NOTICE TO BIDDER
NOTICE IS HEREBY GIVEN that the City of Sunny Isles Beach is seeking sealed Bids for the following
work as specified.
Continuing Professional Services for Architectural, Landscape Architectural, Engineering and
Land Surveying Firms Only (CCNA)
Request for Qualifications No. 14-07-02
The Bid Specifications for this Request for Qualifications are available from DemandStar by calling (800)
711-1712 or by accessing their website at www.demandstar.com. The Bid Specifications may also be
examined at the City of Sunny Isles Beach – Office of the City Clerk. Bidders who obtain the Bid
Specifications from sources other than DemandStar or the City of Sunny Isles Beach are cautioned that
their Bid response package may be incomplete. Addenda will be posted and disseminated by DemandStar
at least five days prior to the submittal date to all vendors who are listed on the official list. The City may
not accept incomplete Bids.
Sealed Bids will be received by the City Clerk no later than 2:30 PM, on Tuesday, 08/12/2014 at the
Sunny Isles Beach Government Center located at 18070 Collins Avenue, 4th floor, Sunny Isles Beach, Florida,
33160. Bids received after this time will not be considered. The City is under no obligation to return Bids.
Timely submitted Bids will be opened publicly and read aloud at this time.

Section 1
Special Terms and Conditions
1.1 PURPOSE OF BID:
The City of Sunny Isles Beach, Florida, (the “City”) a municipality located in Miami-Dade County,
Florida, seeks to solicit proposals for the qualifications and selection of firms to provide
Architecture, Landscape Architecture, Engineering, and Land Surveying consulting professional
services.
1.2 PRE-BID CONFERENCE (NON-MANDATORY):

1.3 TERM
This contract will commence on the first calendar day of the month succeeding approval of the
contract by the City Commission, or designee, unless otherwise stipulated in the Notice of Award
letter, which is distributed by the City’s Purchasing Agent; and contingent upon the completion and
submittal of all required bid documents. This contract shall have an initial term of one (1) year with
up to four (4) one year renewals provided that the services rendered by the Consultant during the
contract period are satisfactory and that City funding is available as appropriated on an annual
basis. However in the event funding is not appropriated on an annual basis during any particular
year within the contract term, then the contract may be canceled upon thirty (30) days written
notice to the firm. In such an event, the City shall only be responsible for the reasonable value of
services performed prior to the effective date of termination.
1.4 OPTIONS TO RENEW
The contract may be renewed upon mutual agreement up to four (4) one year renewals.

1.9 INSURANCE
Comprehensive General Liability with minimum limits of One Million Dollars ($1,000,000.00) per
occurrence combined single limit for Bodily Injury Liability and Property Damage Liability. Coverage
must be afforded on a form no more restrictive than the latest edition of the Comprehensive
General Liability policy, without restrictive endorsements, as filed by the Insurance Services Office,
and must include:
o Premises and Operation;
o Independent Contractors;
o Broad Form Property Damage;
o Broad Form Contractual Coverage applicable to this specific Contract;
o Personal Injury Coverage with Employee and Contractual Exclusions removed, with
minimum limits of coverage equal to those required for Bodily Injury Liability and Property
Damage Liability; and
o Errors and Omissions Liability.
Business Automobile Liability with minimum limits of One Million Dollars (1,000,000.00) per
occurrence combined single limit for Bodily Injury Liability and Property Damage Liability. Coverage
must be afforded on a form no more restrictive than the latest edition of the Business Automobile
Liability policy, without restrictive endorsements, as filed by the Insurance Services Office, and
must include:
o Owned Vehicles;
o Hired and Non-Owned Vehicles; and
o Employers’ Non-Ownership.
Before starting the Work, the consultant will file and make sure that all certificates of insurance
required by this document and by the Contract are in the City’s possession. These certificates shall
contain a provision that the coverage afforded under the policies will not be canceled or materially
changed until at least thirty (30) days prior written notice has been given to the City by certified
mail. The City shall be named as an additional insured on the above-referenced policies.
The consultant agrees that if any part of the Work under the Contract is sublet, they will require the
Sub-vendor(s) to carry insurance as required, and that they will require the Sub- vendor(s) to furnish
to them insurance certificates similar to those required by the City in this section.
1.9.1 Cancellation and Re-Insurance:
If any insurance should be canceled or changed by the insurance company or should any
insurance expire during the period of this contract, the Consultant shall be responsible for
securing other acceptable insurance to provide the coverage specified in this section to
maintain coverage during the life of this Contract. All deductibles must be declared by the
Consultant and must be approved by the City. At the option of the City, either the

