Dear Selection Committee:
Calvin, Giordano & Associates, Inc. (CGA) is pleased to submit our Statement of
Qualifications for landscape architectural, engineering and land surveying Services to the
City of Sunny Isles Beach.
We have carefully reviewed the scope of services to be provided for this project, and have
selected a project team based on past performance to ensure that the City of Sunny Isles
Beach is provided with the necessary skills to successfully complete all services outlined in
this RFQ. CGA's goal is to meet and exceed the City's requirements for these contract
services.
We are a well - established, multi- disciplinary firm with offices located in Fort Lauderdale,
West Palm Beach, Port St. Lucie, Homestead, Clearwater, Jacksonville and Atlanta, Georgia.
For 77 years, our firm has been providing municipal consulting services - mostly to the
South Florida area. Our experience, gained through long- standing relationships with local
governments and our diverse personnel, makes us uniquely qualified to deliver the required
quality services stipulated in the RFQ's Scope of Services.
If selected, CGA's Fort Lauderdale office located at 1800 Eller Drive, Suite 600, Fort
Lauderdale, FL will be the responsible office for this contract. Dennis Giordano, will serve
as the Principal -in- Charge of the proposed project, and Robert McSweeney, PE, will serve as
the Project Manager, and Chris Giordano, MSC serving as Contract Manager. They can be

EXPERIENCE THAT COUNTS
Mr. McSweeney has more than 25 years of local experience in South Florida including
permitting, design, project management and construction administration. His main focus
over the past 14 years has been in service of municipal /governmental clients. He
understands the necessary efforts of construction activities in infrastructure improvement
projects as well as dealing with the public and acting as a liaison to the City, the process of
overseeing the performance of the contractor as well as the resident project representative
duties and administration, and ensuring final completion of the project for a successful
close -out.

LITIGATION STATEMENT
In the last five (5) years CGA has been involved in the
following litigation:
1. Vue Condominium Association, Inc. vs. Vue Fort
Lauderdale, L.L.C., ET AL, Case No. CACE09012422
.Suit was filed March 3, 2009. This is a typical con-
dominium construction defect suit involving the de-
veloper, contractor, numerous subcontractors and
all the design team. The condominium association
voluntarily dismissed its claim against Calvin, Gior-
dano February 2011.
2. Walnut Creek Community Development District vs.
Standard Pacific of South Florida, GP, Inc., Et AI, Case
No. CACE10019353. Suit was filed May 4, 2010. The
case concerns the failure of an HDPE drainage sys-
tem and is in the early stages of discovery. The oth-
er parties include the developer, the pipe manufac-
turer and the contractor which is defunct but which
may have insurance coverage. Our understanding is
that the problems are primarily the result of defec-
tive manufacture of the HDPE pipe although design
and construction deficiencies also are alleged. This
case has been settled.

ploration and Production for services performed by
Calvin, Giordano & Associates on behalf of Franklin
County, Florida. This case has been settled.
4. Villas at Harbor Isles Condo filed suit NO. CACE 09-
043012(18) against Harbor Isles by Quantum, Inc.,
et. al. (Calvin, Giordano & Associates, Inc.); filed in
Broward County Circuit Court. Complaint original-
ly filed 8/2009 (no claims against Calvin Giorda-
no & Associates). Third Amended Complaint filed
5/2012 including claims against Calvin Giordano
& Associates. Condominium construction defects
case with claims against Calvin Giordano involving
alleged improper sloping at lake banks and improp-
erly specific catch basin grate covers. This case has
been settled.
5. Merrick Preserve Condominium Association, Inc.
v. Westbrooke Homes, Florida general partnership
NO. CACE 08 11218(07); Third Party Complaint
filed August 2011. Breach of Contract alleging fail-
ure to include developer as an additional insured
on commercial general liability policy; Contractual
Indemnification and Common Law Indemnification
claims involving alleged deficiencies in grading of
back yards and paving of driveways resulting in
ponding. Condominium defects suit in which devel-
oper filed third party claims against subcontractors
and design professionals. The case has been settled.
6. Armando E. Silva, and Robin Silva, both individually
and as natural parents and next friends of Spencer
Silva and Heather Silva, minors, v. South Broward
Hospital district, d /b /a Memorial Regional Hospi-
tal, Hai-drives of Delray, Inc., d /b /a Hardrives, Inc.,
a Florida Profit Corporation, Calvin, Giordano & As-
sociates, Inc., a Florida Profit Corporation, and ANF
Group, Inc., a Florida Profit Corporation, filed suit
on October 2S, 2013 in the Broward County Circuit
Court. NO. CACE13023917. Traffic accident. This
case is in discovery.
7. Edward B Wallace Plaintiff vs. Calvin, Giordano &
Associates Inc Defendant. Whistle Blower. Suit
filed on July 23, 2012 in the Broward County Circuit

IMPLEMENT SERVICE
AFTER AUTHORIZED TO BEGIN
Calvin, Giordano & Associates, Inc. can commence
work on any project immediately upon receiving the
Notice to Proceed from the City of Sunny Isles Beach.
The staff assigned to this project has the capacity to
begin immediately working on the project gathering
as- builts and permits. Our survey department staff
can place a crew in the field within 48 hours of re-
ceiving the Notice to Proceed to begin the design sur-
vey. From that point, all other services would follow
uninterrupted. Based on our experience with these
types of projects and more specifically our permit-
ting experience with FDOT and Miami -Dade County
on these types of projects, CGA would expect that our
team would have an advantage with shorter length of
time permitting and fewer RAls than most other firms
would.

We began as M.E. Berry & Associates in 1937 and
became Berry & Calvin in 1985. Twelve years later,
the transformation was made to Calvin, Giordano &
Associates, Inc. (CGA). From the beginning, much of our

We focus on adding professionals and technology that

Founded in Hollywood, our main office is now in Fort
Lauderdale, within Port Everglades. Today, our firm
employs over 300 professionals who provide a broad
range of planning, civil engineering, construction engi-
neering and inspection services, transportation /traf-
fic engineering, surveying, permitting, environmental
specialty services, electrical engineering, landscape
architecture, data technology (including Geographic
Information Systems), indoor air quality and build-
ing code services. Taking advantage of our diversified
staffs experience and knowledge is what distinguish-
es CGA as a professional consultant and what allows
our team to repeatedly complete projects on -time, un-

