Proven Municipal Engineering and Consulting Experience K &S has maintained a long history of working with public entities and bringing beneficial projects to fruition for our clients. Many of our client relationships extend over 25 years, illustrating our commitment to providing top quality services in our community. Further, because South Florida is where our employees work, live, and play, our firm has a vested interest in making our community, including Sunny Isles Beach, a better place. We not only understand the technical aspects of a project, but we also understand the key goals of our clients - the successful, timely completion of projects. In 2012, we celebrated 40 years in South Florida. In that time, we have provided services to over 58 cities, 22 towns, 17 counties, and 12 state agencies, in addition to private, commercial, and community developers. Further, we fully understand what it takes to be in compliance with the many agency rules, including FDOT /LAP regulations and requirements for design, contract administration, inspection, and oversight of materials sampling and testing from Pre - construction through Final Acceptance and Closeout. Responsiveness and Effective Management K &S staff members are available at the behest of City officials on short notice. Staff in our Fort Lauderdale Office will perform most of the work, providing day -to -day coordination with City staff. We recognize that our strong credentials and resources are not enough to meet your needs; however, we are well aware that the ability to respond quickly and efficiently is imperative to guarantee successful performance. Most assuredly we have that response capability and will be there when you need us This contract requires a management plan designed to specifically address the staffing, monitoring, planning, and communications challenges that can inevitably occur. Our management plan will set forth well- documented and understandable procedures, allowing staff to be efficiently managed. Specifically, our management plan provides: • An efficient management system, with clearly defined roles and responsibilities for scope, schedule and budget; • A Project Manager, once a project is assigned, as the primary point -of- contact for the City; • Quick- turnaround capability; • Compliance with individual task schedules and budgets; • Flexibility to respond to changes in scope and direction; and • Quality assurance and quality control throughout all phases of a project. We are a firm dedicated to the timely and cost - efficient delivery of services. In fact, when the FDOT released its annual summary of design overruns (time and money), K &S ranked among the best of the over two hundred firms surveyed. In the six -year period studied, K &S designed and surveyed twelve projects with a construction value in excess of $120 million. No other firm selected by FDOT in that six -year period completed this volume of work, while maintaining such low overruns in cost and time. Because we understand our clients' desire for a consultant that can deliver projects on time and schedule while maintaining quality, we establish and implement a Quality Control Plan on all our projects. ENGINEERING General Civil Engineering K &S provides a wide variety of Civil Engineering services to both Private and Public Sector clients. Our Public Sector resume includes work with Municipalities, Counties, and Drainage Districts throughout the State of Florida, including Sunny Isles Beach. In the past few years, we have designed over a half million linear feet of utility improvements. Additionally, we provided watershed analysis and master plans, water /sanitary sewer system analysis and master plans, modeling and drainage analysis for flood attenuation, design reports, neighborhood and infrastructure improvement plans, large transmission main designs, canal expansions, traffic calming, lift station design/ rehabilitation, and construction observation. Our Private Sector resume includes the preparation of DRI's, master planning, site plans, water, sewer, and drainage design, due diligence studies, permitting, and construction observation for projects ranging from less than I -acre to more than 5000- acres. With every project, we are committed to providing the quality and level of service necessary to best represent the interests of our clients. Stormwater Management Design K &S is familiar with the modeling of complex stormwater management systems in South Florida and will apply Best Management Practice (BMP) to ensure that the stormwater design will comply with the various regulatory agencies. We offer a wide range of hydrologic, hydraulic and water related studies from simple flood (drainage) studies, to complex stormwater management facilities. Further, we understand the challenges of stormwater management in South Florida, and have intrinsic knowledge of water surface hydraulics as outlined in the scope of services. Our depth and breadth of experience includes the design of culverts, gravity wells, exfiltration systems levees canals and flow -ways, pump stations, seepage barriers, stormwater treatment areas, surface water storage areas and water control structures. Our experience also include stormwater quantity and quality master planning, retrofit projects, facilities analysis and design, erosion and sedimentation engineering, environmental permitting, municipal NPDES stormwater permitting and compliance programs, and a host of ecological and biological services. Road Design Our Highway Engineering Division provides transportation engineering and related services on all types of highway and road projects, ranging from access roads in residential areas, to multi -lane divided expressways with bridges, to tolls and interchanges for the FDOT, County and Municipal