Consultant shall eliminate or reduce such deductible or the Consultant shall procure a Bond,
in a form satisfactory to the City, covering the same.
1.10 MONTHLY INVOICES PAYMENTS
Cut-off date is the close of the last business day of the month. Vendor shall submit by the 10th
day of the following month vendor's completed Statement of Services/Invoice. Should the 10th
fall on a weekend or holiday, Consultant shall submit his application on the next workday.
Consultant is advised that processing of invoices must follow this schedule, as the City has funding
requirements and other payment obligations which may prevent payment of late Statement of
Services for that month’s billing cycle. A late Statement of Services with a recommendation for
payment will be paid in the next month’s billing cycle.
1.11 FEDERAL, STATE AND LOCAL REGULATIONS
The successful Proposer shall comply with all federal, state and local ordinances, regulations, and
rules as well as any other laws that would apply to the proposed project. Such proposer costs
associated with regulatory requirements shall be included in the project cost whether depicted
specifically or not within the body of the proposal.
1.12 TASK / WORK ORDER ASSIGNMENT / CONTRACT ADMINISTRATION
The City Manager or his designee will be the Contract Administrator for each project. The Contract
Administrator will prepare a scope of services for each task assignment, upon which the selected
firm will submit a fee proposal.
Work orders/Purchase Orders will be issued by the City on an as-needed and project by project
basis. To the extent practical, work orders will be evenly distributed among the professional
category’s pool of Proposer’s. At the time each service requirement is identified, a detailed
statement of work and project schedule will be provided to the Consultant. The Consultant will
then provide a detailed level of effort, project and staffing schedule that conforms to the specific
project and schedule requirements. A firm fixed price for that effort will be negotiated based on
the pre-determined rate schedule (hourly labor rates and/or unit pricing) included in the contract
at the time of contract execution. Depending on the nature of the project, some work orders may
be billable on a time and materials basis subject to completion of designated milestones and
documentation of hours expended. Payment in all cases will be subject to successful completion
of tasks and the City’s acceptance of deliverables and/or project milestones.
No work is authorized until such time as a work order / purchase order is fully executed by the
City’s Purchasing Agent. Any work provided under a revision or amendment to a work order is not
authorized until the amendment is fully executed by the City. No minimum quantity of work orders
is guaranteed.

1.13 DELIVERABLES
Deliverables shall be submitted by the Consultant as delineated in the Statement of Work for each
work order. The deliverables shall be submitted on or before the date provided in the Schedule of
Tasks and Deliverables. The City shall review, comment, reject and/or approve the deliverable as
being acceptable
Proposer’s awarded work orders shall:
• Provide timely delivery services and resources
• Screen candidates for task orders to ensure they meet required qualifications and check
references before recommending to the City
• Supervise consulting and sub consulting staff; oversee their work and performance
• Manage the project (timelines, budget, deliverables, and contingencies) and track the
progress
• Quality assures all deliverables; ensure written reports are polished and coherent
• Communicate regularly with the City Work Order Project Managers
1.14 BACKGROUND CHECK
The successful proposer and all personnel employed by them shall be required, at their sole cost
and expense, to pass a criminal background check prior to award of the contract, and every renewal
term. The criminal background check shall consist of a Florida department of law enforcement
("FDLE") Florida crime information center/national crime information center ("FCIC/NCIC") criminal
records check. Any employee not meeting this requirement will not be permitted to work at any
city facility. The successful proposer shall be required to co-ordinate the criminal background
checks by contacting Human Resources at 305-792-1708.

Section 2
Scope of Services / Technical Specifications
2.1 SCOPE OF SERVICES
The objective of this solicitation is to solicit proposals for the qualifications and selection of firms
to provide Architecture, Landscape Architecture, Landscape Architecture, Engineering, and/or Land
Surveying consulting professional services in conformance with FSS §287.055.
This Request for Qualifications (“RFQ”) shall serve to provide interested parties with general
information as to the procedures for selection of firms providing architectural, landscape
architectural, engineering and land surveying services to the City of Sunny Isles Beach.
The City may select one or more firms for each specialization or professional category. Firms will
not be limited to one professional category. Each selected firm shall enter into a contract with the
City on a per project basis. A purchase order / work order or similar document between the City
and the selected firm will be issued for each project. Any professional services listed below will be
for projects that do not exceed $2,000,000.00 in basic construction cost or $200,000.00 for a
planning or study activity pursuant to Florida Statute 287.055.
2.2 CONSULTANT RESPONSIBILITIES
Architecture
Activities may include but shall not be limited to:
• Provide drawings and specification for facility additions, renovations
or new construction.
• Attend meetings with City staff and presentations to City
Commission; Provide plans developed on AutoCAD’s latest version
and copies of a reproducible hard copy and diskette of plans in the
requested format shall be provided to the City.
Permit assistance.
Construction phase services.
Landscape Architecture
Activities may include but shall not be limited to:
• Provide drawings and specifications for landscaping projects
• Site master planning, analysis and design
• Urban design plans/concept diagrams

