Section 2 AECOM Transportation. AECOM is acutely aware of the public's growing interest in sidewalks, streets, and other improvements because it is a major factor in our expanding work. AECOM has provided roadway design and transportation services for numerous clients. A portion of our work includes sidewalk improvements, paving and curbing, minor roadway improvements, major roadway widening, intersection improvements and signalization, roadway surfacing and CEI work. We use the latest software and engineering tools in preparing roadway alignments that are efficient, safe, and aesthetically pleasing to the motoring public. Our AECOM Traffic Team has 85 people in Florida with experience in design of traffic signals, signing and pavement marking plans, roadway /pedestrian lighting, and development of ITS systems. Current major assignments in this discipline include operation of the Traffic Management Centers in Fort Lauderdale and Miami -Dade and traffic safety consultant contracts in Districts 4 and 6 for the FOOT. Statewide, AECOM has over 40 professionals with roadway design expertise all uniquely qualified in the disciplines that drive design in Florida. Our experience includes everything from minor intersection improvements through complex design of limited access roadways and interchanges. AECOM is also an expert in design of bridges, culverts, and miscellaneous structures associated with transportation projects, and can meet all needs of the county in the design of these important project components. AECOM performed a study of the future traffic and parking conditions in the downtown Sanford area for a proposed hotel and conference center- AECOM Section 2 Construction Support. AECOM will be able to provide the City with Construction Engineering and Inspection (CEI) services on a range of projects including roadway, bridge, traffic signal, and intelligent transportation systems (ITS). AECOM has performed CEI services for multiple clients including essentially every District of the Florida Department of Transportation, Miami -Dade County, and other municipalities. CEI is not only having excellent inspection staff but also maintaining the proper documentation to allow a project to be accepted and closed out. Our approach is to stay several steps ahead of a contractor to be proactive in avoiding any potential delays to the project. The ultimate result is to deliver construction projects to the City on time and within budget. Our inspectors have the Florida Maintenance of Traffic Advanced certification from ATSSA. Maintenance of traffic (MOT) is an important part of any project. Proper MOT setup is critical not only for motorist and pedestrian safety, but also for the contractor's safety. Having the correct MOT setup also avoids lawsuits arising from accidents within a work zone. Our inspectors evaluate each MOT setup and notify the contractor of deficiencies. Grant Assistance. AECOM has significant experience in assessing projects financial feasibility and assisting clients in writing grant applications. Projects are eligible for a variety of grants whose application requirements differ by program. The first element is to make sure the candidate project is a good fit for the objectives and goals of the program. The second element, and a minimum requirement, of a successful submission is to ensure thatthe submission provides all information requested and tailors the response to the evaluation criteria specified for that program. RFO No. 14 -07 -02 But beyond responding to program- specific requirements, a successful grant submission for public monies needs to demonstrate the larger case for the project —why the project's implementation and use makes the local multimodal transportation network better — without impairing the market or usage of another transit provider in the region. For example, successful transit applications to the TIGER program demonstrate how a candidate improvement allows the project to serve existing customers better or to expand the market served. DOT staff had indicated that there were 848 applications totaling more than $14B in funding, far exceeding the $511M in available TIGER III funds. on December 15, 2011, US DOT announced that the Syracuse Connective Corridor was awarded a $10M TIGER II grant to complete the final phases of the project. The Syracuse Connective Corridor was one of only 46 transportation projects selected for award. Permitting For more than 80 years, AECOM has resided and worked in South Florida. Since the 1970's, AECOM has maintained its A/E offices in the City of Coral Gables. As a result, our office and professional staff are all very familiar with completing projects within the South Florida region and specifically the City of Sunny Isles Beach where some AECOM projects reside. Our team's knowledge of local conditions, permitting and approval procedures, building codes, and construction industry is specialized for this area of Florida. AECOM has completed several projects located within the City of Sunny Isles Beach, including Heritage Park and Parking Garage, Tony Roma's, and the City Hall. The fact that fewer consultants will be involved translates into better communication with the City and greater coordination among planning and design disciplines. The County's projects