Home My WebLink AboutReso 2023-3510RESOLUTION NO. 2023 - ( 0 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, REPEALING RESOLUTION NO. 2022-3321; APPROVING THE PURCHASE OF A TWO (2) POLICE VESSELS FROM PHOENIX TRADING INC., IN AN AMOUNT NOT TO EXCEED THREE HUNDRED NINETY-EIGHT THOUSAND FOUR HUNDRED FIFTY-FOUR DOLLARS AND FORTY CENTS ($398,454.40), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on May 18, 2022, via Resolution No. 2022-3321, the City Commission of the City of Sunny Isles Beach ("City") authorized the purchase of a police vessel ("Vessel") from Gravois Aluminum Boats d/b/a Metal Shark ("Vendor"); and WHEREAS, after adoption of the Resolution, the Vendor notified City staff that due to supply chain issues the manufacturer would be unable to furnish the Vessel; and WHEREAS, the City Commission wishes to repeal Resolution No. 2022-3321; and WHEREAS, the City is still in need of purchasing police vessels to service the community; and WHEREAS, Phoenix Trading Inc. ("Phoenix") has advised City staff that it has a contract under the General Services Administration Contract No. 47QMCA18DO06 ("GSA Contract"); and WHEREAS, Phoenix is a certified and insured company with the necessary experience to build and deliver the Vessel; and WHEREAS, pursuant to the City's procurement code provisions, purchases made under state, county or other governmental contracts, or competitive bids with other entities are exempt from the City's competitive bidding procedures; and WHEREAS, Phoenix has submitted a proposal to the City utilizing the pricing from the GSA Contract for two (2) vessels; and WHEREAS, the City Commission wishes to approve the purchase of two (2) police vessels from Phoenix, in an amount not to exceed Three Hundred Ninety -Eight Thousand Four Hundred Fifty -Four Dollars and Forty Cents ($398,454.40), attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Repeal of Resolution No. 2022-3321. The City Commission hereby repeals Resolution No. 2022-3321. Section 2. Approval of Purchase. Santiago, Police Chief June 15, 2023 Repeal of Resolution No. 2022-3321; Approving Purchase of Two (2) Police Vessels RECOMMENDATION: Staff recommends approval of this Resolution. REASONS: The City of Sunny Isles Beach wishes to purchase two police vessels for use by the Police Department In May 2022, the City Commission approved and passed Resolution Number 2022-3321 authorizing the purchase of a new police vessel from Gravois Aluminum Boats d/b/a Metal Shark. However thf vendor did not honor the terms of the contract and it was terminated. We are seeking to rescind the aforementioned Resolution and replacing it with this request. We are seeking to purchase two police vessels from Phoenix Trading Inc. in an amount not to exceed $398,454.40 under GSA contract 47QMCA18D006. The purchase of two vessels that are in built and ii stock will allow the newly expanded Marine Patrol Unit to be operational seven days a week. Each operator would be assigned their own vessel which would minimize the strain of operating a vessel everyday, extending the life of the vessels and ensuring they are operational as much as possible.
