firm places extreme importance on the management and control of each project. As a
testament to our commitment to our clients, ORDA has been serving as the Landscape Architectural
Consultant to the City of Aventura since its inception in 1995 performing tasks such as site plan review,
permit review and inspections, park design, streetscape design, irrigation design, maintenance specifica-
tions and schedules, landscape studies, tree surveys, maintenance monitoring including analysis and
evaluation of existing landscape conditions and recommendations for improvements.
Most recently, ORDA provided landscape architecture services as part of the private - public partnership
between the City of Doral and the Codina Development Co. for ' Doral City Park' located in the heart of
1 downtown Doral's new city center. ORDA understands the importance of preserving and creating com-
munity spaces and public realm areas as part of a municipality's efforts to create livable cities. ORDA
recently provided landscape architecture services for the Town of Golden Beach's green space network
including conceptual design, design development and construction documentation services for North
Park, South Park and Singer Park that provide opportunities for active and passive recreation, a 2 -mile
parcourse circuit and extensive landscaping. We have a long history of successfully completed projects
in South Florida are sensitive to the unique environmental issues associated with this area.
Schedule of Proposed Services
A schedule of proposed services for a typical landscape architectural project for the City of Sunny Isles
Beach includes the initial task of site inventory and analysis, reviewing available plans, surveys and doc-
umentation depicting existing conditions of the project site, reviewing local codes and ordinances, design
standards and any other information related to the project. The on -site analysis will include verification
of utilities, obstructions, existing vegetation, opportunities, constraints, and any other pertinent elements
not depicted on the available plans. Following site inventory and analysis is the preparation of conceptual
alternatives that depict the character and intent of the design. The Conceptual Design plans will include
an analysis of existing conditions such as scenic values, areas of emphasis, visibility, safety, cost and
maintenance considerations. A preliminary estimate of Probable Construction Cost at the conceptual
Q phase will help the City establish a construction budget if one has not already been established. If
deemed advisable by City staff, the Conceptual design alternatives will be presented to the City Commis-
sion.

Landscape Architecture
In close coordination with the City, final Construction Documents will be prepared with submittals at
30 %, 60 %, 90% & 100% completion. Our quality control team will review and validate the finished
product with a high level of technical performance. Recognizing the critical importance of cost manage-
ment when budgets are tight, ORDA will commence cost control procedures immediately upon issuance
of the Notice to Proceed on a particular project.
The techniques to be utilized by the team for cost control include:
Program and Budget Review; A detailed review of the program and budget will be conducted to en-
sure validity and compatibility.
Cost Trending: A careful charting of the on -going estimates will be performed to evaluate a direction
that might be developing as the project progresses.
Complete and Detailed Documents: Attention will be directed to complete, coordinated construction
documents in order to ensure tight bids and fewer change orders; the result will be cost control.
Cost estimate development and updates at the various stages will include quantification of all major pro-
ject elements, even at the earliest stages of plan development. Review of recent similar project cost his-
tory, subcontractor and supplier input at the design development stages are indispensable and will be a
major contributor to the accuracy of early budgeting as well as a key element in assisting with material
considerations in regards to cost and scheduling for that particular project. Progress estimates are pre-
pared from completed drawings to validate the budget or indicate if design cost exceeds budget parame-
ters.
O'Leary Richards Design has extensive experience in working with regulatory agencies and is familiar
with the permitting process within Miami -Dade County as well as the State of Florida Dept. of Transpor-
tation. Kathy O'Leary Richards and Bill O'Leary have been plan reviewers for FDOT as well as other mu-
nicipalities for numerous years and are well versed with the permitting process and procedures. ORDA
works closely with regulatory agencies during the initial stages of the project to define all applicable reg-
ulatory requirements. Additionally, ORDA will submit documents for review at appropriate stages of the
design effort to ensure compliance with regulatory requirements, and facilitate the permitting process.
Once final documents have been reviewed, approved and permitted, the team will then assist the City in
the bidding and contract negotiation phase followed by construction administration. The team is respon-
sible for the comprehensive and timely administration of all project documentation. The team will make
periodic visits to the site, record observations and report to the City all observations related to the status
of completion, quality of workmanship and compliance with the Contract Documents. The team has the
ability to meet desired timelines and deadlines as evidenced in past performance. As evidenced in this
proposal, the ORDA team specializes in public sector projects and is eminently qualified to serve the
needs of the City of Sunny Isles Beach. The following pages include relevant experience and copies of
professional licenses.