LANDSCAPE ARCHITECTURE
The Landscape Architecture Department has a
unique blend of qualified professionals who provide
a variety of interests and personal expertise as an
underlay to our Landscape Architectural services.
They are educators, community leaders, activists,
volunteers, artists, designers, sculptors and LEED
Accredited Professionals. This mix of talent allows
us to provide our clients with holistic, well- round-
ed design solutions that, beyond considering all the
functional and implementation - related issues need-
ed to be resolved, ensure a design product that, once
built, will provide for longevity, experience, value
and unique identities essential to establishing com-
munity branding. This is supported by our qualified,
award - winning staff, including Registered Land-
scape Architects with more than 60 years of collec-
tive professional experience and by a strong team of
supporting experts.
CGA's Landscape Architecture Department has con-
siderable talent and ability within its ranks and has
the resources of the company to provide all ser-
vices - expected as well as unexpected - that may be
needed during the course of any landscape architec-
tural project. The Department has been able to suc-
cessfully complete less traditional tasks, including
applying for and obtaining grants to fund landscap-
ing projects, such as two separate $50,000 grants for
roadside landscaping for the City of Weston, and the
City of Dania Beach's receipt of a $50,000 grant for

Throughout all phases of a project, CGA makes a com-

Streets /Roadways
CGA's roadway design experience ranges from small,
two -lane rural roadways to large multi -lane highways
and interstates. We work with the FDOT (Districts
IV and VI) on re- grading, striping, drainage improve-

Much of CGA's recent engineering experience has con-
centrated on the redesign and upgrading of utility in-
frastructure in Florida's older coastal communities.
Understanding the construction methods and materi-
als used 40 to 80 years ago in South Florida is critical
to a successful project approach in these areas.
Working in historic neighborhoods, we have success-
fully carried out design and construction oversight
of the complete removal and replacement of existing
sewer, water, and storm drainage systems together
with new sidewalks and roadways - basically every-
thing within the City -owned rights -of -way, plus coor-
dination with the landscape and building architects
for the new development outside the rights -of -way.
Exhaustive research of existing conditions during the
initial design phase uncovers many conditions which,
if left undiscovered, can result in significant contractor
change orders during construction. A good example is
the prevalence in many older neighborhoods of War -
renite Bitulithic Pavement, a patented design popular
in the early 1900's consisting of a thin layer of asphalt
over a solid concrete base. Over the course of the last
70 years, many of these streets have been paved over,
and without knowledge of this condition, what could
be a simple bid item can turn into a costly change or-
der in the field. Navigating these issues, along with
older, substandard linework and drainage, and the ev-
er- present Southern Bell concrete duct banks calls for
the type of design expertise and historical knowledge
that our team brings to a project.
When the few unforeseen conditions do arise, our phi-
losophy is to work diligently with the contractor and
client to redesign infrastructure at a moment's notice.

SURVEYING AND MAPPING
CGA's team experience covers a broad spectrum ofland
surveying services. Our team has experience working
with state, municipal, and private- sector projects. CGA
has fully equipped survey crews which can mobilize
within 48 hours notice.
The Surveying and Mapping Division of CGA uses the
latest technology when preparing surveys, including
GPS equipment, automated data collection, laser scan-
ners, underground utility detection technologies and
a vacuum /slurry subsurface excavation system called
the VaXcavator that exposes existing underground
utilities. Operated by one of the field survey crews, the
VaXcavator allows us to obtain subsurface horizontal
and vertical locations required for design, in previ-
ously developed areas. Additionally, Hypack sofhvare
and Odom sounders allow us to offer hydrographic
surveying services. By integrating with our Trimble
GPS units, the equipment creates a three - dimensional
model of the water body being surveyed with tremen-
dous accuracy and speed.

In the past, detailed survey reports typically took 1 -2
weeks, and several visits to a site. With the Leica C -10
3D Laser Scanner, survey scanning is significantly
faster and can reduce the time by up to 50 percent.
One Visit, a Full View, Hundreds of Photos
Recognizing the value to our clients, CGA was among
the first firms in Florida to acquire 3D laser scanning.
Our staff can now scan virtually anything in half the
time of conventional methods, with a level of detail
never before available. The Leica I
C -10 3D Laser Scanner can take a
virtual, detailed snapshot of a site
including ceilings, undersides of
bridges, elevated pipe racks, tall
facades, columns, and towers - ar-
eas that were previously difficult to
access. It collects millions of data
points of all items in a 360' hor-
izontal and 270° vertical field of
view, allowing a full field of view.
This eliminates an additional visit to capture data not
covered in the original scope of work or the question of
where a grade elevation was taken on an object. The 3D
Laser Scanner captures all the items at once in a per-
manent record that can be filed, including hundreds of
high quality photos and graphics or animations, from
3D to virtual walk - throughs of sites - ideal for rede-
velopment areas, client presentations or commission
meetings. For added convenience, the survey data
can be exported to whatever format our clients need,
whether Auto -Cad, Mircostation, or other software.

The Data Technologies and Development Department

customize GIS web applications, and GIS web hosting,

The other network environment is our live environ-
ment and is located at a data center. This environment
and network is utilized to publish GIS data and custom
GIS web applications specifically developed for our
clients. As GIS consultants, we maintain, host, develop
and back up all of the client's GIS data, while provid-

redundancy of all data, while working cohesively with

NEWPORT FISHING PIER
Sunny Isles Beach, Florida
The City had already completed several CIP projects with CGA, so when it came time to
select the turn -key Project Managers for the Newport Fishing Pier demolition, design,
permitting and reconstruction. The design and permitting of the pier required
coordination with FDEP, DRER, USACE, USCG, MD Fire Department and the City's
building department. The scope of work also included site inspections, vibration &
settlement monitoring, and the administration of all budgets, claims, change orders, RFI
and contract addenda.
After successfully permitting the pier, CGA managed the demolition of the existing pier
and the construction of the 776 -foot long pier, which included a 6,200 sf restaurant and
second story lifeguard office and observation tower. The pier decking was placed atop
24 "x24" precast- driven piles. The project also required the design, permitting and
installation of new utility lines from Collins Ave.
CGA is proud to announce the Newport Fishing Pier opened on time and $127,000
under budget with a grand opening party being held on the pier on June 16, 2013.

