A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, APPROVING THE ZONING APPLICATION FOR CONDITIONAL USE
APPROVAL (APPLICATION NO. PZ2023-12), SUBMITTED BY ADAMANT SNS
GROUP LLC, TO ALLOW A VETERINARY CLINIC ON A B-1 ZONED PROPERTY,
LOCATED AT 18600 COLLINS AVENUE; PROVIDING THE CITY MANAGER WITH THE
AUTHORITY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEALER; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, Adamant SNS Group LLC ("Applicant") submitted a zoning application
("Application No. PZ2023"), to the City of Sunny Isles Beach, Florida ("City") requesting the
following:
1. Pursuant to Sections 265-13 and 265-36 of the City of Sunny Isles Beach Land
Development Regulations, the Applicant is requesting approval of a conditional use to
allow a veterinary clinic on a B-1 zoned property.

21181-3232 OF GOLDEN SHORES OCEAN BOULEVARD ESTATES, SECTION "D",
ACCORDING TO THE PLAT THEREOF AS RECORDED IN PLAT BOOK 53 AT PAGE 48,
OF THE PUBLIC RECORDS OF DADE COUNTY, FLORIDA.
ADDRESS: 18600 Collins Avenue, Sunny Isles Beach, Florida
WHEREAS, the public hearing of the City Commission was advertised and held as
required by law, all interested parties concerned in the matter were heard, and due and proper
consideration was given to the matter and to the information contained in the City's Community
Development Department Review Report; and
WHEREAS, notice was provided to all interested parties regarding the Application; and
WHEREAS, on August 17, 2023, the City Commission conducted a public hearing on the
Application; and
WHEREAS, the City Commission reviewed the Application, the written and oral
recommendations of the Community Development Department and finds that the Application
meets the criteria for conditional use and site plan approval under the Land Development
Regulations and the Comprehensive Master Plan of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, AS FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby
ratified and confirmed as being true and the same are hereby made part of this Resolution.
Section 2. Findings and Conclusions. Based upon an analysis of the application and
the standards for approval for a conditional use approval under the Land Development
Regulations and the Comprehensive Master Plan of the City, the City Commission makes the
following findings and conclusions:
The Application for conditional use approval for a veterinary clinic to be located on a
B-1 zoned property located at 18600 Collins Avenue is consistent with the Land
Development Regulations and the Comprehensive Master Plan of the City of Sunny
Isles Beach.
Section 3. Approval. The Applicant's request for approval of a conditional use for a
veterinary clinic to be located on a B-1 zoned property located at 18600 Collins Avenue, is hereby
APPROVED, subject to the following conditions:
1. Upon the submittal of an application for a building permit, the plans submitted shall
be approved by the Planning and Zoning Department and be consistent with the
specific plan presented to the City Commission. That the plans in the approval be
substantially in accordance with that submitted for public hearing, the plans are
entitled "Interior Alteration to an Existing Commercial Space for a Veterinary Clinic,"
prepared by RN Engineering, Inspection & Construction, Inc. stamped received July
24, 2023, consisting of three sheets and a Survey prepared by Gavy & Associates, Inc.
stamped received July 6, 2023, consisting of one sheet. Plans are subject to revisions
based on comments provided by zoning staff of the City of Sunny Isles Beach. Plans
are subject to modification.
2. That the Applicant shall obtain all necessary permits and licenses from all external
agencies, including, but not limited to Department of Business and Professional
Regulations (DBPR), Department of Environmental Protection (DERM), etc. for a
veterinary clinic.
3. That the proposed veterinary clinic, stipulated in the application, shall comply with
Specific Use Regulations of City Code Section 265-44(K) for veterinary clinic. No
boarding or kennel services are to be provided and no outdoor kennels or runs are
allowed on-site.
4. That the approved conditional use shall remain valid for a period of 24 -months from
the date of the conditional use approval. If no building permit or certificate of use is
issued within the 24 -month time period, the conditional use shall be considered null
and void and of no force and effect.

5. That the Applicant complies with all City Ordinances, County, State and Federal Laws
and Regulations applicable to development and permit approvals.
Section 4. Authorization of City Manager. The City Manager is hereby authorized to
do all things necessary to effectuate this Resolution.
Section 5. Severability. If any section, subsection, sentence, clause, phrase, or portion
of this Resolution is, for any reason, held invalid or unconstitutional by any Court of competent
jurisdiction, such portion shall be deemed a separate, distinct, and independent provisions and
such holding shall not affect the validity of the remaining potions of this Resolution.
Section 6. Repealer. All Resolutions or parts of Resolutions in conflict herewith shall
be and are hereby repealed.
Section 7. Effective Date. This Resolution shall become effective upon adoption.