• Open space planning, analysis and design
• Natural resource planning, analysis and design
• Design guidelines
• Streetscape planning, analysis and design
• Feasibility analysis
• Peer review analysis
• Renderings
• Assist in the preparation of or prepared construction documents
and specifications
• Park Design
• Median Design
• Cost estimates for above work
• Attend meetings with City staff and presentations to City
Commission
• Provide plans developed on AutoCAD’s latest version, and copies
of a reproducible hard copy and diskette of plans in the requested
format shall be provided to the City.
Construction phase services.

Engineering Activities may include but are not limited to:
• Engineering Design: Detailed engineering for the construction of
roadways within State, County or Local rights-of-way and similar
facilities, park or park enhancement design, dock and seawall design,
and storm drainage and other underground utility design. These
services may include any aspect of the following:
• Project programming and preparation of conceptual designs
• Preparation of construction contract drawings and specifications
complying with the requirements of the authorities having jurisdiction

• Development of schedules for design and construction
• Preparation of estimated quantities, costs and bid forms
• Construction support services
• Storm water Infrastructure and Pump Station Evaluation and
Design
• Reports and Analysis for compliance reports to government
agencies including but not limited to USEPA, FDEP, Miami Dade
County, DERM/RER
• Environmental assessments and testing
• Storm water System Master planning
• Grant Assistance and writing
• Project Management
• Evaluation of bids as compared to project budget
• Respond to RFIs
• Attend meetings with City staff and presentations to City
Commission.
• Provide plans developed on AutoCAD’s latest version, and copies of
a reproducible hard copy and diskette of plans in the requested
format shall be provided to the City.

2.3 REQUIREMENTS OF PROPOSERS
Proposers interested in performing these services must exhibit considerable relevant experience
with this type of work, and should emphasize both experience and capability of particular personnel

who will actually perform the work. Proposers should indicate any subs proposed to be utilized in
work for the City.
The selected firm(s) will be responsible for reviewing existing Miami-Dade County, City of Sunny
Isles Beach Codes, Resolutions and Ordinances and State of Florida Building Codes and for
incorporating data into complete construction documents including final construction plans
(working drawings), technical specifications, construction estimates, and related bid documents
necessary for the bidding and construction of the projects.
The selected firm(s) will be responsible for obtaining all Federal, State and local permits and/or
approvals from Miami-Dade Water and Sewer, DERM/RER, Florida Department of Environmental
Protection, HRS, Miami-Dade County, Florida Department of Transportation (FDOT) as necessary
and all City of City of Sunny Isles Beach Building permits necessary for the construction of the
projects. Firms may also be required to provide consulting services to the City on various matters
which do not result in drawings, specifications or construction documents.
The respondent shall agree to indemnify and hold harmless and pay on behalf of the City, for any
liability and/or legal costs arising out of any claims and litigation related to the services provided,
to the extent caused by the negligence, recklessness, or intentionally wrongful conduct of the
respondent in the performance of the contracted services.

Section 3
Evaluation Process
3.1 REVIEW OF PROPOSALS FOR RESPONSIVENESS
Each proposal will be reviewed to determine if the proposal is responsive to the submission
requirements outlined in the solicitation. A responsive proposal is one which follows the
requirements of this solicitation that includes all documentation, is submitted in the format
outlined in this solicitation, is of timely submission, and has the appropriate signatures as
required on each document. Failure to comply with these requirements may result in the
proposal being deemed non-responsive. The contract will be awarded to the most qualified
individual or firm for professional services based on an evaluation of the criteria described
herein.
3.2 QUALIFICATIONS
Proposals shall include the following:
Technical Qualifications
Proposer’s relevant experience, qualifications and past performance providing
services of the type required by this solicitation.
Relevant experience and qualifications of key personnel, including background and
references.
Proposers approach methodology to providing the services requested in Section 2.1
of this solicitation.
Proposed solution functionality, implementation, other objectives and requirements
as stated.
3.2.1 ADDITIONAL INFORMATION
In order to be considered, Proposers shall provide sufficient information as part of
their proposal submission (submission shall not be limited to the information
below). All requested documentation and/or information shall be provided in the
Proposal. Proposers failing to provide sufficient documentation detailing their
qualifications, experience and extent and implications of proposal shall not be
considered. The Consultant shall be required to meet the following minimum
qualifications:
The selected prime firms shall be registered firms licensed to conduct
business within the State of Florida. All professional services shall be
performed under the direction of a professional/professionals registered
or licensed with the State of Florida within their respective areas of
practice.