The City of Sunny Isles Beach requested Construction Consulting services for the
Heritage Park Garage & Park construction. The improvements included a six -story 490 -
space garage, nearly four acres of landscaped park complete with elevated stage,
pavilion, seat-walls, interactive water fountain and commemorative wall. CGA's services
included owner's representation comprising of on -site documentation of progress,
conducting weekly construction progress meetings with contractor and City,
documenting progress to the City and review and comment on all contractor change

This project was awarded to CGA on June 5, 2014 and involves the design and
specification of a solar lighting system to illuminate the historical Flagler obelisk
monument on Flagler Memorial Island. Constructed in the early 1920's by Carl Fisher as
a memorial to Henry H. Flagler, the monument has required numerous restoration
efforts in its history. The original lighting for the monument was installed in 1940 as
part of one of the first restoration projects. Over the years, other projects have added
fill material to protect the monument, removed graffiti, installed a security perimeter
fence, and resurfaced the monument. In 2002, the island was officially designated as a
historic site by the City of Miami Beach Historic Preservation Board. The proposed solar
powered system will replace the existing grid -tied FPL service to the island (a
submarine cable) which was frequently being damaged by boats and watercraft.
Funding for the project is being provided by a combination of the City of Miami Beach,
the adjoining Star Island homeowner's association, and FPL. The project is currently
under design by CGA electrical staff and is expected to begin construction in the Fall of
2014.

UTILITY REHABILITATION PROJECT
Surfside, Florida
Calvin, Giordano & Associates, Inc. (CGA) managed the Utility Rehabilitation Project
from start to finish. The project consisted of investigating the existing potable water,
storm sewer and sanitary sewer systems while identifying and performing cost benefit
analyses on each required improvement.
The potable water system investigation included fire Flow analysis, coupon sampling
and as -built review. The new system was designed to increase / maximize available
fire Flow, and replace deteriorating or known problem areas within the existing system.
The project also relocated the back of yard water services and meters with front yard
services, which included AMR (microwave readable) water meters, which resulted in a
operating cost savings to the Town. Service sizes were increased to provide for both
domestic and landscape water meters thus allowing for a savings to the water charges.
The final design included the replacement of over 32,000 LF of water main, 1,587 water
services, 1,278 new water meters and 46 additional fire hydrants.
The sanitary sewer system analysis included video analysis of the existing gravity
system, Inflow /Infiltration (1 /I) testing, and a review of water consumption vs sewage
transmission. Based on the system analysis and facility design life, over 50,000 LF of
sanitary sewer main was CIPP lined or replaced. In addition, the Town's two (2) sewage
pump stations were completely rebuilt with updated and more efficient pumps
including SCADA controls. The force mains from the pump stations to the shared
transmission main were also replaced. The Town has observed the post construction
reduction in I/I has reduced their monthly sewage transfer and disposal costs by over
30 %, thus bringing the Town back into compliance with the County issued Consent
Decree.
The storm sewer system was upgraded to include three (3) SCADA controlled pump
stations, nine (9) shallow injection drainage wells, twenty (20) control structures and
the required RCP pipeline to interconnect the existing gravity drainage system with the
newly installed pumped well system. Recent analysis has shown that the utilization of
pressure wells has reduced the TMDL discharge into Biscayne Bay by 90 %. The
reduction in TMDLs was a key requirement in obtaining the over $1Million in FDEP
grant funding. CGA also administered the installation of over 45,000 LF of curb and
gutter replacement as well as 167,000 SY of asphalt roadway resurfacing.
CGA assisted the Town by obtaining the required funding for this project, which
included the Miami Dade Building Better Communities General Obligation Bond, FDEP
Grants, Regions Bank publically bid bond issuance and the FDEP's State Revolving Loan
Program.

As a component of the Town -wide parks and open space master plan discussions
moderated by CGA, an under - utilized parking lot was converted to a park space. The
program for the park included an open green lawn area that could serve for multiple
functions and a dedicated dog run area. Under a very tight and demanding schedule,
CGA designed, permitted and provided construction administration services for the
entirety of the park. At its core, the park design sought to establish an urban
relationship with its surrounding walk -to context. The design provides an urban plaza
that is open and accessible at all times, in addition to the multi -use field and dog areas,
which are only open during daytime hours. The design was articulated to provide as
much space as users can personalize with various seating options to facilitate visitors'
use of the facilities, as well as exercise equipment, doggie agility equipment, water
fountains, solar - powered lighting and ample use of shade.

COMMUNITY ENHANCEMENTS

Calvin, Giordano & Associates, Inc. worked closely with Town Staff to devise a strategy
for improving the qualities and character of the Town's west island's neighborhood,
something the Town had been struggling with for over five years prior to contracting
CGA. CGA was successful in providing the necessary services to get public support for
the project, design the roadway and landscape improvements, and oversee all aspects of
the construction. The project consisted of engineering and landscape improvements
that upgraded the residential streets in the form of milling and resurfacing of the
roadways, lighting, planted and irrigated bulb -outs and signage throughout. While the
scope of the project is similar to others in nature that CGA has performed, this project
stands out as one where CGA's heavy involvement in marketing, graphics and conflict
resolution took center stage. These skills aided CGA in facilitating approval of the final
design strategy. CGA's experience in negotiating discussions to arrive at compromises
proved to be the winning strategy, coupled with their excellence in providing
comprehensive services to deliver a complete project.

OAKLAND PARK STATION PLAZA

CGA was contracted by the City of Oakland Park to design a public plaza at a prominent
location within the City's Culinary District. The public plaza is the linchpin to the newly
established District's catalyst for redevelopment, serving as a connective means and
threshold to a brewery being proposed in a presently vacant industrial building. The
goal of the plaza's design was to meet the goals of the District's master plan in
contributing spaces of value for social, public use to increase the pedestrian experiences
being lent by the District. Additionally, the plaza provides ample areas and
infrastructure to serve as the designated location for future street markets — this
includes ample electrical connection stations, a flexible elevated area that can be used as
a stage area, and ample outdoor seating opportunities through the use of elevated
planters with seat walls. The design of the plaza required very close attention to detail
design to ensure that the quality of the space was of a high architectural quality,
consistent with the initial branding strategies already embarked by the City. Lastly, the
project was conceived, design and developed through a cooperative process with the
assigned City officials, the developers and adjacent property owner, lease and their
contractor, and finally with the City- selected contractor contracted to build the plaza
project. This coordination was a highlight of the project which ensured that the design
ideas were clearly communicated and translated into the implementation phase, that all
in- building needs were met and scheduled so as to not conflict with the plaza's tight
construction schedule, and that the continuity and balance of design elements was
achieved between the public space and the improvements proposed by the adjacent
building in terms of design treatments, color, signage and motifs.