IV. CONDITIONAL USE REVIEW
The following are the standards of review for conditional use applications from City Code
Sec. 265-13.C.:

proposed conditional uses should meet each of the following standards.-

(5) Adequate measures exist or shall be taken to provide ingress and egress to
the proposed use in a manner that minimizes traffic congestion in the public
streets;
(6) The establishment of the conditional use shall not impede the development of
surrounding properties for uses permitted in the zoning district; and
(7) The design of the proposed use shall minimize adverse effects, including
visual impacts, of the proposed use on adjacent property through the use of
building orientation, setbacks, buffers, landscaping and other design criteria.

Anesthesia: We will prioritize safety by using the safest anesthetics and the most modern
equipment including pulse oximetry, electrocardiogram, and blood pressure; the patient's vital
signs are monitored during all anesthetic procedures providing an extra margin of safety,
especially for our older or high-risk patients.
Perioperative: The perioperative period is the time period of a patient's surgical procedure. It
commonly includes ward admission, anesthesia, surgery, and recovery.
In some cases, will be necessary for the pets to stay overnight at the facility for recovery and or
medical observation.

Staff on overnight shift when animals are in for recovery:

Total number of staff daily is 18 people divided in 3 shifts as above.
Number of clients expected per day:
At the initial stage, the planned number of clients expected daily is about 20/25. After the full
launch of the clinic, the predicted number of clients is not more than 50 per working day. This is
due to the interest of our clinic in providing high quality services and in providing an individual
approach to each client.
Overnight Stays:
The veterinary clinic will not offer Boarding/kennel services at the facilities. The only animals
kept at the facilities during after hours or overnight would be animals in perioperative or
recovery process.
The preoperative period in a veterinary setting begins when a pet is scheduled for surgery and
ends when the actual surgery begins. These preoperative activities are essential to ensure the
safety and success of the surgery. They help identify any underlying medical conditions and
determine the best approach for the surgery.
After undergoing surgery, animals need a safe and controlled environment to recover properly
to prevent any potential complications or disruptions to the healing process so the applicant will
limit overnight services to pre and post-surgical recovery stays.
Parking Spaces and traffic:
The existing parking lot accommodates 22 vehicles, which is sufficient to initially accommodate
the vehicles of staff and customers. The average time that each customer will stay at the clinic is
30 minutes up to 1 hour generating a quick traffic on the parking spaces.
If the need arise, additional parking will be acquired in the area for staff members leaving all
parking spaces at the facilities only for costumers.
If necessary, in the future a Valet company will be hired to maximize the usage of parking
spaces.

7. The building has been designed to have rooflines, coloring, lighting, exterior building
materials, windows and grounds that are compatible with the surrounding land uses.
The remodeling project was designed without any significant changes in the exterior of the
building or landscaping.
The business will be stablished in an existing building, located at the center of the Lot,
separated by setbacks from property lines and all surrounding buildings as shown at the
property Survey. The components that separate the exterior from the interior of the property
are Concrete Blocks (CUB) that insulates the building from any noise or odor caused the animals
not making necessary any additional soundproof material to be added to the structure.
In summary, our veterinary clinic plays a vital role in the lives of people in this area by ensuring
the health and well-being of their pets, providing emergency services in business hours, offering
expertise and knowledge, and making pet healthcare accessible and convenient.

Isles Beach and are subject to modification.

RE: Zoning Application for Conditional Use of Veterinary Clinic for Property
Located at 18600 Collins Avenue
RECOMMENDATION:
The conditional use application for a veterinary clinic is consistent with the City's Comprehensive Plar
and Land Development Regulations. Staff has complied the relevant facts, presented in the attached
staff report, and recommends the application be presented to City Commission for consideration.
REASONS:
The Applicant, lessee of the property, is seeking approval of a conditional use to allow a veterinary
clinic on a property zoned B-1 (Neighborhood Business). The Applicant intends to renovate the interior
of the existing 3,887 sq. ft. office building and does not propose any building additions or exterior
improvements.