consisted of new projects, renovation projects, feasibility studies and planning assignments. The size and scope of these projects varied from less than $500,000 to more than $30,000,000. Some of the more notable task orders included: a Government Center Master Plan Update; a new Justice Center Annex; renovation to the County's Administration Building; a new 1130 -car Parking Garage; renovation to portions of the County Jail; renovation to the Justice Center; a new 700 ton centrifugal chiller; a new 1000 KW Generator; and various Interior Design retrofits. AECOM provided comprehensive design services for all projects, civil engineering was preformed by a local engineering firm. Ingraham Park included: landscape, hardscape, lighting, site planning design, public outreach, and construction administration services for a 2 acre park with an outdoor exercise area, civic scale fountain and trellis to create a southern gateway to Coral Gables. The City of Sunny Isles Beach selected a 2.5 acre site for their Government Center. Centered on an oceanfront boulevard, the site at the center of an emerging business and residential area. The program for the City Hall totals approximately 58,000 square feet on four floors and includes administration, police, library and Council Chamber functions. The design floats a three -floor curving bar of administration and police functions over the ground floor public spaces of library, conference, post office and Council Chamber. A three -level parking structure slides underneath the western leg of the City Hall and integrates public- related functions at the base. The restaurant, to the south of the City Hall functions, is designed as a single -story volume whose roofscape is partially screened by means of a large scale tensile canopy. The City Hall is a composed of a concrete structural frame that is skinned with white architectural precast concrete rendered in a "crosshatch" rib pattern. The curtainwall and punch window openings are a pale green -glass tint, the elevator / stair tower is clad in charcoal gray granite panels and the Council Chamber is wrapped in a mosaic glass tile of varying blue shades. An important civic space along the boulevard is created by the spiral- formed Council Chamber floating on a dynamic fountain. An organized pattern of palms and shade trees defines the northern boundary of the site and creates an outdoor "reading room" for use by the adjacent library annex. AECOM Section 2 Sunny Isles Beach Heritage Park and Parking Garage Sunny Isles Beach, FL Key Personnel: Nina Gladstone, Ovidio Rodriquez, Orlando Hernandez, Grep Ault, Gustavo Santana AECOM was chosen by the City of Sunny Isles Beach to plan and design a new parking garage to be located within a new community park. The proposed site consisted of 5 acres with approximately one acre being dedicated to the garage and the remaining four acres for a new public park called Heritage Park (also designed by AECOM). The parking garage consists of 4- levels and 515 spaces with first floorfunctional areas being dedicated to concessions, park support, and portions of the City's Public Works Department in an effort to activate street level activities. The park component includes a children's playground, public plaza area, gazebo for community events and multipurpose green space. Paramount among the design goals was to create a garage which blended in with the park while simultaneously complementing the overall contemporary image of the City of Sunny Isles Beach. The garage site is immediately adjacent to the Atlantic Ocean immediately north of Miami Beach. There was a design concern that the salt water environment of the garage could cause premature aging of its structure. As a result, the decision was made to use a post tensioned structure for its long term durability and maintenance free structure against these negative environmental impacts. Due to the typical poor soil conditions found in Miami Beach, the ground floor was designed as a structural slab and the building is supported by a deep piling system to ensure structural integrity during hurricane season. RFQ No. 14 -07 -02 Duval County Old Federal Courthouse Renovation Duval County, FL Key Personnel: Gus Barrera, Doug McKenzie, Gustavo Santana 13 AECOM was selected by the City of Jacksonville and Duval County to provide both A/E design and Program Management services for the Duval County Courts system. AECOM led team is providing complete architectural and engineering design services for multiple courts - related projects throughout the City and County. These projects include the renovation and conversion of the historic 1930's Federal Courthouse for use by the State Attorney's office. The 6- story, 172,000 SF building will be completely gutted and provided with all new interior finishes and engineering systems. The Public Defender's office will be relocated to 70,000 SF of totally renovated space on two floors of the Ed Ball Building. AECOM will design all new interior finishes, mechanical, electrical, plumbing, fire protection, life safety and security systems. As the Owners Consultant, the AECOM team is also providing Program Management services to the City of Jacksonville / Duval County for the design of a new courthouse building. AECOM will assist the City /County