road departments.A typical project includes the design of signalized intersections, signing and marking plans, closed storm drainage and retention pond systems, sound barrier walls, landscape plans, new street lighting system, design survey and utility location and coordination. The Division's services include geometric design, signing and pavement marking, signal design, lighting design, drainage and scour analysis, interchange design, control plans, utility and railroad coordination, and pavement design and safety reviews. Transportation Planning Transportation Engineering Services for the City may cover a wide variety of projects. Task assignments range from providing development review services, to conducting conflict analyses or special multimodal, parking or circulation studies. Our traffic engineers have the expertise to address all of the City's needs, including corridor studies, arterial investment studies, access management, travel demand management, system improvements, and mobility enhancements. Parks and Recreational Facilities Planning The City's General Planning services category includes Parks and Recreational Facilities Planning. K &S Landscape Architects have been involved in over 40 park projects, with both active and passive recreation. These projects consist of budgets ranging from $100,000 to $8.9 million. Project types include municipal construction, traditional design - bid and design - build. Services range from programming to master planning through construction observations and final certifications. Distinctive services include design - build specification packages, public outreach and grant preparation assistance. Our design process includes a focus on stewardship, playability, theme, maintenance considerations, product durability and minimizing impacts to surrounding land uses. Structural Engineering ® With over 100 years of combined structural experience, ® the Structural Engineering Division of K &S is made up of a dynamic group of design professionals that form an ® integral piece of this well - established multidisciplinary ® firm. Structures enjoys a diverse and expanding portfolio, providing design services and expertise to both public and private sector clients providing structural engineering services to the FDOT, County governments, municipal departments, and numerous private developers. We assist governmental agencies with plan preparation, plan phase reviews and constructability plan reviews and provide engineering and related services on all types of structural projects ranging in size and scope from complete grade separation interchanges, intersections to minor at -grade bridge canal crossings, DIMS structures, pedestrian bridges and retaining walls, seawalls marinas and docks. We have also inspected and designed condensed - schedule maintenance, repair, and rehabilitation projects and provided on -call Engineer of Record support services to the Contractor during construction. Additionally, our experience also includes "Emergency Repairs" such as unexpected damage due to vehicular collisions and hurricane - induced damage; the types of problems that due to their urgent nature are reserved for only the most proficient, reliable, and responsive structural engineering teams. Designs include: hardscape, irrigation, site amenities, planting, street and pedestrian lighting. Successful park planning and design requires starting a project off strong, paying attention to detail, finalizing the product in an efficient way to ensure that the facility can be properly maintained upon completion. Our team is prepared to meet these challenges; each of our professionals will be fully prepared throughout the process by gathering all the data, being ready to answer questions at meetings and by meticulously analyzing the site's opportunities and constraints. This preparation will ensure that park improvements are completed on time and within budget, providing the community with valuable recreational resources. The intent of the program was to provide sewer service to septic neighborhoods and upgrade key components of an aging infrastructure. K& S was a primary provider of survey, utility design, utility locates, geotechnical analysis, modeling, design, permitting, and construction observation for several water /wastewater improvements throughout the City. We provided services within 20 neighborhoods, with improvements totaling over 50 miles of new gravity sewer, 19 new lift- stations, 19 miles of watermain, and 5 miles of forcemain. Designs included open cut and trenchless technologies for lines ranging from 6" to 60" mains. Stormwater Analysis River Oaks and Edgewood Stormwater Analysis: River Oaks and Edgewood are two single family communities within the City of Fort Lauderdale developed within 375 acres during the 1960's and 70's. Limitations of conveyance, storage, and tidal discharge negated resolution through conventional means.The nature and variety of flooding issues were categorized by severity, cause, duration, and frequency. Several alternatives were presented; each with a cost/benefit analysis focusing on level of service with limitations clearly defined. I v n ----------------- _o - . ' e :E -- �,-r , Parking Study 2012 University of Miami Parking Impact Analysis Report: K &S conducted an assessment of the University of Miami (University), existing and future parking demand and supply, location of future University parking facilities, and documented existing parking policies and management practices for over 9,000 parking spaces. We is currently developing the update to the Bank United Center Parking and Traffic Management Plan (BUC PTMP) for major special events coinciding with the PM peak hour of the adjacent street. The BUC PTMP will include parking garage arrival and