The purpose of the Port of Miami Tunnel (POMT) will be to
relieve traffic congestion in downtown Miami by diverting car,
truck, and bus traffic from nearby highways directly to the Port
of Miami through twin 42-ft diameter tubes extending below
the main ship channel. This project will be the first large-
diameter tunnel constructed in Florida's challenging soft
sedimentary geology using a tunnel boring machine (TBM).
Project procurement utilized a concession approach in which
the concessionaire would be responsible for financing,
designing, building, and operating the tunnel.
As a consultant to the concessionaire's design and
construction team, Langan evaluated the subsurface data to
develop the geotechnical engineering parameters required for
design of the bored tunnel and the TBM. Additionally, Langan
provided recommendations for cut-and-cover construction,
temporary retention systems, tie-down anchors, bridge
foundation support and retrofit, roadway construction, and
TBM spoil disposal. Langan also provided support during the
pre-tender phase, assisted with technical proposal
preparation, and assisted with contract negotiations.
Subsequent to contract award, Langan observed and
monitored early-phase testing consisting of foundation load
testing and Cutter Soil Mixing for the U-wall and cut-and-
cover portions of the project, as well as numerous grouting
trials for the bored tunnel portion of the project to densify,
modify or reinforce the ground to facilitate tunneling with the
selected hybrid TBM system.

The Diplomat Resort and Country Club is a 5 -Story gulf resort
located in Hallandale, Florida overlooking the Intracoastal
Waterway and its golf course. Surrounding the hotel are one
to two story buildings, including a clubhouse, spa, and pro -
shop, a subterranean maintenance level and other resort
amenities.
Substantial raising of grades by 8ft to 10ft within highly
compressible ground conditions would have proven to be a
continual maintenance problem if the structure was supported
on pile foundations as required by the local Hallandale City
Building Ordinance. Langan's involvement and discussion
with the city allowed the structures and surrounding critical
on -grade features to be supported on shallow foundations
after removal of organic compressible material and backfilling
with granular fill material.
Other resort amenities including tennis courts, etc. and
parking area /access roadways were preloaded to minimize
post- construction settlements and prevent the need for a
continual maintenance program.

To date, the Westin Diplomat project is the largest private
project ever constructed in Florida. The project consists of 40-
story twin hotel towers, eight -story convention center, an
intracoastal retail village, garage, mechanical plant and
pedestrian bridge.
Extensive subsurface investigations were performed to
delineate the layers of compressible organic silts, peats and
soft rock below the project site. These subsurface conditions,
together with the fast track schedule of the project,
complicated design and installation of foundation systems
and required specialized site preparation techniques.
Augercast pile foundation recommendations were developed
to support the low -rise, mid -rise, and high -rise structures.
Over 3,000 piles were installed to support these structures.
Langan provided foundation design, quality control inspection
of foundation systems and foundation monitoring services.
Additionally, Langan provided seawall foundation
recommendations and inspection services, earthwork, site
preparation recommendations and inspection services,
innovative deep stormwater exfiltration trench evaluation and
design, and specialized lightweight filling techniques. The use
of a geofoam lightweight fill allowed significant raising of
grades on top of existing settlement- sensitive utilities and
adjacent to an on -grade condominium slab.

This 44 -story luxury condominium is located in the northernmost
end of Sunny Isles Beach, where excessive settlements of high -
rise towers have been observed and documented.
The tower is abutting the property of an existing single - family
residence, and is only about four feet away from the structure
and other amenities. Our geotechnical recommendations
addressed any adverse impacts of the proposed construction to
the adjacent residence.
Langan provided foundation - related services, including a
geotechnical engineering study, deep foundation load testing
and installation inspection, and a detailed building settlement
analysis. Additionally, Langan provided vibration monitoring and
dewatering consultation, and conducted a pre - construction
conditions survey.
Langan's expertise has enabled the project to be designed on a
deep foundation system to accommodate anticipated building
settlement without using excessively -deep auger cast -in -place
piles. Langan also provided litigation support services in
frivolous lawsuits initiated by the northern neighbor prior to
construction.

The project involved the construction of the Marlins Ballpark
and surrounding four parking garages. The site, the former
Orange Bowl, was contaminated by arsenic in the soil and
groundwater. The groundwater was very shallow and required
dewatering to enable construction. Excavations were to occur
in the Miami Limerock, which is highly permeable but not
suitable for many methods of dewatering.
Multiple contractors retained Langan to provide dewatering
design and permitting services for multiple phases of the
foundation and utility construction at the entire project site.
Langan designed a construction dewatering system that
treated the highly turbid dewatering effluent for both
suspended solids and arsenic. The system consisted of open
sump pumps that were pumped into on -site exfiltration
trenches or deep wells. Langan permitted the dewatering
system with the Miami Dade County Department of
Environmental Resources Management and South Florida
Water Management District. The team also permitted the use
of drainage wells to receive the effluent with the Florida
Department of Environmental Protection. In addition, Langan
provided consultation and testing services regarding the
management of on -site contaminated soils and imported fill.
Langan's services allowed the project begin on time and the
system worked successfully, allowing dewatering to continue
without ceasing for permit violations.
The work was conducted on a highly accelerated schedule to
comply with Major League Baseball's opening day
requirements.

Aventura Mall is one of the nation's most recognized mall
destinations. Langan has recently completed a
comprehensive 300,000 SF, S22 million renovation of its
facilities.
The project included a three -level 232,500 GSF mall
expansion, a two -level 167,000 SF Nordstrom's Department
Store, a four -level 2,000 -car parking garage, and associated
site improvements. Design and construction was fast - tracked
to allow grand opening before the 2007 holiday shopping
season, while minimizing impact to the active mall
facility. Langan's familiarity and experience as the
geotechnical engineer of record for the original mall
development resulted in the proposed expansion and
Nordstrom's department store being supported on cost -
effective shallow foundations. The parking garage was
supported on short, high- capacity auger cast piles.

The new Homestead City Hall project consists of a new 3-
story, approximately 80,000 SF building that will be used for
housing the administrative facilities for the City of Homestead
Municipal Government, including a 230 -seat auditorium and
council chambers. The project also includes an open plaza

Langan performed Phase I and Phase II Environmental Site
Assessments (ESA) as part of an ongoing continuing services
contract with the City of Homestead. The Phase I ESA
identified some potential environmental concerns associated
with both on -site and off -site recognized environmental
conditions. A limited Phase 11 ESA was performed to
evaluate the potential impact to the site from these conditions.
Langan also performed a subsurface investigation and
provided foundation recommendations for the design of the
new facilities. Economical shallow spread footing foundations
were recommended for support of the structure. In addition,
percolation tests were performed to obtain the soil
permeability data required for the design of the stormwater
drainage system.