The selected prime firms shall have been in business and have a minimum
of five (5) years of experience in providing professional services in the
State of Florida within their respective areas of practice.
The selected prime firms must identify a Team Project Manager who
must be licensed or registered in the State of Florida and have a
minimum of seven (7) years of experience in their respective areas of
practice including having served as project manager on similar projects
on a minimum of three (3) previous occasions within the State of Florida.
3.3 Price
Intentionally Omitted. Price is not a factor to be considered during the evaluation process.

Section 4
Proposal Format
4.1 INSTRUCTIONS TO RESPONDENTS
Responses should be prepared addressing the requirements according to the instructions provided
and in a concise manner. This RFQ solicits proposals for four different professional categories.
Respondents may submit proposals for one or more of the professional categories, clearly
identifying those professional services contained therein.
4.2 FORMAT
Proposers must submit one (1) original, three (3) copies and one (1) electronic copy on CD or DVD
(Must be clearly labeled with Company Name, Bid No., Title & Professional category/categories) of
the Proposal. The original Proposal must contain an original signature. Be sure that the individual
signing the Proposal is authorized to commit the Proposer's organization to the Proposal as
submitted. Each page of the Proposal should state the name of the Proposer, the RFQ number,
and the page number. The City reserves the right to request additional data or material to support
Proposals. All material submitted in response to the RFQ will become the property of the City.
4.3 LABEL EACH SECTION AS NUMBERED
The proposal must be in the following format.
1. Company Information
In response to this Proposal, all Proposers must provide the following:
Name of Agency/Company (including any "Doing Business As" names)
Company Locations.
Internet Web Site Address (if any).
Details of Entity Business Structure (Corporation, Partnership, LLC).
Date Founded.
Home office address, telephone number, and local address and phone number.
List of any outstanding litigation that would threaten the viability of the firm or
the performance of this contract.
Proof of insurance.
Indication of how long it would take to implement service after authorized to
begin.
2. Qualifications
Proposer’s relevant experience, qualifications and past performance including:
An explanation of why the Proposer is the best qualified to perform the contract
and demonstrate its qualifications including an item-by-item disclosure outlining
how the firm meets or exceeds the requirements of this RFQ.
Must explain how the firm meets the minimum qualifications, provide evidence
such as copy of license and proof of relevant experience.

Proposers shall not submit a price proposal, hourly rates or fees in its initial
response to this RFQ (Price is NOT a factor to be considered in this qualification
process)
3. Staffing
Relevant experience and qualifications of key personnel, including key personnel of
subcontractors, that will be assigned to projects well as experience and qualifications. The
size and experience of the company staff pool from which staff assigned to the
management contract can be drawn. The composition of the staff team should include:
The names of the employees in the area responsible for this contract.
Their function in the company.
The name of the person who will be responsible for the coordination of work.
Must show evidence of how the firm’s personnel meets the minimum
qualifications as it pertains to years of experience.
4. Approach / Methodology
Proposer’s general approach methodology to providing the services requested in this
solicitation
Suitability of the methodologies and approaches used in achieving tasks
Overall organization to completing the project
Ability to meet desired timelines and deadlines
Describe your firm’s understanding of the following types of projects and your firm’s
Strengths in designing the types of projects listed in Section 3.
5. References
Each Proposer must submit a list of three (3) public sector clients’ references of current
and past customers of which they have provided services within the past five (5)
years of similar scope and size of those described herein.
Each Reference must be supplied on client’s letterhead.
Each Reference letter must be signed with contact person and phone number.
The City retains the right to request any additional information pertaining to the Proposer's
ability, qualifications and procedures used to accomplish all work under the contract as it
deems necessary to ensure safe and satisfactory work.
6. Contract Forms
All completed contract forms.
Failure to provide all documentation responsive to items #1 through #6 above may result in the
Proposer’s proposal being deemed non responsive and the City may in its sole discretion refuse
to consider the proposal.

The undersigned Proposers proposes and agrees, if this Bid is accepted, to enter into an agreement with
the City of Sunny Isles Beach to perform and furnish all Work as specified or indicated in the Contract
Documents and in accordance with the other terms and conditions of the Contract Documents.
The Proposers accepts all of the terms and conditions of this or Request for Qualifications. This Bid will
remain subject to acceptance for 90 days after the day of Bid opening. The Proposers agrees to sign and
submit the Agreement with the other documents required by the Bidding Requirements within ten days
after the date of the City’s Notice of Award.