discharge, traffic flow immediate to the BUC and Mark Light Stadium, intersection traffic management, pedestrian movements and corridors, emergency vehicle access, parking supply and locations, and signing and staffing plan. Traffic Analysis Traffic Safety and Operations Toolbox for On- Site and Adjacent Roadways at School BB -I: K &S conducted a review of the traffic impact study prepared for School BB -I (Sunny Isles Beach Community School) and provided a set of general solutions for various transportation issues. Potential problems and solutions were identified for the typical three modes of traffic associated with students arriving or departing from the school (1,642 students): parent drop- off/pick -up queues, school bus operations, and pedestrian. School BB -I was a proposed public school for students in grades K through 8 (1,642 students). Structural Crandon Park Marina Repairs: The Crandon Park Marina consists of seven finger docks consisting of prestressed concrete piles, pile caps and prestressed deck slabs and adjacent concrete boat ramp aprons. K &S performed above and underwater inspections and prepared repair recommendations and construction cost estimates for the repairs necessary to increase the life cycle of the facility another 25 years. Based on these recommendations, we prepared construction documents to implement the needed repairs to include plans, calculations and specifications. Bicentennial Park Seawall Stabilization and Repair Design Build): K &S was the lead engineer responsible for plans and post design services for this design build project to stabilize 1,447 linear feet of the existing seawall along Miami's Bayfront Park by adding soil anchors attached to the existing concrete cap. Challenges included complex construction issues due to unanticipated interferences with abandoned subsurface structures. Page 9 KEIT" and FLONDASSig LH P.A. OCA FM11 MCWH W010 ' Planning Comprehensive Plan Update: Monroe County has contracted with K &S to update their Comprehensive Plan Policy and Technical Documents to the 2010 -2030 planning timeframe; the last update occurred in 1995.The County is located in an Area of Critical State Concern, encompasses the Florida Keys and portions of mainland Florida, specifically the Everglades, and is home to approximately 70,000 residents. Due to the environmental sensitivity of much of the land mass, its designation as a National Marine Sanctuary and the ACSC designation, this project includes extensive cooperative efforts with a wide - variety of jurisdictional bodies, external agencies such as FDOT, ACOE, DEP, US Navy, US Fish and Wildlife Service and the Department of Community Affairs. -7-7-1 Evaluation and Appraisal Report (EAR): K &S also prepared the EAR for the County.The EAR process involves extensive public input to identify critical local issues; will assess the success of the Goals, Objectives, and Policies of the Comprehensive Plan; and gauge its compatibility with the state and regional policies, plans and regulatory requirements. Critical local issues include transportation impacts to its main road, US -I; strategies to balance growth and preservation of natural resources; water quality improvements; and hurricane evacuation requirements.The EAR was adopted in May 2012. Environmental Dune Restoration: For a 5 -mile beach renourishment project in Broward County that had temporary construction impacts to the dune system, K &S biologists documented the vegetation impacts, prepared the restoration plan, and planted and maintained dune vegetation. We just had our 3 -month inspection and we have 100% survival. Environmental Permitting and Mangrove Mitigation in North Miami: K &S designed two replacement bridges along theArch Creek Shared Use Path connecting NE 135th Street and the FIU Biscayne Bay Campus. We obtained all environmental permits and authorizations on behalf of the City of North Miami, including SFWMD, USACE, and Miami -Dade County RER. Additionally, we prepared Bridge Project Questionnaires to obtain USCG authorization. Our biologists also documented and mangrove impacts and coordinated the required mitigation. Marina Repairs and Coral Relocation: For a '/. -mile long breakwater in Ocean Reef that required repairs, K &S biologists conducted a seagrass and coral survey. K &S obtained the environmental permits and relocated the corals from the construction zone. The objectives of the meeting are to review problem histories, operating and maintenance needs, and to discuss any specific concerns.At this time, we will discuss and adjust staff selections according to the needs of the project and the City's preferences. Once an understanding concerning City goals and expected results has been reached, and the appropriate task management defined, it will be confirmed through preparation of a formal scope of services, a production schedule and a budget. Permitting Nearly every project undertaken involves some form of Federal, State or local permitting. In our role in constructing infrastructure in numerous jurisdictions throughout Florida, we have developed considerable experience in permitting with all levels of government. Permitting by the Federal, State and regional agency for works of the City will be very important to a number of tasks assigned under this contract. With our experience, K &S is prepared to: • Identify permitting issues early in the project initialization phase; • Maintain communication with permitting agencies, especially for sensitive issues; • Prepare thorough permit applications and responses to requests for additional information; • Design and specify projects that meet or exceed regulatory expectations; and • Follow through permit compliance to placing the system into service. Phase II - Engineering Analyses and Evaluation