Palmetto Bay Municipal Center
Village of Palmetto Bay, Florida
Client name: Village of Palmetto Bay
Description of the scope of work: The net- zero
Palmetto Bay Municipal Center is the first LEED Plati-
num municipal building in Florida. The two -story
24,000 sf center sits on 3.3 acres and houses the po-
lice station, building dept., offices and council cham-
bers. Practicing fundamental principles of urban design
and public space planning, ORDA strived to create a
walkable urban environment for the Village's new civic
center. The Bismark palm court acts as the main con-
nector between the parking facilities to the East and
the Palm plaza, the project's formal entrance plaza fea-
turing works from the Village's collection of Art in Pub-
lic Places program. The Palm plaza features a bold and
vivid geometric palm leaf motif enclosed by a collection
of stately Canary Island Date Palms which frame the
plaza and building entrances. The sustainable land-
scape includes native and indigenous drought tolerant
plant material and the irrigation system is fed from a
cistern that collects water from the permeable paving
system.

municate with City staff, regulatory agencies, commissions, and the general public. As a testament of our

Kathryn O'Leary Richards, ASLA, LEED GA is President of ORDA and has over 29 years of experience as a
Landscape Architect in South Florida and has been the design principle for a multitude of successful civic
and public projects. Under Kathy's technical and administrative guidance, there have been numerous
successful projects that were built on time and within budget. She is currently a Landscape Architectural
Consultant for several municipalities and her leadership skills will ensure quality as she oversees the exe-
cution of all projects. She provides continuity and coordination through all phases of each project, from
initial planning through design, construction and bidding. She is an advocate of quality design and dedi-
cated to the highest principles of professionalism.
Bill O'Leary, FASLA, has practiced as a Landscape Architect in South Florida for over 50 years, is a fellow
1 of the American Society of landscape Architects and is widely considered a leader in his field. He founded
the firm that has evolved into ORDA in 1969. His experience includes being the Landscape Architectural
Consultant to numerous municipalities and FDOT for several years. He has been the Landscape Architec-
tural Consultant to the Village of Bal Harbour over 30 years and completed the Miracle Mile median en-
hancement for the City of Coral Gables.
Carlos Somoza has practiced landscape architecture for over 17 years and is a creative and resourceful
designer skilled at bridging the gap between compelling conceptual designs and tangible, highly - crafted
urban environments. He has been the project manager on several multidisciplinary collaborations for
public realm projects including community parks, city center streetscapes, civic plazas and public prome-
nades. He is adept at leading design teams through the multiple stages of the design process and its
technical requirements and has built a solid reputation as a lead designer.
o Kevin Richards has over 20 years of experience in construction management in the South Florida area
and has managed several governmental and commercial projects. He has extensive knowledge in con-
struction administration, cost estimating, critical path project organization and quality control and brings
Da depth to the ORDA team. ORDA's current work load and staff availability is such that the firm can read-
ily accomplish the work needed for this project.
ORDA is pleased to announce that Alvarez Engineers, Inc., a Miami -Dade County based engineering firm,
will supply us with all necessary support personnel in the areas of civil and electrical engineering ser-
vices, utility coordination, Maintenance of Traffic plans, and quality control. Their staff has extensive
training in all phases of design and their proficiency in civil and electrical requirements as well as project
procedures allows them to move projects forward steadily to completion. ORDA and Alvarez Engineers
have worked together on several projects and also completed the first phase of the Collins Avenue
streetscape in the City of Sunny Isles Beach which created the vocabulary for the entire streetscape.

