A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES
BEACH, FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH
SECTION 932.7055, F.S., TO EXPEND THREE HUNDRED EIGHTY-THREE
THOUSAND TWO HUNDRED SEVENTY-THREE DOLLARS AND EIGHTY-ONE
CENTS ($383,273.81) FROM THE LAW ENFORCEMENT TRUST FUND (LETF) FOR
THE PURCHASE OF A NEW POLICE DISPATCH SOFTWARE, REPLACEMENT OF
LICENSE PLATE READERS, AND A NEW POLICE VEHICLE; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, in accordance with Florida Statutes §932.7055(4)(c)(3) specifically, a law
enforcement agency that acquires at least $15,000 pursuant to the Florida Contraband Forfeiture
Act within a fiscal year must expend or donate no less than 15% of such proceeds for the support
or operation of any drug treatment, drug abuse education, drug prevention, crime prevention,
safe neighborhood, school resource officer programs or for other law enforcement purposes;
WHEREAS, in accordance with Florida Statutes §932.7055(4)(b) upon the request of the
Chief of Police to the governing body of a municipality, liens and forfeiture funds ("LETF")may be
expended if accompanied by written certification that the request complies with the provisions
of the aforementioned subsection; and
WHEREAS, the Chief of Police has submitted a request for the expenditure of LETF, in an
amount not to exceed Two Hundred Ninety -Nine Thousand Nine Hundred Seventy -Nine Dollars
and Seventy -Seven Cents ($299,979.77), which includes a 10% contingency in an amount not to
exceed Twenty -Seven Thousand Two Hundred Seventy Dollars and Eighty -Eight Cents
($27,270.88), for upgrades to ten (10) existing license plate readers; and
WHEREAS, the Chief of Police has submitted a request for the expenditure of LETF, in an
amount not to exceed Nineteen Thousand Three Hundred Eighty Dollars and No Cents
($19,380.00), for the purchase of a new Police Department dispatch software; and
WHEREAS, the Chief of Police has submitted a request for the expenditure of LETF, in an
amount not to exceed Sixty -Three Thousand Nine Hundred Fourteen Thousand Dollars and Four
Cents ($63,914.04), for the purchase of a new Police Department vehicle for use by the K-9
Division; and
WHEREAS, wishes to approve the expenditure of LETF for the purchase of the
aforementioned Police Department items, in a total amount not to exceed Three Hundred Eighty -
Three Thousand Two Hundred Seventy -Three Dollars and Eighty -One Cents ($383,273.81), in
compliance with Florida Statutes.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Expenditure of Forfeited Monies. Based on the attached certification, the Chief of

Police is hereby authorized to expend Three Hundred Eighty -Three Thousand Two Hundred
Seventy -Three Dollars and Eighty -One Cents ($383,273.81) from the Law Enforcement Trust Fund
for upgrades to ten (10) license plate readers, a new Police Department dispatch software, and
a new Police Department vehicle, in compliance with Florida Statutes.
Section 2. Effective Date. This Resolution shall become effective immediately upon adoption.

Expend Law Enforcement Trust Funds to Purchase a Police Vehicle, Upgrad(
End of Life LPR Sites, and Purchase Enhanced Dispatch Software,
RECOMMENDATION:
Staff recommends approval of this resolution.
REASONS:
The Police Department is seeking to expend $63,914.04 of Local Law Enforcement Trust Funds (LLETZ
to purchase a 2023 Ford F150 Police K9 vehicle via Charlotte County contract # 2021000541. Th(
Police Department acquired two police Kgs which are currently training with their assigned handlers.
The purchase of this vehicle will allow the police department to replace a current K9 vehicle which is a
2015 model year. This vehicle will come fully equipped with the necessary K9 equipment needed. It
should be noted that the second police K9 handler is currently awaiting the arrival of a fully functional
Ford F150 K9 unit also from Bartow Ford which was purchased via general fund.
The Police Department is also seeking to replace license plate readers at ten sites that have reached
their end of life also using Local Law Enforcement Trust Funds via GSA contract 334220/GS-07F
0031W. The identified sites were installed in early 2019 and their effectiveness has diminished
because of their age and exposure to the salt air environment. The upgraded LPRs will have
ruggedized PC which will help in extending their life with this generation of system. This upgrade will
ensure the functionality and effectiveness of the LPR system will meet our expectations. The cost of
the upgrade will be $272,708.88 plus a 10% contingency for a total of $299,979.77.
The Police Department is seeking to use Local Law Enforcement Trust Funds to purchase enhance(
dispatch software for $19,380.00. The software will allow the police dispatch center to send a link to

callers that will enable their live location via a smartphone. It will also allow callers to share pictures,
videos, and chat with communications officers which allow our police officers to better respond to a
calls for service. If a caller is in need of police they can stream the event live using their smart phone
to our communications center and provide a real time location through the device's GPS. If they
cannot speak they can initiate a chat or text pictures to our communications officers. This software will
work with the new Hiperwall which communications officers can control on large monitors from their
work stations.

Funds have been appropriated in account 610-3-5210-XXXXXX-XXXXX.