in fulfilling a complete courthouse building program for a new courthouse designed to house 50 courtrooms in approximately 780,000 SF. AECOM's role includes supporting the Owner's project management staff, providing design and constructability reviews, preparing cost estimates, and verifying accomplishment of design objectives. In addition to the architectural, structural, MEP -FP, and civil reviews specialized project reviews will address security, technology, roofing, and fire protection. This new facility will replace a 1960's era building that had become functionally obsolete and will provide community gathering spaces, a library, an aquatic center and outdoor recreation amenities for the Town. The completed new community center floats a raised second floor over the smaller ground floor uses to allow views through to the ocean beyond; the architectural palette of smooth stucco, geometric sun - screening devices and glass mosaic the becomes a contemporary reinterpretation of the 1950's architectural style that is seen in both the commercial and residential architecture of the community. The Administration and Police Building of Key Biscayne is composed of 33,158 SF of program that includes police and public works related functions. AECOM was selected as the Architect and Engineer for the Administration and Police Buildings. The Administration and Police building is designed around a two -story landscaped and paved courtyard connecting the pedestrian circulation from the main McIntyre Street building entrance with a pedestrian garage entrance to the south. The courtyard functions both as a public gathering space and as a means to provide natural light and air to the internal facing office areas. AECOM also provided planning for the 144 car parking garage, which would carry the same architectural elements of the buildings. The project was master planned and designed as a low -scale campus environment, open and accessible to all citizens. The process we use to handle the City's tasks include the following steps: Task 1: Project Initiation — Scoping Meeting Upon notification to proceed, the Project Director and /or Project Manager will meet with the City staff to review the proposed scope of work, project design objectives, schedule and budget requirements, and any other special requirements (such as grant funding conditions). We will review available site and background data received, as appropriate to the project, in advance of the meeting, and will identify with staff any additional information necessary for AECOM Section RF0 No. 14 -07 -02 33 the project, including action item assignments for acquiring such information. As appropriate to the project, we will visit the project site in advance of, or in conjunction with, this initial meeting, in order to become generally familiar with its context, site character, existing vegetation and features, and other opportunities and constraints. Finally, we will determine with staff the preferred methodology for any public input to the design process, as well as confirm the City's review requirements. Following the Scoping Meeting, we prepare a draft scope and fee budget and project schedule for the City's review. We will meet and /or discuss, and make the changes necessary to meet the City's needs. We will also mobilize the appropriate AECOM professional team to ensure we provide the right talent at the right time. Once we have an approved Task authorization, we conduct a kick -off meeting with City staff to review and discuss the project scope and schedule, data collection, design process, review and approval process, expectations for deliverables and /or other issues that may affect the success of the project. Fast Track Construction — Should the City wish to do so, we can develop permitting and construction documents in discreet "packages" to allow the City to bid work to subcontractors before the full set of documents is complete. For example, the City may wish to use 60% or 90% CDs to apply for permits, or release grading and drainage plans for bidding and construction prior to completion of final design documents. This will be discussed during the Scoping Meeting as outlined above. Design Build — For smaller and /or less complex projects, the City may wish to expedite a project by developing "Design Criteria Documents," rather than full construction documents, for a Design —Build Contractor. Or, the City may wish to use the Design Criteria Documents to bid out different project trades or phases, acting as the General Contractor for the project. Task 2: Program Confirmation & Concept and Schematic Design We will develop drawings and, as appropriate to the project, other documents such as narrative description that confirm the required elements of the project design. These deliverables may include a Concept Plan, Schematic Design, a statement of program, budget parameters and /or order of magnitude cost estimates, and will serve as the basis for subsequent design. As appropriate to the project, these initial deliverables will be developed with significant input and feedbackfrom City staff, area residents, or other stakeholders to the project. Task 3: Design Approval At the initial design stage it will typically be appropriate to secure initial review and approvals from the City