Juan Alvarez, PE is the founder and president of Alvarez Engineers, Inc. He is a Professional Engineer
with 34 years of experience in roadway design, drainage, stormwater management, lighting, land devel-
opment and Architectural Engineering projects. As Chief Engineer, Manager, and Designer, he has partic-
ipated in the design of minor, major and complex highways, paving, drainage and stormwater manage-
ment systems to serve well over 100,000 acres of land. Mr. Alvarez' experience has enabled him to suc-
cessfully complete and coordinate projects with agencies such as the Florida Department of Transporta-
tion, Miami -Dade County Expressway Authority, Miami -Dade Public Works, Miami -Dade DERM, Miami
Dade WASD, South Florida Water Management District, the United States Army Corps of Engineers, the
Department of Environmental Protection, Southwest Florida Water Management District, Saint Johns Riv-
er Water Management District, the City of Miami, the City of Miami Beach, the City of North Mi-
ami, Surfside, Hallandale Beach and others.
Reynaldo Chinea, PE has over 29 years of Civil engineering and technical experience. His work includes
highway and land development engineering, with emphasis on roadway design, drainage, quantity sur-
veying, cost estimating and water and sewer systems. He has completed successful projects for the
FDOT, Miami -Dade County Expressway Authority, Miami-Dade DERM, Community Development Districts,
Miami -Dade and Broward County Schools and several cities and villages within Miami -Dade County.
Ena Hernandez, PE is a professional Engineer with 10 years of experience in engineering. She has a sol-
id background in the design phase services related to transportation projects with experience in highway/
roadway design, horizontal /vertical alignment, storm water management, drainage, maintenance of traf-
fic, signing and pavement markings, signalization, lighting, construction estimates and permitting.
Perdro Tovar has a degree in Electrical Engineering from FIU and is an electrical designer who provides
assistance with lighting design and analysis. He is proficient in Autocad, Microstation as well as other
engineering programs and his technical assistance will be an addition to the team.

Approach to Organizational Management
The in -house team assigned to a City of Sunny Isles Beach remains committed to that project for its du-
ration. This system of continuity has resulted in an impressive record of successfully completed projects
by ORDA.
Quality, cost and schedule control are paramount throughout the duration of a project so, project teams
are structured for optimum communication between clients and designers. All key personnel have exten-
sive experience working on municipal projects similar in nature to the potential projects for the City of
Sunny Isles Beach. We continue to receive high marks from municipalities throughout Miami -Dade Coun-
ty. This combined experience insures an understanding and appreciation for the challenges to be faced
with municipal projects, as well as, a background in resolution of each of the challenges.

seasoned landscape architects that have extensive experience in working with municipalities. Our quality

Due to the harsh environment within public rights -of -way beachfront communities, the landscape design
should consider the selection of hardy and low maintenance vegetation. Florida friendly guidelines should

amendments and a low water consumption irrigation system. It is our philosophy to create enduring
landscapes that will last for generations. The City will benefit from ORDA's knowledge of sustainable

Landscape Architecture
ORDA's knowledge of urban design and public spaces is vast and varied - as one of South Florida's long -
est running landscape architecture and planning firms with thousands of acres of green space and hun-
dreds of miles of streetscapes in our portfolio, we are experts in the design and craft of vibrant public
spaces. Throughout our 40 year partnerships with local architects, engineers, horticulturists, and munici-

recent projects include the design of three community parks, entrance and beach pavilion for the Town

As part of our Capital Improvement Project in 2009, we looked at neighboring municipalities and sought
referrals from others. O'Leary Richards Design Associates, Inc. was chosen to address our improvements
to Ocean Boulevard /AIA which included the installation of Medjool palms and low ground cover. Kathy
O'Leary has made a major impact on the way the public views its initial entrance into Town and has
helped shape a lasting impact on the way traveling public views our Town.
In addition, Ms. O'Leary Richards has been responsible for addressing our open spaces which had
previously been under - utilized and poorly developed. This includes the re- design of North Park, Singer
Park which was formerly known as Rock Park, and South Park. She shaped these raw undesirable areas
to spaces where families now gather and children play.
Because of the impressive quality of work, Ms. O'Leary Richards has been retained to supervise our
landscape maintenance program. They firm has also become the "Official" Landscape Architects for the
Town of Golden Beach (a distinction never bestowed on another firm). This has created an
environment which fosters sacred, humanizing health and wellness benefits for our residents.

of the company is William O'Leary, his daughter Kathy O'Leary Richards has worked along with her
father in Bal Harbour for most of those years. O'Leary Richards Design Associates, Inc. is the next
generation of the O'Leary family's excellent work in landscape architecture.
In the many years of working with the O'Learys in Bal Harbour, it is evident that they have had a great
impact on the way Bal Harbour looks today. The "Bal Harbour look" has been emulated by many
communities, and this is a testament to the beautiful design work of the O'Learys.
The O'Learys serve as the Village's official Landscape Architects. With the large amount of landscaping
in Bal Harbour, which is a very sizeable investment to protect, the O'Learys provide invaluable services
to me in supervising our landscape maintenance providers to insure proper maintenance and care of
these assets.
Due to their diligence in keeping on top of any threats to our landscaping, our incidence of losing
expensive trees is very low. I credit Bal Harbour's beautiful appearance and successful landscaping
maintenance and care program to the excellent work of the O'Learys. I highly recommend O'Leary