Golden Acres Apartments, Pompano Beach, Florida. Contract Manager /Engineer -of- Record for this affordable
housing project with 302 units completed in two phases, Golden Square and Golden Villas. Project tasks included

Elementary School A (Sunrise, Florida), School Board of Broward County, Florida. Engineer -of- Record for this

Tri -Rail Double Tracking Corridor Improvements. Engineer -of- Record /Utility Construction Manager for a
portion of this large -scale project involving planning, permitting, and engineering for the expansion of multiple
stations and supporting infrastructure in the tri- county area. The project improvements included new /reconfigured
station parking lots and associated stormwater management systems; utility infrastructure improvements including

system to services all three degasifiers. This project required coordination with another
construction contract that will be provide a new permeate pipeline to be connected to
new and existing degasifiers.
Water Treatment Plant #9 SCADA Towers, Palm Beach County, Florida. Project
manager responsible for providing design build services to the Palm Beach County Water
Utilities Department. This project includes the installation of a new tower to improve the
existing Supervisory Control and Data Acquisition ( SCADA) system communication with
wellfields and sewer pump stations. The tower will also provide the platform for a new
automatic meter reading system that will enable access to real time information on the
potable water distribution system. Responsibilities include preparation of the plans and
specifications, permitting with applicable regulatory agencies, construction inspection,
final certifications and project close -out.
Morikami Reclaimed Water Storage and Pumping Facility, Palm Beach County,
Florida. Manages all professional consultant activities necessary to provide design build
services to the Palm Beach County Water Utilities Department. The scope of work for this
project includes the conversion of an existing potable water facility to a reclaimed water
facility. This required the addition of a sodium hypochlorite injection system to maintain
the required chlorine residual in the reclaimed water before distribution in order to meet
regulatory compliance. Other modifications include replacement of the outdated electrical
and instrumentation /controls system and rehabilitation of the existing mechanical
equipment.
Water Treatment Plant #3 Chemical Containment Area, Palm Beach County, Florida.
This project included the design, permitting and construction of a bulk chemical storage
tank for corrosion inhibitor storage, modifications to the existing containment structure
and tank discharge piping to feed the existing metering pumps. The project was designed
to meetall applicable regulatory agency requirements for use in a potable water treatment
and also chemical storage in a wellfield protection area.
Wastewater Treatment Plant Blower Replacement, Pembroke Pines, Florida.
Provided engineering design services as part of a design build team for the replacement
of the existing multistage centrifugal blowers with high speed turbo blowers to improve
efficiency for delivery of process air for treatment of the City's wastewater. As the engineer

Alternative Water Supply Project, Pembroke Pines, Florida. Provided project management for the preparation
of the design criteria package for advanced wastewater treatment through the best available technology, including
reverse osmosis and advanced oxidation, for the reclamation of secondary treated wastewater suitable for aquifer
recharge. Implemented a pilot testing program for the evaluation ofthe selected treatment processes to demonstrate
the ability to meet regulatory requirements. Managed overall pilot operations, which included equipment delivery,
start up, operation, collection of samples for laboratory analysis and preparation of the final report.
Wastewater Treatment Plant Expansion Phase IV, Davie, Florida. Assisted with the design of plans and
specifications for the addition of a package treatment unit and associated equipment for the expansion of the
wastewater treatment plant.
East Water Treatment Plant Improvements, Miramar, Florida. Assisted with the submission of plans and
specifications for the addition of a lime sludge handling facility and modifications to the administration and control
building for the City of Miramar during the bid process.
Water Treatment Plant Risk Management Plan, Pembroke Pines, Florida. Assisted with the preparation of
a Risk Management Plan to prevent and minimize the impact of an accidental release of chlorine gas. Provided

UTILITY ENGINEERING DESIGN
Lloyd Estates Drainage Improvements, Oakland Park, Florida. Administered all project scope of services for
the design of an improved stormwater manager system to aid in the reduction of Flood duration and elevation
during storm events within the Lloyd Estates neighborhood. The improvements include the addition of emergency
Flood gates to prevent the elevated water level in the SFWMD C -13 canal from Flowing into the Sleep River that
provides water storage for the existing drainage system. In addition, a stormwater pump station will be provided to
regain the permitted discharge capacity of the system. Grant services were provided for this project that resulted in
approximately $4 million of funding from the FEMA Hazard Mitigation Grant Program.
Bid Pack 8 Infrastructure Improvements, Oakland Park, Florida. Coordinated team activities as the project
administrator to design and permit approximately 18,000 linear feet of water replacement, rehabilitation of Lift
Station B -1 and installation of 4 sewer combination air valves to alleviate undesirable air inside the City's sanitary
sewer forcemain system.
Bid Pack 9 Infrastructure Improvements, Oakland Park, Florida. Served as the project manager and engineer
of record for the replacement of approximately 20,000 linear feet of watermains, three lift stations and three
separate forcemains that have reached the end of their useful life. The project also included the design of a new
drainage system as well as the optimization of the existing drainage system to provide the much needed stormwater

Miami -Dade Trail Glades Range Electrical Feed to Trap and Skeet, Miami, Florida. Project consisted of the
complete rebuild and upgrade of the electrical feed to the trap and skeet area of subject site. Mr. Docurro was in
charge of the scope of work determination and ensuing electrical design required to upgrade the electrical power
facilities to fully meet the customer's requirements.

Miami -Dade Zoo Miami Interactive Aviary Exhibit, Miami, Florida. Project consisted of a new exhibit building
for the zoo and the provisioning of all required utilities (water, electrical). Mr. Docurro was in charge of the electrical

Miami -Dade Tropical Park Equestrian Center Agricultural /Industrial Ceiling Fans, Miami, Florida. Project
consisted of the provisioning of six industrial large diameter ceiling fans for the existing equestrian center building

SUMMARY OF QUALIFICATIONS
Ms. Lee has 20 years of professional experience and directs CGA's Environmental
Department, coordinating regulatory permitting, environmental planning, site assessment,
resource management and environmental technical support services. Before joining
CGA, Ms. Lee was a biologist with the Growth Management Division of Monroe County.
During the three years that CGA provided planning and zoning services for the newly
incorporated City of Marathon, she lived full -time in the Florida Keys and was responsible
initially for all the environmental planning for the City of Marathon and subsequently for
a full range of planning services for the City. Prior to relocating to Fort Lauderdale, Ms.
Lee was a resident of the Florida Keys for 10 years where she became very familiar with
the environmental sensitivities regarding the Flora, fauna, land and special government
programs governing and protecting the 160 -mile string of coral islands making up the
Keys, a designated area of critical State concern. In general, Ms. Lee:
• Provides technical support, environmental resource management, environmental
planning and sustainable development services to public and private entities
• Provides permitting services to obtain environmental resources permits at the
local, state and federal level
• Coordinates inter- agency and multidisciplinary team efforts
• Provides most feasible development and mitigation options, and the probable costs
for mitigation options
• Prepares Coastal and Conservation Elements for Comprehensive plans, coordinates
on Comprehensive Plan Evaluation and Appraisal Reports (EAR) and EAR -based
amendments
• Designs wetland mitigation plans, provides bidding and construction oversight
services for the construction and installation of mitigation and natural areas
• Manages the compliance monitoring on over 2,000 acres of constructed wetlands