as well as from any boards or agencies with a particular interest or role in the project. These may include neighborhood associations, the Historic Preservation Board (for projects on historic sites), Broward County, FOOT, DERM, SFWMD or other environmental agencies (for environmentally sensitive sites), user agency personnel or others. We will prepare and present the project for the review and approval of all such groups at the appropriate stage of each project. Task 4: Final Design & Construction Documents This task will typically include the traditional design phases consistent with AIA standard documents and most municipal contracts, although the phases may be modified to fit each project. Schematic Design may be included in this task if not completed previously. Design Development may be a discrete subtask, or — for small projects or those with accelerated schedules — combined with Construction Documents. Permit review agencies will be identified and early as well as interim reviews will be conducted to ensure a minimum of design changes based on agency requirements. During this stage of the project, submittals for City review, comment and approval will be made at milestone intervals appropriate to the project. Typically these include: • Design Development • 50% Construction Documents • 90% Construction Documents • 100% Construction Documents Cost estimates and specifications will be developed as appropriate for each submittal, and as necessary, additional public input opportunities will be provided. Task 6: Construction Observation Construction phase services normally will commence upon award of a contract for construction and will conclude upon issuance of a certificate of Final Completion, City acceptance of the project and sign - off of all necessary regulatory agencies. During the construction phase, and as appropriate to the type and scope of project, services provided will typically include the following: • Periodic on site observations of the progress of the work, to help ensure that project specifications, design intent and other requirements are complied with • Regular progress meetings with Contractor and City staff • Review of Contractor's Construction Schedule, Schedule of Values, materials submittals, shop drawings, pay applications and other submittals • Review of tagged nursery stock or assistance with tagging • Review of field layouts prior to installation • Review of installed materials for compliance with requirements • Inspection and punch list at Substantial completion • Inspection and certificate at Final Completion We recognize that in certain cases, the City may opt to provide more of the construction administration through in -house staff; or that conversely, certain projects may require a more extensive role on the part of the design consultant. Finally, we will provide follow -up after construction is completed, typically in the form of follow -up inspections prior to the expiration of warranties approximately one year after completion of the project. Throughout the design process, AECOM's project manager and team will provide the following services: Coordinate the project with the City of Sunny Isles Beach, related permitting agencies, adjacent landowners and other affected organizations during the development of the design. Perform general administration duties, including coordination with sub - consultants; preparation of invoices; scheduling; record keeping; and file management. Section 4 AECOM • Attend and participate in meetings with the above mentioned organizations. • Oversee quality assurance and quality control (OA/ OC) program. Each scheduled submittal of plans to the Client and /or FDOT shall receive OA /OC. • All work shall be performed in accordance with the City's /County's Standards and Procedures for plans and specifications. • All work shall be performed in English units using AutoCAD format. Engineering AECOM believes that our greatest achievements are delivering a quality project within the clients allocated schedules and budgets. For each successful project it is imperative, and our Project Engineers make sure that the project team remains attentive to quality control, schedules, and budgets throughout the progress of the design. An essential step in completing an assignment is the preparation of a detailed work plan. AECOM will be responsible for ensuring that each of the work orders under this contract is carried out successfully, and that means to your complete satisfaction. A specific and individual work plan will be prepared for each work order. The purpose of the work plan is to communicate the essential information about the project and specific client needs to the project team. The work plan (or project management plan) will include the project budget, project schedule and a project quality control plan. Project Schedule A given work order's schedule for completion is often based on your needs as the client in serving your customers. We are able to meet almost any reasonable deadline, and typically even a highly accelerated deadline for a project's completion through the assignment of additional staff from our Florida -wide and national offices. Gaining a full understanding of your needs allows such critical staffing assignments to be made early on. Often times in