After the task proposal has been reviewed and accepted by the City, we will authorize our staff of qualified engineers, surveyors, technicians and support personnel to complete the task in the most efficient and effective manner possible. All engineering - related projects will be overseen, managed, reviewed and certified by a licensed Professional Engineer and all surveying related tasks will be overseen managed, reviewed and certified by a licensed Professional Surveyor and Mapper. Since this is the investigative and creative portion of the project, this is where our talents, skill and experience provide the greatest value. Our professionals gather detailed information and begin to formulate the best solution to the goals of the identified task. In some instances, this is a fairly straightforward process of applying tried -and- true approaches; however, other projects demand strong interaction between professionals, the application of new technologies or even old technologies in new combinations. This phase may require any or all of the following activities: • Conduct a thorough search of relevant existing information. Data includes utility maps, surveys, previous model studies, as -built plans, soil surveys, aerial photos, previous design reports or system studies, and a variety of other project - specific information; • Conduct physical reconnaissance and surveys to identify site conditions and constraints that affect the proposed project. This could include surveys, environmental assessments, geotechnical investigations, flow monitoring or other physical measurements; • Environmental screening and evaluation to identify potential impacts resulting from the development, as well as construction impacts. We will develop strategies to avoid, minimize, or mitigate adverse environmental impacts; and • Plans will be circulated to all agencies affected by this project to determine the potential impact on affected infrastructure or other features. Any proposed work in the area will be identified and considered in the detailed design. Depending on the nature of the project, a preliminary design memorandum or report may be prepared for the City. For small, straightforward design tasks, this could be as simple as a one -page summary of findings, the design approach, key features and /or design specifications. In more complex situations, where several design alternatives could achieve project goals, a more comprehensive report with supporting information and recommend actions may be justified. Recognizing that permitting issues can influence final design, as warranted, discussions with various agencies will begin in this phase. Upon completion, all basic issues and concepts will have been incorporated and the project ready for detailed design. Phase III - Detailed Design The preliminary and conceptual design phase typically refines the project goals which are defined by the project needs and details specific project objectives, and which provide the basis of the final design performance criteria. Where the preliminary design was the creation of a solution, the detailed design phase represents the `nuts and bolts' production of a constructible system. It is our objective to rapidly produce accurate plans and specifications that protect the City from change orders. At project initialization, we will set forth milestones that keep the design process on track. As tasks are requisitioned under this contract, the Project Manager will be committed to its completion as his top priority. The key design professionals will meet with City personnel at regular milestone intervals in the detailed design process. It is our philosophy that the primary consumers of the project be represented at design review meetings to assure long -term satisfaction. This means that in addition to Department Heads, other key personnel such as inspectors and operations and maintenance staff are included in the discussions to maximize the net benefits to the City. During the detailed design phase, our engineers and technicians will accomplish those tasks necessary to design the most effective project.These include collecting accurate existing condition information, conducting detailed analysis and calculations for comprehensive engineering design, and preparing construction drawings and contract documents with meticulous quantity and cost estimates for the proposed improvement. They are the basis for protecting the City's and, thus, the public's interest in the construction project. Phase IV - Approvals Most of the requirements for approvals and permits will be discovered and addressed in the preliminary and conceptual design levels. They will be incorporated into the design. Upon completion, final approvals for construction will be sought. This includes: • Submittal of detailed design drawings and bid documents to key agencies for their review and approval. Attend meetings, as required, to discuss the applications and respond to their questions; • Revise detailed design drawings and bid documents to incorporate comments received from key agencies; • Initiating and maintaining contact with key agencies during the design phase will minimize required revisions; • Prepare a construction schedule complete with expected construction cash flow requirements; and • Bidding process including advertising, site meeting, bid analysis, recommendations and award will be carried out. We take special care to assure all legal requirements are met in this process to assure a smooth transition from design to implementation. Phase V - Services During Construction K &S is very well known for our construction engineering and inspection forces. We prefer to maintain involvement with a project through its construction to ensure that the integrity of the design is maintained.