Pembroke Harbor, Pembroke Pines. Conducted the quarterly, five year compliance
monitoring and reporting program on 31.2 acres of wetland containing emergent marsh,
tree islands, and open water with a hydric berm separating the mitigation from an adjacent
drainage canal.
Miramar Pinelands: Conducted the quarterly, five year compliance monitoring and
reporting program on 31.9 acres of wetland creation located on Broward County Park
land at the historic head of the Snake Creek slough, contains open water and wet prairie
habitat.
Phillips Plat, Port Everglades. Conducted the quarterly, five year compliance monitoring
and reporting program on 8.6 acres of tidally influenced mangrove habitat recognized as
a Local Area of Particular Concern by Broward County.
Land Clearing Review, Loxahatchee Groves: On behalf of the Town reviewed and issued
the land clearing permit for a 15+ acre religious facility on Pineland habitat, developed
the tree mitigation plan, developed the performance guarantee estimate, conducted the
site inspections to ensure compliance to the issued permit, and final permit close -out.

Mr. Watts has 26 years of experience as a surveyor and mapper. Having spent his entire
surveying career working in Broward County, he is extremely knowledgeable of the rules,

LIS System - City of Miramar. Project Manager for the Land Information System (LIS)
completed for the City of Miramar. This project encompasses approximately 20,000 acres
of land within the city limits. Coordinate geometry was used to prepare geometrically
precise base maps tied to the Florida State Plane Coordinate System. The work was
done in an AutoCAD environment to facilitate future GIS applications. The LIS contains
information on rights -of -way, plats, blocks, lots, ownership, tax folio numbers and
property appraiser information.
GIS System - City of Miramar. Project Manager for the development of a geographic
information system (GIS) necessary to implement a special assessment for the new water
treatment plant. Tax assessor information was digitally downloaded for over 600 parcels
and compiled into an Oracle data base. Data base records were gee - referenced to AutoCAD
polygon information and compiled into a GIS application.

Base Map - City of Port St. Lucie. Project Manager for the development of a computerized base map of 80 square
miles comprising the City of Port St. Lucie. The first phase entailed establishing horizontal control utilizing GPS and
setting vertical control benchmarks throughout the city. Detailed topographic information was gathered for all the
public roads (800 miles) via electronic data recorders and overlaid on a geometrically precise map of the platted
subdivisions. Raster images of aerial photography were scanned thus providing a photographic overlay for the
digital map.
Relocation and Land Acquisition Assistance Program - Base Mapping- Broward County Aviation Department.
Project Manager for the relocation and land acquisition project for the Fort Lauderdale - Hollywood International
Airport. Directly involved in all aspects of the project including deed and right -of -way analysis for 12 square miles
of property and approximately 2,800 parcels. The data base of utilities, runways, rights -of -way, plats, sectional and
ownership information serves as the base map for the GIS system.

Mr. Clements has 45 years of experience as a surveyor and mapper. He is expert in all
phases of land surveying including the retracement of section lines, lot lines, tract
lines, right -of -way (ROW) lines, and centerlines. Mr. Clements' responsibilities include
preparation of proposals, budget control, quality control (QA /QC), and technical support

SERVICES APPROACH
The Calvin, Giordano & Associates, Inc. (CGA) Team
has thoroughly reviewed the scope of work outlined in
the RFQ document, and we are confident that CGA is
the firm who can best provide a service value for the
City of Sunny Isles Beach for the identified services.
Our engineers, landscape architects, environmental
professionals, grant administrators, and other team
members will provide a well- thought -out plan and ex-
ceptional solution.
CGA's offices are located at 1800 Eller Drive in the City
of Fort Lauderdale, immediately adjacent to the south
entrance to Port Everglades, and less than a 30- minute
drive to Sunny Isles Beach.
CGA provides Civil Engineering, Land Surveying, Land-
scape Architecture, Environmental Resources Protec-
tion, Grant Administration, and GIS services, as well
as Planning, Platting, Traffic Engineering, Electrical
Engineering, Information and Data Technology, Con-
struction Management, and Construction Engineer-
ing Inspection (CEI) services. CGA's Civil Engineering
staff includes 14 licensed Professional Engineers, 5
Engineer Interns, and 3 Cadd Drafting Technicians;
our Landscape Architecture staff includes 2 registered
Landscape Architects, an Urban Planner, and a Cadd
Draftsman /Site Planner; and our Land Surveying staff
includes 2 Professional Surveyor and Mappers, 3 sur-
vey crews, and 2 Cadd drafting technicians. CGA is
committed to dedicating the appropriate personnel
and resources to this project to ensure its efficient and
successful completion. The timing and scope of this
project make it an ideal fit for our organization at this

SCOPE AND VISION
The CGA Team will obtain any available information
about the existing utilities via existing GIS data, maps,
as- builts, permit research and information that can
be provided by the City. CGA will complete an initial
evaluation and inventory of the infrastructure and a
survey if required to collect any missing information.
CGA's Team will research existing records that span
decades of development. Collection of data using the
latest GPS technology will produce the most accu-
rate maps possible for the design modeling. These
maps will include all existing utilities, above ground
improvements within the R/W and existing drainage
improvements. In addition we can convert all informa-
tion to an electronic as -built record data base for the
development of the GIS / AutoCAD inventory of maps.
We will model the existing system with our modeling
software, report our findings and comparisons with
the current Level of Service, and will then identify and
prioritize areas that need improvements.
Cost effective alternatives that include Level of Service
improvements and environmental applications for wa-
ter quality and quantity will be explored and present-
ed to the City for consideration and implementation.
These may include a collection and transmission sys-
tem with surface retention, eco- swales, pumps with a
network of deep injection wells, or some combination
of these options and other alternatives in the case of a
stormwater project.
CGA understands the conditions of a municipality sit-
uated in the coastal area of Dade County, with surface
elevations slightly above sea level and limited options
for drainage. Our proposed solution will address po-
tential Flooding and non- point- source pollution im-
pacts of existing or proposed stormwater manage-
ment systems in the case of a stormwater project.