lieu of costly fast - tracking of a design and construction project, we may be able to offer construction sequencing alternatives that will allow your requirements to be met part -way through completion. This was the case for the Rotonda WRF Expansion project, where a 1.0 MGD phase of a 2.0 MGD project was available one year into the two -year construction project. AECOM Section RFO No. 14 -07 -02 35 Staging new capacity in this way allows the design and construction to proceed along a more normal pace, ensuring adequate time for design and lower cost of construction due to provision of reasonable overall construction project duration. Through discussions with you, the project manager and project engineer develop a project schedule that meets your needs. A master activity list and project schedule will be prepared for each work order using Microsoft Project and included in the Project Management Plan. The master activity list will include the major activities needed to complete the project. Each activity will include a task identification number, description, and estimated duration. Activities with dependent predecessors will be noted in the schedule. The schedule will be updated each month to show progress to date. Key project milestones such as project meetings and technical deliverables will be included. Once a project schedule is developed and agreed to, the project manager is responsible for monitoring progress and keeping it on schedule. Schedule control is largely a function of task planning and monitoring; and the elimination of surprises that can cause delays. Effective schedule management therefore addresses such issues as: • Identification of the work's critical path, and constant monitoring of the progress of those items on that critical path. For large, very complex, or tightly- scheduled projects, this may include software -based CPM scheduling. • Thorough data collection, including the use of subsurface utility exploration to confirm as- built information. For all data collection efforts AECOM will prepare a work plan, which details the information to be collected. • Maintenance of a dedicated project team with member continuity, promoting a highly focused (and therefore time - efficient) design effort. • Early identification of permitting requirements, and a proactive approach to regulatory agencies. • Pre - application meetings are recommended to establish rapport with regulatory agencies representatives and gain thorough understanding of the permit requirements. • Frequent and clear communication with you as the client, to ensure our understanding of your needs and preferences, in order to avert schedule - busting rework at the end of the project. Cost Control AECOM's practice of implementing effective cost control begins with a thorough understanding of the goals of the City of Sunny Isles Beach on each work order and the scope of services required to achieve them. On all AECOM projects, our work is carefully budgeted and all project budgets are carefully reviewed weekly by project managers and monthly by senior managers. Again, once a project schedule and budget is agreed to, the project manager, under the principal in charge's direction is responsible for monitoring progress and keeping it within budget. The master activity list developed for each work order will be used as the basis for tracking the production and cost of project tasks. A computerized project management system (PMS) will be used by AECOM to monitor the project. The PMS allows the project to be broken down into multiple tasks and subtasks, as needed. Project information and budgets for each task will be entered into the PMS. This allows the financial accounting system to track the project and provides information for accurate invoices. Project costs will be updated weekly on a task -by -task basis. At any time during the course of the project, a wide variety of project management reports containing cost to date and billable data can be obtained. The PMS enables AECOM to monitor the status of particular activities and make well informed decisions. AECOM will forecast the hours and dollars remaining to complete each work order on monthly basis. The forecasts are used for calculating the total cost of each work order at completion. The monthly forecasts are a valuable tool for discovering problems early so that correction action can be taken. The billing system is linked to the PMS so that customer billings for labor and expenses coincide with project costs. The billing system will provide complete accurate information on billable cost to date including accounts receivable and unbilled services. The system allows for production of both standardized and customized invoices, as well as back -up reports, quickly and easily. Monitoring and Reporting AECOM will prepare and submit to the City project progress reports for all active work orders. Project progress reports will consist of work status updates with comparisons to the master activity list and schedule. The report will include a summary of work completed to date, budget status, and work to be completed within the next planning period. Public Involvement If requested by City staff, for each assigned project and depending on the size and scale of improvements, AECOM shall conduct public meetings