Currently, WA holds similar contracts with other local municipalities and is well versed in these types of contracts and will be able to provide additional support to ALL of the City's upcoming projects. WA has enjoyed working in the Sunny Isles community over the past five years or so as WA was the architect for the expansion at Ruth K. Broad Bay Harbor Elementary School and well as the very recent addition at the Norman S. Edelcup Senior High School. As one of the premiere multi - discipline, design and planning firms in South Florida, WA offers a full -range of comprehensive professional design services and due to its in -house services (architecture, mechanical, electrical, plumbing, and civil engineering, and cost estimating), can offer the City a single- source for most tasks required under this contract. Not only has WA completed more than 500 projects under similar contracts for municipalities and other public agencies in the past 25 years the firm was founded on continuing service contracts out performing on each and every one of them. Structural engineering design will be handled by Bliss & Nyitray who was the engineer of record for the Norman S. Edelcup Senior High School and the teams landscape architectural firm is Savino Miller Design Studio who is responsible for the master planning at the Sunny Isles Beach Government Center. WAbrings significant related experience in the design and execution of municipal projects, and in some cases addresses the requirements for continued operation of the building or facility. This combined experience insures an understanding and appreciation for the challenges to be faced with municipal projects, as well as, a background in resolution of each of the challenges. ARCHITECTURE ENGINEERING PLANNING INTERIOR DESIGN Aqua at Allison Island (Condominiums) Currently, we are joint defendants with the developer, Dacra, and the contractors, Turner Construction and Coastal Construction on a residential condominium known as AQUA Condominiums. The plaintiffs are the condominium associations for each building in the development. The actions were filed from July 2009 to April 2010 in the Circuit Court of the 11th Judicial Circuit in and for Miami -Dade County. The associations have alleged that WA was negligent in several areas. However, the vast majority of the alle- gations are either construction - related or developer responsibility. Moon Bay (Condominiums) Currently, we are joint defendants with the develop- er, Gilcar, LLC and the contractor, Design Manage- ment and Builders Corporation on action filed by the plaintiff, Angel Morales, owner of a unit in the Moon Bay Condominium development. The plaintiff alleges that the pool equipment generates excessive noise and that it migrates into his apartment. WA has re- quested for Summary Judgment as the pool equip- ment was procured via design /build and not speci- fied by us. The action was filed August, 2010 in the Circuit Court of the 11th Judicial Circuit in and for Miami -Dade County. From that discus- sion we will develop a plan of action. This plan will outline all sensitive issues for dialogue and develop a format for facilitating input. It will also recommend the best approach for making information available to the public and keeping them informed. Ability to Control Schedule and Budget In order to accomplish the project goals, an architec- tural and engineering coordinator are strategically placed within the organization to insure integration of all disciplines during design and construction. In addition, a quality control coordinator is positioned with an independent group of in -house profession- als to review and validate the finished product with a high level of technical performance. This integrated and proven approach to the organizational structure offers the City a paradigm that enhances the deliv- ery of quality work within the proposed schedule and budget. Cost Control Methods Recognizing the critical importance of cost manage- ment when budgets are tight, WA will commence cost control procedures immediately upon issuance of the Notice to Proceed on a particular project. The techniques to be utilized by the team for cost control include: Program and Budget Review: A detailed review of the program and budget will be conducted to ensure validity and compatibility. Systems Budgeting and Estimating: All budget estimating will be divided into subsystem com- ponents to allow for identification and control of specific problem areas. • Cost Trending: A careful charting of the on -go- ing estimates will be performed to evaluate a direction that might be developing as the project progresses. Cost estimate development and updates at the various stages will include quantification of all ma- jor project elements, even at the earliest stages of plan development. Review of recent similar project cost history, subcontractor and supplier input at the design development stages are indispensable and will be a major contributor to the accuracy of ear- ly budgeting as well as a key element in assisting with material considerations as regards to cost and scheduling for that particular project. We will prepare budget estimates at several stages of document de- velopment (30 %, 60 %, 90% and 100 %). Progress estimates are prepared from completed drawings to validate the budget or indicate if design cost ex- ceeds budget parameters. The scope of a particular project that would be con- sidered under this RFQ, in conjunction with the cur- rent market conditions will significantly impact any estimates of actual cost and will require an under- standing of, and sensitivity to, these factors. Schedule Control Methods WA takes pride in an outstanding record for re- sponsiveness to established schedules. Particularly important to this contract is our exceptional record for meeting constrained schedules for contracts in- volving public facilities. In the execution of similar work, the firm has always met schedule demands. Schedule management for this contract will be ac- complished through proven project management procedures combined with a productive project team and an ongoing schedule evaluation process. A for- mal schedule will be developed to respond to the specific needs of each task and the project manag- er will regularly meet with City personnel to review schedule progress and requirements on that project. In -house weekly status meetings will allow for quick response as needed and the firm's staffing depth will ARCHITECTURE ENGINEERING PLANNING INTERIOR DESIGN ensure the availability of the resources to respond to multiple schedule demands. The commitment of the firm to provide professional excellence and responsiveness for this project will remain uncompromised while meeting established schedules. The projected work load for our collective firms and staffing levels, combined with the avail- ability of an experienced team of professionals in all disciplines will enable our team not only to maintain continuing schedule