CGA has a long track record obtaining grants and iden-
tifying other revenue sources to assist the City from
concept to completion of the project. Options and op-
portunities include grants, loans, stormwater assess-
ments, and public /private partnerships. We have as-
sisted other municipalities by obtaining grant funding
for a variety of utility improvement projects.

CGA PROCESS
The design team at CGA has developed a tiered meth-
odology of project design development that applies to
this RFQ's scope and has proven as an effective mech-
anism to adequately ensure proper development of a
project and inclusion of the Client or stakeholders in
the process. This process is outlined and described as
follows:
• Scoping & Planning
• Inventory & Data Collection
• Analysis and Modeling
• Design schematics
• Stakeholder input
• Design development
• Final Model and Report
Scoping and Planning - The CGA Team will have a
project kick -off meeting with the Client's Project Man-
ager to obtain a full understanding of the project pa-
rameters, community sensitivities, areas of concern,
time constraints, and economic requirements. We will
then prepare a project schedule and budget as we ini-
tiate inventory and data collection efforts. The sched-
ule will be prepared in Microsoft Project or Primavera
P6 to facilitate effective project management and exe-
cution of the work in the optimum timeframe while al-
lowing tracking of task completions and of milestones.
Inventory & Data Collection - Throughout the in-
ventory phase, all pertinent information affecting the
design and impact of project are assembled and com-
pared against the City's existing. Throughout this pro-
cess topographic information is verified for acceptable
level of accuracy with the addition of any new utility
features. Utility request letters are sent out, permit re-
search is conducted and site visits are made. Coordi-
nation with adjacent projects would occur during this
initial phase. Soil and water sampling, any required
environmental assessments and geotechnical analysis
would get started in order to have the required data
and reports ready for the analysis phase of the project.
Analysis and Modeling- Once all the information has
been assembled through the inventory phase, design
staff conducts analyses to interpret the data through
modeling software and provides scenarios with simu-
lations - principally to identify and foresee any poten-
tial conflicts and constraints, as well as to shed light
on additional opportunities available that will further
the success of the project, be it via design or through
the logistical process of documentation, permitting or
construction. Additional site visits to verify informa-
tion as well as pre- application meetings with the agen-
cies occur during this phase.
Design Schematics - Conceptual design schematics
are presented that describe the overall concept of and
vision for the project and target areas, program dis-
tribution and potential detail and material finishes
that will contribute to the finish character of the plan.
These conceptual plans are utilized for meetings with
relevant City staff in anticipation of community meet-
ings. These plans will be utilized to coordinate with
adjacent utility owners /operators.
Stakeholder Input - It will be essential to engage
stakeholders, solicit their input and incorporate that
input early on in the design process to obtain buy -in
from those individuals most impacted by a project.
Design schematics allow for modulation of the design
to meet the needs and requests made by stakeholders,
while presenting a stage of the process that conveys
commitment from the investor.
Design Development - Once stakeholder input has
been obtained and implemented in the design, the
design then enters into a development phase wherein
our design team narrows in on the details and specif-
ics of the project, pending a final design approval by
the Client while meeting the current regulatory re-

quirements and providing cost effective alternatives.
This phase involves frequent meetings with the City to
ensure the project design is progressing as intended.
Coordination with the regulatory agencies is complet-
ed during this time.
Final Model and Report - Once the client approves
the final design and permits are obtained, the model
will be completed and the final report will be produced
to document the findings and our proposed design.
GRANT EXPERIENCE
CGA also has extensive experience facilitating grants
writing and administration services for our many cli-
ents. Our systematic approach to applying for grants
has proven to be successful, returning a high rate of
positive results. Internally, our grants are overseen
by our Grants Coordinator, who assesses the needs of
each grant to strategize the best method for approach.
The Grants Coordinator then relies on directed tech-
nical expertise provided by an assigned professional
in each of the disciplines, contributing to the overall
submittal package.

QUALITY ASSURANCE /QUALITY CONTROL
The QC process begins with the CGA Quality Control
Handbook. This handbook will be utilized to devel-
op the project specific plan. Quality is not a quantity
which can be added to a work product through any re-
view process. Therefore, CGA's approach makes qual-
ity an integral part of the project from conception to
construction.
The Quality Control process is a major agenda item
at the kickoff meeting with the design team. All team
meetings will address quality by measuring progress
against the client's expectations. The team will meet all
product requirements, technical requirements, budget
requirements, and schedule requirements or will take
immediate corrective action to bring the project back
in line with these expectations. This is the reason the
frequent team status meetings are required.
These progress meetings are supplemented by a peer
review process where a design group not assigned to
the particular assignment will review the plan doc-
uments with a fresh perspective. Any comments re-
ceived from this peer review are addressed by the
project manager which will assign tasks for corrective
actions to be taken. All corrections are then resubmit-
ted to the firm's Director of Quality Control and Qual-
ity Assurance for final sign off before being released.
This quality review is performed as part of our quality
assurance program.