to review the design development stage of the project. AECOM shall provide displays to convey design alternatives, schedules, and costs. AECOM shall conduct working group meetings with the Client staff or project managers including meetings outlined within sample scope below. In most instances the basic principles of problem - solving will be utilized in preparing the work plan for each task. These principles include: the identification of the problem through a scope of work; identification of the required resources for the task; and finally, the implementation of the solution through an assigned staff ready to react to the needs of the City. Although most projects are unique, the basic steps of a review /design effort always remain the same. With few exceptions, the review /design process will generally follow these steps: 1. Document control, record and cursory review. 2. Visit of project site by Project Manager and selected members of the Review /Design Team. 3. Project Manager /Review Team preliminary meeting to discuss project - related issues. 4. Plans /calculations review by Review Team members in their areas of expertise. 5. Quality Control review and Quality Assurance evaluation. 6. Comment /coordination meeting between Project Manager and Review /Design Team. 7. Comment concurrence meeting with City Project Manager. 8. Has your firm, or any member of your firm, been declared in default, terminated or removed from a contract or job related to the services your firm provides in the regular course of business within the last five (5) years? AECOM Technical Services, Inc. ( "ATS ") performs thousands of contracts each year. From time to time, occasions arise when ATS does not complete the performance of an awarded contract resulting in its termination. These situations include (i) where a client terminates the contract for its convenience; e.g. where the client is unable to secure continued funding for the underlying project and, as a result, terminates the associated contract, (ii) where ATS ceases performance under the contract in accordance with the applicable terms of the contract in response to the client's nonpayment or other breach, and the contract is ultimately terminated; and (iii) where one of the contracting parties terminated the contract for default. Upon knowledge and belief, formed after reasonable inquiry, ATS (i) has not failed to complete a contract where the other party to such contract was not in breach unless the contract afforded ATS that right and (ii) ATS has not had a contract terminated by a client wherein that termination was ultimately determined to be other than for convenience except in the following three instances: 1) in May 2012, ATS received a letter of termination from its client Covidien, Inc., relating to a remediation project being performed on a Time & Materials basis. At the time this letter was received, ATS was awaiting authorization to continue site activities as the project budget had been exhausted. Covidien refused to issue additional authorizations and refused to make payment on overdue amounts within the prior Covidien- issued authorization. ATS was subsequently forced to file a claim in the Massachusetts state court. Covidien had the matter removed to Federal Court where the claims were consolidated. ATS disputes the validity of the termination; 2) in November of 2012, ATS received a notice from the City of Sarasota, Florida, notifying ATS that it has terminated its contract with ATS for the design of a sewer lift station for default. ATS disagrees with the termination. The City of Sarasota ultimately filed suit. ATS is vigorously defending the City's claims and the matter remains pending; and 3) In August 2013 and December 2013, AECOM Technical Services, Inc. (ATS) entered into contracts with the City of West Hollywood, California (City) to update the Sunset Specific Plan relative to billboards and tall walls. Thereafter, in February 2014, unbeknownst to ATS, a company in which ATS's ultimate parent AECOM Technology Corporation holds an interest ( AECOM Sunset Olive, LLC) purchased a 50% interest in a project known as Sunset Time, which is located in the Sunset Specific plan area. ATS has provided the City with information showing that although two entities (ATS and AECOM Sunset Olive, LLC) have partial overlapping ownership, their management structures and reporting relationships are wholly separate. Nonetheless, on June 19, 2014, ATS received notice from the City that it was terminating the contracts for cause, but would be willing to agree to a mutual termination if ATS would take certain actions, including re- paying all compensation that ATS received for the work that it performed under the contract, or in the alternative, the City would rescind the notice of termination of ATS's contracts if AECOM Sunset Olive, LCC divests its interest in the Sunset Time project. ATS disagrees with the City's assessment, but plans to negotiate with the client to reach agreement on a mutual termination. Moreover and, again, in an effort to be a responsive as possible to this RFP, in 2013 AECOM Technical Services, Inc. filed a protest with Miami -Dade County in connection with the County's proposed selection of consultants to manage a program for its water and sewer department.