control, but best satisfy the to- tal needs of this project. As an example of the firm's ability to meet or beat project schedules, below are four project examples where WA has beat the origi- nal design schedule. Quality Control WA employs a comprehensive firm -wide Quality As- surance Program. The following Quality Assurance Procedures are instituted for each project: • A kick -off and goals setting meeting is held to review the project scope and determine the re- quirements for each discipline. A project man- agement and quality assurance plan is prepared and agreed upon at the onset of the project de- sign phase. • At each phase of document submittal, all review comments are addressed and evaluated in a full design team meeting, including the CM. Project coordination checklists are used for each design phase. Quality Assurance responsibilities of each team member are clearly documented and a staff member not otherwise involved with the project is assigned as an independent quali- ty control professional. WA assigns a quality control manager to review the documents for constructability and general coordi- nation disciplines. The project manager and project coordinator review the documents for incorporation of all items in the scope services. The project is also reviewed by the department heads in each discipline for accuracy and completeness. A member of the specifications department reviews each phase with the project manager to coordinate the specifications. CITY OF SUNNY ISLES BEACH RFQ No. 14 -07 -02 C,S WOLFBERG ALVAREZ 8 PARTNERS Project Milestones and Phases The initial phase of the project entails Program PreparationNerification wherein the specific func- tions, areas, uses, etc. of the project are clearly delineated and documented. This includes not only physical requirements but other aspects such as budget, schedule, operation for each component and other parameters affecting the design. Concurrently, the team will be performing Due Diligence including code analysis, existing site conditions, easements, utilities, planning requirements, FEMA and perform- ing geotechnical analysis and land surveying. From this phase, the project will proceed to the Mas- ter Plan /Conceptual Design stage which is defined above in detail, concluding in what the City identifies as the Basis of Design Report (BODR). Once a gen- eral consensus has been reached and notification issued by the City of acceptance, the project will commence with the subsequent phase: Schematic Design. Upon recommendation for approval the next phase is Design Development. This phase results in more defined and completed drawings and delineates the engineering and systems components with regard to type, size, characteristics, quality, etc. This level of information allows for a more detailed construction cost estimate to compare with the City's budget and to make the necessary adjustments. The final phase in the document preparation stage is the preparation of Construction Documents, wherein all of the specifics of the project are completely and clearly documented for permitting, bidding (and /or assisting the CM if the City elects this method) and ultimately for erection of the facilities. The City typi- cally requires that this phase be further sub - divided with document submission for review and provided at the following milestones: 30 %, 60 %, 90% and fi- nal. All of these phases are reviewed in -house by our Quality Assurance /Quality Control Team. This is an independent team of professionals, not active- ARCHITECTURE ENGINEERING PLANNING INTERIOR DESIGN ly involved in the project, which is responsible for on -going review of basic concepts, adherence to the program and codes, constructability, overall coor- dination and other aspects to assure that the proj- ect is well executed, documented and in complete compliance with the City's requirements. Our history of extremely low change orders, significantly below industry standards, is a testament to the success of this QC approach. Coordination An initial site visit will introduce the design project team to the District's team, and will serve to assess existing conditions, review the scope of work, identify tasks specific to each team member, identify poten- tial problems and possible solutions, define project boundaries and discuss the overall design that will be needed to meet permitting requirements and ac- complish the project objectives. Aerial photographs will be analyzed to evaluate the relationship of the Project with adjacent lands and how the proposed improvements will affect private and public landown- ers in neighboring areas. Team members will partic- ipate in periodic project meetings with the District to discuss the project progress, proposed construction tasks, identify potential problems, work out solutions and continue the exchange of project information. Additional meetings with governing agencies, utility companies, adjacent landowners and the general public to develop consensus with all affected parties will be scheduled as necessary. Code Compliance Our first and foremost commitment is to compliance of all the applicable codes without exception. The WA independent quality control team of licensed professionals is very cognitive of the seriousness of code compliance and the notion is always present from the schematic to the final design of any of our projects. Managing the Permitting Process During the permitting and bid period, it is impera- tive that Building Department comments be quickly addressed and Contractor and Vendor Request for CITY OF SUNNY ISLES BEACH RFQ No. 14 -07 -02 1 Y6 WOLFBERG ALVAREZ & PARTNERS Information (RFI's) and Request for Substitution (RFS's) be timely responded, documented and dis- tributed to all involved parties. Managing Contractor Submittals The WA team will also provide construction admin- istration services. Such items to be included under this phase includes the attendance at pre- construc- tion conferences, attendance at weekly meetings, responding to contractor's RFIs, preparation of threshold inspections responding and evaluating contractor's request for change orders, contract amendments, review of shop drawings, review and recommendation of contractor applications for pay- ment and specialty site visits. Close-out of Construction Contract The close -out of the project is an important aspect to the success of a project. WA pays special attention to the closeout procedures and requirements. Those procedures includes the project close out reviews, substantial completion, final punch list development and project certification of final completion of each phase, review of 0 &M Manuals and acceptance and warranty administration of each phase. In general, we will protect the interest of the City while the proj- ect is under construction. Current Workload /Availability of Staff As noted in our organizational chart, WA has a sizable staff, with registered professionals in archi- tecture, engineering and LEED professionals.