It has been found that even the best component peer
review process, though effective within the particular
discipline being reviewed, may miss the big picture
and result in a lack of congruence in the overall prod-
uct. It is for this reason that CGA has instituted the pol-
icy of a multi - disciplined review of the product before
it is released to the client. By involving the whole team
in the entire project quality process, a sense of owner-
ship can develop which keeps team members focused
on quality throughout the design process.
CGA's philosophy and corresponding process to assure
quality in all of our designs and work products inte-
grates the following key components:
• Initial Quality of Design
• Multi discipline Peer Review
• Design Decision Documentation
• Constructibility Review
• Value Engineering
• "Community Engineering"
• Post- Construction Re- Examination
Each of these components is described in detail below:
Initial Quality of Design - The first step of the QA/
QC process is to ensure that the plan document is of
"high initial quality". In other words, the preliminary
plan document is one that has been carefully thought
through and comprehensively analyzed by a qualified
engineer with expertise specific to the demands of the
project. Design tasks are not assigned to engineers that
do not have sufficient expertise in the areas required,
or that do not have sufficient experience to be able to
make competent key decisions early in the design pro-
cess. A preliminary design must be able to stand alone
on its own merits, and it is an unacceptable practice at
CGA to allow engineers to omit "pieces' of the design
presuming agency reviewers or others will fill in the
gaps.
Multi- discipline Peer Review: The next step in the
QA /QC process is the performance of a multidisci-
pline peer review This phase of review is undertaken
by a committee of designers from various disciplines
within the firm (or "core team" when teaming with
others) so that potential improvements or innovative
ideas can be introduced to further improve the initial
design. This process is important to ensure that relat-
ed design elements from the various disciplines work
cohesively so that one discipline's component does
not cause problems for another discipline's portion
of the design. A perfect example is in the design of a
divided roadway with median landscaping in which
the roadway engineer, traffic engineer and landscape
architect mast make sure that all sight distances and
clear zones are maintained for the project.
This peer review group therefore may consist of the
following:
• Roadway Engineers
• Civil Engineers
• Utilities /Drainage Engineers
• Traffic Engineers /Transportation Planners
• Land Planners
• Surveyors
• Urban Designers
• Landscape /Streetscape Architects
• Electrical Engineers
• Environmental Scientists
• Construction Management Personnel / CE)
• Structural Engineers
This peer review is typically conducted in a "work-
shop" or "charette" type setting in which participants
sit around a large conference table with the plans and
have easels and /or white boards available to sketch
out concepts or revisions. The participants trouble-
shoot for fatal flaws, provide critiques, and generally
toss around, and often debate ideas and possible inno-
vations to the plans.
Design- Decision Documentation - Although docu-
mentation is an important part of all projects, it is crit-
ically important to fully document the assumptions,
reasoning, calculations, etc. leading up to any key de-
sign decisions made on a project, particularly if safety
issues are involved. The process of documentation not
only provides good records, but it provides another
opportunity for the decision makers to examine the
logic of the decisions made, as things often become
more apparent when a written record of the process is
made. This inherently leads to better decision - making,

and in turn, better projects. Most people can remem-
ber making a decision, but how and why they made
that decision, or who else was in agreement, may not
be so easily remembered months later. Documenting
decisions also establishes a record of the "coalition of
concurrence" that existed at the time the decision was
made, but which may become more difficult to recre-
ate as time passes. It is also important to document the
assumptions and environment at the time the decision
was made because these things can also change after
time.
Constructability Review - The " constructability" of
a design is an important facet to consider during each
phase of a design's development, however, when a
preliminary design is nearing substantial completion
(90% plans), it undergoes an in -house constructabil-
ity review by our CEI and Construction Management
departments. This review specifically ensures that the
plans make sense from a construction perspective,
and is intended to minimize potential problems in the
field during construction. Many of the items targeted
for this review include, but are not limited to:
• Grading & elevations
• Drainage
• Materials and testing
• Standard details and specifications
• Potential utilities conflicts
• Coordination with adjacent construction proj-
ects
• Conflicting agency permitting requirements
• Logic of construction timing and phasing
• Maintenance of traffic / work zone safety
• Adverse impacts to community during con-
struction
Value Engineering - Value engineering is one of those
industry buzzwords that is sometimes overused or
misinterpreted. All projects should inherently be val-
ue- engineered. An integral part of the design process
is to produce a cost- effective project for the owner or
client.
This being said, most agencies view "value engineer-
ing" as a separate step in the design process in which
engineers are asked to "step out of the box" and ex-
amine whether there may be creative ways to provide
an equal or better design for less initial cost, or less
overall cost during the lifetime of the project. This
cost - saving process is often automatically performed
in the private sector simply because of the demands of
the client and private financing, but public sector proj-
ects are traditionally subjected to much thicker layers
of standardization which have had the unintended
effect of creating less innovative, more "vanilla" proj-
ects. Designers are sometimes afraid to stray from the
standard designs due to liability or other reasons, and
therefore tend to stick with more standard, possibly
over - designed projects that were ultimately more ex-
pensive.
CGA believes that a true value engineering effort must
include objective input from external reviewers that
are not necessarily familiar with the project. No mat-
ter how astute, the in -house designers involved in a
project are typically disadvantaged for being able to
discern an innovative cost - saving solution or alter-
native. We therefore utilize professionals from other
consulting firms that we have a good working rela-
tionship to participate in projects in which we invoke
this external value engineering process.
"Community Engineering" - The term "community
engineering ", or perhaps the more accurate "political
engineering ", is a term we often reserve for municipal
projects to remind us that no matter how great we
think our ultimate design may be, it has to pass the
less tangible test of being accepted by the public
and community leaders. This means that the design
must be consistent and compatible with the adjacent
surroundings and fit in with the objectives of the
neighborhood and prevailing political environment.
On a more national scale, the Federal Highway
Administration and other professional engineering
organizations have adopted the term "Context
Sensitive Design;' and have established guidelines
for federally funded projects in order ensure large
projects are compatible with the local character of the
community.
Therefore, "community engineering' or "context sen-
sitivity" must be part of the first step of the design pro-
cess, and continue through to final plans preparation.
Even in very small local improvement projects, this
concept is very important. just imagine presenting a
final intersection design that consisted of standard
steel -gray galvanized traffic signal mast - arms, con-

crete separators and concrete light poles at the end of
a corridor that was just designed by others with new
landscaping, brick -paver islands and antique verde
green street lamps as part of another enhancement
project.
Post - Construction Re- Examination - This post -
construction evaluation process is a process that CGA
undertakes at the end of certain projects in order
to learn more about what could have been done to
produce an even better design. Much of the time, we
examine contractor's requests for information or
unanticipated change orders that occurred during
construction. Sometimes we find that items that
may have seemed clear to the engineer or designer
were not clear or were misinterpreted in the field
by the contractor. Sometimes contractors try to find
ways to invoke change orders, but other times, there
are legitimate issues with the plans provided. As an
example, we often find that the provision of additional
details, special details or more specific of notes would
have alleviated many of these issues, and therefore we
try to include these items in future plans.
ABILITY TO MEET DESIRED
TIME -LINES AND DEADLINES
The CGA Team constantly strives to deliver a high
quality product to our client at or before the scheduled
deadline. CGA will enlist all needed team members to
ensure deliverables are provided to the City in an ex-
pedited fashion. CGA accomplishes this task by keep-
ing all channels of communication open amongst team
members and coordinating in -house project meet-
ings to make sure project milestones are being met as
planned. Communication amongst our large group of
experts will allow CGA to expedite project schedules.
The CGA Team can assist the City with ensuring the
City of Sunny Isles Beach residents and businesses are
given a high quality product in the most cost effective
manner. Throughout construction, it's crucial to main-
tain open communication between the contractor and
design team to minimize the number of submitted
change orders.
This process allows all parties involved to remain on
schedule and meet the budget goals. This project's
prime focus is obtaining a permanent, cost effective
and regulatory compliant solution to a specific issue
and will require clearly defined project objectives and
a detailed and concise scope definition from project
